[27.05.2016]Problems connected with the JAO LICE.

Certain problems being faced by the employees, for appearing in the JAO LICE, are already taken up by BSNLEU. The demands of BSNLEU in this regard are:- 

 

1)      The upper age limit for appearing in the JAO LICE should be increased from 53 years to 55 years.

2)      The condition that the candidates should have completed 5 years of service in the   9020 pay scale should be removed. All officials who have completed 5 years of service should be permitted to appear in the exam. 

3)      The cut off date to recon the upper age limit should be changed from 1st January to 1st July. 


The above mentioned issues were   seriously discussed several times with the Director(HR)  and GM(FP). However, Management informed us that the above issues could not be settled, without effecting amendments to the JAO Recruitment Rules(RR). A minimum of 5 to 6 months may be required to implement the amendments. Hence, Management has expressed it's inability to bring the changes to the RR before the forthcoming JAO LICE, scheduled to be held in July. BSNLEU regrets that the changes cannot be implemented for the forthcoming exam. However, it assures that all out efforts will be taken to implement the changes before the next JAO LICE.

 

[26.05.2016]Modi Sarkar has completed two years in office.

Today, the Narendra Modi government has stepped into it's third year. It has already completed two years in office. The "Acche Din", promised by Prime Minister Narendra Modi, is yet to come for the common man of the country. During these two years, enormous concessions are showered on the corporates, while subsidies meant for the poor are getting withdrawn. More and more attacks are unleashed on the Public Sector. Hard won rights of the working class are sought to be curtailed through amendments to the Labour Laws. Unemployment and prices of essential commodities keep on increasing. Above everything, the two year period has witnessed steep rise in communal violence. Under patronage from the government, communal forces are freely spreading communal hatred. The experience of the two years says that the working class should strengthen it's unity, for protecting it's rights from the onslaughts of the Modi Sarkar.

 

[26.05.2016]Management issues fresh notification to hold Membership Verification for the Executives.

Corporate Office has issued notification yesterday the 25th May, 2016, for holding the first Membership Verification, to elect the Majority Representative Association of the Executives. Last date for submitting application is 24th June, 2016. The Verification will be held on 27-09-2016. Results will be declared on 29-09-2016. Seven membership verifications have already been conducted for the Non-Executives. But, in the case of Executives, verification is not even held once. The earlier attempts of the Management to hold verification did not materialize due to one reason or the other. We hope that, at least this time the verification will take place.

 

[25.05.2016]CEC meeting of BSNLEU to be held at New Delhi on 18th,19th and 20th July, 2016 - Circle Secretaries and Central Office - bearers to note please.

The Central Executive Committee meeting of BSNLEU will be held at New Delhi on 18th, 19th and 20th July, 2016.  This is already communicated vide CHQ circular no. 13 dated 20-05-2016. This is an important CEC meeting, which will be reviewing the results of the 7th Membership Verification, apart from planning for the General Strike called on by the Central Trade Unions, which will take place on 2nd September, 2016. Hence, all circle Secretaries and Central Office-bearers are requested to attend the meeting without fail. Reservations may be made immediately to avoid last minute inconveniences. Notification of the CEC meeting will be issued shortly. 

 

[25.05.2016]All district unions should conduct their district executive committee meetings by 6th July - circle unions should ensure this. 

As per the decision of the All India Centre, all the district unions should conduct their district executive committee meetings latest by 6th July, and make a review of the results of the 7th Membership Verification. The district unions should also send a review report in writing to their respective circle union. Based on the review done by the district unions, the CEC meeting to be held at New Delhi will come to a final conclusion. However, CHQ wishes to point out that, it is basically the duty of the circle unions to make their district unions to hold their executive committee meetings. Hence, Circle Secretaries are requested to monitor this and to take necessary action.

[24.05.2016]VRS is a requirement to make BSNL profitable - says CMD BSNL.

In an interview given to the Indian Express, shri Anupam Shrivastava, CMD BSNL has said that VRS is a requirement to make BSNL profitable. The CMD BSNL has stated that BSNL is having 2,10,000 employees, whose average age is 50, and that Rs. 15,000 crore is being spent for paying salaries. This amount is equivalent to the money earned by Air India, through all its domestic and international operations. The CMD BSNL has also stated that the Company is trying to improve efficiency by giving training to the employees, but it is not possible to reduce the age of the employees. BSNLEU would like to tell the CMD BSNL that, VRS is not the method to make BSNL profitable. MTNL is the best example, where VRS is already implemented 3 times, but still the Company is sinking fast. Any attempt to introduce VRS in BSNL will be resisted stiffly.

[24.05.2016]Air India - Indian Airlines merger responsible for all ills - says CMD, Air India.

Air India is being cited as an example of an inefficient PSU. The failure of Air India is also often attributed to the inefficiency of the employees. However, the CMD of Air India, shri Ashwani Lohani has said that the merger of Air India and the Indian Airlines is responsible for all ills. Both the Air India and the Indian Airlines were performing well, when the government of India took the decision to merge them together. "It makes me sad when the common employee is often blamed for the ills of the organisation, whereas the real reason for the debacle lies elsewhere", Lohani has said in a hard-hitting blog post.

[24.05.2016]Funds for payment of GPF advance.

Corporate Office has allotted funds to all the circles, for payment of GPF advance. Since there was delay in allotment of funds to the circles, BSNLEU discussed the issue with Ms. Sujata Ray, Director(Finance),  last Friday, who assured to do the needful.

[24.05.2016]BSNLEU requested Management to take initiative for conducting JTO LICE for the vacancy of 2013-14 in Bihar Circle.

