Conference, started at Ahmed Nagar yesterday the 09.03.2014. The Conference started with flag hoisting
ceremony. National Flag was hoisted by com.Nagesh Nalawade,

participating in the Conference. A seminar on the "Revival
of BSNL" was held yesterday. Com.Purushottam Gedam, Circle
Secretary, initiated the discussion. The seminar was
lively and was addressed by Com.P.Abhimanyu, GS, shri
Anand Kulkarni, CGM, Maharashtra, com.Ajit
Abhyankar (CITU), com.Nagesh Nalawade, Circle President
and com.Konde (State Govt. Employees Association).
Thereafter, Com.Gedam, Circle Secretary presented the
report on activities, which was followed by the
deliberation of delegates. As per the decision of the
Rajkot CEC meeting, a seminar was held in the conference
today on the issues of (1) Neo Liberal Policy and
it's impact on telecom (2) 10 point charter of
demands of the Central Trade Unions (3) Communal
Harmony. Com.P.Abhimanyu, GS, elaborately spoke on the
issues and emphasised the need to fight against the Neo
Liberal Policies and to strive to strengthen communal
harmony. The delegates responded to the message of the
convention enthusiastically and declared that they would
take all out efforts to implement the decision of the CEC.

them. The bill placed in the Parliament to provide 33%
quota to women in the law making bodies, still remains a
distant dream. The advent of the Neo-Liberal Economic
Policy has made the lives of women more miserable. The
Central Executive Committee meeting of BSNLEU, held at
Rajkot, has rightly called upon the circle and district
unions to observe this years International Women’s Day in
a befitting manner. On this day, let us all take the oath
that we will stand up to defend the equality and rights of
women, both at home and every where.
Office issues letter regarding the vacancies applicable
for the JTO LDCE, that was held on 02.06.2013.
A number of court cases
are still going on in respect of the JTO LDCE that was
held on 02.06.2013, as a result of which the results are
not declared in those circles, and the candidates who
appeared the exam are suffering. Due to the efforts made
by BSNLEU, Corporate Office agreed to release the results
in Punjab and Andhra Pradesh Circle. Case is still going
on in Tamil Nadu. To defend this case, CHQ BSNLEU
requested the Corporate Office to issue a letter, clearly
mentioning the vacancies that were applicable for the exam
(held on 02.06.2013). Corporate Office has issued the

The Rajkot CEC meeting
has called upon the circle unions to hold circle level
conventions on three important issues, viz., Neo-Liberal
Economic Policy and it's impact on the Telecom Sector,
Communal Harmony, and the 10 point charter of demands of
the Central Trade Unions and their struggles. The CEC has
decided that these conventions should be completed by 15th
April. CHQ has already finalised the list of senior CHQ
office bearers who will be addressing the conventions in
various circles and the same is already conveyed to the
circle unions through circular. So far, only Karnataka and
UP (West) circles have fixed dates for the conventions.
Other circle unions are also requested to immediately fix
the date for the conventions, in consultation with the CHQ
office bearers allotted for their circles. Circle unions
should take care to mobilise maximum number of comrades
from all the SSAs. Circle Secretaries are requested to
take immediate steps to hold the conventions successfully.
The arrangements being made, including the date of the
convention, may kindly be informed to the General
Secretary immediately, through SMS.

BSNLEU, held at Rajkot has decided to observe BSNLEU's
Foundation Day which falls on 22-03-2014. The CEC meeting
also decided to observe the Martyrdom Day of the great
freedom fighters, Bhagat Singh, Sukhdev and Rajguru, which
falls on 23-03-2014. Since both these important days fall
in this month itself, CHQ calls upon the Circle and
District Unions to make all preparations to effectively
observe them. Both these days should be observed in each
and every district in a befitting manner. District Unions

Indian corporates and
their media are doing over time to praise the Gujarat
model of economic growth. They propagate that to bring
such a growth for the whole country, Narendra Modi should
become the prime minister. But, what is the reality? Like
other Indian states, it is only the “rich” and the “super
rich” who are benefited in Gujarat. For example, recently
more than 12 lakh people have applied for 1, 500 jobs in
Gujarat. And what is the salary? Less than Rs. 5,300 per
month. From this one can understand the severity of
unemployment in that state. Further, the number of state
government employees was once 2.15 lakh. But, today it is
only 1.74 lakh employees. At the centre, the UPA
government is following the Neo Liberal Economic Policy.

approved for BSNL for 2012-13 in lieu of ADC at the
earliest. He stated that there was much delay from BSNL
for getting reply to certain clarifications. After getting
the clarifications, they have been forwarded NIC for
approval. Once the approval comes, the amount will be
released. The Administrator also stated that the NOFN,
installation of 2200 towers in the naxalite area, the
network for the defence for release of spectrum etc. are
being delayed and require urgent attention by BSNL, for
which funds are being allotted by the USOF.

