Court dismisses petition of two companies, chargesheeted
in the 2002 'Additional Spectrum Allocation' case.
The Supreme Court on Monday dismissed the petitions of two
companies which were chargesheeted in the 2002 'Allocation
of Additional Spectrum' case. The two companies, Hutchison
Max Ltd. (now called as VIL) and Sterling Cellular Ltd.
(now called as VMSL) have challenged that that CBI Special
Court, formed to hear the 2G Spectrum Scam case, has no
jurisdiction to hear the 2002 'Allotment of Additional
Spectrum' case. The Supreme Court dismissed the petition
of the companies.
BSNLEU has recently decided to fill up the council seats,

decision is taken, in view of the prolonged delay in the
disposal of the case going on in the Hon'ble Kerala High

superannuation, on 31-08-2015. Shortly and affectionately
called as com. Rathna, the comrade was a dedicated worker
and is a dynamic leader of our movement. Together with
com. Kalairajan, she played a crucial role in
strengthening our movement in Andaman & Nicobar circle.
Even when she was victimised and transferred to a remote
island, when we were not recognised, she never relented
and continued to lead our movement. She is well known and
also affectionate to all our top leaders, including com.
Moni Bose and com. V.A.N.Namboodiri. Even though she had
never been a member of the CEC, she used to attend most of
our CEC meetings and apprise the CHQ of the ongoings in
that remote part of the country. A befitting farewell
meeting was organised in Port Blair to honour her, which
was participated by the CGM, other officers and Union

sacrifices of com.Rathnambal, who dedicated her entire

The PLI Committee meeting is held today. Com. P. Abhimanyu,
GS, BSNLEU, and com. Islam Ahmed, President, NFTE,
participated. At the outset, the Staff Side demanded that
Adhoc PLI should be paid to the employees, in case
finalisation of the PLI formula is delayed. In
the notification of today's meeting, it is mentioned that
"PLI based on Performance Management System". Staff Side
expressed it's protest. It was agreed to correct.
Management Side informed that the PLI formula that is
being finalised will be applicable only to the
Non-Executives. Management Side informed that the DoT has
not so far replied to the query raised by them, whether
PLI is to be paid when the company is not earning profit.
This was strongly protested by the Staff Side, which
demanded that the DPE guideline in this regard should be
followed. In the discussion that took place on the targets
to be reached for payment of PLI, the Staff Side stated
that the parameters are high and need to be brought down.
In this connection, it is decided that a meeting with the
CFA section will be arranged, say within a week. The GS,
BSNLEU, demanded that the PLI Committee meetings should be
held regularly, and also in quick succession, so that the
formula can be finalised at the earliest. He also informed
the Chairman of the Committee that, com. Swapan
Chakraborty will be nominated to the Committee, as
representative of BSNLEU. This is in view of the fact
that, com. P. Abhimanyu, GS, BSNLEU, is going on leave,
and that the conducting of the meeting should not be

Cabinet gives four months extension to the Seventh Pay
The Central Cabinet, in it's meeting held yesterday, has
given a four months extension to the 7th Central Pay
Commission. Earlier the Chairman of the 7th CPC has
stated that the report of the Commission would be
submitted by the end of August, 2015. Now, it's time has
been extended upto 31st December, 2015.

is not being accepted due to the non-availability of the

alternative proposals to improve the quality of broadband
BSNLEU has taken a strong position to oppose the decision
of the Management Committee to outsource the provisioning
and maintenance of wiredline broadband. Together with
other Unions and Associations of JAC, the issue was
discussed twice with the Management. In these meetings,
the Management Side was not able to establish that the
outsourcing was necessary to improve the quality of
service in the wiredline broadband segment. In

The Telecom Minister, shri Ravi Shankar Prasad is repeatedly
criticising telecom operators for poor quality of service,
especially call drops. He has even issued statement in the
Parliament in this regard. The DoT has also taken some steps
to ensure quality of service. The repeated comments of the
Telecom Minister and the DoT, has irritated the private
telecom operators, it seems. This has made the CEO of
Vodafone India, Sunil Sood, to challenge the authority of
the Telecom Minister. Sunil Sood has stated that the view of
the Telecom Minister and the DoT on call drops, does not
constitute the view of the Government of India.