JTO LICE for the year 2013-14 was held on 22nd May, 2016 very successfully in all circles except Bihar due to stay given by Hon'ble CAT, Patna on 20th May. Com Swapan Chakraborty, Dy.GS, BSNLEU and com Sunil Goutam, Dy.GS, SNATTA met the GM (Rectt.), Ms. Anima Roy on 23rd May and expressed sincere thanks to the Rectt. Cell of Corporate office for smooth and successful conducting of the exam. Both the leaders requested the GM to take initiative for immediate vacation of the stay in Bihar circle and also to conduct the exam for the year 2013-14 before the next exam. The GM informed that the management has already instructed the CGM, Bihar to appeal in Hon'ble High Court to vacate the stay. 

 

[23.05.2016]JTO LICE is conducted successfully - BSNLEU heartily congratulates one and all.

It is a matter of great joy that the JTO LICE is successfully conducted yesterday. A large number of eligible candidates have appeared in the exam. BSNLEU heartily congratulates all of them.  According to reports received, the question paper was not very tough, as feared by many. We hope that a large number of candidates will pass the exam. This is a great achievement, considering the fact that this is only the second JTO exam to be conducted in the long 15 years' existence of BSNL. BSNLEU has done it's best to successfully hold the exam. Almost every one feared that the exam would not take place, when the Jodhpur CAT order came. The danger of holding the exam as per the 2001 RR was also there. However, BSNLEU intervened and ensured that exam is held as per the new RR. Even though holding of separate exams as per year wise vacancies became inevitable as per the CAT order, BSNLEU ensured that all the three exams are held in this year itself, by fixing their dates. BSNLEU heartily thanks Ms. Sujata Ray, Director(HR)  and all other officers for taking many positive decisions, to over come the hurdles created by the order of the Honb'le CAT, Jodhpur.

[20.05.2016]Implementation of the DoP&T order on stopping recovery of excess payment.

Based on the judgement of the Hon’ble Supreme Court, the DoP&T has already issued order that, recovery should not be effected from the officials for whom excess payment had been made in the past. However, BSNL Corporate Office has not yet endorsed this letter. Com. P. Abhimanyu, GS, com. Balbir Singh, President and com. Swapan Chakraborty, Dy.GS, met Ms. Madhu Arora, GM (Estt.), and demanded the DoP&T letter should immediately be endorsed by the BSNL Corporate Office. However, the GM (Estt.), intimated that necessary endorsement of the DoP&T order has not yet been done by the DoT. BSNLEU urged that the Corporate Office should do the needful to get early endorsement from the DoT. 

 

[20.05.2016]Extension of “Night Fee Call” facility on the residential connections of BSNL employees and pensioners.

BSNLEU has been strongly pressing the BSNL Management that, the Night Free Call facility, already provided to the landline customers, should be extended to the BSNL employees and pensioners also. BSNLEU raised this issue in the last National Council meeting also. It was replied in the NC meeting that the Management had accepted the demand in principle. However, this is not yet implemented. Com. P. Abhimanyu, GS, com. Balbir Singh, President and com. Swapan Chakraborty, Dy.GS, met shri S.K. Sinha, GM (Admn.), and strongly demanded that the commitment given in the National Council meeting should be implemented without further delay. The GM (Admn.), replied that the issue is being processed in the Corporate Office. The Union representatives urged him to implement it expeditiously.  

 

[20.05.2016]Meeting with the Director (HR).

Com. P. Abhimanyu, GS, com. Balbir Singh, President and com. Swapan Chakraborty, Dy.GS, met Ms. Sujata Ray, Director (HR), today and discussed the following issues. 

 

(1)    Vindictive transfer of the DS, BSNLEU, Jamshedpur SSA.

Com. Ram Naresh Prasad, DS, BSNLEU, Jamshedpur SSA, has been vindictively transferred to Dumka SSA, in violation of the Corporate Office orders. It was demanded that the transfer should be cancelled.  

 

(2)   Settlement of victimisations in Varanasi SSA.

It was demanded that the Corporate Office should immediately intervene and mitigate the sufferings of 21 members of BSNLEU, against whom fabricated FIRs have been filed many years ago. It was pointed out that the district administration of Varanasi has acted against the instructions of the Corporate Office and circle administration. It was demanded that the FIRs should be withdrawn as had already been agreed to.

 

(3)    Inordinate delay in the settlement of anomalies.

It was pointed out that the issue of anomalies is not being settled by the Corporate Office, on the plea that the requisite particulars were not received from the circles. It was requested that the Director (HR) should intervene and take appropriate action to break the deadlock. 

 

(4)  Non-implementation of the DoP&T orders, in giving relaxation to the SC/ST employees in departmental examinations.

It was pointed out that the report of the committee, formed by the Corporate Management, to review the implementation of DoP&T orders is not yet implemented. It was demanded that appropriate action should be taken to fully implement the DoP&T orders. 

 

(5)    Review of JTO LICE 2013 results of Andhra Pradesh circle.

It was pointed out that the Andhra Pradesh circle administration has not implemented the instructions of the Corporate Office with regards to the review of the results of the JTO LICE 2013, since a case is pending in the Hon’ble AP High Court. It was demanded that the case should be withdrawn and Corporate Office instructions implemented.  

 

(6)    Awarding of full marks for the questions with more than one correct answers.

BSNLEU has already demanded that the results of the JTO LICE 2013 should be reviewed by granting full marks for the questions with more than one correct answers, as per the CAT judgement. It was pointed out that this has not yet been implemented.

 

(7)    Non-allotment of funds for payment of GPF.

It was pointed out that Corporate Office has not allotted funds to the circles for the payment of GPF advance. It was demanded that funds should be allotted without further delay. 

 

The Director (HR) assured that needful actions would be taken on all the above mentioned issues. As regards the item no.4, the Director (HR) intimated that the Committee report has not yet been approved by the Management Committee. The Director (HR) also told that shri A.M. Gupta, GM (SR), who was present in the meeting, would coordinate with the various sections / authorities and would take the needful action to settle the issues.

 

[20.05.2016]Non-allotment of fund for payment of GPF advance.