The Central Government
has already formed the 7th Pay Commission for
it's employees. The Commission will recommend wage
revision for the 50 lakh Central Government employees, as
well as pension revision for the 30 lakh pensioners. As
per media reports, the Government may merge 50% DA with
the basic pay, for which the unions are hard pressing the
Government. As of now, the Central Government employees
are getting 90% DA. They are going to get another 10% DA
increase from next month, which will take their total DA
to 100% of pay. The normal practice is that DA will be
merged with pay, when it reaches 50%. Merger of 50% DA
with basic pay was done by the 5th Pay
Commission, while the 6th Pay Commission
refused to do so. Now, as per media reports, the
Government is likely to make a proposal in this regard to
the terms of reference for the 7th Pay
Commission. In respect of the BSNL employees, the BSNLEU
has already raised the demand that 50% IDA should be
merged with the basic pay. The recently held Rajkot CEC
meeting of BSNLEU has passed a resolution, strongly
demanding 50% IDA merger.

Telecom Mechanic LDCE:
Corporate Office has issued letter for
holding the Telecom Mechanic exam (LDCE) for the
Recruitment Year 2013, for which vacancies upto 31.03.2014
will be considered. The GS pointed out that the union has
already raised the demand to allow the non 10th
standard officials to write the TM exam as a one time
relaxation. He strongly insisted the GM (Estt.) to
consider this demand, since this will help to reduce the
number of RMs, who are struck in stagnation. The GM (Estt.)
said this would be looked into.
A settlement on the problems related to NEPP
is already reached between the UF and the Management. In
this regard Corporate Office had called for inputs from
CGMs. GS insisted that the agreement should immediately be
implemented, without waiting for inputs from circles,
since the issue is getting abnormally delayed.
The GM (Estt.) replied that the file is now
going for the approval of the BSNL Board. The GS pointed out the abnormal

Chinese telecom equipment company has hacked BSNL's

the company's engineers", said the Minister. This is a
very serious matter. Nation's security is our topmost
priority and there can be no compromise on this. At the
same time, the government should also apply it's mind into

that the equipments being supplied by the Chinese
companies, viz., Hua Wei and ZTE are of better quality and
are cheaper, compared to the equipments supplied by
European manufacturers. That was why, ZTE recently won the
tender to supply 15 million mobile line equipments to BSNL.
Naturally, the European multi national companies are
engaged in campaign to discredit Hua Wei and ZTE, purely
due to business considerations. Even recently, Tejas
Communications, an Indian equipment manufacturer, has made
a complaint to the Home Ministry that BSNL is procuring
equipments from Chinese companies, which is detrimental to
the nation's security. Hence, the government should make a
thorough study in to all these aspects.

The Union Cabinet has finally decided that 5% shall be the
Spectrum Usage Charge(SUC). Telecom Service Providers pay a
charge to the government, for the spectrum that they
purchase. This SUC is calculated as a percentage of their
annual revenue. So far, SUC is being collected at the rate
of 3% to 8% of the revenue. TRAI has recommended that SUC
should be collected at a flat rate. Taking this into
consideration, the Empowered Group of Ministers (EGoM) has
decided that the SUC should be 5% of the revenue. Now,
this has been approved by the government. The auctioning
for 2G spectrum is going to start on 03-02-2014.

from customers the Mela was extended further in the form
of MINI MELA. The organisers sold 522 SIMS in the Mela. It
is heartening to note that a group of creamy layer
customers from one reputed colony, announced the booking
of 100 FTTH connections along with booking of 11 FTTH
including 4 with annual plan on the spot. This
announcement was made in presence of Shri N.K.Yadav, CGM,
MP circle, who inaugurated the Customer Delight Mela. He
appreciated the effort of the union and said such
motivational actions by the unions will make BSNL

Competition Commission of India turns down BSNL's
complaint against private operators.
Commission of India (CCI) has turned down a complaint made
by BSNL on private Telecom operators regarding
cartelisation. BSNL has made the complaint that in 2010,
Airtel, Vodafone and Idea entered into an understanding in
the bidding for 3G spectrum. Accordingly, they formed a
cartel among themselves and selectively bid for 3G
spectrum. In the auction, Airtel bid for13 circles,
Vodafone bid for 11 circles and Idea bid for 9 circles.
After getting the spectrum, they made illegal roaming
arrangements among themselves and provided 3G service even
in circles for which they did not bid for 3G spectrum. The
CCI, however rejected BSNL's complaint, on the plea that
there is no prima facie evidence to prove the complaint.
As regards the provision of illegal roaming, the CCI told
that it was not the authority to enquire into the matter.