customer base rapidly. The Franchisee Managers and Retail
Managers have got to be motivated, so that they regularly
visit franchisee premises, as well as retailer outlets, and
to ensure that sufficient BSNL products are available in the
retailer outlets. As per the call of the Forum at the
National level, maximum number of 'Melas' and 'Road shows'
should be organised, to increase our sales, by popularising
the 'Night Free Call' and 'Free Roaming' schemes. In the
landline segment, no application for new phone connection
should be rejected due to 'Non-Feasibility'. Immediate
efforts should be taken to lay cables to the upcoming
'colonies' and 'nagars'. Similarly, all out efforts should
be taken to attend cable faults, within the shortest
possible time. In the review meetings being held with the
Forum, the CMD and Director(CFA) assure that they will make
available whatever stores and materials needed at the field
level. Hence, any shortage of materials should immediately
be brought to the notice of the National Forum.

mobile connections in the month of July 2015. BSNL has given
16 lakh mobile connections in July, while Airtel has given
11.90 lakh connections and Idea has given 10.25 lakh
connections. It must be noted that BSNL gave only 8.6,lakh
connections in the month of May, and this increased to 11
lakh in June. Due to the phase 7 mobile network expansion,
there is a general improvement in BSNL's quality of
service. Together with this, the 'Roaming Free' scheme,
introduced by BSNL recently, has put the Company in a strong
position, in it's competition with the private operators. In
the MNP front also, more number of customers of private
companies have migrated to BSNL in the month of July, than
the number of BSNL customers migrated to private companies.
This is a healthy trend and we, the employees, have to put
in our best efforts to maintain this trend.

Airtel has informed the Bombay Stock Exchange, that it had
written to the CMD BSNL, requesting to have 'Intra Circle
Roaming' arrangement. In it's letter written earlier to the
CMD BSNL, the Airtel has expressed it's willingness to have
'Intra Circle Roaming' arrangement with BSNL and had
expressed the hope that it would be 'equal opportunity'. If
BSNL enters into intra circle roaming with Airtel, then BSNL
customers will be catered by Airtel towers, in areas where
BSNL is not having proper network coverage, and vice versa.
This will be done on a 'revenue sharing' basis. Earlier,
when BSNL approached Airtel, Vodafone etc., a few months
back, those companies did not show interest. But now, due to
the fear that BSNL may enter into a tie-up with Reliance Jio,
Airtel has come forward to have the tie-up with BSNL.

to be sent to the Minister, from each employee. Circle

this regard, the Corporate Office has written to all the
CGMs, calling for the details of the officials, who were

who were subsequently promoted directly as Telecom
Mechanics. It is extremely disturbing to note that, only
two circles, viz., MP and WTP have so far sent the
requisite details to the Corporate Office. CHQ has already
requested all the circle secretaries to ensure that these
details are forwarded to the Corporate Office without

introduce any VRS. This is mainly because, the government is
not prepared to give any money to BSNL, for implementing VRS,
- Circle Roaming arrangement with major private operators.
BSNL is going to implement Intra Circle Roaming (ICR)
arrangements with major private operators soon. This was
told by the CMD BSNL in yesterday's meeting. Through the ICR
arrangement, BSNL cusomers will be catered by the towers of
other private operators, in areas where BSNL is not having
towers. This arrangement will be done on a 'revenue sharing'
basis, and it will once for all solve the signal problems of
BSNL cusomers. Initially, private operators like Airtel,
Vodafone, etc., did not show any interest to BSNL's proposal
for ICR. However, the entry of Reliance Jio has compelled
these operators now to come forward to have ICR with BSNL.
They have already written to CMD BSNL in this regard.

