[03.12.2016]Allow payment of BSNL bills with old Rs.500/- notes till 15th December – BSNLEU writes to the Hon’ble MoS(C).

As already stated earlier, BSNL’s revenue collections are badly hit by the demonetisation of Rs.500/- and Rs.1,000/- notes. The time limit allowed by the government, for making pre-paid mobile recharging with old Rs.500/- notes has expired. As such, BSNL’s problems will also now aggravate. Since the government has fixed 15th December as the deadline for changing old Rs.500/- notes, BSNLEU has written to the Hon’ble MoS(C), requesting to allow payment of BSNL’s bills for mobile, landline, broadband, leased lines, etc., with old Rs.500/- notes, till 15th December.<<view letter>>

 

[03.12.2016]Non-implementation of CVC guidelines in respect of tenure of officers.

As per CVC guidelines, officers holding sensitive posts, should not be allowed to continue in those posts on expiry of their terms. But this CVC guideline is being violated in the circles of Haryana and Odisha. Com. P. Abhimanyu, GS, discussed this issue with shri D. Chakraborty, GM (Pers.), yesterday. The GM (Pers.) agreed to do the needful. 

 

[03.12.2016]Settlement of victimisations in Varanasi.

Com. P. Abhimanyu, GS, expressed his extreme unhappiness to shri A.M. Gupta, GM (SR) yesterday, over the extreme delay in the settlement of victimisations in Varanasi. The GS firmly demanded that stern action should be taken against the officers who are dodging / violating the direction of the Corporate Office. The GM (SR) replied this matter is being seriously looked into.

 

[02.12.2016]Meeting with CMD BSNL.

Com. P. Abhimanyu, GS, met shri Anupam Shrivastava, CMD BSNL, today and discussed about the following issues. 

 

Kerala victimisations.

The GS requested the CMD BSNL to put an end to the remaining victimisations in Kerala circle, in the light of the findings of the Inquiry Officer. The CMD BSNL told that the issue would be looked into. 

 

Stand still of developmental activities in West Bengal and anti-BSNLEU activities of the CGM, West Bengal.

The GS pointed out that the developmental activities of BSNL in West Bengal have come to a stand still and that the only job done by the CGM, West Bengal is to break BSNLEU. The CMD BSNL told that thus issue would be looked into. 

 

[02.12.2016]Meeting with GM (Estt.). 

Holding of Telecom Technician and Junior Engineer exams.

BSNLEU is continuously pressurising the Corporate Management to hold the TT and JE LDCEs. Com. P. Abhimanyu, GS, discussed this issue once again today with Ms. Madhu Arora, GM (Estt.). The GS demanded that efforts should be taken to hold these exams early in 2017. The GM (Estt.) assured to do the needful. 

 

Implementation of 7 CPC pay scales to the unabsorbed DoT employees (Non-Executives) working in BSNL.

BSNLEU is taking up this issue with the Corporate Management repeatedly. Once again it was discussed by com.P. Abhimanyu, GS, with Ms. Madhu Arora, GM (Estt.). She replied that steps are being taken to issue early orders. 

 

[02.12.2016]Meeting with GM (SR). 

Problems in the remittance of CHQ quota after the introduction of ERP.

After introduction of ERP, some problems have arisen in the remittance of CHQ quota, by the administration. Quota of subscription is not being regularly remitted to the CHQ, by the circle administrations. Com. P. Abhimanyu, GS, discussed this issue with shri A.M. Gupta, GM (SR). The GS is assured needful action would be taken to streamline the remittance of CHQ quota by the circle administrations. 

 

Postponement of the All India BSNL Badminton meet.

The All India BSNL Badminton meet is scheduled to be held at Thiruvananthapuram, from 14th to 17th December, 2016. In view of the All India One Day Strike to be held on 15.12.2016, com. P. Abhimanyu, Gs, demanded shri A.M. Gupta, (GM admn. incharge) to postpone the meet. The GM assured to look into it.

 

[02.12.2016]Reliance Jio extends free voice and data service upto 31st March.

Mukesh Ambani, Chairman of Reliance Industries Ltd., announced yesterday that the customers of Reliance Jio will get free voice calls and data service free up to 31st March. Private telecom operators are taken aback by this announcement. Shares of leading private operators like Airtel, Vodafone and Idea tumbled in the share market. Clearly, Mukesh Ambani is using his huge financial muscle to capture the telecom market. Now, other operators, including BSNL, also compelled to match the concessions offered by Reliance Jio, which will affect their revenue.  

 

[01.12.2016]One Day Strike on 15-12-2016 – Circle and District Secretaries to seriously note please.

CHQ calls upon the circle and district unions to start serious preparations for the One Day strike to be held on 15.12.2016. Being the leaders of the Major Recognised Union, the circle and district secretaries of BSNLEU have a very special role to play. They have to take the initiative to coordinate with the other unions and associations, so that the strike preparations are done collectively. There should not be any lagging due to the thinking that, strike will become successful, since all unions and associations are participating. There is a proverb that “Every body’s business is no body’s business”. We should not become slack, thinking that others will take the initiative. BSNLEU has to take the initiative. We should realise that we are fighting against the policy of a powerful government. The formation of Subsidiary Tower Company can only be stopped through a mighty united struggle. Hence, all out efforts should be taken to ensure 100% participation in the strike. The time available for strike preparation is very less. Start conducting strike preparatory meetings immediately at all places to mobilise the employees. The matter contained in the CHQ circular no.17 could be utilised to print pamphlets, which should be distributed to each and every employee. Going seat by seat, if necessary house to house to meet the employees, is necessary to ensure 100% participation. CHQ may be kept informed by the circle secretaries, about the preparations that are being taken.

 

[01.12.2016]Com. K. Hemalata elected as the President of CITU.

The 5 day All India Conference of CITU, held at Puri, came to an end yesterday. Com. Tapan Sen is re-elected as the General Secretary. Com. K. Hemalata, is elected as the new President. Com. K. Hemalata was the National Secretary in the outgoing body. It is highly appreciable that CITU has elected a lady comrade as it’s National President. Com. A.K. Padmanabhan, is elected as the Vice-President. BSNLEU heartily congratulates all the newly elected office bearers of CITU.

 

[01.12.2016]Public become violent, as they don’t get money from banks.

As days pass on, withdrawing money from the banks and ATMs is getting difficult for people. People do not get money even after waiting in queues for hours together. In places like Meerut, Agra, etc., the police has resorted to lathi charge to disperse the public, who became restive due to not getting money. In Doghat Village of Baghpat district (Uttar Pradesh), the bank staff ran out of the bank building and took refuge in the police station, since the customers became violent because of not getting money.

Com. A.V. Kuriakose, BSNLEU circle president, Kerala, retired yesterday from service on superannuation. Before the formation of BSNLEU, com. A.V.Kuriakose had functioned as the Kerala circle secretary of the Telegraph Class IV Union also. CHQ heartily greets com. A.V. Kuriakose on his retirement and wishes a long, healthy and happy retired life.

 

[30.11.2016]Implementation of the 7th CPC pay scales for the unabsorbed DoT employees working in BSNL.

The new pay scales, as recommended by the 7th CPC, is not yet implemented in respect of the unabsorbed DoT employees (Non-Executives), working in BSNL. The issue was taken up by BSNLEU, based on which Management constituted a Committee to look into the issue. The Committee has now submitted it’s report to the CMD BSNL. BSNLEU is following up the issue, for it’s early settlement.

[30.11.2016]One more attack on the army.

BSNLEU pays it’s respectful homage to the 7 army personnel killed in the Fidayeen attack carried out on the Nagrota Army Head Quarters, near Jammu. Hats off to our jawans who have fought heroically and rescued women and children, taken as hostages during the attack. It really pains us to note that this is the third attack on the armed forces during the last two years. Earlier, Pathankot air force and Uri army camp were attacked. After the surgical strike, Defence Minister, Manohar Parikkar declared that, Pakistan has not come out of the anaesthesia that was given during the surgical strike. But thereafter, 17 Indians soldiers were killed in hostilities in the India Pakistan border. Now, a major attack on our army head quarters has taken place. Mind, these are not attacks on our ordinary people, but on the army and the air force. Let our ministers not play with the lives of our jawans by making irresponsible statements. They should show some political maturity to put an end to the hostilities prevailing in the border. 

 

[30.11.2016]Bad loans of Public Sector banks increased by Rs.80,000/- crore in 3 months.

The bad loans of the Public Sector banks increased by Rs.80,000/- crore during the 3 month period, i.e., July to September, 2016. It is unbelievable. This is how the corporates and the rich loot people's money. They take loans from Public Sector Banks and simply do not return. And there is no one, including the government, to question them. This is how, the Public Sector Banks are made to face the crisis. As of 30th September, 2016, the total bad loans of the Public Sector Banks stood at a whopping Rs.6,30,323 crore. Why don't the Prime Minister make a surgical strike on the corporates who cheat the Public Sector Banks?

 

[30.11.2016]Demonetisation will slow down GDP growth – says Flitch Ratings.

The much touted demonetisation of Rs.500/- and Rs.1,000/- notes will affect the GDP growth. According to Flitch Ratings, the GDP growth will slow down to 6.9%, instead of the earlier expected 7.4%. “Due to demonetisation, the Indian consumers have not had the cash needed to complete purchases, and there have been reports of supply chains being disrupted and farmers unable to buy seeds and fertiliser for sowing season”, Flitch Ratings report said.

[30.11.2016]On pay day, workers are left high and dry.

In a situation wherein already people are waiting in long queues before banks and ATMs, the salaried employees are going to face a night mare in getting their salary money on hand. This is the first pay day after the Rs.500/- and Rs.1,000/- notes are withdrawn by the government. Even after 22 days of demonetisation, the situation has not improved. The worst hit are the workers in the unorganised sector. Since there is very little cash flow, they do not get their wages. Nobody knows when the situation will improve.

Meeting of the Joint Committee, for the change of the designations of the left out Non-Executives, has been formed. However, despite BSNLEU’s insistence for holding early meeting, the Management has so far not fixed date for the meeting. [29.11.2016]7th Circle Conference of BSNLEU, Telecom Factories, Kolkata held on 18th & 19th November, 2016. 

The 7th Circle Conference of BSNLEU, Telecom Factories, Kolkata was held at Telecom Factory, Kolkata on 18th & 19th November, 2016. Com. Sekhar Bhattacharjee, circle president, presided over. Com. Om. Prakash Singh, Circle Secretary, welcomed everyone. The conference was inaugurated by com. Sisir Bhattacharjee, veteran leader of the P&T trade union movement.  Com. Saibal Sengupta, Treasurer, BSNLEU (CHQ), com. Arup Sarkar, CS, CCMU, KTD, com. Sahabuddin Siddique, CS, CCMU, TF, Kolkata and com. Adhir Sen, VP, AIBDPA, addressed the inaugural session held on 18.11.2016. The open session of the conference was held on 19.11.2016, and was addressed by com. Animesh Mitra, Vice President (CHQ). In his speech, com. Animesh Mitra, sharply criticised the economic policy of the government and urged upon the workers to improve their work culture, so as to provide better services to the customers. The 7th Circle conference of Telecom Stores Circle, Kolkata, was held on 18th November 2016. Com. Thakur Ch. Das, Circle Secretary, welcomed everyone. The conference was inaugurated by Com. Saibal Sengupta, CHQ Treasurer. In his speech, com. Saibal, explained about the present political and economic situation of the country. He insisted that the unity of the working class has to be strengthened, so that a formidable resistance can be unleashed against the pro-corporate and anti-worker policies of the government. The serious discussion took place in the subjects committee, on the report placed by the Circle Secretary. The conference gave valid suggestions on various issues. The concluding speech of the conference was delivered by com. Animesh Mitra, Vice President (CHQ), who threw light on various vital issues.

Posters are being printed in English and Hindi, for the forthcoming One Day Strike against the formation of the Subsidiary Tower Company. They will dispatched to all districts tomorrow. They may be utilised in the campaign to make the strike successful. [28.11.2016]Delegates of the 15th All India Conference of CITU staged human chain, protesting demonitisation.

The 2,000 strong delegates of the 15th All India Conference of CITU, being held at Puri in Odisha, conducted an impressive human chain today. The Human Chain started at 07:30 am. The participants decried the demonitisation implemented by the Modi government, which has put the working people of this country in enormous hardships. They demanded immediate action, to bring an end to the sufferings. This human chain is part of the " Jan Aakrosh Divas " being observed throughout the country.

The 15th All India Conference of CITU, started enthusiastically today, at com. Samar Mukharji Nagar, in Puri,Odisha. The five day conference will be held up to 30th December. Com.A.K.Padmanabhan, President, CITU, hoisted the Union flag and delivered the presidential address of the Conference. Leaders of various Central Trade Unions greeted the conference. [26.11.2016]"The living legend" com. Fidel Castro, passes away.

We are extremely saddened to hear that "the living legend", com.Fidel Castro has passed away. He was 90 years of old.  Com.Castro, who transformed Cuba into a socialist country, continued to be the source of energy, for decades together, to the revolutionary forces throughout the world. He withstood all the attempts made by the CIA, to assassinate him. Despite the sanctions imposed by the US imperialism for decades together, Cuba continues to advance as a socialist country, importantly due to the inspiration provided to Cuba, by com.Fidel Castro. BSNLEU dips it's banner and  pays it's respectful homage to com. Fidel Castro.

 

 

[26.11.2016]Rs.1,000/- is the delegate fee for the 8th All India Conference.

The All India Centre meeting, held on 24-11-2016, has decided that Rs.1,000/- shall be the fee for delegates and observers of the 8th All India Conference, to be held at Chennai, from 31st December,2016, to 3rd January,2017. The quantum of delegate fee is decided, by taking into account various aspects. Kind cooperation of all concerned is solicited.

 

[25.11.2016]Director(HR) held discussion with unions and associations on Subsidiary Tower Company issue.

Late yesterday evening, Ms.Sujata T.Ray called the unions and associations for a discussion on the Subsidiary Tower Company issue. Com.Swapan Chakraborty,Dy.GS and com. John Verghese, AGS, represented BSNLEU. The Director(HR) explained about the benefits of forming the Subsidiary Tower Company, and requested the representatives to reconsider their decision to go on agitation. However, the representatives reiterated the decision to go on struggle.
 

[25.11.2016]Dharna against formation of Subsidiary Tower Company is a massive success.

The dharna, called on by the unions and associations of BSNL, against the formation of Subsidiary Tower Company today, is a massive success. The Non-Executives and Executives of BSNL throughout the country have participated in large numbers in the dharna. All the leaders declared that the one day strike on 15.12.2016 will be a total success. 

 

[25.11.2016]FNTO is positive to join the one day strike on 15.12.2016.

Com. P. Abhimanyu, GS, telephonically spoke to com. Jayaprakash, GS, FNTO, who is in Hyderabad, after the passing away of his mother, and discussed about the one day strike to be held on 15.12.2016 against formation of Subsidiary Tower Company. In the discussion, com. Jayaprakash, stated that he would  discuss this issue within his organisation and would take a positive decision soon. We are hopeful that FNTO also would take a favourable decision to join the strike.

 

[25.11.2016]Prepaid recharges up to Rs.500/- in old notes will be allowed till Dec 15.

Consumers with pre-paid connections will be able to do top-ups for a maximum of Rs.500/- each, using older currency notes till December 15, the finance ministry said Thursday evening, while announcing a list of services where older Rs.500/- notes will be accepted for another 21 days.

The dharna to be held tomorrow against formation of the Subsidiary Tower Company will be the preparation for the one day strike, to be held on 15.12.2016. Hence, circle and district unions are requested to mobilise maximum number of Non-Executives and Executives in tomorrow’s dharna, so that it will be a grand preparation for the one day strike. The massive success of tomorrow’s dharna should send the right message to the government also. 