Court order to allow the CAG to audit the accounts of
private telecom companies challenged in Supreme Court.
Telecom Companies pay
Spectrum Usage Change (SUC) to the govt., based on their
Annual Gross Revenue (AGR). However, the private telecom
companies are understating their AGR with a view to cheat
the govt. in the payment of SUC. Hence, recently the Delhi
High Court ordered that the accounts of the private
telecom companies would be audited by the CAG. Against
this order, the private telecom companies have field an
appeal in the Supreme Court.
Ministry favours 3% as spectrum usage charge.
The Finance Ministry has
favoured the recommendation of the TRAI, that 3% shall be
the Spectrum Usage Charge, for the companies that get
spectrum in the forthcoming auctioning. For BWA spectrum
it is favouring continuation of 1% spectrum usage charge,
but to charge them weighted average of 3% and 1%, if they
buy spectrum in the forthcoming auctioning.

Contract Workers Federation, in it’s Central Executive
Committee meeting held on 18th and 19th January, 2014 at
Bhubaneswar, has decided to conduct agitational programme
for the settlement of the very genuine grievances of
casual and contract workers. All circle and district
secretaries of BSNLEU are requested to successfully
organize the agitational programme, together with the BSNL
Casual and Contract Workers Federation. In such of those
districts where BSNL C&CWF does not exist, the district
unions of BSNLEU are requested to undertake the

not respond on time. Now, belatedly, Canara Bank has
agreed to sign a fresh MoU. But they have quoted higher
rates of interests, compared to the last time. Hence,

today and has requested to renegotiate the rates of
interests with the Canara Bank, which she has agreed to.
If this is not done, than the employees will be put to

not at all acceptable to BSNLEU and strongly argued that a
minimum of 12% should be contributed by the Management, as
per the orders of the DPE. He also cited the quantum of
pension contribution being made by various other PSUs.

pension fund should be entrusted with the govt. insurance
companies and not with private insurance companies.
Aadmi Party government at Delhi withdraws 51% FDI in multi

The Aam Aadmi Party government at Delhi has withdrawn the
decision of the earlier Shiela Dikshit government to allow
51% FDI in multi brand retail trade. The Delhi government
has written to the DIPP (Department of Industrial Policy
and Promotion), withdrawing the decision. “If FDI
comes in Retail Trade, then crores of small scale Indian
businessmen will come on the roads, since they will lose
their business and livelihood,” said Chief
Minister Arvind Kejriwal in a letter written to the Delhi
Provident Fund to get 8.75% interest.

EPF Commissioner by the BSNL Theka Mazdoor Union
Chhattisgarh stating that EPF act is not implemented. A
sample of 300 contract workers cases with the details were
submitted before EPF authority. 18 hearings took place
before EPF authority, BSNL management was allowed ample
opportunity to explain their position but there was no
convincing reply on the part of BSNL officers. On the
contrary contract worker’s view points were effectively
put forth by all leaders under the guidance of CITU. An
agitational programme of “March to EPF Commissioner
Office” was also organised jointly by the BSNL Theka
Mazdoor Union and BSNLEU. Now it is learnt that BSNL
management is likely to submit an appeal before Hon’ble
Hight Court Chhattisgarh for release of frozen accounts of

Almost all the private
telecom companies are cheating the government, by not
paying the due spectrum usage charge(SUC) to the
government. All the telecom companies, including BSNL and
MTNL, are paying spectrum usage charge(SUC). This SUC is
calculated based on the Annual Gross Revenue of the
companies. But the private telecom companies understate
their revenue, and thereby cheat the government of due
payment of SUC. For example, during 2006-08 period, five
private companies, viz, Airtel, Reliance, Vodafone and
Tata Teleservices and Idea understated their revenue by
Rs.10,268 crore. Thereafter, the DoT audited the accounts
of the private companies through private auditors and
slapped a penalty of Rs.1,594 crore on those five private
companies. Now the government has noted variations in the
revenues of the private telecom companies, based on the
data given by TRAI and SEBI. So it decided to get the
accounts of the private companies audited by the CAG,
which is objected by the private companies. But the Delhi
High Court in it's judgment delivered yesterday
the 06-01-2014, has ruled that the CAG can audit the
accounts of private telecom companies. The audit of the
CAG will now bring to light the cheatings of the private
companies by understating their revenue.