private company as a 'Strategic Partner' in the proposed STC.
In that case the strategic partner will also have share in
the management right from the beginning. As a result the
decisions of the new STC will not be in the interest of BSNL
from the beginning itself. This will further affect the
financial viability of BSNL. Hence, it is decided by all the
leaders that at any cost we should not allow the government
to form the STC. Similarly, all agreed that struggle is the
only option to stop the formation of the STC. It is decided
by all that next meeting of the Forum will be held
on 31-08-2015 to finalise our struggle programme to stop the

Yesterday, the Supreme Court stayed former Telecom
Minister, Dayanidhi Maran’s arrest till September, 14th,
in the illegal installation of a 300 line Telephone
Exchange at the Minister’s residence. The Court asked the
CBI why Maran was not arrested earlier even though the FIR
against him was filed in the year 2013? The Court also
questioned the CBI, why the officers involved in the
installation of illegal exchange were not arrested? While
not denying that Dayanidhi Maran had misused his power,
the Court observed that it was not the kind of corruption
which required arrest. The Court also wanted the CBI that
there should not be any political vendetta.

decision to sell another 10% shares in the prestigious

sold, government shares will go down to 68.65%.
Private Telecom Companies approach BSNL for intra circle
Airtel, Vodafone and Idea have approached BSNL for having
intra circle roaming (ICR) arrangement. If ICR is put in
place, the customer of one company will automatically
latch on to the network of the other company, when the
signal strength is weak.

demand of the contract workers, an interim wage increase
of Rs.100/- is granted.

demand. This is also a great victory for the unity of the

In the Forum meeting held on 26.06.2015, it has been decided
to conduct a massive “post card campaign” in the month of
August. It is also decided that this campaign is to be
conducted from 10th to
2015. The decision of the Forum is that one post card
should go from each of the 2.25 lakh BSNL employees, to
the Hon’ble Minister of Communications, demanding
immediate steps for the revival of BSNL. The text of the
post card shall be as follows:-
“Hon’ble Minister of Communications & IT is requested to
immediately settle the demands submitted by the Forum, for
the revival of BSNL.”
The post card should be signed by the individual employee,
with his name, designation and the name of the SSA. If the
task of sending the post cards is left to the individual
employees, everyone may not send the post card. Hence, it
is decided that the Forum at the circle and SSA levels
should undertake the responsibility of purchasing the post
cards in bulk, get the matter written on the post cards,
obtain the signatures of the employees, and finally post
the post cards. Let us arrange to send one post card from
each of the 2.25 lakh BSNL employees. Let us make the

settlement of Anomalies that arose in the First Wage
Revision. The GS pointed out that the DoT has already
informed that BSNL itself could take a decision on this
issue, and expressed his unhappiness that the BSNL
Management is delaying taking a decision. He urged that
the BSNL Management should take decision without further
one advance increment to all the left out Non-Executives
appointed between 01.01.2007 and 07.05.2010.

Cabinet approves formation of a separate Subsidiary Tower
The Central Cabinet has decided in it’s meeting held
yesterday the 05.08.2015, to give approval for formation
of a separate Subsidiary Tower Company in BSNL. It means
the nearly 65,000 towers of BSNL will be taken away from
BSNL, and they would be handed over to another separate
Company. Right from the beginning, the Forum and BSNLEU
have strongly opposed the formation of separate tower
company. Now, the decision of the Central Cabinet is not
acceptable to us. Together with Forum, BSNLEU will conduct
protest action against this decision of the Narendra Modi

is due from the government, to BSNL, as the repayment
amount for the BWA spectrum that was surrendered by BSNL.

instead of Rs.4,700 crore. This is how, the
Narendra Modi government wants to help for the revival of
BSNL. It must be remembered that Shri Ravi Shankar Prasad,
Hon’ble MoC, has been announcing for the past one and half
years that, his government would provide infrastructure
support for the revival of BSNL. Is it an empty slogan?