 

[24.11.2016]Demonetisation seriously hits BSNL’s revenue collection – Forum writes to the Secretary, DoT, urging to take remedial measures.

The demonetisation of Rs.500/- and Rs.1,000/- notes has seriously hit BSNL’s revenue collection. BSNL’s revenue was growing at 8% before demonetisation. But after that, the growth has dipped to -2%. This is alarming and will severely hit BSNL’s ongoing revival process. The Forum has written to the Secretary, DoT, requesting to allow BSNL to receive payments from customers in old Rs.500/- and Rs.1,000/- currency notes upto 31st December, 2016, to overcome the crisis.<<view letter>>

We came to know belatedly that, smt.Padmavathamma, mother of com.Jayaprakash,General Secretary, FNTO, passed away at Hydrabad yesterday. She was 98 years old. BSNLEU conveys it's heartfelt condolences to com.Jayaprakash and members of his family.
 

[23.11.2016]BSNLEU demands payment of salary advance of Rs.10,000/- as per DOE & DPE orders.

BSNLEU has already demanded that the salary for the month of November, 2016, should be paid in cash. Now, the Department of Expenditure and Department of Public Enterprises have issued letters that the ‘below supervisory level employees of Public Sector Enterprises’ should be paid a salary advance of Rs.10,000/-. BSNLEU has written to the Director (Finance) and GM (T&BFCI) demanding payment of salary advance to BSNL employees.<<view letter>> <<DOE & DPE letter>> 

 

[23.11.2016]BSNLEU urges upon the Management to immediately convene meeting of the Joint Committee to review medical policy.

As per the demand of BSNLEU, the Management has already constituted a Joint Committee for the review of the medical policy. However, the meeting of the committee has not taken place after the 7th Membership Verification. BSNLEU has already urged the Management to convene the meeting of the committee. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri S.K. Sinha, GM (Admn.), today and demanded the immediate convening of the meeting. Based on this, it is agreed that the meeting will take place in the first week of December. 

 

[23.11.2016]BSNLEU demands immediate restoration of the “Off-Net” calls.

The facility of Off-Net calls provided on the Rs.200/- SIM to the Non-Executives had lapsed. BSNLEU has already demanded that the facility should be restored. However, instead of restoring the facility, the Corporate Office keeps on writing to the CGMs, calling for inputs. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, in their meeting with the GM (Admn.) today, demanded that the Off-Net facility should be restored without further delay. The GM (Admn.) responded positively and assured to take the necessary steps. 

 

[23.11.2016]Immediate re-constitution of the National Council pressed upon.

It is already more than 6 months since the results of the 7th Membership Verification are declared. However, the National Council has not so far been re-constituted. BSNLEU has already written to the Director (HR), demanding immediate re-constitution of the National Council. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri A.M. Gupta, GM (SR), today and demanded re-constitution of the National Council without further delay. They pointed out that such a delay has never taken place before, in re-constituting the National Council based on Membership Verification results. The GM (SR) replied that the National Council could not be reconstituted since the 2nd Recognised Union has not submitted it’s nominations to the Staff Side. 

 

[23.11.2016]BSNLEU bitterly criticises the inordinate delay in the settlement of victimisations in Varanasi.

In their meeting with the GM (SR) today, Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, bitterly criticised the Corporate Management for it’s ineffectiveness to make proper intervention and settle the victimisations at Varanasi. The representatives demanded that Corporate Office should fix the responsibility and take appropriate action on the officers who had given false information to the Court and to the Corporate Office. The GM (SR) assured that action would be taken accordingly.

On the issue of Wage Revision, the United Forum accused that the Management is unnecessarily delaying constitution of the Wage Negotiation Committee. The Management Side replied that the Committee could not be constituted necessary approval has not come from the DPE. The United Forum clarified that approval of the DPE is required only for starting the Wage Negotiation, whereas no approval is required to constitute the Committee. After hearing both sides, the RLC (C) observed that the demand of the United Forum is justified and directed the Management to look into this. The RLC (C) also assured that he himself would write to the DoT, requesting to expedite the commencement of the Wage Negotiations. As regards the other demands contained in the 24 point charter of demands, the RLC (C) suggested that a Committee of BSNL Management and the United Forum could be constituted (with equal number of members from both sides), for having one more round of discussion. The United Forum agreed for the proposal. The Management Side stated that the suggestion would be taken for the approval of the Management.

The unions and associations of BSNL served notice today, on the Secretary, DoT and the CMD BSNL, for conducting day long dharna on 25.11.2016 and strike on 15.12.2016, against formation of the Subsidiary Tower Company. 14 unions and associations have signed the notice for dharna and strike. They are:- BSNLEU, NFTE BSNL, SNEA, AIBSNLEA, BTEU, SEWA BSNL, AIGETOA, SNATTA, BSNLMS, ATM, AIBSNLOA, BTU, BSNLOA and BEA. Efforts are on to bring other left out unions and associations also in to the struggle.<<View strike notice>>

 

[22.11.2016]Queues of pain for tiny gain?

Although there are no exact figures, estimates for black money range from 20-66% of the GDP. That is, anywhere between Rs. 27 lakh crore and Rs. 90 lakh crore.


A committee on 'Measures to Tackle Black Money in India and Abroad', set up by the finance ministry in 2012 and headed by the chairman of Central Board of Direct Taxes (CBDT) had said that "demonetisation may not be a solution for tackling black money in the economy, which is largely held in the form of benami properties, bullion and jewellery etc."


So, estimates for illegal cash range from 3% to 5% of the total black economy. Taking the higher 5% figure, black money in cash would be somewhere between Rs.1.4 lakh crore and Rs.4.5 lakh crore. 

 

All this computation goes to show only one thing — a very large share, in fact the bulk of black money, is not going to be caught in the present drive. 

 

A recent study by the Indian Statistical Institute, Kolkata, carried out under the supervision of the National Investigation Agency with the help of top government economic and intelligence bodies concluded that the total fake currency in circulation in India was Rs.400 crore. This figure was confirmed by minister of state for finance Arjun Meghwal in the Rajya Sabha in August last year. 

 

So, fake notes worth Rs.400 crore will definitely become unusable as a result of demonetisation. But that will last only till the counterfeiters don't print fresh fake currency based on the new notes. Then the whole cycle may start again. In short, the ongoing disruption of daily life across the country is highly unlikely to finish the scourge of either black money or terror funding. Maybe all this pain was in vain.

Shri T.S.Thakur, Chief Justice of India, has severely criticised communal forces, which spread hatred and violence in the name of religion. Addressing in the function to release a book at New Delhi, the Chief Justice has spoken as follows:- 

 

"More lives have been lost in the name of religion than political ideology. The manner in which a person chooses to practice his religion is between him and God and no third person has any business to interfere. Religion is personal. No one has any business to say how you practice your faith. The thought that "only my path is right" has led to destruction, damage and bloodshed." 

 

It is very important that the Chief Justice of India has expressed such views, at a time when communal forces are dividing the people in the name of religion, to take political advantage.

It was shocking to know that the Patna bound Indore - Rajendranagar express train met with a major accident yesterday. Many coaches have derailed, due to which 120 passengers were killed and more than 200 were injured. Cause of the accident is yet to be ascertained. BSNLEU offers it's heartfelt condolences.

 

 

[19.11.2016]Supreme Court of India severely criticises the government on the demonitisation issue.

 

            

The Supreme Court came down hard on the government on Friday for not doing enough to ease the cash crunch in the country, warning that the situation was serious and people were still so anxious that there could be riots. 

 

The government’s surprise decision to scrap high-value currency has led to chaos, with snaking queues outside banks and ATMs even 10 days after the decision. The bills accounted for 86% of all cash in the economy. 

 

“People are affected and they have the right to approach the courts. People are frantic. There may be riots,” said a bench of Chief Justice TS Thakur and Justice A R Dave.

BSNLEU has already written to the to the CMD BSNL, demanding that the salary for the month of November should be paid in cash, since withdrawal of cash from banks / ATMs has become very difficult after the withdrawal of Rs.1,000/- and Rs.500/- currency notes. BSNLEU is glad to inform that the Management has taken decision to give provisional promotion to the JAO trainees who have passed in the JAO LICE held on 17-11-2016, and who have successfully completed the training. Earlier, Management took decision to postpone their promotion, pending a fresh review of the results of the exam. More than 2000 contract workers and regular employees of BSNL are conducting a massive dharna today, at Tamil Nadu CGM's office in Chennai. They are demanding the re-engagement of the 11 retrenched contract workers.  Implementation of the Corporate Office letters on payment of wages and EPF and ESI are the other issues. The CGM Tamil Nadu, instead of settling the problems amicably, took a high handed position and brought in a large number of police force to crush the struggle. The demonetisation of Rs.500/- and Rs.1,000/- currency notes has created acute shortage in cash flow. Like the other citizens of India, BSNL employees are also suffering a lot in getting money from banks and ATMs. They are standing hours together before banks and ATMs to get cash. Under these circumstances, if the November salary of the employees is sent to the banks, it will be very difficult for the employees to withdraw money from the bank and ATMs. This will further complicate the situation for the BSNL employees. Hence, BSNLEU has written to the CMD BSNL, demanding to take steps, for the payment of November salary in cash to the employees, directly to be made by the BSNL Management, instead of sending the same to the bank.<<<view letter>>>

 

[17.11.2016]Director (HR) urged to do the needful for issuing posting orders to the JAO trainees.

The Corporate Office has issued instructions, directing the CGMs not to issue the promotion orders for the successful candidates in JAO cadre. The union has already written letter to the Director (HR) to take necessary action for issuing posting orders without any postponement. In this regard, com. Swapan Chakraborty, Dy.GS and com. Balbir Singh, President met Director (HR) and empathetically urged her to cancel the instructions issued by the Recruitment Cell on postponement, since the trainees are completing training on tomorrow i.e., 18.11.2016, and if the posting will be done after review of the results, they will be deprived of getting promotions for further one month. The Director (HR) assured to look into the matter and to do the needful.

Com. Dipen Ghosh, a former member of the Parliament, as well as a doyen of the Central Government employees trade union movement, passed away at Kolkata on 13th November, 2016. Com. Dipen Ghosh, a powerful orator, effectively raised many issues of the working class movement in general, and the Central Government employees movement in particular, in the Parliament. He was a great well wisher of BSNLEU also. When the sad news came, the Central Secretariat meeting of BSNLEU was in session at Chennai. Com. P. The two day Central Secretariat meeting of BSNLEU came to an end successfully, after deliberating on all the important issues. The meeting expressed it's satisfaction at the settlement of PLI. It expressed it's deep concern over the inordinate delay in the commencement of Wage Negotiations. The meeting authorised the CHQ to resort to appropriate trade union action, to ensure the early commencement of the talks. On the issue of Subsidiary Tower Company, the meeting directed the CHQ to organise serious struggles, together with all unions and associations, to stop the formation of a separate tower company. The meeting, while acknowledging improvement in certain issues of the Non-Executives, urged the CHQ to seriously pursue the remaining issues also vigorously.

The Narendra Modi government has declared that Rs.500/- and Rs.1,000/- notes are invalid. Government says this is to curb black money and counterfeit currency notes. Experts say that this action is not going to curb black money or counterfeit notes. On the contrary, the ordinary citizens of the country are put in extreme hardship. They wait in long queues, for hours together, before banks and ATMs, and return home empty handed. The government's action has come under severe criticism. [11.11.2016]BSNLEU urges upon the CMD BSNL to take needful action, so that field units of BSNL can continue to receive old Rs.500/ and Rs.1,000/ currency notes beyond 11-11-2016.

Based on order of the Finance Ministry, BSNL Corporate Office has issued letter that old Rs.500/ and Rs.1000/ currency notes could be accepted up to 11th November. Requests are coming from field units, especially from marketing units, to get this deadline  extended by a few more days, so that BSNL's revenue collections through meals, lok adalat, etc., will not be affected. Com.P.Abhimanyu,GS, has urged upon the CMD BSNL to do the needful in this regard. The CMD BSNL replied that ha had already requested the DoT, to get the necessary extension.

 

[10.11.2016]Review of the results of JTO LICE 2014-15 held on 24.09.2016 and JAO LICE held on 17.07.2016 - BSNLEU urged the Management to expedite the process.

BSNLEU has written letters to Director (HR) and discussed the matter of review of the  results of JTO LICE held on 24.09.2016 for the vacancy year 2014-15 and also the results of the JAO LICE which was held on 17.07.2016 in view of the wrong questions/ answers in the question paper and answer sheet. Com Swapan Chakraborty, Dy.GS met the GM(Rectt), Ms Anima Roy today, the 10.11.2016 and once again discussed about these issues. The GM (Rectt) informed that the expert committee formed by the Management has reviewed the wrong questions/ answers in the question paper in case of JTO LICE. But the Union emphatically pointed out that the Expert Committee has not fully considered all the wrong questions / answers in part A of the exam, and demanded to review the same once again. But the GM(Rectt.) firmly told that the Management is not ready for any further review of the results. As regards the JAO LICE, the GM assured to expedite the process of review of the result with reference to the letter of the union.

Contrary to the predictions made by opinion polls, Donald Trump has trounced Hillary Clinton, and has got elected as the 45th President of the United States. Trump has won by a big margin. Media reports say that a vast majority of the white working class has predominantly voted for Trump. Job loss is a very serious problem being faced by the working class in the US and Europe. To maximise their profits, the US multi national corporates have outsourced millions of American jobs to China, Mexico, India, Vietnam, etc. Trump exploited this issue perfectly. He promised that he would bring back all those jobs. Result?  Trump has won by a big margin. We can say that the results of the US presidential election is a verdict against the pro-corporate policies pursued the US government. On the demand of the BSNLEU to implement the 7th CPC pay scales for the unabsorbed DoT employees working in BSNL, the BSNL Management will issue necessary orders shortly. The matter is confirmed by the GM (Estt.), BSNL, Ms. Madhu Arora, yesterday the 08.11.2016 to com. Swapan Chakraborty, Dy.GS, while he met her on the matter.

 

[09.11.2016]BSNLEU urged the Management to settle the Restructuring of Industrial Cadres in Telecom Factories.
BSNLEU has taken up the issue of Restructuring of Industrial Cadres in Telecom Factories with the Management long back. The union has written to Director (HR), BSNL on 06.09.2016, urging to ensure that the decision of the Management to implement the Restructuring of Industrial Cadres, giving the reference of the decisions conveyed by the Management in the 31st National Council meeting held on 25.09.2012, that the proposals will be reprocessed by TF Cell with fresh justification. Regarding this issue, com. Swapan Chakraborty, Dy.GS and com. R.S. Chauhan, Org. Secretary(CHQ), met shri B.B. Bisoyoi, GM (TF), BSNL on 08.11.2016 and requested him to submit the proposals to the competent authority immediately since the matter is inordinately delayed. Shri Tiwari, DGM (TF) was also present in the meeting. The GM (TF) informed that the proposals were once processed and sent to the Estt. Cell for further necessary action. He assured that they would be reprocessed shortly, as per the decision of the 31st National Council meeting. He further informed that the Certified Standing Orders (CSO) for Telecom Factories have been approved by the Management and are forwarded to the Central Labour Commissioner (CLC) for approval.

 

[08.11.2016]BSNL has approached DoT, for the allotment of 700MHz spectrum, for providing 4G services.

