[01.04.2015]Former Telecom Minister, Dayanidhi Maran's properties worth over Rs.700 crore attached by the ED.

Times of India has reported that former Telecom Minister, Dayanidhi Maran's property worth more than Rs.700 crore are attached by the Enforcement Directorate, in connection with the Aircel-Maxis case. It is the allegation against Dayanidhi Maran that, when he was the Telecom Minister, he forced Sivasankaran, the promoter of Aircel, to sell his shares in that company, to the Malaysian company, Maxis. It is alleged by the CBI that, in return the Maran brothers got a huge amount of money from Maxis.


[01.04.2015]Constitution Amendments of the Kolkata AIC approved by the Registrar of Trade Unions.

CHQ is glad to inform that the amendments to the Union Constitution, passed by the 7th All India Conference of our Union, are duly approved by Registrar of Trade Unions. Hence, all these amendments come into force with immediate effect. These amendments will be published in the next issue of the Tele Crusader. CHQ will also soon bring out the amended constitution booklet. Com. Swapan Chakraborty, Dy.GS and com. Biju, Office Secretary, have taken appreciable efforts to get the amendments approved expeditiously.


[01.04.2015]Maharashtra circle conducted a mammoth convention at Mumbai.

The Forum of Maharashtra circle conducted a mammoth convention today at Mumbai. More than 1,300 Non-Executives and Executives participated in it. Com. Ramesh Ayare, CS, NFTE, as well as the President, Forum, presided over the convention. Com.N.K.Nalawade, CS, BSNLEU, as well as the Convener, Forum, welcomed everyone. Com.M.Adasul, CS, SNEA, conducted the proceedings. The convention was addressed by Com.P.Abhimanyu, GS, BSNLEU, com.Seshadri, AGS, NFTE, com. K. Sebastin, GS, SNEA and com.C.M.Saste, Organising Secretary, AIBSNLEA(West Zone). Com.P.Abhimanyu, GS, explained how BSNL’S procurement of equipments was stalled for nearly 6-7 years, due to the conspiracy hatched by the private telecom companies and the politicians in power, which drastically affected the company's network expansion and resulted in the deterioration of services. He explained the other important demands and urged the employees to make the strike 100% success. He congratulated the Forum, Maharashtra circle for making a massive mobilisation and for making excellent arrangements for the success of the convention. [31.03.2015]Sr. GM (SR) urged to expeditiously modify the Corporate Office letter on immunity from transfers.

Com.P.Abhimanyu, GS and com.Swapan Chakraborty, Dy.GS, met shri Shameem Akhtar, Sr.GM (SR) today and once again urged him to immediately modify the letter already issued by the Corporate Office, on immunity from transfers, for the office bearers of the Recognised Unions. In the letter issued on the matter, by the Corporate Office,  it is mentioned that the immunity will be available for only one term, which is a deviation from the DoT order that has been followed until now. The issue is already discussed with the Director (HR). The Sr.GM (SR) assured that necessary modification would be issued soon. 


[31.03.2015]IDA increased by 0.2%.

It is reported that IDA has increased from 100.3% to 100.5%, i.e., a net increase of 0.2%, w.e.f. 01.04.2015.

[31.03.2015]CMD BSNL urged to immediately intervene and settle the victimisations in Jamshedpur SSA.

Com.P.Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met shri Anupam Srivastava, CMD BSNL and urged him to immediately intervene and settle the victimisations of Jamshedpur SSA of Jharkhand circle. They submitted a letter containing the details of the members of BSNLEU, who had been transferred vindictively, and in violation of the Transfer Policy of BSNL. The CMD advised shri A.N.Rai, Director (HR), who was also available in the meeting, to take appropriate action. The leaders also invited the CMD to attend and address the meeting of the National Council, which is scheduled to take place on 28-04-2015, which was accepted by him. 


[31.03.2015]Executive Director (NB) urged to settle the dead - lock in the production of drop wire in Mumbai Telecom Factory. 

Com.P.Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met shri Md. Ashraff Khan, Executive Director (NB) and complained about the inordinate delay created by the QA, in issuing certificate to the production of drop wire in Mumbai Telecom Factory, which has stalled the manufacturing. He replied that the issue would be sorted out soon. 


[31.03.2015]Management urged to expeditiously allot alternative accommodation to BSNLEU.

In today's meeting with the Executives Director (NB), the GS and Dy.GS. urged that BSNLEU should immediately be allotted with an alternative accommodation,  in view of the fact that the quarter presently being occupied by BSNLEU is already sold to the Jharkhand government, by the Central Government. The ED (NB) assured that a suitable alternative accommodation would be allotted soon.

[30.03.2015]CHQ’s intervention results in timely financial relief to a comrade who is critically ill.  