Funds for payment of GPF advance is not yet allotted to the circles by the Corporate Office for this month. Com. P. Abhimanyu, GS, discussed this issue with the GM (T&BFCI) today. It was replied that allotment could not be due to acute shortage of funds in the Corporate Office. CHQ will further discuss this issue with the Director (Finance) today.

 

[20.05.2016]Decisions of the All India Centre meeting.

The All India Centre meeting of BSNLEU was held yesterday the 19.05.2016. A review of the results of 7th Membership Verification was made. With a view to ensure a more concrete review of the results, the following decisions are taken:- 

 

(1)  Only at the district level a concrete review of the verification results can be made. Hence all district unions shall conduct their district executive committee meetings by 07.06.2016 and shall review the 7th Membership Verification results. Based on this review, a report should compulsorily be sent to the circle union. 

 

(2)  The Central Executive Committee meeting will be held at New Delhi in the 2nd / 3rd week of July and will review the results.

 

[19.05.2016]BSNLEU granted the status of Main Recognised Representative Union.

Based on the results of the 7th Membership Verification, held on 10th May, 2016, BSNLEU is once again granted with the status of the Main Recognised Representative Union. BSNLEU will have this status for a period of three years from today, i.e., 19th May, 2016 to 18th May, 2019. CHQ wishes hearty congrats to all the comrades.<<view letter>>

 

[19.05.2016]Granting of facilities to the Recognised Unions.

BSNLEU is recognised as the Main Recognised Representative Union of BSNL. Consequent to this, BSNLEU is granted with facilities, as envisaged in the Recognition Rules.<<view letter>>

Today is the 6th death anniversary of our beloved and respected leader com. Moni Bose. He was a symbol of sacrifice, who totally remained committed and dedicated to the working class movement, despite severe victimisations. Com. Moni Bose has immensely contributed to the growth and working class orientation of BSNLEU. We pay our respectful homage to the great leader and pledge to dedicate ourselves to the ideals for which com. Moni Bose stood.

 

 

[18.05.2016]Management urged to issue revised guideline for review of the results of the JTO LICE 2013.

Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, met Ms. Anima Roy, GM (Rectt.), today, and once again insisted to issue revised guideline for the review of the results of JTO LICE 2013, by granting additional marks to questions with more than one correct answer. The representatives also insisted to issue the letter to the CGMs expeditiously, in view of the forthcoming JTO LICE to be held on 22.05.2016. The GM (Rectt.), assured to do the needful.  

 

[18.05.2016]Case in Hon’ble CAT, Ernakulam on JTO LICE - BSNL Management urged to defend suitably.

It is learnt that a case has been filed in the Hon’ble CAT, Ernakulam Bench, in connection with the forthcoming JTO LICE to be held on 22.05.2016. In this connection, com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, met Ms. Madhu Arora, GM (Estt.), today, and urged her to give appropriate guideline to the Kerala circle administration, so that the case is properly defended by BSNL’s counsel when it comes up for hearing tomorrow. The GM (Estt.), assured to do the needful. 

 

[18.05.2016]‘Off net’ call facility in Rs.200/- SIM – Management urged to implement it without delay in the left out circles also.

It has been brought to the notice of the CHQ that the facility of making ‘off net’ calls in the Rs.200/- SIM has not been implemented in some circles like UP (East) and UP (West). Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, met shri S.K. Sinha, GM (Admn.), today, and urged him to take appropriate measures for the implementation of the facility in the left out circles without further delay. BSNLEU has sought appointment with the Director (HR) to discuss certain important outstanding issues. The meeting will be held on 20.05.2016. 

 

[18.05.2016]Good news for BSNL’s viability.

It is a good news for the cash-starved BSNL that it has received a refund of Rs.4,900 crores from the Income Tax department. It is a break through in the on going dispute between BSNL and the Income Tax department. It is also a good news that the revenue of BSNL, through it’s mobile operations, has increased by 9% in April, 2016.

[17.05.2016]Discussion with GM(Rect.) on holding JTO LICE without Negative Marking. 

BSNLEU and SNATTA have already written to the Corporate Management, on holding the JTO LICE, without Negative Marking. In continuation of this, com. Swapan Chakraborty, Dy. GS, BSNLEU and com. Sunil Gautam, Dy. GS, SNATTA, met Ms.Anima Roy, GM(Rect.) yesterday, and discussed the issue. They strongly demanded that the forthcoming JTO LICE should be held without Negative Marking. The GM(Rect.) replied that the matter would be looked into. She also pointed out that this is a policy issue, and a decision could be taken only by the competent authority.

The All India Centre meeting of BSNLEU will be held on 19.05.2016. The meeting will review the results of the recently held 7th Membership Verification and also about holding the next Central Secretariat / CEC meeting, among other routine agenda items.

[14.05.2016]United Forum to meet soon to chalk out future strategy.
The United Forum has resolved to continue it's unified functioning. Leaders of BSNLEU and BSNL MS met and discussed yesterday. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS,  com. Suresh Kumar, GS, BSNL MS, com. Mallikarjun, President, BTEF and com. S. S. Thomar, Dy. GS, BSNL MS participated in the discussion. BSNLEU  leaders thanked  BSNL MS  for it's support in the 7th Verification. It is agreed that the UF will meet soon, to chalk out future functioning. Similarly, com. P.Abhimanyu, GS, telephonically spoke to com. Anup Mukherjee, GS, SNATTA and conveyed his sincere thanks for the support in the 7th Membership Verification.
 

[14.05.2016]Why the victory of BSNLEU in the 7th Membership Verification is magnificent?
Why  the victory of BSNLEU in the 7th Membership Verification is magnificent? In no other PSU,  which is as big as BSNL and spread over from Kashmir to  Kanyakumari, a trade union has won for 6 consecutive times in the elections held for granting recognition. It is true that in many PSUs,  some unions remain recognised for long years. But,  not like in BSNL where unions have to face  election through secret ballot, once in every 2/3 years,  in which  employees participate in tens of thousands. There is no anti-incumbancy factor for BSNLEU. Every time it wins with a large margin. Every time it increases it's vote percentage also. Undoubtedly, the victory in the 7th Verification is unique and magnificent.