BSNL has written to the DoT, seeking allotment of 5MHz block of 700 MHz spectrum for providing 4G services. In the recently concluded spectrum auctioning, private telecom operators did not show much interest in bidding for this  700 MHz spectrum. They have blamed that the base price of the 700 MHz spectrum, which was fixed at Rs.11,485 crore per MHz, was very high. 

 

700 MHz spectrum is very efficient and offers good coverage with lesser number of base stations. "BSNL is already having 2500 MHz spectrum. Together with this, if BSNL gets 700 MHz spectrum, the Company can roll out it's 4G services", said shri Anupam Shrivastava, CMD BSNL. He has told the PTI that the government can allot the 700 MHz spectrum to BSNL and that in lieu of payment for this spectrum, the government can increase it's paid-up equity in the Company. BSNLEU welcomes the move made by BSNL to get 700 MHz spectrum to provide 4G service. Together with other unions and associations, BSNLEU will take all out efforts to get this spectrum.

 

[08.11.2016]Hold special JTO LICE (Civil /electrical) under 50% quota for the Draughtsmen as agreed in the National Council - BSNLEU  writes to the Director (HR).

BSNLEU is continuously demanding the Management to conduct a special JTO LICE (Civil /electrical) to fill up 50% vacancies from among Draughtsmen. This exam will be for those Draughtsmen who could not appear in the similar exam held earlier. Even though the Management has agreed for this in the 28th National Council meeting held on 30-01-2013, the Corporate Management is yet to implement the decision, telling various excuses. Shri P.K.Thakkar has been removed from the post of district secretary of BSNLEU, Rajkot district. He continued to be a strike breaker, and all opportunities given to him to correct himself failed. Apart from this, he is involved in serious violation of trade union discipline. The Circle Executive Committee meeting of BSNLEU, held at Ahmedabad on 05-11-2016, unanimously decided to remove him from the post of district secretary, and also to debar him from holding any post in the Union for a period of 5 years. 

 

[07.11.2016]General Secretary's meeting with the CGM, ITPC.

Utilising, his visit to Pune, to attend the Maharashtra circle conference, com. P.Abhimanyu, GS, together with com. John Verghese, AGS, visited ITPC, Pune and held discussion with shri Prabhash Singh, CGM, ITPC. Shri Prabhash Singh was also the former General Secretary of ITSA, and was comrade in arms of com. Moni Bose and com.V.A.N.Namboodiri, during the late 90s, in the fight against privatisation and corporatisation. Discussion took place on various issues like the role of ITPC in the improvement of BSNL's quality of services, manpower requirement of ITPC for carrying out new IT projects, etc. The General Secretary assured the CGM ITPC that BSNLEU will take up these issues with the Corporate Office for early resolution.

 

[07.11.2016]BSNLEU writes to shri J.S.Deepak, Secretary, DoT, on the pension revision of BSNL retirees.

BSNLEU is continuously trying for a permanent mechanism for the pension revision of BSNL retirees. This issue has been taken up through the Forum. After the 2 day strike on 21st and 22nd April, 2015, discussion took place between the Forum and the Secretary, DoT. In that meeting, Forum was assured that the issue of pension revision, with effect from 01-01-2017, would be referred to the 3rd PRC.  However, it was not included in the Terms of Reference to the 3rd PRC.  It is also told by the 3rd PRC that, it would not give any recommendation on pension revision of BSNL retirees, since the matter is not included in the Terms of Reference. Hence, BSNLEU has written to the Secretary, DoT, demanding to immediately take the required steps for including it in the Terms of Reference.<<<view letter>>>

 

[07.11.2016]Non declaration of JAO 10% results of Gujarat circle. 

It has come to the notice of the CHQ that in the JAO 10% results, for which examination was conducted recently, was not declared for Gujarat circle. Com Swapan Chakraborty, Dy GS, met the GM (Rectt.) today, and discussed about this issue.  During the discussion, the GM(Rectt.) informed that 3 candidates appeared in this exam, and out of these 3 candidates no one has passed. Hence no result is declared for Gujarat circle.

The government has slapped a penalty of 1.55 billion US Dollars on Mukesh Ambani's Reliance Industries, for stealing gas from the blocks of ONGC, in the Krishna Godhawari Basin. It is note worthy that the Reliance Industries has been stealing the gas for the past 7 years. Based on the complaint from the ONGC, the government appointed a committee under retired judge, justice Verma, who has given the decision. It should also be noted that it is this Reliance Industries, which is an expert in cheating, has entered the telecom industry now, in the brand name of " Reliance Jio".

[05.11.2016]BSNLEU, Gujarat circle union, conducted a very effective executive committee meeting at Ahmedabad.

The circle executive committee meeting of Gujarat, is held at Ahmedabad today. Com. Deepak Trivedi, CP, presided over the meeting. Com. T.V.Gelani, CS, welcomed every one and presented his report on activities, for the period after the last circle executive committee meeting. Com.P.Abhimanyu,GS, addressed the meeting and congratulated all the comrades for making the 2nd September General Strike successful in Gujarat. The GS also spoke at length and lashed at the pro-corporate policies of the government. He hailed the settlement of PLI, explained the Union's strategy for the next wage revision, necessity to fight against the Subsidiary Tower Company, etc. The meeting reviewed the 2nd September General Strike and unanimously decided on the disciplinary action against com.P.K.Thakkar, district secretary of Rajkot, for his continuous and unabated anti- union activities. Something is rotten in the state of Madhya Pradesh. First there was the Vyapam scam, in connection with which about 40 people met mysterious deaths since investigations started, but no kingpins have been unearthed yet. Now eight members of banned outfit Students Islamic Movement of India (SIMI) escaped from ISO certified Bhopal central jail before being gunned down in an alleged encounter, in a manner that raises more questions than answers. Various discrepancies in versions of the encounter where the undertrials died suggest the encounters were faked, in which case the question arises whether such encounters were staged to cover up lapses in jail administration.

CHQ has already informed through website updating that, the Hon'ble Minister of State for Communications has signed the Cabinet Note, for the formation of Subsidiary Tower Company. With a view to build the broadest possible unity to stop the STC, the General Secretaries of BSNLEU and NFTE have taken initiative to convene an all union/association meeting on 16th November. The meeting is expected to take decision for serious form of struggles, to stop the STC. Under these circumstances, the circle and district secretaries of BSNLEU are requested to get ready to unleash any serious struggle, for which decision  will be taken in the 16th November meeting. Front line leaders and activists of the Union, at the circle and district levels may be alerted accordingly.

[02.11.2016]Stopping the recovery of over payment, mistakenly made in the past – BSNLEU urges upon the DDG (Estt.), DoT, to promptly endorse the DoP&T letter.

BSNLEU is continuously pressurising the DoT to endorse the DoP&T’s letter on stopping recovery of over payment, mistakenly made to the Group ‘C & D’ employees in the past. BSNL has not yet implemented the DoP&T order on the subject, since it is not endorsed by the DoT. Com. P. Abhimanyu, GS, met shri S.K. Jain, DDG (Estt.), DoT, today and once again urged upon him to expeditiously endorse the DoP&T letter. The GS told that the delay in endorsing the DoP&T letter by the DoT, is causing extreme financial hardship to the Non-Executives in BSNL. The DDG (Estt.) responded positively and assured to look into the matter and to do the needful. 

 

[02.11.2016]DoT urged to get approval of the DPE, for starting wage negotiations in BSNL.

As regards starting the wage negotiations of the Non-Executives in BSNL, the Management has replied that the same cannot be done without getting necessary approval from the DoT and DPE. The matter was discussed with shri Pawan Gupta, Director (PSU-1), DoT, by com. P. Abhimanyu, GS. In the meeting, the GS insisted that the DoT should take initiative on the matter for getting the necessary approval of the DPE. Further, the GS also reminded that the DoT should give necessary approval for the proposal made by BSNL Management for the settlement of anomalies, which is lying pending with the DoT for a long time. The Director (PSU-1) assured to do the needful on both the matters.

BSNLEU has already demanded that the 7th CPC pay scales should be implemented for the unabsorbed DoT employees, working in BSNL. However, so far BSNL has not implemented the same. The issue was discussed with Ms. Madhu Arora, GM (Estt.), today, by com. P. Abhimanyu, GS. The GM (Estt.) responded by saying that the internal committee formed for this purpose will be meeting most probably on 07th November, in which decision will be taken for the implementation of the 7th CPC scales. 

 

[02.11.2016]Stopping recovery of over payment mistakenly made in the past – BSNLEU writes to the DDG (Estt.), DoT, demanding early endorsement of the DoP&T letter.

BSNLEU has already demanded the DoT to endorse the DoP&T letter no. F.No.18/03/2015-Estt.(Pay-I) dated 02.03.2016, as per which over payment mistakenly made in the past, to the Group ‘C & D’ employees should not be recovered. BSNL has so far not implemented the DoP&T letter on the plea that the DoT has not endorsed the same. Hence, BSNLEU has once again written to the DDG (Estt.), DoT, requesting to endorse the DoP&T letter without further delay.<<view letter>>

 

[01.11.2016]BSNLEU and SNATTA demand immediate declaration of the JTO LICE results.

In view of the inordinate delay in the declaration of the JTO LICE results, the matter was seriously discussed with Ms. Sujata T. Ray, Director (HR) and Ms. Anima Roy, GM (Rectt. & Trg.), today, by com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA. The representatives expressed their serious concern over the delay and told that the candidates who have appeared in the exam are getting frustrated.  After discussion, it was agreed that the results will be declared without further delay. The understanding of the union representatives is that the results may be declared today or tomorrow. 

 

[01.11.2016]No postponement of the JTO LICE to be held on 11th December, 2016 – demand BSNLEU and SNATTA.

The last date for online registration for appearing in the JTO LICE to be held on 11.12.2016, has been extended upto 07th November, 2016. This extension of time for online registration has raised doubts that the exam to be held on 11.12.2016 may also get postponed. Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, who met Ms. Anima Roy, GM (Rectt. & Trg.), today, strongly demanded that the exam should not be postponed on any account, lest there would be serious complications.  The GM (Rectt. & Trg.), assured that absolutely there will not be any postponement of the exam, and that the exam would be held on 11th December, 2016. 

 

[01.11.2016]Transfer problem of the DR JEs (erstwhile TTAs) posted in circles like Assam, NE-I and NE-II. 

This issue is already taken up with the Corporate Office. Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, discussed this issue today with Ms. Sujata T. Ray, Director (HR). The representatives explained that a good number of DR JEs, who have already applied for Rule 8 transfer, and waiting for a long time, have to get their transfer, so that they can appear the JTO LICE to be held on 11.12.2016, in their new circles. Otherwise, their transfers will get delayed for a few more years. The Director (HR) appreciated the concern of the union representatives and assured to do the needful, after taking the necessary inputs. The circle secretaries of Assam, NE-I and NE-II have requested by the CHQ, to immediately inform how many DR JEs are waiting for Rule 8 transfers, in their respective circles.

In their meeting with Ms. Sujata T. Ray, Director (HR), today, com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, expressed strong opposition to the formation of Subsidiary Tower Company. In response, the Director (HR) stated that the Cabinet Note on formation of Subsidiary Tower Company has been approved by the Hon’ble Minister of State for Communications. The note will now be discussed by the Cabinet. The Union representatives stated that formation of Subsidiary Tower Company is a major step towards killing BSNL, and the employees will take all possible steps to stop it.

The representatives emphatically told the Director (HR) that the CGM Office, UP (East) and GM Office, Varanasi SSA are wilfully misleading the Corporate Office by continuously feeding wrong informations. Director (HR) assured that justice would be rendered to the victimised employees.

Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Sunil Gautam, Dy.GS, SNATTA, expressed their strong protest to the Corporate Office letter no. BSNL/39-10/SR/2008 dated 21.10.2016, which states that the Recognised Union should not be allowed to discuss the problems of Contract Workers. The protest was expressed in today’s meeting with Ms. Sujata T. Ray, Director (HR). The representatives pointed out that the union cannot close it’s eyes and remain silent when crores of rupees of the Company is being looted by the contractors in connivance with the corrupt officers.

 

[01.11.2016]BSNL Management replies that Wage Revision Committee cannot be formed without permission from DoT / DPE.

BSNLEU and United Forum are pressurising the Corporate Management to expeditiously form the Wage Revision Committee, so that the wage revision of the Non-Executives are not unduly delayed. The matter has been seriously discussed with the Director (HR) and CMD BSNL. The United Forum has conducted dharna on 08.09.2016 and hunger strike on 20.09.2016, with this issue as an important demand. Under these circumstances, the Corporate Office has issued a letter stating that, the Wage Revision Committee cannot be formed without receiving permission from the DoT and DPE. BSNLEU cannot accept this explanation. 3rd Pay Revision Committee has already been formed, for the revision of wages of the Executives. The committee is expected to submit it’s report within the next few months. In such a situation, we cannot remain idle with the reply given by the Corporate Management. BSNLEU will take the initiative to unite all the Unions and Associations of the Non-Executives and start agitational programme.<<view letter>>

[29.10.2016]Contractual staff must get equal wages as regular staff: Supreme Court.

Bringing relief to lakhs of contractual government employees, the Supreme Court on Wednesday ruled that temporary workers are entitled to wages at par with permanent employees. Basing the judgement on the principle of ‘equal pay for equal work’, the Court said that rule constitutes a clear and unambiguous right vested in every employee – whether regular or temporary.

[28.10.2016]No VRS in BSNL - Staff strength of the Company will get reduced by 7% in 2017-18, due to retirements.

BSNL will reduce its workforce by nearly 7% in 2017-18, from the employee-base of 2,09,996 in 2016-17. BSNL expects total employees as on April 30, 2017, to be 1,96,162, the state-driven telco said in response to an application filed under the Right to Information Act 2005. The VRS (voluntary retirement scheme) proposal aimed at bringing down headcount is however on hold, according to Anupam Shrivastava, CMD BSNL.

[28.10.2016]BSNLEU insists upon Management, for immediate declaration of JTO LICE results. 

Com. P. Abhimanyu, GS, telephonically spoke to Ms. Anima Roy, GM(Rectt. & Tng.) today, and enquired about the status of the declaration of the JTO LICE results. He pointed out that the declaration of the results is getting delayed and this is causing anxiety among the aspirant candidates. In reply, the GM(Rectt.&Tng.) stated that the works related to declaration of the results are almost completed and that the results would be declared either before Diwali or immediately after Diwali. She also told the GS that, the results could not be declared as early as it was expected, due to some officers going on leave.

 

[28.10.2016]Declaration of the results of the JTO LICE - beware of cheats. 

BSNLEU has come to know that some unscrupulous elements are trying to cheat the  JTO LICE  candidates and to make quick money. The modus operandi is that, the fraudster will call the candidate over phone, will disclose the candidate's roll number, etc., and will say that the candidate falls 2 or 4 marks short of passing the exam. The fraudster will then claim that, the candidate will get pass mark, if certain amount is paid. Com. P. Abhimanyu, GS, has taken this matter promptly to the notice of the appropriate authority in the Corporate Office. The Corporate Office has informed the GS that, the process of evaluating the JTO LICE results is an 'air-tight' process, and that absolutely there is no chance for any fraudulent activity. Further, the GS is also assured that due legal action is being taken, based on some evidences that have been made available to the Corporate Office. In view of this, BSNLEU sincerely requests the candidates not to fall prey to unscrupulous elements.

The call has evoked tremendous response from employees throughout the country. The employees have told the government in one voice today that, formation of Subsidiary Tower Company is not acceptable to them, as it would irreparably weaken BSNL. Air India has told BSNL to provide with details like cost, etc. Air India intends to provide wi fi facility in it's long haul flights to North America, Europe, Australia, etc. Leading international airways companies have already provided wi fi service on board.