Screening test for non 10+2 candidates to appear TTA
Corporate Office is finalizing the New Recruitment Rules
of the TTA cadre. The demand of BSNLEU to make provision
for holding screening test for the non 10+2 candidates for
appearing TTA LDCE is not accepted. In the discussion held
with shri R.K. Goyal, GM (Estt.) today the 03.01.2014,
com. P. Abhimanyu, GS, demanded that the screening test
should be held atleast as a one time measure. The GM (Estt)
accepted this and told that the same would be done after

The issue of revision of pension, based on 78.2% IDA
merger is cleared by the Department of Pension. It is
understood that the proposal of the DoT to revise the
pension based on 78.2% IDA merger, notionally upto
09.06.2013, and with arrears from 10.06.2013, is
approved by the Department of Pension. This applies to
those who retired prior to 01.01.2007, as well as to those
who retired after 01.01.2007. Now, DoT will send the file
for the approval of the Department of Expenditure.

country, which is very rich in natural resources,
including diamonds, gold and petroleum. With such abundant
natural resources, this country should be flourishing. But
what is happening is to the contrary. A civil war is going
on in that country between Muslims and Christians, as a
result of which thousands of people are being butchered.
The information recently given by the UNICEF (United
Nation’s International Children’s Emergency Fund) is
extremely shocking. Both the fighting sides are aiming at,
and are killing the boys of their rival group. Such the
killings may be aimed at the elimination of the future
generation of their rival group. What can be more cruel
than this? And remember, this is taking place in the name
of God and religion.

At present, all telecom
companies are paying 3% to 8% of their Annual Gross
Revenue (AGR) as Spectrum Usage Charge (SUC) to the
government. As regards Broadband service, Jio Reliance
which has got All India license and BWA spectrum in 2010,
the SUC payable is 1%. On this, what the TRAI has
recommended is, to fix the SUC at a flat rate of 3% for
mobile as well as Broad Band service operators. Mobile
operators have welcomed this, since the SUC paid by
companies like Airtel and Vodafone will be reduced by
Rs.400/- crore. But Jio Reliance promoter Mukesh Ambani
has opposed this, since the SUC in his case will increase
from 1% to 3%. The Telecom Commission and Group of
Ministers are expected to take a final view on this issue

P&T Trade Union Leader, com.T.S.Rajan passed away.

December, 2013. He had been unwell for sometime and
breathed his last at Mumbai today morning. Com.T.S.Rajan
was former Tamil Nadu circle secretary, as well as the
Deputy General Secretary of the AITTEU Class lll (T3
union). He has played a crucial role in strengthening the
P&T trade union movement not only in Tamil Nadu, but at
the All India level as well. Com.T.S.Rajan was known for
and dedication to the working class movement. He was a
symbol of sacrifice who had drawn a number of leaders into
the trade union movement. BSNLEU dips it's banner and
pays it's respectful homage to the leader. It also conveys
it's heartfelt condolences to his family members.

After the two unions were recognised as per the
New Recognition Rules, the first meeting of the National
Council was held on 23.12.2013. This was the first time in
the history of BSNL that two recognised unions
participated in the National Council. 9 Staff Side members
– 5 from BSNLEU and 4 from NFTE – participated in the
meeting. The remaining 5 members could not participate
since some nominations made by the recognised unions were
not accepted by the Management, citing the case going on
in the Hon’ble Kerala High Court. The meeting was presided
over by Shri A.N. Rai, Director (HR). Both com. P.
Abhimanyu, Secretary, Staff Side and com. Islam Ahmed,
Leader, Staff Side led the deliberations of the Staff Side
members. The discussions were very fruitful, even though
many justified issues were not accepted by the Management
Side, citing the deteriorating financial position of the
Company. There was total unity among the Staff Side
members in their approach towards various issues. This was
because, the items were submitted to the Management only
after mutual discussion between the two recognised unions.
Similarly, prior to the National Council meeting, a Staff
Side meeting was held on 22.12.2013 to create a unified
understanding among the Staff Side members of both the recognised unions. This helped both the unions to speak in
one voice before the Management in the National Council
meeting. It is needless to say that such a unified
approach between the two Recognised Unions will go a long
way in solving the issues of the employees and also to
safeguard BSNL from the attacks of the government.

appropriate forum for relief. This development is part of
the assessment proceedings for 2008-09 and follows an
earlier draft transfer pricing order that sought to add Rs
8500 cr to the company's taxable income.

approval of the Board. The other issues are (i) treating
TTA and Driver pay scale upgradations as 1st
promotion under NEPP (ii) Down gradation of OTBP promotees
in Sr.TOA cadre from 7100 scale to 6550 scale (iii)
Treating LDC to TOA conversion as 1st promotion

they are being processed. Now Corporate Office has asked
for live cases connected with the above mentioned

should not be linked with the profitability of the

performance. They said that the "GPMS" (Group Performance
Management System) can be the basis for payment of PLI.
However, the Staff Side pointed out the flaws existing in
the GPMS. For example, Kerala, which is the number one
profit making circle, has secured lesser score than
Chhattisgarh circle in GPMS. Finally, the Staff Side said
that it wanted to fully study GPMS. In this regard,
Management also agreed to give a presentation. The next
meeting of the Committee will be held in January, 2014.

one such case the DoT has slapped a penalty of Rs.600
crore on Idea Cellular, in connection with it's merger

India regularisations a telecom company cannot hold more
than 10% shares in another telecom company, operating in
the same circle. But in 2008, Idea Cellular has acquired
41.09% shares in Spice Communications. Later, both the
companies merged in 2010.