BSNLEU’s 6th victory in the membership verification was enthusiastically celebrated at the BSNL Corporate Office today. Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. R.S. Chauhan, Org. Secretary (CHQ), participated in this celebration with a large number of comrades from the Corporate Office and NTR. Drums were played and leaders were garlanded. This is BSNLEU’s 6th consecutive victory. [11.05.2016]BSNLEU writes to the Management demanding to arrive at the correct figure of total voters.

BSNLEU has written to the Corporate Management to arrive at the correct figure of the total voters, after deducting the number of Officiating JTOs who were promoted as regular JTOs after 30.03.2016, and also the Non-Executives who have expired after 30.03.2016 and before the date of polling. BSNLEU has demanded this correction to the total voters should be done before declaration of the final results.<<view letter>>

It is a matter of pride and joy that the daughter of a Sr.TOA has cleared the IAS exam. Ms. Ashwini, daughter of com. S.H. Brisk polling taking place in the 7th Membership Verification. Non-Executives are seriously participating in the polling, because this verification is going to decide the fate of BSNL and that of the employees for the next 3 years. Eventhough SNATTA aligned with NFTE in the last Membership Verification held in 2013, BSNLEU stood in the forefront to settle all the genuine demands of the DR TTAs. The CHQ of NFTE has appealed to it’s functionaries not to get provoked over the baseless allegations of BSNLEU. Who has levelled baseless allegations? It is NFTE which abused BSNLEU. NFTE offered free 'up and down' flight tickets to many union leaders, for attending it's  Central Executive Committee meeting, held at Patna. A very impressive election campaign meeting was held at Meerut today, with more than 300 employees enthusiastically participating in it. Com. Satish Sharma, DP, BSNLEU, presided over the meeting.The meeting started at 13.00 hrs and went on till 16.00 hrs, but none of the participants left the venue till all the leaders completed their speeches. [04.05.2016]Meeting with Director (HR) and GM (FP) on issues connected with JAO LICE.

Com. P. Abhimanyu, GS, met Ms. Sujata Ray, Director (HR) and Shri Sunil Kumar, GM (FP) and discussed the problems related to the JAO LICE. The GS demanded that the upper age limit to appear the JAO LICE should be increased from 53 to 55 and also the cut off date for calculating the upper age limit should be 1st July, as in the case of JTO LICE. The GS also insisted that Management should not insist that the candidates should have completed 5 years of service in 9020 pay scale. The Management side expressed that these issues cannot be addressed without effecting changes in the JAO RR. They also said that effecting any change in the present RR will take many months and hence stated that these issues would be taken care of in the next JAO examination only. However, the GS insisted to consider the demands of the Union, since a good number of candidates are affected.  

 

[04.05.2016]Review of the results of the JTO LICE 2013.

Due to the insistence of BSNLEU, Corporate Office has issued a detailed letter on 07.04.2016, wherein guidelines are given for the review of the results of the JTO LICE 2013. This letter has come as a big relief to the candidates who have failed by a few marks. However, in the above mentioned letter, an unacceptable direction has been given in respect of questions with multiple correct answers. Com. P. Abhimanyu, GS, met Ms. Sujata Ray, Director (HR) and Ms. Anima Roy, GM (Rectt.), today and insisted that full marks should be given to the questions with multiple correct answers. This was accepted and it was assured that appropriate guideline would be issued.  

 

[04.05.2016]New designations for RM, TM, Sr.TOA and TTA to be implemented immediately after the 7th Membership Verification is held.

The implementation of the new designations for the cadres of RM, TM, Sr.TOA and TTA is being greatly delayed. This issue was discussed by com. P. Abhimanyu, GS, today, with Ms. Sujata Ray, Director (HR) and shri A.M. Gupta, GM (Restg.). It is understood that the Management has now come to the conclusion that the approval of the Management Committee for change of designations is sufficient, and approval of the BSNL Board is not necessary. Hence, order for change of designations will be issued immediately after the results of the 7th Membership Verification are declared.

It was a spectacular and hugely attended election meeting at Vijayawada. About 500 employees, among which 60 are women employees, attended the meeting.  Com K.V.R.Mohan Rao DP, presided. A huge election campaign meeting was held at Chandigarh on 28-04-2016. Com. Bhag Lal Kaoundal circle, President, presided over the meeting. More than 300 employees attended the meeting. Com. [28.04.2016]Formation of BSNL and the role of NFTE. 

BSNLEU has alleged that NFTE supported formation of BSNL. This statement is 100% true. It is a fact that the government took decision to form a corporation. But, the leaders, who later on formed BSNLEU, strongly opposed the proposal of the government to form a corporation. E3(N), T3, ITEU and the like minded unions conducted nationwide campaign among the employees, opposing formation of a corporation. At that time, what NFTE leaders were doing? They were supporting corporatarisation. They told the employees that they would get public sector wages, only if a corporation is formed. The E3, Tamil Nadu circle union, passed resolution in it's circle conference, supporting formation of a corporation. In fact, they even took decision to go on struggle, if corporation is not formed expeditiously. This is the betrayal story of NFTE.  E3(N), T3, ITEU, etc., went on a nationwide one day strike on  28th June, 2000 opposing  corporatarisation. Again, these unions went on a two day strike on 24th and 25th August, 2000. These strike actions created pressure on the leadership of NFTE. So, NFTE was also compelled to go on strike. 

 

[28.04.2016]Government pension - NFTE cannot claim credit.

NFTE boasts that it ensured payment of government pension to BSNL employees through it's strike. Government agreed to give government pension, only out of compulsion, with a view to overcome the resistance among the employees for the formation of a corporation. The credit goes to the present leaders of BSNLEU, for creating this resistance among the employees. NFTE cannot claim any role in creating this resistance. Why because, right from the beginning they were supporting corporatarisation, and were telling the employees to accept it.