 

[26.10.2016]DoT forms committee to study TRAI's recommendation to impose penalty on Airtel, Vodafone and Idea.

Following the TRAI's decision to impose Rs.3,050 crore penalty on Airtel, Vodafone and Idea, for not providing points of interconnection to Reliance Jio, the DoT has set up a committee to examine the issue. According to media reports,  the committee will study TRAI’s recommendations and submit a report within 10-15 days.

One more conciliation meeting was held yesterday the 24.10.2016, by the Regional Labour Commissioner (Central) between the United Forum and the BSNL Management, on the 24 point charter of demands. Shri Tej Bahadur has taken over charge as the new RLC(C). The United Forum was represented by com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Sunil Gautham, Dy.GS, SNATTA. BSNL Management was represented by shri A.K. Singh, DGM (Estt.) and shri A.K. Sinha, DGM (SR). The Management Side gave an additional note on the status of the 24 point charter of demands. The RLC(C) directed the United Forum representatives to give their response to this note. The next meeting will be held on 22.11.2016.

[24.10.2016]Conciliation by Regional Labour Commissioner (Central) is taking place today on the pending issues of the Non-Executives.

The United Forum of BSNL Unions is conducting continuous agitational programme for the settlement of the long pending issues of the Non-Executives. On 08.09.2016 country wide dharna programme was conducted. On 20.09.2016, one day hunger strike was conducted. Based on the notification given for these agitational programme, the Regional Labour Commissioner (Central) has initiated conciliation meeting. A few sittings have already taken place. One more round of conciliation is taking place today. In today’s conciliation, the United Forum is presenting point by point rebuttal to the status report submitted by the Management on various demands of the United Forum. For this, the United Forum has submitted the following note to the Regional Labour Commissioner.<<view note>> 

 

[24.10.2016]BSNLEU writes to the CMD BSNL, strongly protesting the Corporate Office letter, which directs the CGM’s not to hold any discussion with the Recognised Union on the issues of the contract workers.

The BSNL Corporate Office has issued a letter on 21.10.2016, directing the CGM’s not to hold any negotiation / discussion, even with the Recognised Union, on the problems of contract workers. BSNLEU has strongly protested this letter, and has demanded the CMD BSNL to withdraw this letter. In 90% of the districts, the Corporate Office letters on minimum wages, EPF & ESI, are not implemented. In all these places, the contract workers are being exploited and their money is being looted by contractors and corrupt officers. Wherever the contract workers dare to raise the voice against this exploitation, they are being mercilessly thrown out of work. If any contract worker dares to form a union, he is sure to lose his job. The Corporate Office is only issuing stereo typed letters to the CGM’s, but is not able to put in place a mechanism to ensure that the letters issued by it are meticulously implemented in all the districts. So long as the exploitation of the contract workers continues, BSNLEU will stand in the forefront to fight for the rights of the contract workers.<<view CHQ letter>>

BSNLEU has been pressing the Corporate Management hard, for the payment of PLI before Deepawali. As per the information given by the GM (T&BFCI), Corporate Office, payment of PLI will be made along with the salary of this month. This payment will be made on 27th and 28th. Saturday will be holiday for the Corporate Office.

[22.10.2016]Kerala struggle - Truth prevailed.

At the peak of the struggle against M.S.S.Rao, the then CGM of Kerala, six of our leaders, working in Tiruvanntapuram, were transferred to far off places in the circle. A bogus complaint was also given against these leaders, at the behest of M.S.S.Rao, that they involved in sexual harassment. Subsequently, due to the intervention of the CHQ, these transfers to far off places were cancelled. Still, five leaders of the CGM office were posted outside the CGM office at Tiruvanntapuram, citing the bogus sexual harassment complaint against them. Charge sheets were served against them. Finally, in the report of the Inquiry Officer, it is stated that these leaders did not involve in any sexual harassment. Following this, orders are issued, transferring and posting all the five leaders back in the CGM Office. CHQ heartily congratulates all the five leaders.

It is an open secret that the entire government machinery, right from Prime Minister Narandra Modi, is extending total support to Mukesh Ambani's Reliance Jio. Now, the TRAI, in a swift action, has recommended Rs.3,050 crore penalty on Airtel, Vodafone and Idea, for not providing sufficient Points of Interconnection(PoI) to Reliance Jio. In it's letter to the DoT, the TRAI has stated that the denial of PoIs to Reliance Jio warrants even cancellation of the licences of Airtel, Vodafone and Idea. We are surprised to note, why the same seriousness was not shown, by the TRAI and the government, when rules were violated on earlier occasions, by private companies, as a result of which BSNL sustained irreparable loss.

Com. Rama Devi Gadi, AOS, Visakhapatnam, passed the recent JAO LICE and was ordered to undergo induction training at RTTC Bhubaneswar. Since the official is undergoing treatment at Hyderabad, she applied for change of training center to RTTC Hyderabad. But, the CGM, NATFM, Hyderabad, rejected her application. GS, BSNLEU took up the matter with the Director(HR), who promptly issued necessary direction to the CGM, NATFM, for change of training center of com. Rama Devi Gadi. Sivashankar, Branch Secretary, GM Office Branch,  Cuddalore, who is a directly recruited JE,  gave his one month take home salary, i.e., Rs.35,000/- as his donation for the All India Conference. [20.10.2016]CHQ directs circle and district unions of BSNLEU to ensure implementation of Corporate Office letters on payment of minimum wages to contract workers and remittance of EPF and ESI contributions.

Corporate Office issued letter long back that, wages to the contract workers should be paid either by a/c payee cheques, or through online payment into their accounts. Similarly, Corporate Office has also issued repeated letters to ensure that the EPF and ESI contributions are properly remitted to those agencies. However, it is a matter of great regret that these directions of the Corporate Office are still not implemented in most of the places. The BSNLCCWF has conducted many agitations on these issues. Corporate Office has now issued two strong letters on 7th October, 2016, directing all the CGMs to take appropriate action for the implementation of the Corporate Office directions on these issues. CHQ is repeatedly insisting that the circle and district unions of BSNLEU should pay attention to these issues. CHQ once again insists that the circle and district unions of BSNLEU should take immediate action, so that Corporate Office letters dated 7th October, 2016 are immediately implemented. [20.10.2016]Tamil Nadu circle executive committee meeting of BSNLEU is being held at Chennai.

The Circle Executive Committee meeting of BSNLEU, Tamil Nadu circle, is being held at Chennai today. Com.S.Chellappa, circle president, is presiding over the meeting. Com. P. Abhimanyu, GS, inaugurated the meeting and dealt with the developments that have taken place after the 7th Membership Verification such as removal of the ceiling on government's pension contribution, revision of HRA on 78.2% IDA merger, settlement of PLI, etc. He underlined the necessity to strengthen united struggles to stop the formation of Subsidiary Tower Company, achieving Wage Revision and to ensure BSNL's uninterrupted revival, despite challenges thrown by the entry of Reliance Jio. The GS also insisted that all necessary steps should be taken for the implementation of the two recent orders of the Corporate Office on payment wages to contract workers, as well as on issue of EPF & ESI. [20.10.2016]Candidates selected for JTO (Electrical) should immediately be deputed for training - BSNLEU demanded.

Com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Sunil Gautam, Dy.GS, SNATTA met GM (Rectt. & Trg), Ms. Anima Roy, yesterday, the 19.10.2016 and demanded that the candidates who have selected from JTO (Electrical) LICE should immediately be deputed for training. The representatives stated that the candidates were selected 5 months before, where as the Management has not deputed them for training. The GM (Rectt. & Trg.) informed that initially there were some problems for imparting training to the selected candidates. But finally it is decided that the training shall be started from 1st week of November, 2016 in the ALTTC, Ghaziabad.

 

[19.10.2016]BSNLEU urges upon the CMD BSNL to immediately allot funds for the payment of PLI.

It is already more than 10 days, since order was issued by the Corporate Office for the payment of PLI for the year 2014-15. However, so far funds are not allotted to the circles, for the payment of PLI. When the General Secretary contacted the GM(T&BFCI)  in this regard today,  he was also not in a position to tell as to when funds would be allotted. Hence, BSNLEU has written to the CMD BSNL to immediately take steps for the allotment of funds, without any further delay.<<<view letter>>>

 

[19.10.2016]Director(HR)  urged to do the needful for the extension of the off-net call facility in Rs.200/- SIM.

The off-net call facility, made available in the Rs.200/- SIM, provided to the Non-Executives has lapsed. BSNLEU has already demanded the Corporate Management to extend this facility. However, the Admn. Branch of the Corporate Office, is calling for some unnecessary information from the circles in this regard. Com.P.Abhimanyu, GS, and com.Swapan Chakraborty, Dy. GS, who met the Director(HR) yesterday, pointed out the unnecessary delay in this regard, and demanded extension of the off-net call facility without further delay. The Director(HR)  assured to look into the matter and to do the needful. 

 

[19.10.2016]United struggle against the formation of Subsidiary Tower Company.

Hold massive demonstrations on 27-10-2016.

The Forum had decided to hold demonstrations on 26-10-2016, against the government's move to form a Subsidiary Tower Company. In the meanwhile, efforts were taken to conduct a united struggle against the danger of the formation of a Subsidiary Tower Company. Accordingly, with the view to facilitate a united struggle, the date of the demonstration has now been changed to 27-10-2016. Circle and District Unions of BSNLEU are requested to approach all unions and associations of the Non-Executives and Executives, and to organise powerful united demonstrations against the danger of Subsidiary Tower Company. Let us tell the government in one voice, and in the loudest possible manner, that the united telecom trade union movement will not allow BSNL to be privatised.

The government has told a Parliamentary panel yesterday that, the army had crossed the LoC (Line of Control) to hit targets earlier also, but it was not publicised. Responding to a question by Satyavrat Chaturvedi of the Congress Party, Foreign Secretary S.Jaishankar told the Parliamentary Standing Committee on External Affairs that, on earlier occasions the army had carried out operations, to hit targets on the other side of the LoC, but they were not publicised.

[18.10.2016]Those who become Ministers of Telecommunications are either corrupt, or advocates for the corrupt.

The Supreme Court of India yesterday dismissed the petition, challenging the jurisdiction of the 2G Court, to hear the Aircel – Maxis deal. Kapil Sibal, who was appearing for the petitioner, argued that the Aircel – Maxis deal is not connected with the 2G scam, and as such the special CBI Court, hearing the 2G scam, has no jurisdiction to hear the Aircel – Maxis deal. Former Telecom Minister Dayanidhi Maran has been accused by the CBI, of pressurising Chennai based Telecom Promoter C. Sivasankaran, to sell his stake in Aircel to the Maxis Group. It is a tragedy that the advocate for the accused in this case is none other then the former Telecom Minister, viz., Kapil Sibal. It has become a curse for BSNL that, those who become Ministers of Telecommunications are either corrupt, or advocates for the corrupt.

[18.10.2016]BSNLEU insists the DoT for early approval for BSNL’s proposal for the settlement of Anomalies.

BSNLEU is continuously pursuing the settlement of the Anomalies issue. As already informed, BSNL Corporate Office has sent it’s proposal on this issue for the approval of the DoT. BSNLEU is pursuing the case at the DoT level also. Today, once again com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri Pawan Gupta, Director (PSU-1), DoT, and insisted for the early approval for the proposals given by BSNL Corporate Office. The Director (PSU-1) assured to take a final decision on this issue at the earliest.  

 

[18.10.2016]BSNLEU expresses it’s serious concern to the Director (HR), regarding the inordinate delay in the constitution of Committee for Wage Negotiations.

BSNLEU is seriously taking steps for the early constitution of the Committee for Wage Negotiations. The issue was discussed with the CMD BSNL on 14.10.2016, wherein the CMD BSNL gave a positive signal. Consequent to this, the issue was once again discussed with Ms. Sujata T. Ray, Director (HR) today, by com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS. The representatives pointed out that the delay in constituting the Committee for Wage Negotiations will result in an unpleasant situation, wherein the settlement of wage revision of the Non-Executives will be delayed and will be lingering on, even after the settlement of wage revision of the Executives, based on the recommendations of the 3rd PRC. The Director (HR) understood the concern of BSNLEU and assured that expeditious steps would be taken for the early constitution of the Committee for Wage Negotiations. 

 

[18.10.2016]BSNLEU complains of total stalemate in the settlement of the grievances of the Non-Executives.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, expressed their deep dissatisfaction to Ms. Sujata T. Ray, Director (HR), on the total stalemate in the settlement of the grievances of the Non-Executives. During their discussion with the Director (HR) today, the representatives pointed out that Corporate Office is not coming forward to settle even such of the problems of the Non-Executives, which do not involve any financial burden for the Company. Responding to the complaint of the representatives, the Director (HR) stated that Management is having limitation in settling problems which involve additional expenditure, in view of the on going financial crisis of the Company. Finally, it was agreed that a formal meeting will take place soon for discussing the pending issues.

The Modi government is moving fast in bulldozing the Public Sector. News has come now that, the next move of the government is to reduce government’s share holding to less than 50% in 20 PSUs. This is nothing but privatisation. Many among those 20 PSUs are profit making, like the Bharat Earth Movers Ltd. BSNL employees are trying to once again make BSNL profit making. But, once BSNL starts making profit, the government may think it is time to privatise BSNL. We have to think about this and to fight against all moves of the government to privatise PSUs. Formation of Subsidiary Tower Company is one such move.

After the launching of the SWAS (Service With A Smile) programme, great improvement has come in BSNL. The entire Non-Executives and Executives are seriously involved in improving BSNL’s quality of services and marketing. We think that in no other organisation, this sort of endeavour is undertaken by the employees, whether PSU or private. Now, Vodafone has given call to it’s 13,000 employees to help in facing the stiff competition from Reliance Jio. Vittorio Colao, the CEO of Vodafone, has urged the employees to “leave no stone unturned” to retain and attract customers.

Our heroic soldiers are sacrificing their lives to protect our borders and save the lives of people from terrorists. The attack on Uri camp and the following surgical strike are still fresh in our minds. But the political parties, both the opposition and the ruling, are taking political gain out of these. The latest in this is Defence Minister, Manohar Parrikar. He has told that the RSS teachings are behind the surgical strike. It is condemnable that the Defence Minister of the country is making such a statement.

[17.10.2016]An employee can accumulate his / her leave 300 days also, rules Punjab and Haryana High Court.

In a significant judgment, the Punjab and Haryana High Court has ruled that the accumulated unutilised leave of an employee cannot be reduced to 300 days even if he is entitled to leave encashment for a maximum of 300 days.

 

“If an employee is entitled to leave encashment for a maximum limit of 300 days, that does not mean that the accumulated unutilised leave is to be reduced to 300 days if it exceeds the limit. The earned leave will continue to accumulate till the retirement of the petitioners and the petitioners are to be granted the maximum benefit of 300 days, as stated in the rules.”

[16.10.2016]Mobilise the employees for serious struggles against formation of Subsidiary Tower Company. Make the 26th demonstration a grand success.
The Forum and BSNLEU  have already stiffly opposed the move of the government to form a Subsidiary Tower Company. Under this circumstance, it is disturbing to learn that the Minister of State for Communications has signed the Cabinet Note, for the formation of the Subsidiary Tower Company. If the Cabinet approves this note, then the entire tower asset of BSNL will be taken away, and a separate tower company will be formed. The government assures that this company will be a subsidiary company of BSNL, and that it will be a 100% government company. However, this is only a clever move of the government to weaken BSNL. At a time when the Niti Aayog is working over time to privatise / close down public sector  companies, it is needless to say that the Subsidiary Tower Company will soon become it's target. There is every possibility that strategic sale will be started in the Subsidiary Tower Company sooner than later. In short,  formation of the Subsidiary Tower Company will be the beginning of BSNL’s end. In the past also, on many occasions the government has tried to start disinvestment in BSNL. However, the united trade union movement of BSNL has gone on heroic struggles and has defeated those moves. Now also, if the entire unions and associations join together, certainly the move of the government to form a Subsidiary Tower Company can be defeated. The Core Committee of the Forum, which met on 14-10-2016, has decided to conduct massive demonstrations on 26-10-2016. All circle and district unions are called upon to immediately start mobilising the employees for serious struggles against formation of the Subsidiary Tower Company. As a first step, make the 26th demonstration a grand success.