Trade Organisation’s (WTO) Bali meeting, to reduce India’s
food subsidy. The developed countries, headed by the
United States, are continuously pressurising the
developing nations to cut down their food subsidies. In
the on going WTO meeting at Bali, India is being
pressurized to accept a 10% ceiling on food subsidies. If
this is accepted, it will result in the government’s
withdrawal of subsidies on food items which will adversely
affect the poorer people in our country. Developing
countries like India are being pressurized to cut down
their food subsidies, with a view to benefit the multi
national food companies. It is a good news that the Indian
government has decided to protect it’s right to give food
subsidy to it’s needy people.

(HR) and the GM (Estt.) and strongly demanded to release
the results. It was agreed that the results of AP Circle
would be released immediately. This is in view of the fact
that the Hon’ble Court has given the direction that
vacancies upto 2001 should be kept aside and that the
results in respect of these vacancies should not be
declared until final disposal of the case. In the case of
other circles, Management did not accept our demand, in
view of the fact that the Recruitment Rules are
challenged. However, they assured us to expedite the court
cases for early releasing of the results. CHQ will
continue to take up the case vigorously. Concerned circle
secretaries are requested to provide CHQ with additional
input, if any.

An interesting turn has taken place in the
strike of the Uttar Pradesh State Govt. employees. Nearly
16 lakh employees went on strike since 11th
November, 2013, demanding higher grade pay, increased DA,
modifications in Assured Career Progression, etc. On 22nd
November, 2013, the Lucknow Bench of the Hon’ble Allahabad
High Court has given a direction to the UP State Govt.,
wherein the Hon’ble Court has directed that the strike
period should be treated as ”Earned Leave” and that there
should not be any victimisation. The Hon’ble Court has
also stated that it would monitor the talks to be held
between the unions and the government. Following this
directive, the employees have called off their strike.

The govt. has reduced the base price of 2G
spectrum in the 900 MHz and 1800 MHz bands by 25% to 53%.
This reduction is made with reference to the base price on
which action was done in March, 2013. The auction for
selling this spectrum will be held in January 2014,
through which the govt. expects to earn Rs.30,000/- to
Rs.40,000/- crore. It may be noted that the TRAI has
earlier recommended a reduction of price up to 60%. Later,
the Telecom Commission recommended an increase of 18% to
25%, over the price recommended by TRAI.

constituted even if one union has not sent it’s
nominations. Hence, the circle and district secretaries of
the places where councils are not yet constituted, are

is not received from the CHQ on time, then there may be
some defect in the proposal. Hence such district/circle

The Ludhina All India Conference has given
call to collect Rs.100/- from each member, as CHQ
donation, to overcome the financial problem that the All
India Union is facing, consequent to the purchasing of
Union building at New Delhi. The AIC also decided that
this donation should be collected at the time of payment
of 78.2% IDA merger. However, CHQ regrets to say that only
very few circle and district secretaries have paid
attention to this task. So far, CHQ has received this
donation only from a few district unions. Hence, CHQ
requests all the circle and district secretaries to pay
attention to this and immediately take action for
completing the collection of this donation within the
shortest possible time.
The criticism that was made by BSNLEU on
it's website, regarding the double role being played by
NFTE BSNL, on bonus issue, has made some of their leaders
nervous. We wish to make it clear to the reasonable and
sensible comrades of NFTE BSNL, that BSNLEU was compelled
to make this criticism, only when it was unnecessarily
criticised by NFTE BSNL on it's website. We are aware that
some in NFTE BSNL have become nervous, as a result of
which they have started spreading blatant lies about
BSNLEU. Chennai circle union of NFTE BSNL has posted a
blatant lie on it's website. It is mischievously reported
on that website, that com.P.Abhimanyu, GS, who addressed
a meeting at Chennai on 29-10-2013, has told that bonus
will not be paid to the employees hereafter, since the
Company is running into loss. This statement is a total
lie, intended at maligning BSNLEU and com.P.Abhimanyu, GS.
In that meeting, com. P.Abhimanyu has categorically spelt
out the line of BSNLEU on PLI issue. That is, Management
should frame a new PLI formula, based on the letter of DPE,
which states that PLI is not connected with the profitably
of a PSU, and pending finalisation of this new formula,
the employees should be paid one month's pay as PLI. But,
this demand was not accepted by the Management. BSNLEU has
honestly told it's members that the Union is unable to
settle this demand for the time being, but will seriously
persue it and settle it in the days to come. Whatever
written on Chennai NFTE BSNL website is their own