[28.04.2016]NFTE accepted disinvestment, as well as privatisation of BSNL.

The agreement signed by NFTE with the government in September, 2000, accepted disinvestment in BSNL. In fact NFTE accepted disinvestment even beyond 50%, which is nothing but privatisation. The agreement says that, in case of disinvestment beyond 50%, safeguard would be provided to the employees. If more than 50% is disinvested, then the Company will be privatised. After the management of the company has gone into the hands of the private, how the interests of the employees can be safeguarded?


[28.04.2016]Formation of BSNLEU is a turning point for BSNL.

BSNL was formed in October, 2000. In March, 2001, E3(N), T3, ITEU and other like minded unions met at Visakhapatnam and formed BSNLEU. We can understand the grievance of NFTE. Only because of the formation of BSNLEU, NFTE lost its recognition in 2004. But, every employee will accept that, only because of the initiatives taken by BSNLEU for united struggles, disinvestment could not be done by the government so far. Formation of the Subsidiary Tower Company, Merger of BSNL & MTNL are also the decisions of the government. But, BSNLEU is fighting against them, by uniting all the unions and associations. The comrades of NFTE should make a self introspection, whether such a role was played by NFTE, before corporatarisation.

Election campaign meeting at Pathankot, a small SSA of Punjab Circle was conducted very effectively. More than 150 employees attended the meeting. The meeting was presided over by Com. BSNLEU Jammu, Kathua, Rajouri, Samba, Badi Brahmana, R.S Pura and Akhnoor conducted a very effective joint meeting at Jammu on 25.04.2016. Comrades from far away places attended the meeting enthusiastically. The meeting was presided over by com. Narayan Singh Minhas, CP, J& K. Com. Mir Nisar Ahmad, CS, J&K, initiated the deliberations. Balbir Singh, President, BSNLEU, while addressing the meeting, exposed the false propaganda being made against BSNLEU by NFTE and called upon the workers to defeat NFTE for its anti-workers policies. In the 1st Wage Revision, when all the unions demanded 4400 as the Minimum Pay, NFTE demanded Rs. 3400 as Minimum Pay. At the time of 2nd Wage Revision, BSNLEU went on 2 days strike, but NFTE betrayed the strike and wrote to the Management that it was not joining the strike. During 2002 to 04, when NFTE was the Recognised Union, it did irreparable damage to the employees. It accepted CRS, allowed the Management to declare most of the cadres as "Wasting Cadres", and demanded payment of pension on CDA pay scales. After getting recognition for the 2nd time, NFTE agreed for reduction of the Pension Contribution, from the accepted 6% to 3%. The biggest betrayal of NFTE is that, it accepted the beggarly 2 digit PLI offered by the CMD. The GS expressed the hope that the employees would teach a proper lesson to NFTE in the 7th Verification.<<views of the meeting>>>

BSNL Employees Union, Saharanpur, organized a very effective election campaign meeting on 23.04.2016. The meeting was presided over by Com. In Rajasthan, this is the marriage season. Despite more than 2-3 marriage functions connected with BSNL employees, large number of workers attended the membership verification campaign meeting at Pali on 23 April 2016. Com. A massive and enthusiastic election campaign meeting held at Hubli today, once again reaffirmed beyond any doubt that Karnataka circle is the bastion of BSNLEU. More than 450 comrades have enthusiastically gathered in the massive meeting, addressed by com. P.Abhimanyu at Hubli today. Apart from the comrades of Hubli, comrades have also come from many other districts to hear from the General Secretary. Com. B.P.Narayan,CP, presided over the meeting. Com. BSNLEU,  Amritsar district union organised a  massive and inspiring election campaign meeting at Amritsar today. The meeting, which was held in the Albert road old trunk exchange was attended by more than 350 employees. The GM, Amritsar, tried to disrupt the meeting by locking the gates. [18.04.2016]Directly Recruited TTAs in Punjab are solidly supporting BSNLEU.

The circle secretary of SNATTA, Punjab circle, has been suspended by the All India Union of SNATTA, for not implementing the agreement reached between BSNLEU and SNATTA. Utilising this, NFTE has started claiming that all the DR TTAS of Punjab circle are supporting them. This claim was punctured by com. Pawan Kumar, Punjab circle president, SNATTA and com.Surjan Chopra, Central Coordinator and All India Organising Secretary, SNATTA. Both the leaders addressed meetings at Ludhiana and Jallandhar today, with com. P.Abhimanyu, GS. In their speeches, both the leaders listed the problems of the DR TTAs, which were settled by BSNLEU. They asserted that the ex- circle secretary of SNATTA, who has since been suspended by the CHQ, is totally isolated from the members and that the entire DR TTAs of Punjab circle are solidly supporting BSNLEU,  and will ensure massive victory for BSNLEU in the  7th Verification.

Com P.Asokababu Vice President (CHQ) and Com J.Sampath Rao AGS& CS together have started another round of election campaign, from 17.4.2016. Comparatively Ujjain is a small city in Madhya Pradesh where Sinhasth will be starting soon. As a part of state wide election campaign, Com Prakash Sharma, Circle Secretary, MP Circle addressed the meeting at UJJAIN on 17.04.2016.  After garlanding photos of Com S R Nayak and Bharat Ratna Baba Saheb Ambedkar, meeting was started. A huge and impressive election campaign meeting was held today, at Bharat Nagar telephone exchange, in Ludhiana. More than 400 employees enthusiastically participated in the meeting. Com. [18.04.2016]Lowest Quotation NFTE.