While releasing the list of eligible delegates, in respect of various district unions, for the forthcoming All India Conference, the delegates list of certain circles were not announced earlier, due to receipt of incomplete CHQ quota remittance particulars. Since, the same is received now, the eligibility of delegates in respect of the district unions of Rajasthan, J&K, Chennai, Odisha, Jharkhand and QA Bangalore is being released by the CHQ now, as per the enclosed list.<<view list>>

As a part of the ongoing ‘Service With A Smile’ (SWAS) programme, BSNLEU comrades are actively engaged in works of improving the networks, installations, etc., throughout the country. Though, most of those activities are not being reported to the CHQ, we do receive some reports. CHQ is glad to upload photos on maintenance of pillars done by our comrades at Palani in Tamil Nadu circle and at Mysuru in Karnataka circle.<<view images>> 

 

[15.10.2016]Air India posts Rs.105 crore operating profit.

Because of the pro-private and anti-PSU policies of the successive government’s Air India has become a loss making PSU. In the name of merger of Air India and Indian Airlines in 2007, lucrative routes were allotted to the private airlines. As a result of this and other wrong policy decisions, Air India went into loss. Infact, Air India is being cited as an example to malign the public sector. It is good news that for the first time after merger of Air India and Indian Airlines, Air India has posted an operating profit of Rs.105 crore for the financial year 2015 – 16. 

 

[15.10.2016]BSNL to invest Rs.2,500 crore for network expansion in the second half of this financial year.  

Inspite of it’s financial strain, BSNL is trying to invest as much money as possible for the expansion of it’s networks. BSNL has already invested Rs.1,500 crore so far in this current financial year for the expansion of networks. Another Rs.2,500 crore will be invested for the purpose in the remaining part of the financial year.

[14.10.2016]Decisions of the meeting of the Core Committee of the Forum of BSNL Unions and Associations.

A meeting of the Core Committee of the Forum of BSNL Unions and Associations was held today the 14.10.2016, in Room No.706 of BSNL Corporate Office. Com. Prahlad Rai, GS, AIBSNLEA, presided over the meeting. The following decisions were taken unanimously:- 

 

(1)   It is learnt that the government is moving fast in the direction of forming BSNL’s Subsidiary Tower Company, which will be detrimental to the future of BSNL. Hence, the meeting decided to conduct demonstrations on 26.10.2016, at the Corporate Office, circle and district levels, opposing formation of the Subsidiary Tower Company. The future course of action on this issue will be decided in the next meeting of the Forum, to be held on 17.11.2016. 

 

(2)   As regards improving the financial viability of BSNL, the meeting appreciated the Management and the entire employees, since BSNL continues to give the highest number of mobile connections every month. The meeting noted with satisfaction that BSNL has given 23 lakh mobile connections in September, 2016. The meeting called upon the Non-Executives and Executives to take all out efforts to further increase the sales and revenue of the Company, since this year’s financial results will be very crucial for the forthcoming Wage Revision. The meeting also urged upon the employees to take best efforts to provide good quality services to the customers, by maintaining the networks fault-free. As regards chalking out action programme to face the challenges thrown by the entry of Reliance Jio, it is decided to hold a full-fledged meeting of the Forum on 17.11.2016, and to discuss the issue.

 

(3)   ‘Telecom Live’, a monthly journal on Telecom Sector, is continuously printing articles and materials, maligning BSNL and tarnishing it’s image, at the behest of ‘vested interests’. Hence, today’s meeting decided to conduct a lunch hour demonstration at BSNL Corporate Office on 17.11.2016, condemning Telecom Live. It is also decided in the meeting, to write a complaint to the Press Council of India, against Telecom Live. 

 

(4)   BSNL Management and the employees are taking great efforts for reviving the Company. These efforts have started yielding good results. However, the meeting observed with regret that, the DoT, which is expected to support BSNL, is actually taking decisions against BSNL. Hence, it is decided in the meeting, to write a detailed letter to shri Manoj Sinha, Hon’ble Minister of State for Communications, explaining the efforts being taken by the BSNL Management and it’s employees for the revival of the Company, as well as about the decisions and actions of the DoT, against BSNL.

[14.10.2016]Declare JTO LICE results without delay and hold the next JTO LICE as per schedule - BSNLEU demands. 

Com. P.Abhimanyu, GS, met Ms. Anima Roy, GM(Rectt.&Tng.) and demanded expeditious declaration of the results of the JTO LICE held on 24-09-2016. The GM(Rectt.&Tng.) stated that the declaration of the results is getting slightly delayed, since BSNL has started following the standard procedure being followed by other PSUs, for online exams, with regards to declaration of results. According to this, after ascertaining the views of the candidates, with regards to wrong questions etc., the Experts Committee will take decisions and based on that, results will be declared. In any case, the GM(Rectt.&Tng.) assured that the results would be declared by around 27th October.  The GS demanded that there should not be any postponement of the JTO LICE to be held on 11-12-2016, for which he was assured that the JTO LICE would be held as per the schedule.

 

[14.10.2016]Do not believe rumours about PLI payment.

It seems a lot of rumours and confusions are being spreaded, with regards to the payment of PLI. Corporate Office has already issued order for payment of Rs. 3,000/- as PLI. All employees will get this payment. There is no doubt in it. If anyone wants to get this payment postponed, as appealed by the Director (HR), they can do so. But, it is not compulsory. It is not true that, those who take PLI payment will not get wage revision. All those who take payment of PLI of Rs.3,000/-, will also be eligible for wage revision. District Secretaries are requested to explain this to all.

 

[14.10.2016]CMD BSNL urged to constitute the Wage Negotiation Committee for the Non-Executives, without further delay.

In today's meeting with the CMD BSNL, com. P. Abhimanyu, GS, explained in detail, the need to expeditiously form the Wage Negotiation Committee for the Non-Executives. The GS convincingly told the CMD BSNL, that if formation of the Wage Negotiation Committee is delayed, it will result in an undesirable situation, wherein the wage settlement of the Non-Executives will be greatly delayed, even after the wage settlement of the Executives. The CMD BSNL agreed with the GS, and assured that the matter would be positively looked into.

 

[14.10.2016]BSNLEU discussed with CMD BSNL, about the worsening situation in West Bengal circle.

Com. P. Abhimanyu, GS, met shri Anupam Shrivastava, CMD BSNL, today and discussed about the nefarious role being played by shri R.N.Jha, CGM, West Bengal, to weaken BSNLEU. The GS pointed out that,  developmental activities have come to a standstill and that the one point programme of the CGM,  West Bengal, is to break BSNLEU. The CMD BSNL assured to look into the matter and to do the needful.

A function was held at Vijayawada on 11.10.2016 for the inauguration of Andhra Pradesh Telecommunication and Postal circles. The meeting was attended by shri N. Chandrababu Naidu, Hon’ble Chief Minister of Andhra Pradesh. Com. P. Asokababu, Vice President (CHQ), while addressing the meeting, placed a request before the Hon’ble Chief Minister to allot 5 acres of land for BSNL, Andhra Pradesh telecom circle, in the capital city of Amravati. The Hon’ble Chief Minister immediately accepted the request of com. P. Asokababu, VP, and declared the same in the meeting. CHQ heartily congratulates com. P. Asokababu, VP.

 

[13.10.2016]BSNL Corporate Office formed an Internal Committee to look into the proposals of BSNLEU for modifying JAO Recruitment Rules.

BSNLEU is continuously insisting the BSNL Management to incorporate the following amendments to the JAO RR 2001:- 

(i)   Non-Executives who have completed 5 years service in any pay scale with the requisite qualification should be allowed to appear in the exam.

(ii)  The upper age limit should be kept as 55 years on par with JTO RR, since JTO and JAO are allied cadres of the same pay scale.

(iii)  The cut off date for reckoning the 5 year residency period should be shifted from 1st January to 1st July of the vacancy year, since the cut off date is generally fixed as 1st July of the year in all Recruitment Rules.  

To study the proposals of BSNLEU, BSNL Corporate Office has formed an Internal Committee. On 03.10.2016, com. P. Abhimanyu, GS, discussed this issue with shri Sunil Kumar, GM (FP). Again this issue was discussed by com. P. Abhimanyu, GS and com.Swapan Chakraborty, Dy.GS, today, with Ms. Madhu Arora, GM (Estt.), who is a member of the Internal Committee. The representatives had a detailed discussion explaining the demands. The GM (Estt.) assured to look into the issue positively. 

 

[13.10.2016]Corporate Office urged to immediately issue instruction for conducting Telecom Technician (erstwhile Telecom Mechanic) LICE.

BSNLEU is continuously urging upon the Corporate Management to issue instruction to the CGMs for holding the Telecom Technician (erstwhile Telecom Mechanic) LICE. The issue was once again discussed with Ms. Madhu Arora, GM (Estt.) today by com. P. Abhimanyu, GS & com. Swapan Chakraborty, Dy.GS. She replied that Corporate Office is calling for circle wise vacancies, on receipt of which the direction for holding TT LICE would be issued. The representatives urged the GM (Estt.), to ensure that unwanted delay would not be there in issuing the direction to hold the TT LICE. As stated by the GM (Estt.), Corporate Office has issued letter today, calling for the circle wise vacancy positions. All circle secretaries are requested to ensure that the requisite information is send to the Corporate Office by their respective CGMs.<<view letter>>

 

[10.10.2016]Meeting with Director (HR).

Com. P. Abhimanyu, GS, met Ms. Sujata Ray, Director (HR) and conveyed the sincere thanks of the Union, for taking decision to pay PLI and also for issuing prompt order for the same. The General Secretary further expressed his extreme displeasure over the anti-BSNLEU role being played by shri R.N. Jha, CGM, West Bengal. The General Secretary also expressed his unhappiness over the extreme delay in implementing the Corporate Office direction, for the settlement of the victimisations at Varanasi. The Director (HR) assured that expeditious actions are being taken on both the issues. During this discussion, the Director (HR) informed the General Secretary that she had given an appeal to the employees to forego / defer the payment of PLI. She also explained that it is only an appeal and not a compulsion.

Com. P. Abhimanyu, GS, BSNLEU, met shri D. Chakraborty, GM (Pers.), and expressed his extreme unhappiness over the delay in restoring the trade union rights of the SC/ST employees of BSNL. It may be remembered that BSNLEU has already opposed the letter, issued by SCT Cell of BSNL Corporate Office, which says that an SC/ST employee who becomes a member of SEWA BSNL, cannot become member of any trade union. BSNLEU has already written to the Corporate Management, stating that this letter is a denial of trade union rights to the SC/ST employees, and thus a violation of the Indian Trade Unions Act 1926. The GM (Pers.), replied that action is already being taken based on the opposition conveyed by BSNLEU, and that a letter in this regard will be issued shortly.

[10.10.2016]17th Congress of WFTU successfully concluded with a massive rally.

             Com. George Mavericos re-elected as General Secretary.

The 17th Congress of the World Federation of Trade Unions (WFTU), held at Durban, South Africa, from 5th to 8th October, 2016, was a great success in strengthening the unity of the international working class movement. 1244 delegates, including 320 women, from 111 countries, participated in the Congress. As of now, 244 trade unions, having a total membership of 92 million are affiliated to the WFTU. 112 speakers participated in the discussion, who vividly explained about the capitalist exploitation going on in their countries, and the struggles being waged by the working class. The Congress has infused a new and strong determination into the delegates, to strengthen working class unity and struggles against capitalist exploitation. Com. George Mavericos of Greece was once again re-elected as the General Secretary of the WFTU. A massive rally, marking the end of the 17th Congress, took place in the streets of Durban city on 8th October, 2016.<<view images>> 

 

[10.10.2016]Let the achievement of PLI further strengthen the unity of the employees.

BSNLEU heartily congratulates the entire BSNL employees for receiving PLI for the year 2014-15. It may not be a payment of full PLI. But, considering the fact that the employees are getting PLI after 7 long years, this is a great achievement. The last PLI payment was made for the year 2008-09, for which order was issued on 18.09.2009. Before 7th Membership Verification, Management offered a paltry amount as PLI, for the year 2014-15. BSNLEU not only rejected this amount, but also vowed to get justice to the employees. The country wide powerful demonstrations conducted by BSNLEU on 01.04.2016 and massive dharnas conducted by the United Forum on 07.04.2016, mounted great pressure on the Management. Based on the notice issued by the United Forum for this dharna, conciliations continuously took place, in which the Regional Labour Commissioner also strongly indicted the Management for denial of PLI to the BSNL employees. After the 7th Membership Verification, the General Secretary of BSNLEU and the General Secretary of NFTE worked in close coordination, both inside the PLI Committee, and with the CMD BSNL. This created a situation, wherein the BSNL Management could not deny PLI to the employees, and the CMD BSNL agreed for Rs.3,000/- as PLI for the year 2014 – 15. Our comrades must understand that this payment of PLI is achieved while the Company is still running into a net loss of Rs.3,880/- crore. Further, it is also a great achievement, that both the Recognised Unions of the Non-Executives have achieved payment of PLI to all, including to the Executives. This achievement of PLI should galvanise the unity of the Non-Executives for the achieving the settlement of wage revision from 01.01.2017.

BSNLEU has long been demanding that Corporate Office should have a full-fledged GM (SR). From 1st April, 2016, shri A.M. Gupta (GM Restg./WS&I) has been acting as the GM (SR) also. The non-availability of a full-fledged GM (SR) in the Corporate Offie greatly affected the coordination between the Corporate Office and filed units. BSNLEU took up this issue on a number of times with the CMD BSNL and the Director (HR). Now shri A.M. [07.10.2016]Com. H.L. Makkad, veteran leader of the BSNLEU, NTR, passed away.

CHQ is extremely saddened to inform that, com. H.L. Makkad, veteran leader of the BSNLEU, NTR, Delhi, passed away at New Delhi on 05.10.2016, at the age of 76 years. Com. H.L. Makkad was the Vice-President of AITEU Class-III(N), CHQ and after formation of BSNL, he hold the post of Circle President of BSNLEU, NTR circle for 15 years. Presently he was the patron of the circle union. Com. Makkad played a very important role in building the union in NTR and extended full cooperation to the CHQ during his lifetime. BSNLEU pay it’s respectful homage to the departed leader and conveys it’s heartfelt condolences to all his family members, comrades and friends.

In different parts of the world, working class adopt different methods to express their opposition as well as solidarity. In India we commonly raise slogans by conducting demonstrations. In South Africa, trade unions do it, by combining songs with body movements. It looks look very impressive. [07.10.2016]Order for PLI is delayed due to negative attitude of the DoT nominee in BSNL Board -ready for strong trade union action.