28.07.2015, that the SSA Heads should personally look into
the cases of “Non-Feasibility”, before it is disposed.
Hence, Circle and District Secretaries are requested to
look into this matter to ensure that applications are not
rejected in a casual manner. Similarly, our District
Secretaries should ensure that new cables are laid in
upcoming colonies/nagars, so that new connections can be
given whenever they are applied for.

short supply, the concerned Circle/District Secretary is

stores/material required, so that the matter can be taken
up by the CHQ/Forum at the level of Director (CFA).

efforts of the Modi government to bring in a provision in
the Land Acquisition Act 2013, which would have

It is reported that the net profit of Airtel, for the
first quarter of 2015(April to June) is Rs.1,554 crore.
The net profit of Airtel during the corresponding period
of last year was Rs.1,108 crore. Thus, the first quarter
net profit has increased by 40%. It is important to
recollect here, how Kapil Sibal, the Communications
Minister in the Congress led UPA government was feeling
pity for the private telecom companies. He was complaining
that the profits of private telecom companies have greatly
reduced and their debt burden has sizeably increased. The
huge jump in Airtel’s net profit only shows that the
policies adopted by the successive BJP and Congress
governments have only fattened the bellies of the private
telecom companies, while ruining BSNL.

also insisted for an early settlement of the issue, since

Company will have to pay a huge amount to the private
agencies, which will further strain the finance of the
Company. We have discussed the issue with the Director
(CFA) and have cautioned him that we would go on struggle,
if the Management proceeded with the outsourcing. As a
result, the Management has temporarily put their decision on
hold. Meanwhile, the Management has invited us for a
discussion. The discussion will take place on 27.07.2015.
CHQ requests all the circle and district secretaries to give
inputs in this regard, to effectively counter the arguments
of the Management.
BSNL meets the Core Committee of the Forum on Night Free
Calls and Free Roaming issues.
Shri Anupam Srivastava, CMD BSNL met the Core Committee of
the Forum, together with the Director(CFA) and other top
officers of the Mobile and CFA wings. A review was done,
as to what extent the introduction of the Night Free Calls
and the Free Roaming concessions have benefited the
Company. The results given by the Management are very
encouraging. As a result of the Free Roaming, BSNL's new
mobile connections have substantially increased. For
example, 11.06 lakh new mobile connections were given in
the month of June. It is told that the new connections
would increase to 15 lakh in the month of July 2015. Before Free Roaming was
introduced, on an average, 8 lakh connections were given

increased by 24% in the country, during the first 5 months
of 2015. The deaths related to communal clashes have also
jumped by 65%. These figures are, as per the data
collected by the Home Ministry. During this period,
communal clashes have increased mainly in Uttar Pradesh,
Maharashtra, Haryana and West Bengal. It hurts us to note
that, West Bengal, once reputed for communal harmony,
under the rule of the Left Parties, has also joined this
list now. It is also to be noted that the RSS and it’s
outfits were conducting various campaigns like “Ghar
Vaapsi”, “Love Jihad”, etc. to divide the people on
communal lines during this period. Certain Muslim
fundamentalist organisations are also competing with the
RSS, to spread communal hatred. It is important to note
that those who have died and those who are affected in
these communal violences are not the corporates and
landlords, but ordinary working people. Communal hatred
and communal violence ultimately brings misery to the
working class. Further, they divide the working class, and

Prime Minister, Narendra Modi addressed the 46th Indian
Labour Conference yesterday. In his address, the Prime
Minister has stated that the country cannot be happy, if

hear. But, we have to understand that these are only sugar
coated words to cheat the workers. In the same speech, the
Prime Minister has also given call to the industrialists
to create atleast 20 lakh apprentice jobs. We must
understand that this call is only to help the corporates.
The Indian and multinational corporates want to engage
educated and qualified youth, not as workers, but as
apprentices. An apprentice will not get any wages, but
only stipend. This stipend will be even lesser than the
wages of contract workers. The capitalists will exploit
these youth as appreciates for many years. The apprentice