We feel that it
is pertinent to mention here some thing about the
credibility of the above mentioned website. When the
agreement on 78.2% IDA merger was signed on 12-06-2012 at
New Delhi, by the Forum leaders, this website called it as
a betrayal and sell-out. This website told the workers
that the leaders have cheated, and that BSNL workers will
never get 78.2% IDA merger. In this connection, this
website called the National President of NFTE BSNL, as a
person who frequently changes his union, as he changes his

Everyone knows that
BSNLEU demanded the New Recognition Rules, based on
proportionate representation, and it has taken all out
efforts for the implementation of the rule. However, for
one full year after BSNLEU demended the new rule, the BSNL

step to frame the New Recognition Rule. NFTE BSNL openly
told that heaven would not fall if the Verification was
delayed by a few months. Because, they wanted the
recognition of BSNLEU to expire and was waiting for a
situation where no recognised union would be there. They
wanted such a situation to come, so that they could start
playing their nefarious games. But BSNLEU did not want a
situation wherein no recognised union would be there. Such
a vacuum would be detrimental to the 2 lakh Non
Executives. It was in that situation, that BSNLEU demanded
conducting of the 6th Verification, as per the existing
Code of Discipline. It was only after this, that the BSNL
Management swung into action and put the new rules in
place. NFTE BSNL is comfortably hiding these details and
is trying to accuse BSNLEU. But the employees know that
BSNLEU is the real champion of trade union democracy.
is self-praising ?
NFTE BSNL, in it's website has stated that
BSNLEU is self- praising. BSNLEU never indulges in
self-praising. As a matter of fact, NFTE BSNL is indulging
in self-praising. We can give an example. In the talks
held on 18-10-2013, between the United Forum and the BSNL
Management, many issues related to NEPP were settled. They
are, denial of promotions due to average entries, denial
promotions to TTAs and drivers due to payscale
upgradations, as well as conversion from LDC to TOAs. The
details of this settlement are updated on 19-10-2013
itself on BSNLEU website. However, in the editorial of
Telecom, November 2013, it is written as if it is a
settlement of NFTE BSNL. This is self-praising.
is the demand of NFTE on bonus?
is the demand of NFTE BSNL on bonus ? It is a tragedy that
their leadership themselves do not know it. They say that
bonus should be given to BSNL employees as deferred wage.
Deferred wage means it comes under Bonus Act. Does NFTE
BSNL leadership know that none will get bonus in BSNL, if
it is paid under the Bonus Act ? They should better try to
know that there is a ceiling for eligibility of bonus, as
per the Act. Still worse is the fact that NFTE BSNL does
not know what BSNLEU demanded in the charter of demands
for the One Day strike. BSNLEU did not demand Rs.10, 000,
as mentioned in NFTE BSNL website. It demanded framing of
a new Productivity Linked Incentive (PLI ) formula, and
pending this, one month's pay should be paid as PLI. This
is BSNLEU's demand. NFTE BSNL leadership does not know
what is it's demand, and also what is the demand of
BSNL lacks honesty.
BSNLEU did not start the debate on bonus.
NFTE started it by accusing that BSNLEU meekly accepted
the arguement of the Management. Anyway, it is good that a
debate has started. BSNLEU never degrades struggles of
workers. We only say that NFTE BSNL leadership is cheating
the workers by giving bogus assurance. They told the
workers in the last verification that they would get
bonus, if NFTE BSNL is recognised. Is it not cheating the
workers? Is it not a false assurance? If it is a honest
assurance, then NFTE BSNL should settle it. They can't
settle it. Workers ask what happened to the assurance they
gave in the last verification. So to save their skin,
NFTE BSNL blames BSNLEU and also conducted an eyewash
hungerstrike. BSNLEU never gave such a false assurance.
However, it has seriously taken up the issue and has gone
on struggle. BSNLEU honestly admitted that the demand
could not be settled at present and has assured to persue
it further. But it is a matter of regret that NFTE BSNL
lacks this honesty.

NFTE BSNL has stated, that BSNLEU is the
loser due to the introduction of new recognition rules.
Everyone knows that it is only because of the consistent
efforts of BSNLEU, the New Recognition Rule is introduced
in BSNL. Certainly NFTE BSNL cannot claim this credit
because, that union has been demanding recognition to the
second union, based on a new rule, ever since December
2004, when it lost in the 2nd verification.
However, NFTE BSNL could not bring a new rule. But,
BSNLEU, passed resolution in it's Jaipur CEC meeting, held
in September 2011, demanding New Recognition Rules, based
on proportionate representation. It was only due to the
pressure of BSNLEU, that Management has introduced the new
rules. When BSNLEU demanded proportionate representation,
it knew that it's seats would be reduced. Still it
demanded proportionate representation because, council
seats alone are not everything. The seats of BSNLEU in the
councils might have got reduced. But BSNLEU does not
consider it as a loss. Of course, the leaders of NFTE BSNL
cannot understand all these things. What can we do?