Getting the information that Addl. Secretary, DoT, the Chairmen of the BSNL Board Remuneration Committee, denied to sign the file for approval of PLI for the year 2014-15, com. V.A.N. Namboodiri, Patron, BSNLEU and com. Swapan Chakraborty, Dy.GS met shri N. Sivasailam, Addl. Secretary, DoT yesterday, the 05.10.2016 and urged for approval for the same. The Addl. Secretary, expressed that without the full meeting of the remuneration committee, he will not sign the file. After much discussion, he agreed to attend the meeting by 10th of October, 2016. The representatives than met the CMD, BSNL, Shri Anupam Srivastava and the Director (HR), BSNL, Ms. Sujata Ray and strongly submitted that if the PLI payment is not made immediately, the union have no options but to go for direct trade union actions. Both the CMD and the Director (HR) assured to get the issue settled by shortest time. Worker must be ready for a strong trade union action, if the PLI is denied or delayed by the BSNL Board.

Today, the South African Labour Minister, Nelisima Mildred Oliphant, addressed the ongoing WFTU Congress, being held at Durban. In her brief speech, she exposed how the capitalists are adopting newer methods to exploit the working class and to increase their profits. She also emphasised the working class to choose the right leadership and to struggle unitedly against the exploitation of the capitalist class. It was altogether a different experience to hear such a speech from a person holding a high position in the South African government. It made the delegates to think that it is necessary to have persons in the government, who will raise their voice in support of the working class.

Sunil Gautam, Dy.GS, SNATTA, discussed with Ms. Anima Roy, GM (Rectt.), yesterday, the 04.10.2016, on results of JTO LICE for the year 2014 – 15 which was held on 24.09.2016. The union representatives submitted that as per the standard procedures, the result is to release first and than answer keys are to upload for finding discrepancies. They further stressed that since the registration for the next JTO LICE for the year 2015 – 16 is to start from 10.10.2016, it is better to declare the result before that. To this, the GM (Rectt.) assured to look into the matter.

Com. Swapan Chakraborty, Dy.GS, while discussing with the GM (Rectt.), Ms. Anima Roy, yesterday, the 04.10.2016, raised the issue of holding 50% special examination from Draughtsman to JTO (Civil/Electrical) as decided in the 28th National Council meeting held on 30.01.2013. Earlier, it was decided to conduct the exam in March, 2016, which was deferred to May, 2016. But, the Management could not notified the exam, for which nothing in known to the Union. After detailed discussion, the GM (Rectt.) assured to conduct the exam with in the current financial year. 

 

[05.10.2016]TT LDCE and JE LDCE to be conducted as soon.

BSNLEU has taken up the issue to fix the date for holding Telecom Technician (erstwhile TM) LDCE and Junior Engineer (erstwhile TTA) LDCE at the earliest. Since a good number of vacancies are there in many circles in both cadres. In continuation to the demand, the union has written letter to GM (Estt.) and GM (Rectt.), BSNL CO. Com. Swapan Chakraborty, Dy.GS, discussed the matter with the GM (Estt.) Ms. Madhu Arora, yesterday, the 04.10.2016 and explained that both the exams will be conducted offline and decentralised manner. Therefore, it is not necessary to take up the case by the Rectt. Cell to decides for date of the exam. As per procedures, the cadre controlling authority, i.e., Estt. Cell of the Corporate Office is to issue notice to the circles to conduct the exam with 3 (three) months time from the notice of the Corporate Office. The GM (Estt.), agreed with the arguments and assured to process for issuing necessary notice to the circles to hold the exam.

Delegates from 111 countries are participating in this Congress.Com.George Mavricos, General Secretary, WFTU, welcomed the delegates. Amidst thunderous applause, com. Jacob Zuma, the President of the South African Republic, addressed the Congress and greeted the delegates. In his address, the president elaborately spoke on the  heroic role of the South African working class, against the hateful apartheid. Com.Zuma paid rich tributes to the WFTU, for leading international struggle against the capitalist exploitation. He also severely criticised the the capitalist system, which is the basic reason for the ongoing world economic crisis. To this, he extensively quoted what Karl Marx has said about the capitalist economic crisis. It is a great honour, that the President of South Africa himself came and addressed the WFTU Congress. [04.10.2016]PLI for 2014 – 15 has been put up to remuneration Committee of BSNL Board for approval.

Com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Sunil Gautam, Dy.GS, SNATTA met Shri A.M. Gupta, GM (Restg.), to know the latest news on PLI payment for the year 2014 – 15. The GM (Restg.) informed that the file is put up to remuneration Committee of BSNL Board for approval. The member of the said Committee are the CMD BSNL, Director (HR) and two Board members from DoT. Once, the Committee approves the file, necessary orders will be issued. The union representatives appealed for getting approval by 1 / 2 days, so that the orders can be issued by this week. [03.10.2016]Issues related to the JTO LICE discussed with the GM (Rectt. & Trg.).

During his meeting with Ms. Anima Roy, GM (Rect. & Trg.) today, com. P. Abhimanyu, GS, raised the following issues related to the JTO LICE. 

 

(1)  The GS further pointed out that the in section A of the question paper of the exam, the grammar part was very tough and above standard. Similarly, there were also many wrong questions. The GS requested the GM (Rect. & Trg.) that all these should be taken into account during valuation and that the candidates should not be put to disadvantage on account of this. 

 

(2)  The GS pointed out that the attempted key and the correct key were not yet provided to the candidates who appeared the JTO LICE held on 24.09.2016 and demanded that the same should be provided promptly. He also demanded that the results should be published at the earliest possible. 

 

(3)  The GS requested that the forthcoming JTO LICE, to be held on 11.12.2016, should be held as per schedule, and without any postponement.

BSNL Corporate Office has been taking steps for the bifurcation of Andhra Pradesh and Telangana circles, consequent to the formation of a separate Telangana state. This bifurcation process has become complete and the two circles have started functioning in a full-fledged manner from 01.10.2016. The Andhra Pradesh circle union, leaders and active comrades, have played a major role in strengthening BSNL Employees Union, not only at the AP circle level, but also at the national level. [03.10.2016]Meeting with CMD BSNL.

Com. P. Abhimanyu, GS, met shri Anupam Shrivastava, CMD BSNL, today, and handed over the invitation letter, for addressing the 8th All India Conference of BSNLEU, to be held at Chennai from 31st December, 2016 to 3rd January, 2017. The CMD kindly consented to attend and address the Conference. The GS also discussed the following issues with the CMD BSNL. 

 

Early payment of PLI amount The PLI amount for 2014 – 15 is already approved by the Management Committee, and it is informed that approval of the BSNL Board is required for it’s payment. The GS requested the CMD BSNL to take speedy steps to ensure payment of the PLI amount before pooja. 

 

Facing Reliance Jio’s competition - The GS discussed with the CMD, about the challenge being faced by BSNL from Reliance Jio’s predatory tariff. The CMD informed the GS that, from the New Year onwards, BSNL will offer free voice calls, with data pack at cheaper rate than the Reliance Jio. However, this tariff will be available only to customers who are having BSNL’s broadband connection, said the CMD BSNL. The GS welcomed the bold decision of the Management and assured the fullest cooperation from BSNLEU and the Forum for the effective marketing of the proposed new tariff.  

 

[03.10.2016]Expeditiously depute the passed candidates for JAO training – GS demands.

The JAO LICE was held on 17.07.2016. However, the passed candidates are yet to be sent for training. This issue was discussed by com. P. Abhimanyu, GS, with shri Sunil Kumar, GM (FP) and with Ms. Anima Roy, GM (Rectt. &Training). The GS pointed out that absolutely there is no reason for any delay in this regard, and demanded that all the passed candidates should immediately be deputed for training. Both the GM (FP) and the GM (Rectt. & Training) assured to take prompt action. 

 

[03.10.2016]Take immediate steps to remove the stringent conditions of the JAO RR 2001 – GS demands.

Com. P. Abhimanyu, GS, met shri Sunil Kumar, GM (FP) today, and discussed the following demands of BSNLEU, with regards to relaxing the stringent conditions of the JAO RR 2001. 

 

(i)       Non-Executives who have completed 5 years service in any pay scale with the requisite qualification should be allowed to appear in the exam.

(ii)     The upper age limit should be kept as 55 years on par with JTO RR, since JTO and JAO are allied cadres of the same pay scale.

(iii)    The cut off date for reckoning the 5 year residency period should be shifted from 1st January to 1st July of the vacancy year, since the cut off date is generally fixed as 1st July of the year in all Recruitment Rules.  

 

After detailed discussion, the GM (FP) agreed with the above demands of BSNLEU, and assured the GS that needful steps would be taken promptly, to incorporate necessary amendments to the JAO RR 2001. 

 

[03.10.2016]BSNLEU demands Corporate Management to immediately fix date for TT LDCE and JE LDCE.

BSNLEU has already written to the Corporate Management, pointing out that no date has been fixed in BSNL’s calendar for examinations, with regards to holding Telecom Technician LDCE and Junior Engineer LDCE. The issue was discussed by com. P. Abhimanyu, GS, with Ms. Madhu Arora, GM (Estt.) and Ms. Anima Roy GM (Rectt.&Trg.). The GM (Estt.) replied that these exams could not be conducted, mainly because Corporate Office has to conduct three JTO LICEs this year, apart from the other routine examinations. However, the GS pointed out the necessity to hold the TT LDCE and JE LDCE promptly, and insisted the Management to hold the same by notifying them in the calendar. 

 

[03.10.2016]BSNLEU demands to restore the off-net facility on Rs.200/- SIM.

Com. P. Abhimanyu, GS, met shri S.K. Sinha, GM (Admn.) today, and pointed out that the provision of off-net calls (for Rs.50/-) in the Rs.200/- SIM has been withdrawn. CHQ is receiving a number of queries from our comrades, regarding the forthcoming Direct Recruitment in the JTO cadre. The issue was discussed with Ms. Madhu Arora, GM (Rectt.) by com. P. Abhimanyu, GS, today. The GM (Rectt.) explained that no examination will be conducted by BSNL hereafter, to recruit outside JTOs. Instead, the top scorers in the GATE, from among the applicants, will be selected. This has been done to spare a lot of money and energy for the Direct Recruitment of JTOs.

It is a matter of pride that BSNL has completed 16 years of it’s existence and has stepped into the 17th year today. It is a matter of pride because, BSNL has defeated all the conspiracies hatched by the government and ministers, to demolish it. Today, BSNL is slowly coming out of it’s financial crisis and every one is having the hope that soon it will emerge as a profit making Company. During these 16 years, the Non-Executives and Executives, through their Unions and Associations, have conducted heroic struggles to defeat the conspiracies of the government and to bring BSNL out of it’s crisis. On this day, BSNLEU conveys it’s warmest greetings to all the employees who have stood firm to defend BSNL. It calls upon each and every one of the employee to contribute their best performance for the speedy revival of the Company. 

 

[01.10.2016]Entire government machinery is in support of Reliance Jio.

On the day when Reliance Jio commenced it’s commercial operations, Prime Minister Narendra Modi appeared in the front pages of all the national dailies, lending his support to Reliance Jio. That was a strong message to all that, the Modi government is strongly supporting Reliance Jio. Thereafter, day in and day out, the entire government machinery is functioning in support of Reliance Jio. For example, the DoT has asked BSNL, how it could offer data packs which are cheaper than Reliance Jio’s. J.S. Deepak, Secretary, DoT, has given a statement day before yesterday, saying that Reliance Jio’s tariff is not predatory. A Secretary to the Government of India has no business to give such a certificate to Reliance Jio. Yesterday, R.S. Sharma, Chairman of the TRAI has warned the private operators for the massive call failures of Reliance Jio. Let us believe that the government is transparent and corrupt-free. 

 

[01.10.2016]Recognised Unions should not be treated with discrimination - BSNLEU tells the Director (HR).

In his meeting with the Director (HR) yesterday, com. P. Abhimanyu, GS, has raised strong objection against showing discrimination to the Recognised Unions, by the BSNL Management. The GS pointed out that the facilities that are being extended to an association, are not being extended to the Recognised Unions. He demanded that discrimination should not be there in granting facilities. The Director (HR) assured that the matter would be looked into and that the discrimination would be removed.

Com. P. Abhimanyu, GS, met shri Yeshwanth Narayan Singh, GM (BFC&I) and discussed about the allotment of funds, by the Corporate Office, for payment of GPF advance. The GS demanded that Corporate Office should allot funds to the circles for payment GPF before pooja. The GM (BFC&I) assured that funds will be sent before pooja.

BSNL Management had sent a proposal to the DoT, for making pension contribution at the rate of 3% to the Directly Recruited employees. DoT has approved this.

The Management Committee which was held on 28.09.2016, has approved the proposal to pay Rs.3,000/- as PLI to the employees for the year 2014 – 15. It is understood that now the issue has to go to the BSNL Board for it’s approval.

 

[30.09.2016]Meeting with Director (HR).

Com. P. Abhimanyu, GS, met Ms. Sujata Ray, Director (HR), today and discussed the following issues. 

 

(1)      Invitation for 8th All India Conference of BSNLEU.

Com. P. Abhimanyu, GS, handed over the invitation letter, inviting the Director (HR) to address the seminar to be held in the 8th All India Conference of BSNLEU, at Chennai. The Director (HR) accepted the invitation and assured to address the Conference. 

 

(2)      Creation of Pension Fund for the Directly Recruited employees.

The GS insisted that the BSNL Management should take prompt measures for establishing a Pension Fund for the Directly Recruited employees of BSNL, consequent to the approval given by the DoT, for Pension Contribution by the BSNL Management at the rate of 3%. 

 

(3)      Amendments to the JAO Recruitment Rules.

BSNLEU has already taken up the demand with the BSNL Management, for amending the JAO Recruitment Rules 2001, with a view to relax some of the stringent conditions. The GS demanded that, as has already been assured to BSNLEU, the BSNL Management should take immediate steps for incorporating the requisite amendments. 

 

(4)      Implementation of 7th CPC recommendations for the unabsorbed Non-Executives in BSNL.

The GS pointed out that the new pay scales etc., as recommended by the 7th CPC, is already implemented for the ITS Officers. However, the same is not implemented in respect of the unabsorbed Non-Executives. The GS demanded that this should immediately done. 

 

(5)      Implementation of the DoP&T order on stopping recoveries in respect of over payments.

The GS demanded that, the DoP&T order, on implementing the judgement of the Hon’ble Supreme Court, for stopping recoveries in respect of over payments, should be implemented by BSNL itself, without making any reference in this regard to the Department of Expenditure. In this regard, the GS pointed out that, a letter issued by the Establishment Branch of the Corporate Office, stating that the cases need to be sent to the Department of Expenditure for necessary approval, is incorrect. 

 

(6)      Reconstitution of the National Council without further delay.

The GS pointed out that the reconstitution of the National Council, consequent upon the conducting of the 7th Membership Verification, is being delayed. The GS demanded that the National Council should be reconstituted without further delay. 

 

The Director (HR) patiently listened to the issues raised by the General Secretary and assured that needful action would be taken.

BSNLEU has already demanded the Director (HR) to incorporate changes to the JAO RR 2001, in view of the fact that the employees are facing hardships due to certain stringent clauses contained in this RR. At that time, BSNLEU was assured that the matter would be looked into after conducting the JAO LICE. Since the JAO LICE under 40% quota is already conducted on 17.07.2016, BSNLEU has once again written to the Director (HR) and the GM (FP), demanding immediate removal of the stringent clauses of the JAO RR 2001.<<view letter>>

The Central Secretariat meeting of BSNLEU, consisting of the Central Office bearers of the Union, will be held at Chennai on 12th & 13th November, 2016. Review of the 2nd September General Strike, Wage Revision of the Non-Executives, facing the challenges thrown by Reliance Jio, PLI, future course of action to settle the pending issues of the Non-Executives, etc., will be the important topics for discussion. It is already 25 years since the Neo-Liberal Policies are implemented in the name of economic reforms. The successive governments that came to power at the centre, whether of the Congress or of the BJP, never fail to boast that India’s economy is growing fast. The present BJP led NDA government claims that the Indian economy is the “fastest growing economy in the world”. But facts and figures tell totally a different story. The latest figure, based on Census 2011, says that 8.4 crore children in India, do not go to school. Remember, this number is bigger than the population of most of the European countries. India is having a law called “Right to Education Act”. Still, 8.4 crore children do not get opportunity to go to school. What a tragedy?