this is one of the demands of the Indian and multinational

protested the decision of the Management to outsource the
provisioning and outsourcing of broadband, and also
explained in detail that the outsourcing would result in
deterioration of the service and also would render a large
number of Telecom Mechanics and outdoor TTAs surplus. The
Sr.GM (NOW-BB&IN) gave a patient hearing and assured that
the Director (CFA) would hold discussion with the Union
of Designation – serious discussion held with GM (Estt.).
The Designations Committee has been functioning for the
past so many years. However, still the Committee has not
completed its task. Mainly, the problem is still
persisting with regards to the Change of Designation of
the Sr.TOA and TTA cadres. The JAC meeting held on
12.05.2015 has unanimously decided that atleast the senior
most Sr.TOAs should get ‘Superintendent’ designation the
TTAs should get ‘Junior Engineer’ designation. BSNLEU has
already compelled the Management to hold the Designations
Committee meeting on 28.07.2015. It is in this background
that com. P. Abhimanyu, GS and com. Swapan Chakraborty,
Dy.GS met Ms. Madhu Arora, GM (Estt.) today the
17.07.2015, and discussed this issue very seriously. The
Union Representatives argued with reasoning and logic, as

settling the anomaly, which arose in the first Wage
Revision. Thereafter, BSNLEU representatives also
discussed this issue several times with the DoT officers.

appeal to the Forum at circle and district levels to
seriously implement the Campaign to popularise the Night
Free Call and the Free Roaming and to get maximum landline
and mobile connections.
Committee of the Forum meets Secretary, DoT.
Members of the Core Committee met Shri Rakesh Garg,
Secretary, DoT today, and ascertained the steps taken by
the DoT on the important demands of the Forum, with
regards to the revival of BSNL.
Payment of Rs.1,250 crore to BSNL as
subsidy from USO Fund.
The Secretary, DoT informed that the Telecom Commission has already
approved this and now it will go for the approval of the
IDA merger to the pensioners.
It was brought to the notice of the Secretary, DoT that the Department of
Expenditure has not so far sent its comments on the
Cabinet note. The Secretary, DoT directed the Member
(Finance) to send a letter to the Secretary, Department of
Expenditure immediately in this regard. He also assured
that the Note will be sent to the Cabinet expeditiously.
Refund of BWA spectrum charges.
The Core Committee members expressed their concern on the delay in getting
the refund of BWA spectrum charges. The Secretary, DoT
replied that the issue is being taken up with the Finance
Ministry, by the Honb’le Minister of Communications.
(Subsequently the Core Committee members came to know that
an amount of Rs.830 crores will be refunded to BSNL, being
the Licence Fee paid by the Company in 2013-14.)
Calculation of pension contribution.
It was pointed out to the Secretary, DoT that this demand is not yet
settled and that pension contribution is still being
calculated on the maximum of the pay scale, instead of on
the basic pay. The Secretary replied that it would be

BSNL Corporate Office issued a misguiding letter on
10.06.2015, (BSNL letter no. 273-19/2015/CGA/E-IV dated
10.06.2015), vide which instruction was given to the
circles, to calculate vacancies in Group ‘C’ and ‘D’
cadres separately, for the purpose of giving Compassionate
Ground Appointment. Before this letter was issued, posts
for CGA were not calculated separately for ‘C’ and ‘D’,
but only total posts in the Non-Executive category were
calculated. Hence, the letter dated 10.06.2015 was a clear
cut violation from the earlier letters of the BSNL
Corporate Office. Until now CGA is being given based on
educational qualification. But according to the letter
dated 10.06.2015, even a candidate who is a graduate, will
get only a Group ‘D’ posting if Group ‘C’ posts are not
available. This was vehemently opposed by BSNLEU, vide
letter no.BSNLEU/512 (CA) dated 11.06.2015. This issue was
also discussed with the GM (Estt.) in the Corporate
Office. Finally, the Corporate Office accepted BSNLEU’s
view and has issued clarification yesterday, reversing the
guideline given vide letter dated 10.06.2015.<<view

connections were 975.78 million at the end of May 2015.
The number of landline connections was 26.27 million. In

customers was 104.96 million. In these, Airtel holds 23.39

As per reports, BSNL plans to spend about Rs.60 billion,
for rolling out Wifi hotspots throughout the country, over
the next two to three years. BSNL has already provided 250

unit in Tamil Nadu.
The Home Ministry has given clearance to the Chinese firm,
Huawei, to setup a manufacturing unit at Tamil Nadu. It
may be noted that the same Home Ministry, refused
permission to BSNL in the year 2010 to procure mobile
equipments from a Chinese manufacturer. At that time it
was told by the Home Ministry that, BSNL should not
procure equipment from a Chinese company, since it would
be a threat to the security of the nation.