Pension contribution of the Directly Recruited employees is one of the most burning issues. As per DPE orders, BSNL Management should contribute 12% of pay and DA for Pension Contribution. After prolonged and tough bargaining, Management agreed for 6% contribution. Under these circumstances, Management hurriedly convened an all union meeting on 19-02-2016. The entire leaders of BSNLEU were at Ahmed Nagar on that day, attending the Extended CEC meeting. Hence, none from BSNLEU could attend that meeting. Com. Islam Ahmed attended that meeting on behalf of NFTE. Decision was taken in that meeting to reduce Management's Pension Contribution from the already agreed 6% to 3%. NFTE agreed to this reduction. Why? Similarly, on the payment of PLI issue, BSNLEU rejected the 2 digit PLI, proposed by the CMD. But NFTE has accepted. Why? On Pension Contribution and PLI, NFTE has accepted the Lowest Quotation. Now, employees are afraid that in the Wage Revision w.e.f. 01.01.2017 also NFTE will accept the Lowest Quotation. 

 

[18.04.2016]Tall claims of NFTE in the settlement of the problems of the Directly Recruited TTAs.

NFTE is making tall claims that, it settled all the issues of the Directly Recruited TTAs. But, truth is the other way round. Even though SNATTA was in the alliance of NFTE, the Directly Recruited TTAs got no benefit out of it, during the last 5 years. That was why, when the CEC meeting of SNATTA was held at New Delhi on 28-02-2016, more than 90% of the Circle Secretaries and Central Office bearers expressed their severe anger against the inaction of the leadership of NFTE, in settling the burning issues of the Directly Recruited TTAs. Taking the widespread anger against NFTE into consideration, the leadership of SNATTA has rightly taken the decision to distance SNATTA from NFTE, and entered into an alliance with BSNLEU. The New Delhi CEC meeting of SNATTA was infact the turning point. Following are some samples for the functioning of BSNLEU and NFTE, with regards to settling the issues of the Directly Recruited TTAs :-

 

1)  Even though SNATTA was in the alliance of NFTE during the last 5 years, BSNLEU took relentless efforts to settle the issues of the DR TTAs. After the 6th Verification, BSNLEU conducted a series of agitations on the issues of the Non-Executives, which included crucial issues of the DR TTAs. Wage reduction, reduction of the qualifying service to appear in the JTO LICE, pension contribution by the Management, change of designation as JE, etc. As a culmination of the agitational programme, BSNLEU gave call for a one day strike on 27.09.2013. Country wide preparations were made by BSNLEU and the United Forum, for organising the one day strike. After one round of negotiation, the strike was postponed to 25-10-2013. Based on further negotiation and concrete assurances given by the Management, the strike was finally deferred.

 

2)  This agitational programme of BSNLEU formed the basis for the settlement of many crucial issues of the DR TTAs. In the back drop of this mobilisations and agitations, BSNLEU continued to put pressure on the Management, which resulted in the settlement of one advance increment with arrears in lieu of the wage loss, reduction of the qualifying service to appear in the JTO LICE from 7 years to 5 years, pension contribution, etc. It is also very important to note that NFTE has not conducted any agitation on it's own to settle the problems of the DR TTAs during the last 5 years.

 

3)  When JE designation to the TTAs was rejected by the Management Committee, BSNLEU collected records of the Railway, CPWD and Postal departments, met the CMD BSNL and all the Directors of the BSNL Board, and questioned why JE designation should not be given to the 3 year diploma holders in BSNL, when the same is given in Central Government departments? Thus, it was BSNLEU which convinced the CMD BSNL and other Directors that JE designation should be given to the TTA Cadre. NFTE was nowhere in the picture.

 

4)  Similarly, when the Jodhpur CAT ordered that the JTO LICE should be conducted based on year wise vacancies, the DR TTAs faced a very big crisis. Management wanted to conduct the LICE based on 2001 RR, which would have been a disaster. BSNLEU stopped it and ensured the holding of the LICE based on the 2014 RR. Further, BSNLEU has also fixed the dates for all the three JTO LICEs, and ensured that the exams are conducted in quick succession, by November 2016. BSNLEU also ensured that the Ex-service man service is counted for calculating the qualifying service. BSNLEU also ensured postings to all the Ex-Service men TTAs, who were provisionally allowed to appear in the JTO LICE 2013. In the similar manner, BSNLEU has taken up and settled a number of problems that arose in the JTO LICE, after the Jodhpur CAT order was given. BSNLEU's website updatings and letters written to the Management will speak this. However, NFTE is no where in the picture, in the settlement of all these issues.


It was BSNLEU which took up this issue, and fixed the dates for all the three exams.

A very impressive election campaign meeting was held at Shimla today, addressed by com. Abhimanyu, GS. Excellent arrangements have been made for the meeting and more than 300 comrades participated in it. Com. S.D.Sharma, DP, presided over the meeting. Com. K C.Panwar, DS, welcomed everyone and addressed the meeting. The meeting was also addressed by com. H.L.Syal, CS and Com.Raveender Sharma, CP. Com. P. Abhimanyu, GS, made an elaborate speech, explaining the works done by BSNLEU, to safeguard BSNL from the anti-BSNL policies of the government, to strengthen it's financial viability, and to redress the genuine problems of the Non-Executives. He exposed the hollow claim of NFTE, that they have opened the door to settle PLI after many years. He told that BSNL employees are not beggars to accept a 2 digit PLI. The GS also exposed the nexus between the Management and NFTE which is not in the interest of the employees. The employees gathered in the meeting thundered that a proper lesson would be taught to NFTE in the 7th verification. Andhra Pradesh circle union has once again proved it's organisational might, by organising a massive two day convention at Eluru, in West Godawari district. The convention is being held on 10th and 11th April, 2016. Members of the Circle Executive Committee, Branch Secretaries, as well as a large number of district and branch level office bearers are also participating in this Convention. Com. [11.04.2016]An inspiring election campaign meeting organised at Berhampur, Odisha. 