The Forum of BSNL Unions and Associations is seriously persuing with the government, the issue of collection of excess pension contribution from BSNL, by the government, which has also created the burning problem of stagnation. If the pension contribution issue is not settled, the problem of stagnation is bound to continue even after the 3rd Wage Revision. Hence, Forum is seriously persuing this case. The issue is already taken up with the Secretary, DoT, as well as the erstwhile Minister of Communications & IT, shri Ravi Shankar Prasad. Com. P. [26.09.2016]Shortage of stores and materials - CHQ's direction to the circle and district unions.

In all the circles, demand for BSNL's landline and broadband connections has greatly increased after the launching of "Night Free Calling" and "Sunday Free Calling" schemes. However, in most of the places, the attitude of the circle and district level managements is callous, as far as providing stores and materials. This is the message that invariably the CHQ is getting, while attending meetings in SSAs and circles. Forum is continuously taking up this issue with the CMD BSNL. CHQ directs the circle and district unions to immediately write to their respective managements, mentioning the list of stores and materials that are urgently required. A copy of the letter may be sent to the CHQ. Circle secretaries are requested to seriously discuss this issue with their CGMs and write to the CHQ, if necessary, for taking needful action at the Corporate Office level. CHQ expects all circle and district unions to urgently act on this issue.

CHQ is extremely saddened to inform that, com.Desraj Sharma, veteran leader of the postal trade union movement, and a great friend of BSNLEU, passed away at New Delhi on 24.09.2016, due to cardiac arrest. Com.Desraj was the former General Secretary of P IV Union, as well as the Dy. Secretary General of NFPE. After the death of com.Adhinarayana, a doyen of the P&T trade union movement, com. Desraj shouldered the responsibility of leading the Postmen Union(P IV), and did the job exceedingly well. BSNLEU pays it's respectful homage to the departed leader and conveys it's heartfelt condolences to all his family members, comrades and friends.

Reliance Jio has created waves in the telecom industry, by providing free voice calls and cheaper data pack. To counter this competition, BSNL has decided also introduce scheme with free voice calls and data pack which will be cheaper than that of Reliance Jio. In the case of Reliance Jio, the free voice calls will be available only for the 4G customers. But, the free calls of BSNL will be available for the 2G and 3G customers, whose number is very large.

Com.P.Abhimanyu, GS, addressed the Non-Executives and Executives at Nagaon, Assam, today. The meeting was presided over by com.H.S.Raja, circle president, Assam. Com. The 6th District Conference of BSNLEU, Bangalore Telecom District (BGTD) was held enthusiastically on 22nd and 23rd September. The subjects committee of the Conference was held on 22nd. [23.09.2016]Conciliation held on the 24 point charter of demands of the United Forum - RLC directs the Management to immediately form wage negotiation committee.

The Regional Labour Commissioner (Central), New Delhi, conducted a conciliation meeting yesterday the 22-09-2016, on the 24 point charter of demands of the United Forum. In the meeting, com. Swapan Chakraborty, Dy.GS, BSNLEU and com.S.S. Thomar, Dy.GS, BSNLMS represented the United Forum. Management Side was represented by Shri P.K.Sharma, DGM(SR), shri Sheo Sankar Prasad, DGM (Estt.) and shri A.K. Sinha, AGM(SR). The Management Side informed the RLC that, the PLI for 2014-15 is settled with the agreement reached for Rs.3,000/-. The Staff Side requested to RLC to give direction to the BSNL Management for making early payment of PLI @ Rs.3,000/- before pooja celebrations, for which the Management assured to do the needful. On the issue of wage negotiation, the Staff Side complained that the Management was unwilling to start the negotiations for wage revision, even though the government has already constituted the 3rd PRC  for the Executives. On hearing both sides, the RLC gave the direction that the Management should start the process of forming the wage negotiation committee  immediately. On other pending demands in the 24 point charter of demands, the Management had submitted their view points to the RLC, for which he directed the Staff-Side to submit their view points, and fixed the next meeting on 24th October, 2016.

[22.09.2016]Modi government abolishes separate Railway Budget – a major step towards privatisation of the Indian Railways.

The Union Cabinet which met yesterday has taken the decision to abolish a separate Railway Budget, which has been in practice for the last 92 years. The government is saying that this decision is taken to speed up the growth of the railways and to improve it’s efficiency. But this is totally a bogus claim. The fact remains that the Bibek Debroy Committee, which has recommended the privatisation of the Indian Railways, has also recommended the abolition of a separate Railway Budget. In fact, the abolition of a separate Railway Budget is the major recommendation of the Bibek Debroy Committee. Hence, the decision of the Union Cabinet taken yesterday, is a major step towards privatisation of the Indian Railways. It is also to be noted here that the Modi government has already taken decision to allow 100% FDI in the railways. There is every possibility that the Indian Railways will not only be privatised soon, but will also be taken over by the multinational companies.

 

[22.09.2016]Modi government initiates the drastic step of privatising 39 PSUs.

The Prime Minister’s Office (PMO) has approved the NITI Aayog’s proposal to close down 17 sick and loss making PSUs. Similarly, the NITI Aayog’s proposal, to reduce the government’s share holding below 51% in 22 PSUs, through strategic sale is also approved by the PMO. Reducing the government’s share holding below 51% is nothing but privatisation. So, the Narendra Modi government has taken decision to privatise 39 PSUs in one go. The list of PSUs to be privatised through strategic sale, includes Cement Corporation of India, National Jute Manufactures Corporation, Salem, Durgapur and Bhadravati Steel plants. Many of these PSUs which are to be privatised, have vast tracts of lands. For example, the CREDA HPCL Biofuel is having 15,000 hectares of land. Now, these valuable PSUs will be handed over to the corporates, at throwaway price. It is very important to note here that, at first the government takes measures to make the PSUs loss making and sick, like they have done in the case of BSNL and Air India. Later on, the government privatises these PSUs, saying that they have become loss making or sick. This is how, the successive governments at the centre, Congress or BJP, enable the private corporates to loot the wealth of the nation. It is very important to note that, barely one month after the Prime Minister Narendra Modi declared from the Red Fort, on 15th August, that Public Sector Companies would not be privatised, the BJP led NDA government has taken this drastic step of privatising 39 PSUs. It also becomes clear that the Modi government will not follow all that it declares.

[22.09.2016]Implement the pay scales and other recommendations of the 7th CPC, to the unabsorbed Group ‘C’& ‘D’ employees in BSNL.

The new pay scales and other recommendations of the 7th Central Pay Commission is already implemented in respect of the ITS officers and other officers of the DoT, working in BSNL. However, these are not implemented in respect of the unabsorbed Group ‘C’& ‘D’ employees of the DoT, working in BSNL. This issue has already been taken up with the Director (HR). On 07.09.2016, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, discussed the issue with the Director (HR) and have insisted her to immediately settle the issue.<<view letter>>  

 

[21.09.2016]After heavy delay, Union Cabinet finally approved Rs.1,250 crore compensation to BSNL.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved Rs.1,250 crore as compensation for the loss BSNL has incurred in operating rural landline connections. This compensation is for the landlines installed prior to 1st April, 2002. Even though this compensation became due in 2013-14 itself, there was inordinate delay in government's approving the same.  Forum of BSNL unions and Associations has conducted several struggles, demanding payment of this compensation. However, the Cabinet has also decided that this is the last and final payment of compensation to BSNL, and that no further financial support from the USO Fund will be made on this count.<<view press information bureau report>> 

 

[21.09.2016]Non-allotment of funds by Corporate Office for payment of GPF advance.

Difficulties have arisen this month, in the allotment of funds to circles, by the Corporate Office, for the payment of GPF advance. The DoT has not reimbursed a big amount that BSNL has already spent for the payment of GPF advance. Together with this, the acute shortage of funds in the Corporate Office has complicated the problem. General Secretary has already pressed the CMD BSNL and GM (T&BFCI) for allotment of this month’s funds. The General Secretary has once again drawn the attention of the CMD BSNL today, on this matter. 

 

[21.09.2016]10 crore calls per day, are failing on Reliance Jio networks.

Earlier it was reported that 2 crore calls per day were failing on the Reliance Jio networks. Today's media report say that Reliance Jio’s call failures have increased to a whopping 10 crore calls per day. The Reliance Jio has accused that the leading incumbent operators, viz., Airtel, Vodafone and Idea cellular are not providing sufficient interconnection points (PoIs), which is the reason for the call failures. It has further said that these incumbent operators are not co-operating on Mobile Number Portability also.

Utilising this opportunity, the Forum of BSNL Unions and Associations of Mumbai, have submitted a memorandum, demanding implementation of 5 day week in BSNL. [20.09.2016]Non-Executives participated in the  hunger strike in thousands throughout the country.

Demanding the immediate commencement of the wage revision talks and settlement of other long pending demands of the Non-Executives, thousands of Non-Executives enthusiastically participated in the day long hunger strike in all the circles today. With today's hunger strike, the first phase agitational programme of the United Forum comes to an end. Depending upon the response of the Management, the United Forum will decide about the next course of action. [20.09.2016]PLI issue and related questions.

Some questions are being raised by our comrades, with regards to the payment of PLI. One important question is, whether Executives will also get PLI ? In the PLI Committee, formed to frame the new PLI formula, only representatives of Non-Executives are there. The Management Side has also made it clear that, the proposed new PLI formula will be applicable only to the Non-Executives. However, when the Staff Side members of the PLI Committee held discussion with the CMD BSNL on 02-09-2016, they clearly told the CMD BSNL that payment of PLI to be made for the year 2014-15, should be made to all the employees. The CMD BSNL also accepted this proposal. Next question is, when the PLI payment will be made? In the meeting held yesterday, between the CMD BSNL and the Staff Will Side members of PLI Committee, it was strongly demanded that PLI payment should be made well before the Pooja. CMD BSNL also accepted this demand. We will make all out efforts to get early payment of PLI.

 

[20.09.2016]United Forum's country-wide hunger strike started enthusiastically.

The country-wide hunger strike, called on by the United Forum, demanding settlement of the 24 point charter of demands, has started enthusiastically. As per reports being received by the CHQ, employees are participating in large numbers in the hunger strike in all the circles and districts. In New Delhi also, a very good dharna is taking place in the BSNL Corporate Office. BSNLEU salutes all of the participants.

Com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, in their discussion with the CMD BSNL today, urged for immediate releasing of funds to the circles for payment of GPF advance. They pointed out that Corporate Office did not allot funds for the month of July, 2016 and only partial amount was allotted in August, 2016. The CMD BSNL assured to look into the matter and to do the needful. Earlier in the day, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri Y.N. Singh, GM(T&BFCI) and demanded to release funds to the circles for payment of GPF advance.

The 8th circle conference of BSNL Employees Union of Punjab circle was held at Amritsar on 17th and 18th of September 2016. The conference got kick started with the hoisting of National flag by com Bhag Lal Kaundal and union flag jointly by com Swapan Chakraborty, Dy GS, BSNLEU and com  Balbir Singh, All India president, who happens to be the circle Secretary of BSNLEU, Punjab. Com Balbir Singh, CS submitted annual activities report and com Budh Singh, circle Treasurer submitted audited accounts of the circle union. Delegates discussed both and approved. Com Swapan Chakraborty, Dy GS addressed the subject committee. An open session was held on 17th September which was presided over by com Bhag Lal Kaundal, circle president. Demanding settlement of it’s 24 point of charter of demands, the United Form is conducting massive hunger strike tomorrow. The charter of demands include, payment of PLI, immediate commencement of negotiations for wage revision, settlement of anomalies, settlement of problems in the implementation of NEPP, implementation of DoP&T orders on SC/ST reservation, etc. All circle and district unions are requested to organise the hunger strike very effectively.  

 

[19.09.2016]Private operators engaged in ‘dog fight’, to make quick money.

Two crore call drops are taking place per day, in Reliance Jio’s network, reports the media. Reliance Jio has accused that Airtel, Vodafone and Idea, are not providing sufficient Points of Interconnect (PoIs) to Reliance Jio, which is the reason for such massive call failures. To this accusation, Airtel has replied that it is in the process of providing new PoIs to Reliance Jio, and has blamed that it is the Reliance Jio which is not cooperating. Airtel has further accused that the massive calls failure in Reliance Jio’s network may be due to the fact that it is providing voice calls on a new technology called Voice over LTE (VoLTE). The cold war going on between new entrant Reliance Jio on one side and the incumbent operators, viz., Airtel, Vodafone and Idea on the other side, only exposes the greed of private operators to “make quick money” without following any ethics.

It is highly objectionable that the Ministry of Labour & Employment, Government of India, has celebrated "Vishwakarma Day" today, the 17-09-2016, through the EPFO and the ESIC. We are not opposed to the celebration of  Vishwakarma Day. But, it is a fact that this celebration is related to a particular relegion. As such, the government, which represents all the people who follow various relegions, should not celebrate it. The BJP led NDA government celebrating this day, is nothing but pushing through the the Hindutva agenda of the RSS. This is a clear-cut attempt of the Narendra Modi government to devide the workers on religious line, which is deplorable.

A document released by the Ministry of Labour & Employment, to celebrate Vishwakarma Day today, contains the intent of the government to covert the existing 43 labour laws of the country into 4 Labour Codes. This is being done in the name of labour law reforms, which is being tooth and nail opposed by the working class of this country. This so called labour law reforms will give " hire and fire" powers to the employers, and will convert the workers into slaves. These so called labour law reforms will severely hit all the workers, whether they are Hindus, muslims, Sikhs or any other relegion. The General Strike, which took place on 2nd of this month, which was participated in by nearly 20 crore workers, demanded the NDA government to give up the labour law reforms. Despite of the massive success of the General Strike, incorporation of the labour law reforms issue in the document, only shows the dictatorial attitude of the government.

[15.09.2016]Merger of Reliance Communications and Aircel to create India's 4th largest telecom company.

Anil Ambani led Reliance Communications and Aircel have signed an agreement for merger. This is considered to be the largest merger in the telecom sector in India. Both, Reliance Communications and Aircel were not doing well in the past, in the wake of the severe competition going on in the telecom sector. Both the companies are having huge debt. However, the merged new company will be one of the biggest companies in the private sector in India, with an asset value of Rs. 65,000  crore. it will be the 4th largest telecom company. The new company will have around 20 crore customers, and is expected to further intensify the competition in the telecom sector.

 

[15.09.2016]BSNLEU writes to the Hon'ble Minister of State for Communications, seeking his intervention, to break the dead-lock in starting negotiations for wage revision of the Non-Executives.

BSNL Management is deliberately not taking any action to start the negotiations for revision of wages of the Non-Executives. The excuse that the Management is giving for this delay is that, the DoT has not given the necessary clearance for starting the wage negotiations. BSNLEU has already written to the Secretary, DoT, demanding to immediately give the necessary clearance. Again, BSNLEU has written to shri Manoj Sinha, Hon'ble Minister of State for Communications, urging upon him to give necessary instructions to the DoT and to the BSNL Management, on this matter.<<<view letter>>>

[14.09.2016]BSNL need not get the approval of the Department of Expenditure, for waiving recoveries on overpayments, based on the order of the Hon'ble Supreme Court.