rogue officer. All these issues have been taken to the
notice of the CMD BSNL and Director (HR) umpteen times.
However, the Corporate Management has neither settled the
victimisations, nor controlled this rogue officer. Under
these circumstances, the All India Centre meeting held
today, decided that the President, General Secretary,
Dy.General Secretary and the Treasurer shall start hunger
strike at BSNL Corporate Office at 1000 hrs on 22nd July,

The CBI has told that it would move the Chennai High
Court, seeking cancellation of Dayanidhi Maran’s
anticipatory bail, granted by the court. The CBI has told
that Maran had got a PRI (Primary Rate Interface)
installed at his Boat House residence in Chennai, which
enabled traditional phone lines to carry voice, data and
video traffic. Each PRI line allows the service provider
to provide around 100 to 500 numbers. In Maran’s case,
close to 323 numbers were taken, which were used by the
Sun TV, said the CBI. Further, Maran has got other PRI
lines at his other residences, which led to the BSNL
providing a total of 770 phone numbers to him, said the
CBI. The CBI further said that these were shown as service
category, but actually used for commercial purposes, which
led to the lose of Rs.1.8 crore to the government.

special audits of mobile networks to check call drops. The
audit is to be carried out by the TERM Cell of the DoT.
The Minister has said that the problem of call drops has
attained critical proportions, and it is happening even
after the govt. has provided sufficient spectrum to the
telecom companies in the recent auctioning. The action
taken by the Minister is viewed as stepping into the
domain of the TRAI, since it is the TRAI which has been
mandated with the task of auditing services.

The Department of Telecom has successfully rolled out the
NMNP, involving 175 networks, across 22 circles. This
allows customers to retain their mobile numbers, even if
they move from one circle/state to another. Introduction
of NMNP will surely increase customer satisfaction. BSNL
has to improve it’s quality of service, to retain it’s
becomes inevitable to stop outsourcing of broadband

secretaries are requested to be prepared for a struggle.

Shri Rakesh Garg, Secretary, DoT has stated that the
government has directed the Indian Institute of Management
(IIM), Bangalore to prepare a feasibility report on the
merger of BSNL and MTNL. The Secretary, DoT, has stated
that the report of the IIM, Bangalore, is likely to be
submitted shortly. He has further stated that it would
take 4 to 5 months for the government to take a final
decision on the issue, after receiving the IIM report. It
may be recollected that the Forum has opposed the merger
of BSNL and MTNL, without settling the disinvestment and
financial liability issues of MTNL.

BSNL launched a pre-paid card linked mobile
wallet service, which would allow its customers to
transfer money, pay for services as well as withdraw cash
of up to Rs 1 lakh. The wallet service, Speed Pay, allows
a customer to load money even if he does not have a bank
account. The money loaded in the mobile wallet can be
transferred to a bank account and even withdrawn at bank
branches or at BSNL outlets. "Loading money into wallet
from a bank account is an option. BSNL customers, who
don't have bank accounts, can also load money by visiting
any BSNL retail outlet and ask the retailer to recharge
their mobile wallet account and pay for various services,"
BSNL Chairman and Managing Director Anupam Shrivastava

It has come to our notice
that, the BSNL Management has decided to outsource the
provisioning and maintenance of wiredline broadband
service. This will have serious impact on the manpower of
the Company, especially the Non-Executives, who are being
engaged so far, for provisioning and maintaining wiredline
broadband connections. On the one side, Management says
employees are in surplus. On the other side, it out
sources even services that can be handled by the existing
employees. We are sure that Management has taken this
decision due to “other reasons”, which are not connected
with the improvement of service. It is nothing but
arrogant on the part of the BSNL Management to take such a
decision without consulting the Recognised Unions. BSNLEU