The Berhampur district union of Odisha, organised an inspiring election campaign meeting on 09-04-2016. The meeting, held at telephone exchange, Berhampur, was presided over by com.G.Arraya, district president. Even though, Berhampur is a small SSA, the large turn out of employees in the meeting reflected the efficient functioning of BSNLEU in Berhampur. Com.P. Abhimanyu, GS, com.P.R.Das,circle president, com. S.R.Das,circle secretary and com. S.C.Bhattacharya, circle vice-president addressed the meeting. Com. P. Abhimanyu, GS, fully explained the achievements of BSNLEU, during the last 11 years in general, and during the last 3 years in particular, with regards to the struggles conducted against the anti-BSNL polices of the government, steps taken for strengthening BSNL, and the settlement of the issues of the Non-Executives. [11.04.2016]Com . P.Abhimanyu, GS, addressed casual and contract workers at Berhampur. 

The district union of BSNLEU, Berhampur, has organised the casual and contract workers in the district. Utilising the visit of com. P.Abhimanyu, GS, who is also the Vice-president of BSNLCCWF, a meeting of the casual and contract workers was organisd by the district union. A large number of casual and contract workers participated in the meeting and represented their grievances. Finally, com.P. Abhimanyu, addressed them and explained about the various steps being taken by the BSNLEU and the BSNLCCWF for redressing the problems of the casual and contract workers. [09.04.2016]The real face of NFTE. 

When the BSNLEU led United Forum gave letter for agitational programme, Management gave a threatening letter to GS, BSNLEU. NFTE very happily uploaded this letter on their website on 07.04.2016. What a shame? This clearly shows that NFTE is in collaboration with the Management. Com. Islam Ahmed has stated that this letter is a slap on the face of BSNLEU. Yes, only those who fight against the Management will get slapped, and not the sycophants (chamcha giri karnewale). Do the NFTE friends have the guts to upload the United Forum's letter dated 07.04.2016, written to the Management? 

 

[09.04.2016]Flip-flop, about turn and somersault of NFTE on PLI issue.

NFTE is criticising BSNLEU on various platforms on the PLI issue. Hence, we are duty bound to give reply to NFTE. 

 

In it's Aurangabad CEC meeting, NFTE took decision to organise "indefinite hunger strike" on the PLI issue. But, this programme was never conducted.  Will NFTE friends tell the workers why even "a single day hunger strike" was not organised by them on PLI issue. 

 

When the CMD offered only a 2 digit PLI, BSNLEU rightly rejected it.  BSNLEU said, paying PLI in a 2 digit amount is an insult to the workers. It rightly demanded payment of Minimum PLI. But, NFTE crawled before the CMD and accepted the 2 digit PLI. 

 

On 30.03.2016, com. Islam Ahmed ran "a 100 metre race" and attended the PLI Committee meeting convened at "only one day's notice". In the meeting, he declared that NFTE is not rejecting the meagre amount of PLI, offered by the Management Side. (NFTE website entry dated 30.03.2016 ) 

 

However, after "facing music" from his own people, on the next day itself, com. Islam Ahmed somersaulted, ran to the Director(HR),  and told her that NFTE is not accepting the "meagre amount of PLI." (NFTE website entry dated 31.03.2016)

 

Now, com. Islam Ahmed says that the door for PLI payment was opened by NFTE after 7 years, and now the amount has to be bargained. BSNLEU has already demanded Minimum PLI, and to achieve this, two rounds of agitational programme are already conducted by BSNLEU and it's alliance partners. Cooperation to the Management is totally withdrawn from 08.04.2016. Will com. Islam Ahmed say what agitation NFTE is going to conduct to bargain for a better PLI?

[08.04.2016]BSNLEU demands implementation of Hon'ble CAT, Hyderabad, on eligibility to appear JTO LICE, in respect of TTAs belatedly sent for training

BSNLEU has taken up the case of the DR TTAs recruited in 2007, but who were belatedly deputed for training, due to administrative reasons. All the candidates deputed to training before 30-06-2008 have become eligible to appear the JTO LICE now. But, the candidates of the same batch, but who were sent for training only in July or August, 2008, are not eligible to appear in the exam, since they do not have the qualifying service. BSNLEU has demanded that there should not be any discrimination among the candidates belonging to the same batch. Yesterday, the Hon'ble CAT, Hyderabad, has directed that the applicants, who were belatedly sent for training, should also be permitted to appear in the exam. BSNLEU has again written to the Management that the Hon'ble CAT order should be implemented for all the similarly placed officials.<<<view letter>>>

[08.04.2016]Corporate Office issued a detailed letter to all the CGMs, regarding review of the results of the JTO LICE 2013.

As regards the JTO LICE 2013, review of the results were not done as per the guidelines of the Corporate Office. Many candidates who had failed by 2 or 3 marks, were thus affected. BSNLEU took up the case and demanded the issuing of proper guidelines to all the CGMs in this regard. The matter was inordinately delayed and BSNLEU repeatedly discussed this with the Director(HR) and GM(Rectt.). Recently, a letter was issued by the Corporate Office. But it was very vague, and even that letter was not issued to all the CGMs as BSNLEU demanded. Again BSNLEU wrote to the Director(HR). Yesterday, the matter was again discussed with the Director(HR).Com.P.Abhimanyu, GS, expressed  his extreme unhappiness over the delay on the matter. Director(HR) gave strict instruction to the GM(Rectt.) to do the needful. As a result, the Corporate Office has issued an elaborate letter today to all the CGMs, regarding review of the results. A good number of candidates who failed the JTO LICE 2013 by a few marks will be benefited by this order. A very impressive meeting attended by more than 200 workers was held at Udaipur on 06-04-2016. The meeting was presided over by Comrade C.P Singh, vice president BSNLEU Udaipur. [07.04.2016]Talks held between BSNL Management and BSNLEU on the ongoing struggle.