At the time of the 6th
Membership Verification, NFTE BSNL conducted a malicious
propaganda, that BSNLEU is responsible for the denial of
bonus to the employees. They declared from roof-top, that
they would ensure payment of bonus to the employees, if
NFTE BSNL is granted recognition. Not only that. NFTE BSNL
even assured the employees, that LTC and Medical Allowance
would also be restored if they are granted recognition.
Now 6 months are already over, since NFTE BSNL is granted
recognition, and that too at par with BSNLEU. Festival
season has already come. Workers have started cornering
NFTE BSNL as to what happened to Bonus. That union does
not know what reply to give. They conducted an 'eye-wash'
hunger strike, and that too only in some parts of the
country (according to the information available on their
website.) But workers are not prepared to accept this
drama. They are asking one question to NFTE BSNL: "You
categorically assured the workers that bonus would be
restored if you are recognised. Now you have already got
recognition. Where is bonus?" Alas! The condition of NFTE
BSNL is pitiable. What reply can they give to the
workers? So, conveniently they have found an escape route.
They are saying that "BSNLEU meekly accepted the argument
of the Management on bonus issue." But workers are asking,
"what happened to NFTE BSNL's assurance of restoring
bonus?" That union is having the moral duty to answer this
meeting of BSNLEU is to be held on February 7th,
8th and 9th.
CHQ has already announced that the CEC
meeting of BSNLEU will be held at Rajkot, Gujarat circle,
on February 21st, 22nd and 23rd.
Now, due to unavoidable reasons, the dates of the CEC
meeting are changed to February 7th, 8th
and 9th. There is no change in the venue. CHQ
regrets for the inconvenience caused to the CEC members in
this regard, and requests them to book their journey
tickets, as per the new time schedule.

BSNLEU has been seriously taking up with

day strike, that was to take place on 25-10-2013, called
on by the United Forum. In the talks held on 18-10-2013,
Management gave a proposal to solve this problem, which
was accepted by the United Forum. The details of this
proposal is already uploaded on CHQ website on
19-10-2013. It is learnt that this proposal is approved
by the Management Committee of BSNL, in it's meeting held

pressurizing the govt. of India to privatize all the
Public Sector Companies, so that the Indian big
capitalists and multi national companies can loot the
people. Recently, Civil Aviation Minister, Ajit Singh has
echoed the demand of the MNCs. He has said that the
government should not be in the services sector such as
airlines or hotels and any future regime could consider
privatization of Air India. Praful Patel, the predecessor
of Ajit Singh, converted the Air India into a loss making
company. Now Ajit Singh wants it to be privatized. It is
not known whether these ministers are loyal to the nation

under a single license. It is likely to start it’s service
convention held at Lucknow on 15th October

Dey, one of the finest singers of Indian cinema and who

decades, passed away in Bangalore yesterday. He was 94.

Management will shortly call an all union meeting to
discuss about issues connected with the Company's

Central Executive Committee meeting of BSNLEU is to be
conducted in Gujarat.
The All India Centre meeting of BSNLEU,
held yesterday the 23rd October, has decided to
conduct the next CEC meeting in mid February. The CHQ has
already requested the Gujarat Circle Union to host this
meeting. The venue of this meeting will be finalised
within a day or two, after which the notification for the
meeting will be issued. All members of the CEC are
requested to make note of this.
December 'March to the Parliament.'
the Central Trade Unions of the country have given call to
conduct a massive 'March to the Parliament',
on 12-12-2013, demanding settlement of the important
demands of the working masses. This is in continuation of
the two day General Strike held on 20th and 21st
February this year. BSNLEU, being part and parcel of this
movement has decided to fully participate in the rally.
The All India Centre meeting, held yesterday the 23rd
October, has decided to mobilise our comrades massively
for this rally from the adjacent circles of UP (West),
Haryana, UP (East), Punjab, Rajasthan. At the same time
comrades from all other circles should also participate in
'Demands Week' from 18th to 23rd
November, 2013, to campaign on the demands of the March to
All India Centre meeting held yesterday the 23rd
October, has underscored the necessity to effectively
campaign among the employees, on the demands of the
Central Trade Unions for which the 12th
December March to Parliament is taking place. Since
continuous struggles are being called on this demands, it
is understood that the Central Trade Unions will give call
for the next phase of the struggle, after the forthcoming
March to the Parliament. It should be self-critically
accepted that the two day General strike held in February
was not very successful in BSNL, because of the inadequate
campaigning conducted among the employees on the demands.
So, to overcome this shortcoming, a 'Demands Week' must be
observed from 18th to 23rd November, 2013.
District and Branch level mass meetings should be
conducted during this period and the demands of the
Central Trade Unions, on which the12th
December March to Parliament is being conducted, should be
explained. This preparation will be really helpful for
conducting the future struggles.