BSNLEU has long been demanding the implementation of the Hon'ble Supreme Court order, on waiving recovery of overpayments made to the Non-Executives, in the past. Recently, the Corporate Office has issued a letter, wherein it is stated that the cases of overpayments should be forwarded to the DoT, for getting the approval of the Department of Expenditure, for implementing the waiver. BSNLEU does not accept this stand. BSNL is a Public Sector Company. As such, approval of the DoT or the Department of Expenditure is not necessary, to implement the order of the Hon'ble Supreme Court, for waiving recovery of over payments made to the Non-Executives of BSNL. This is in view of the fact that BSNL has to implement the order of the Hon'ble Supreme Court, with it's own resources, and is not going to seek any financial support from the Central Government for doing the same. Such an approval of the Department of Expenditure may be required only in the cases of employees of the Central Government departments. Com. P. Abhimanyu, GS, has discussed this issue with Ms. Madhu Arora, GM(Estt.) and demanded implementation of the Hon'ble Supreme Court order by BSNL itself.

 

[12.09.2016]After making mega advertisements, Reliance Jio is able to achieve only 50% of it's target.

In the Annual General Meeting(AGM) of Reliance Industries Limited(RIL), held on 1st September, 2016, Mukesh Ambani announced that Reliance Jio would provide 10 lakh mobile connections per day. Reliance Jio also expects to acquire 10 crore customers by the end of this year. However, even after using Prime Minister Narendra Modi's pictures in it's advertisements, so far Reliance Jio has been able to provide only 5 lakh customers per day, i.e., only 50% of it's announced target. [12.09.2016]Interest rate for EPF is to be reduced to 8.6% for 2016-17.

The Finance Ministry is consistently pressurising the EPF Organisation, to cut down the interest rate. The EPFO gave 8.88% interest for the deposits in the financial year 2015-16, even though the Finance Ministry had instructed the EPFO to fix the interest rate as 8.87%. However, now the EPFO is all set to scale down the interest rate to 8.6% for 2016-17.

BSNL has long been trying to sign Intra Circle Roaming (ICR) agreement with major private telecom companies, to enable better network coverage to it's customers. Consequent to this, 2G ICR agreement is signed between BSNL and Vodafone on 11-09-2016. As a result of this agreement, BSNL customers are expected to get benefited in urban areas, where Vodafone is having a formidable network,  and Vodafone customers are expected to get benefited in far-flung areas,  where BSNL is having a superior network.

 

[10.09.2016]Supply of the requisite quantity of stores and materials is key to improve the quality of landline services - CMD BSNL told.

In the meeting held between the CMD BSNL and the unions and associations on 08-09-2016, the representatives of BSNLEU pointed out to the CMD BSNL that, shortage of stores and materials is plaguing the efforts of the employees to carry out maintenance works, to improve the quality of landline and broadband services. The representatives pointed out the stores and materials that are in short supply. The CMD BSNL assured to take needful action.

The entire private telecom companies are shivering due to the entry of Reliance Jio. BSNL is not an exemption. The entry of Reliance will certainly affect BSNL also. However, BSNL can very well face this challenge, provided the quality of it's services is improved on a war foot basis. BSNL’s land line and broadband services is a very big strength, which no private telecom company is having. The quality of these services has to be urgently improved, which will go a long way in facing the challenge from Reliance Jio. Hence, our comrades are requested to concentrate on this task. In this regard, we reproduce hereunder, the images of a good work done to improve the quality of our landline service in Kalyan SSA. [10.09.2016]BSNL Board approved the audited balance sheet for 2015-16. The high lights are:-

1)      After 2009-10, highest revenue, Rs.32,918 Cr compared to Rs.28,648 Cr of last year.

2)      Revenue from operations increased by 4.43%. Rs.28,449 Cr comparing to Rs.27,242 Cr last year.

3)      Losses reduced by 53%, from Rs.8,234 Cr of last year to Rs.3,880 Cr.

4)      Operational profit increased from Rs.672 Cr to Rs.3,854 Cr.

5)      Loan repayment done and the present liability is only Rs.2,500 Cr.

[09.09.2016]NITI Aayog recommends strategic sale in 44 PSUs.

The  NITI Aayog, which has been assigned with the task of identifying the PSUs for disinvestment /privatisation, by the Narendra Modi government, has submitted a list of 44 PSUs in which strategic sale will be started by the government. Even though the government keeps on making announcements that the Public Sector would not be privatised, the Niti Aayog is very busy, identifying PSUs for sale. Amitabh Kant, CEO of the Niti Aayog, has stated that they have submitted another list of 76 PSUs to the government, among which some companies need to be closed down.

[09.09.2016]Demand for granting grace marks for the JAO LICE rejected by the Director (HR).

BSNLEU has already written to the BSNL Management, demanding to grant grace marks for the candidates who have failed in the last JAO LICE, by a few marks. The issue was discussed with Ms. Sujata Ray, Director(HR), by com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, on 07.09.2016. The representatives explained the case in detail, with the justifications. However, the Director(HR) replied that Management is not giving grace marks for any exam, and said that the demand could not be accepted.

 

 

 

[09.09.2016]Management urged to immediately start the talks for wage revision.

com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, who met Ms. Sujata Ray, Director(HR) on 07-09-2016, demanded that the Management should immediately start the talks for wage revision of the Non-Executives. The representatives explained that the wage revision talks would consume a long time, and hence early commencement of the talks would avoid the delay in signing the agreement. A meeting of all the unions and associations with shri Anupam Shrivastava, CMD BSNL, was held yesterday the 08-09-2016. He further told that BSNL will sizeably lose it's revenue due to the ongoing competition, and to offset this loss, we should bring in more number of customers, and thereby should increase our revenue. The CMD BSNL emphasised that improvement of the quality of our services alone can ensure success to BSNL in the ongoing competition. He told that BSNL's operational profit for 2015-16 is Rs. 3,855 crores and that BSNL's loss for this financial year is reduced to Rs. 3,500 crores.

The All India Centre meeting held yesterday the 06.09.2016, has finalised the admission of delegates, in the Chennai All India Conference, to be held from 31st December, 2016 to 3rd January, 2017. The number of delegates eligible for each district, is given in the enclosed list. Some circles have either not remitted CHQ quota for the year 2015, 2016 or have remitted less amount. The eligibility of delegates for these circles / districts will be announced only after receipt of quota for 2015 and 2016 in full. CHQ has written letters to these circles. The All India Centre meeting held yesterday the 06.09.2016, has decided that only the delegates and observers allotted by the CHQ will be admitted in the All India Conference. Accommodation of delegates and observers will be made available on 30th December, 2016 itself. This is to enable the registration of delegates and observers to be completed by 30th December, evening itself. No admission of delegate / observer will take place from 1st January, 2017 onwards. This decision is taken, keeping into account the problems arose in the earlier conferences in this regard. [06.09.2016]DoT urged to endorse the DoP&T order on stopping recovery of over payment.

Based on the Supreme Court judgement, the DoP&T has already issued order, giving direction that the over payment given to the Group ‘C & D’ employees in the past should not be recovered. Once again BSNL has made the achievement of providing 20 lakh mobile connections in the month of August, 2016. Totally 23,07,301 mobile connections were provided in August, 2016, whereas the target was 22,30,000. Thus, BSNL has achieved 103% target in providing in mobile connections in the month of August, 2016. [05.09.2016]PLI Committee meeting held today.

A meeting of the PLI Committee was held today. In the last meeting, Management Side proposed that the revenue increase of the Company alone should be taken as the parameter for fixing the quantum of PLI. In today’s meeting, the Staff Side informed the Management Side that increase in revenue alone cannot be the sole parameter. Instead, new connections in mobile, landline, broadband segments should also be the KPIs ( key parameter indicators – KPI ). As regards, payment of this year’s PLI, no decision could be taken, since there was no unanimity between the Management and Staff Sides.

 

[03.09.2016]Month long mobilisation and toil resulted in successful strike in BSNL.

From Kashmir to Kanyakumari, a successful strike has taken place in BSNL yesterday,  the 2nd September. BSNLEU's leaders and functionaries have strained their nerves for more than a month, to achieve this success. Unlike in previous General Strikes,  BSNLEU conducted circle level conventions this time to successfully organise the strike. Delegates from each and every district were mobilised in these conventions. CHQ office bearers of BSNLEU addressed them. In all circles, except in one or two, these conventions were conducted with massive mobilisation of employees. Most of the circle and district unions extended their fullest cooperation for the success of these conventions.  The charter of demands as well as the pro-corporate and anti-labour policies of the Modi government were extensively explained in these conventions. This month long ground work done by BSNLEU has made the General Strike substantially successful in BSNL this time. CHQ conveys revolutionary greetings to all the leaders and comrades who have worked hard and made this strike a success.

General Strike did not take place in Gujarat circle last year. Hence, BSNLEU took special efforts to make the strike a success in that circle. Both the Staff Side members of the PLI Committee, com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, met shri Anupam Shrivastava, CMD BSNL yesterday, and discussed the PLI issue. Both the leaders told the CMD BSNL that, the PLI amount of Rs.1,100/-, offered by the Management Side, in the PLI Committee meeting held on 24-08-2016, is very meagre. They sought the intervention of the CMD BSNL to settle the issue. Both the leaders demanded that, the contribution being given by the employees, especially during the past 2/3 years, for the revival of the Company should be kept in mind, and a reasonable amount should be paid as PLI to the employees. The CMD BSNL assured to look into the issue.

 

[02.09.2016]Rs.350/- vs Rs.692/-: What the fight is all about - TUs Deny They Agreed To Centre's Wage Hike.

The sniping between the government and the trade unions on the demands of the workers is getting curiouser and curiouser. Days before the countrywide strike by workers on September 2, the government had announced that it was raising minimum wages of unskilled workers from Rs.246 per day to Rs.350 per day .This was “based on deliberations in the meeting of Minimum Wage Advisory Board held on 29-08-2016“, of which trade unions are also a part, claimed the government. 

 

The trade unions have alleged that no such proposal was discussed in the board meeting. Kashmir Singh Thakur, member of the board, has written to labour and employment minister Bandaru Dattatreya saying that the “the proposal of Rs.350 per day as minimum wage ... never surfaced in the meeting on that day”. Thakur has claimed that all the workers' representatives at the meeting of the board had, in fact, reiterated the demand for Rs.18,000/- monthly minimum wage (Rs.692 per day), which is one of the key sticking points in the dispute and the cause for widespread support for the impending strike. The central trade unions are upset at this sleight of hand and have called upon the government to issue a “correction“ or a “rejoinder“ on this. 

 

What is the basis of the two contradictory proposals of minimum wage? While the government has not given any details as to how it arrived at the figure of Rs.350 per day, trade unions say that their proposal is derived from a standard method of calculating the minimum wage accepted by the Indian Labour Conference, which has representatives from the employers and the government, along with workers' representatives. This standard method was also followed by the 7th Pay Commission, which recently released its report on pay fixation of government employees. According to this method, a three-unit worker's family is assumed to consume 2,700 Kcal per day worth of food, apart from various other essentials like cloth, soap, fuel, etc. Prices of commodities are taken from surveys done by the Labour Bureau. Additional expenses like that on children's education and festivals are added on as 25% of other expenses, following a Supreme Court order in 1992. The 7th Pay Commission crunched through all the numbers and came up with Rs.18,000 per month (Rs.692 per day) as the “minimum need-based wage” for unskilled employees. The trade unions are demanding the same for unskilled workers. Since the government's proposal of Rs.350 per day is nearly half of what is demanded by the workers, the impasse continues.

The Central Trade Unions conducted a press conference at the Press Club, New Delhi, yesterday. All the Central Trade Unions, except BMS attended it. In the press meet, the Central Trade Unions rejected the deceptive and misleading announcements made by Arun Jaitley, Finance Minister, and announced that the 2nd September General Strike would take place as per schedule. The leaders also called upon the working class to massively participate in the strike.

[31.08.2016]Strike decision stands. Arun Jaitley’s deceptive and misleading statement and appeal rejected by the Central Trade Unions.

The government, instead of inviting the Central Trade Unions which have issued the strike notice for talks, has invited only the RSS affiliated BMS, for talks. It is noteworthy that the BMS has not issued any strike notice. This attitude of the government is condemnable. Yesterday, Arun Jaitley, Finance Minister, has issued a statement, announcing certain concessions and has appealed to the trade unions to withdraw the strike. All the Central Trade Unions, except BMS, have rejected this appeal. The CTUs have reiterated that General Strike would be held on 2nd September, 2016. BSNLEU calls on the employees not to get confused by the deceptive and misleading statement of the Finance Minister and to massively participate in the General Strike.

 

[31.08.2016]Central trade unions on Tuesday rejected the government's announcements on hike in minimum wages and payment of bonus as “mockery and deception” and decided to go ahead with Friday's nationwide strike.

In a statement, the Centre of Indian Trade Unions (CITU) termed finance minister Arun Jaitley's statement that the government had accepted the recommendations of the minimum wage advisory committee as “totally untrue”. “The minimum wage committee met on August 30, 2016, and ended inconclusive while all the workers' representatives reiterated their demand of Rs.18,000/-. Such misstatement by the government is a deliberate ploy to mislead and confuse the workers before the strike”, it said. The RSS-affiliated Bharatiya Mazdoor Sangh (BMS), however, lauded the government's announcements and decided to abstain from the general strike on September 2. AITUC general secretary Gurudas Dasgupta, “The labour minister sent us an email requesting us not to go on strike. It proves how the government is not interested in talking to the trade unions. It (the government) is only interested in talking to BMS.”

The JTO LICE, scheduled to be held on 28.08.2016 has been unduly postponed in the eleventh hour. Order for postponement was issued barely 2 days before the exam. This is unprecedented and tells poorly on the efficiency and reliability of the BSNL Management. So far the government has not called the Central Trade Unions for any talks. This non-responsive and arrogant attitude of the government is condemnable. At the same time, the Group of Ministers, headed by Finance Minister, Arun Jaitly, has held discussions with the BMS, the non-striking union. So far, two rounds of discussions are held on 16th and 24th August, 2016, on the 12 point charter of demands of the Central Trade Unions. BSNLEU strongly condemns this attitude of the government. BSNLEU demands that the government should hold talks with the Central Trade Unions which have given notice for the 2nd September General Strike. We have to be cautious about this. In the last minute, the government may try to confuse the workers, with some false announcements, to break the strike. Circle and District Unions are directed to take all out efforts to make the strike a historic success.

These schemes will become fully successful only when the quality of our landline service  becomes satisfactory. [26.08.2016]Telecom Stores circle organised convention on 2nd September General Strike.

The convention of Telecom Stores circle, on 2nd September 2016 has taken place on 23rd August 2016. In spite of heavy downpour, sizable number of staff and members of BSNLEU attended the convention.  Com. Animesh Mitra, CHQ Vice President and Com. Om Prakash Sing, CHQ Vice President attended the convention.  Com. Thakur Chandra Das, Circle Secretary, explained the decision of the last CEC on the strike and the reason behind convening the convention.  Com, Animesh Mitra, CHQ Vice President, explained the list of demands including those raised by BSNLEU and explained the backgrounds and the present position of all the demands.   He justified the participation of the staff of BSNL in the strike  since the attack of the Govt. policies are common to all and thereby making the BSNL Industry as well as the employees victim of the policy.   Com. Om Prakash Sing invited the attention towards the activities of both the BJP led Central Govt. and the State Govt. led by Mamata Banerjee  against the employees and workers to stall the democratic right of TU movement including strike. He appealed to all in the audience to participate in the strike, pave in the street to fight against the fascist like attitude.  The convention was presided over by Com. Adhir Kumar Sen, President of Circle Union.