Talks were held between the BSNL Management and BSNLEU, regarding the ongoing struggle. Com. P. Abhimanyu, General Secretary, com. R.S. Chauhan, Org. Secretary (CHQ) and com. Kuldeep Singh, Asstt. Treasurer (CHQ) represented BSNLEU. BSNL Management was represented by Ms. Sujata Ray, Director (HR), Shri D. Chakravarty, GM (Pers.), Ms. Madhu Arora, GM (Estt.), Shri A.M. Gupta, GM (SR), shri Sheo Shankar Prasad, DGM (Estt.) and shri Ram Shakal, Addl. GM (SR). The representatives of BSNLEU charged that the present crisis was created by the CMD BSNL, who in collusion with NFTE, tried to impose a paltry 2 digit PLI on the employees. He also accused that the BSNL Management conducted a hurried meeting of the PLI Committee, at only one day’s notice, with the hidden agenda to finalise a 2 digit PLI. The Director (HR) assured BSNLEU that no further action will be taken on this matter, till the 7th Membership Verification is completed. However, BSNLEU told the Director (HR) that the United Forum is demanding payment of minimum PLI, and the Management is duty bound to settle the same. He further assured that there will not be further agitation till the 7th Membership Verification is completed. However, BSNLEU informed the Director (HR) that it is totally withdrawing it’s cooperation to the Management w.e.f. 08.04.2016.

 

[07.04.2016]Review of the JTO LICE 2013 results.

In the meeting held with the Director (HR) today, GS, BSNLEU, pointed out that the letter issued by the Corporate Office to the circles for the review of the result of the JTO LICE 2013, is vague. The GS demanded that specific guideline should go to the circles for giving additional marks for wrong questions, out syllabus questions, wrong key etc. etc. The Director (HR) assured to do the needful.

14th April is the 125th Birth Anniversary of Dr. B.R.Ambedkar, who gave India one of the finest constitutions of the world. Apart from this, he was an outstanding crusader against untouchability, and relentlessly fought for the rights of the downtrodden section of the society. The Extended CEC meeting of BSNLEU, held at Ahmed Nagar rightly decided that BSNLEU should observe the 125th Birth Anniversary of Dr. B.R.Ambedkar in a big way. All our circle and district unions are fully involved in the verification campaign. Still, CHQ calls upon all the circle and district unions to effectively observe the day and send reports and photos to the CHQ.

BSNLEU has been demanding that Corporate Office should announce the dates of the JTO LICEs to be held for the vacancies of the years 2014-15 and 2015-16. This demand was necessitated because of the uncertainty created by the judgement of the CAT for holding JTO LICEs separately for year wise vacancies. The demand has been accepted and dates are announced. Further, the Corporate Office has also fixed the date of the outside recruitment, after completion of all the three JTO LICEs. [06.04.2016]BSNLEU demands the Director(HR)  to extend the last date for applying for the JAO LICE, and also to revise the upper age limit for the internal candidates. 
BSNLEU has demanded the Director(HR)  to  revise the upper age limit to 55 years for the internal candidates, for appearing in the JAO LICE. BSNLEU  has also demanded to extend the last date for applying for the JAO LICE, to enable the Management to revise the upper age limit.<<<view letter>>>

 

[05.04.2016]Order issued to calculate Professional /Skill Upgradation Allowance, on the basis of 78.2% IDA merger.

BSNLEU has demanded that HRA of the employees should be revised, by calculating based on 78.2% IDA merger. The issue was also discussed in the meeting of the National Council. Management did not accept to revise payment of HRA. However, the Director(HR)  said that the Professional /Skill Upgradation Allowance can be revised,  based on 78.2% IDA merger. BSNLEU, Nashik district union conducted a huge and excellent election campaign meeting, today, addressed by the General Secretary. The meeting was presided over by com. Ashok Bachchawa, district president. More than 500 employees attended the meeting. A good number of executives belonging to SNEA and AIBSNLEA were also present in the meeting. Com. BSNL employees union, Ajmer SSA, (Rajasthan) conducted a very impressive meeting at telephone exchange, Ajmer. The meeting was presided over by comrade V.P.Sharma, District President. BSNL employees union, Bhilwara SSA, (Rajasthan) organised a very impressive meeting at telephone exchange, Bhilwara. The meeting was presided over by comrade Suresh Payak District President. [05.04.2016]BSNLEU writes to the Director(HR), demanding issuance of proper guidelines to CGMs, for the review of the JTO LICE 2013 results.

Based on BSNLEU's demand, Corporate Office has already issued letter to some CGMs, for the review of the results of the JTO LICE 2013. However, specific guidelines are not there in that letter. Hence, BSNLEU has demanded to issue letter to all the CGMs, with specific direction to review the results. <<<view letter>>>

A massive and inspiring election meeting was held at Jabalpur on 04.04.2016. Com. Shiv Kumar Yadav, DP, Jabalpur SSA presided. Around 300 attended from Jabalpur and other SSAs in Mahakosal area in MP Circle. Com. Jagdish Singh Yadav, Vice President(CHQ), Com. S.N.S. Chouhan, Circle Treasurer, Com. BSNL Employees union Pathankot organised very impressive meeting at Batala on 01-04-2016. Com. Rameshwer Rana, District President presided over the meeting. Com. BSNLEU, SNATTA and BSNL MS have issued notice to the CMD BSNL, for conducting agitational programme. The demands and programme of action notified in the letter are as follows:-

[04.04.2016]Surat conducted a largely attended election campaign meeting.

[02.04.2016]Tremendous and spontaneous response for BSNLEU's call for demonstration against the 2 digit PLI. 

It is a matter of extreme satisfaction to note that workers throughout the country have tremendously and spontaneously responded to the call of the CHQ, to conduct demonstrations, rejecting the 2 digit PLI, offered by the Management and accepted by NFTE, and also to demand payment of Minimum PLI. Even though the call was given at a notice of only one day, the response was marvelous. CHQ heartily thanks the circle and district unions for this wonderful performance. [02.04.2016]Spirited demonstration in BSNL Corporate Office demanding Minimum PLI. 

As per the call of BSNLEU CHQ, demonstration was organised at BSNL Corporate Office, New Delhi, rejecting the 2 digit PLI, offered by the Management and accepted by NFTE, and also demanding payment of a Minimum PLI of Rs. 7,000.