BSNLEU and the United Forum have been pressing the
Corporate management hard to issue revised guidelines for
giving appointments on Compassionate Ground. One reason
for this is that the employees are getting their pension,
gratuity, leave encashment etc., on revised pay scales.
Whereas, the existing system of awarding weightage points
is meant for the pre-revised wages. This demand is raised
by BSNLEU a number of times in the National Council. This
was one of the demands for which the call for the one day
strike was also to take place on 25-10-2013. Now,
Corporate Office has issued instruction on 22-10-2013, to
award the weightage points for pension of the pre-revised
pay and not of the revised pay. Our efforts to change the
guidelines further will continue.
BSNL has written to Secretary, DoT, on payment of arrears
for 78.2% IDA merger as well as revision of pension based

Circle Secretaries to note please.
Promotion of the left-out 'Telecom Mechanic
trained' officials is one of the important demands for the
One Day strike, that was to take place on 25.10.2013. A
good number of RMs, who have completed Telecom Mechanic
training, could not be promoted due to the non
availability of posts. Hence, we have demanded that all
the trained officials should be promoted through personal
upgradation. Our demand was not accepted.
However, Management has assured to do the best to resolve
this problem and has demanded to provide them with the informations
regarding the number of trained officials in each circle.
Hence, Circle Secretaries are requested to immediately
gather the information pertaining to their respective
circles, regarding the number trained officials, who have
not yet been promoted as Telecom Mechanics, and send the
same to the CHQ without delay, for taking up with the
Day strike postponed.
United Forum meeting was held today the 19-10-2013, and
reviewed the talks that were held yesterday the
18-10-2013, between the United Forum representatives and
the BSNL Management. The meeting expressed it's overall
satisfaction over the settlement of the issues in the
given circumstances. The meeting also felt that the issues
which were not accepted by the Management, need to be
persued further for final settlement. Under these
circumstances the meeting unanimously decided to postpone
the one day strike. The meeting appreciated the employees
as well as all the constituents of the United Forum, for
their readiness to go on struggle, which has facilitated
of the talks held between United Forum and BSNL Management
on the charter of demands for the one day strike to be
held on 25.10.2013.<<click
riots in UP: 128 riots in 21 days and 62 are killed.
With the view to get political gains out of
the 2014 Parliamentary elections, the Sangh Parivar is
spreading communal hatred on a large scale in many parts
of the country. Especially, they are concentrating in
Uttar Pradesh, the state with the largest number of
parliamentary seats. The Muzaffarnagar riots are the
fallout of this. The UP government has filed an affidavit
in the Supreme Court, giving the details of the riots that
took place in and around Muzaffarnagar. According to this,
the communal riots went on for 21 days in Muzaffarnagar
and in the surrounding districts of Shamli, Meerut,
Baghpat and Shaharanpur. Totally 62 people were killed in
the riots, out of which 46 are Muslims and 16 are Hindus.
In connection with the riots, the police have arrested 246
persons, out of which 183 are Hindus and 63 are Muslims.

In a stunning move, the CBI has filed FIR against Aditya
Birla Group Chairman, Kumar Mangalam Birla and former Coal
Secretary, P.C. Parekh, in the Coal Gate scam. The CBI has
accused that Kumar Mangalam Birla got coal blocks allotted
to his company, Hindalco, by entering into a criminal
conspiracy. By filing the FIR, the CBI has sent shock
waves both to the UPA Ministers, as well as to the Indian
capitalists. Union Minister Anand Sharma has praised that
Kumar Mangalam Birla is an iconic figure for the country.
HDFC chairman, Deepak Parekh has said that Kumar Mangalam
Birla was “as clean as a whistle and had always walked the
straight line.” The capitalists, with the connivance of
the bureaucrats, have looted the coal reserves of the
country, to the tune of Rs.1,86,000 crore. It is
noteworthy that only after the Supreme Court pulled up the
CBI, the latter started seriously investigating the
Idea and Vodafone hike 2G internet rates.
Close on the heals of increasing the tariffs of ISD calls,
the private companies have hiked the tariffs of 2G
internet also. Airtel, Idea and Vodafone have hiked their
2G internet tariff by 25%. These three companies are
having 53 percent market share with them. Till recently,
these companies were offering 1GB internet usage for about
Rs.125/-. After the fare hike, Airtel customers will have

hospital. He was 55 years old. Com. D.Purkayastha had been
suffering from severe chicken pox and was admitted to a
hospital at Guwahati, when his condition became critical.
He expired at 06:45 hrs yesterday the 06.10.2013. The
cremation of the mortal remains of com.D.Purkayastha took
place yesterday evening. Com.D.Purkayastha is survived by
his wife and two children. We pay our respectful homage to
the departed leader. We also pay our deepest condolences
to his family members, relatives, friends and all the
comrades of Assam circle.