Com. Vijay Shankar Tyagi, TM, NTR, Muzaffarnagar, (UP-West), was affected with pneumonia and was admitted in a critical condition in a hospital at Noida. He was placed on ventilator. The official’s family had spent a large amount, since the ventilator charge alone came to Rs.30,000 per day. The hospital refused cashless treatment, since the patient belongs to another SSA. On knowing about the case, GS, BSNLEU wrote letter to the Director (HR) on 23.03.2015 and discussed the matter with him, and sought immediate intervention of the Corporate Office. As a result of this, an amount of Rs.2,72,000 was paid to com. Vijay Shankar Tyagi on 25.03.2015 itself, in settlement of his already submitted medical claim. This came as a big relief to the family of com. Vijay Shankar Tyagi. He is improving and has been removed from the ventilator support. CHQ heartily thanks the Director (HR) for the timely intervention.


[30.03.2015]Private operators are planning to make undue gains, blaming the spectrum prices – says Ravi Shankar Prasad. 

The private telecom companies have told that there would be an increase in the tariffs, as a result of the high bidding amounts in the recent spectrum auctioning. Airtel Chief, Sunil Mittal Bharti has said recently that there would be an increase of 5 - 7 paise per minute for voice calls and 1 - 2 paise for the data usage of 1 mb. Reliance Communications has also said that there was a need to raise the tariffs. But Telecom Minister, Ravi Shankar Prasad has snubbed the private telecom operators and said that they were planning to make undue gains by blaming spectrum prices. He said that spectrum would be with the telecom companies for 20 years and also said that as per an analysis, the a yearly load on telecom operators is going to be 1.3 paise per connection per minute call.

The Foundation Day of the BSNLEU was celebrated at Shillong, in NE-I Circle, on the 24th March 2015. The day was celebrated by holding a Blood Donation Camp, in cooperation with the Regional Blood Bank, Pasteur Institute, Shillong. The blood donation camp, which was organized in the Union Office, was inaugurated by the Chief General Manager N.E-1 Circle, Sri. D.P.Singh and most of the comrades, including many Officers, voluntarily donated blood. Before the starting of the blood donation bank, the Union Flag was hoisted and homage was paid to the martyrs.<<view photos>>

[26.03.2015]Spectrum auctioning ended. Government to get Rs.1,10,000 crore.

The spectrum auctioning, which was going on for the past 19 days has come to an end. Totally 115 rounds of auctioning have taken place. The total bidding amount comes to Rs.1,09,874 crore. The spectrum auctioning that took place in 2010 fetched Rs.1,06,000 crore. 8 private mobile companies, whose existing permits are expiring in 2015-16, have participated in this auctioning. They have complained that the high bidding amounts would further increase their debt and have already hinted that the call charges would increase by 10% to 15%.


[26.03.2015]An enlightening seminar on ‘the relevance of Public Sector in Telecom’ organised at Thiruvananthapuram, to mark the BSNLEU Foundation Day. 

To observe the BSNLEU Foundation Day, and also as a part of the on going SAVE BSNL campaign, a largely attended seminar was organised at Thiruvananthapuram on 24.03.2015. Com. S. Prathap Kumar, AGS, BSNLEU welcomed everyone. Com. R.Muraleedharan Nair, former AGS of BSNLEU presided over the seminar. Dr. Thomas Issac MLA, the former Finance Minister of Kerala as well as a Central Committee member of the CPI(M), addressed the seminar. He spoke in detail about the role and the relevance Public Sector in the Telecom industry. Com.P.V Jose, BEFI State President, Com. Ganapathi Krishnan, LIC Employees Union Divisional President, Com. P.K. Muraleedharan, All India Postal Employees Union Cl 111 Circle Secretary and Com. K Mohan, Circle Secretary, BSNLEU also addressed the seminar. Com Biju Raghavan, District Secretary, BSNLEU, CGM Office proposed the vote of thanks. [25.03.2015]Spectrum auction value reached.  

The total biddings in the on going spectrum auctioning has reached Rs.1,09,000 crores as of yesterday the, 24.03.2015. It is important to note that the private telecom operators have already hinted that the high spectrum cost would result in increased tariff. Our private telecom operator should make note of the point that the recent spectrum auctioning conducted in the United States has fetched the government Rs.2,40,000 crores (40 billion US dollars).  


[25.03.2015]Birth Day of Dr. B.R.Ambedkar, on 14.04.2015, declared as holiday.  

Government of India has declared that 14.04.2015, will be a holiday on account of the Birth Day of Dr. B.R. Ambedkar. Copy of the order is placed on the website.


[25.03.2015]Study on mobile radiation begins. 

At least 17 top scientific institutions in the country, including AIIMS and IIT Delhi, have been commissioned by the Union government to address concerns about radiation emitted from mobile phones and phone towers causing illnesses.  It is important to note that an earlier research has said that disappearance of butterflies, bees, insects and sparrows from big cities had been due to radiation from mobile phone towers.

As called on by the CHQ, BSNLEU Foundation Day and Martyrdom Day of comrades Bhagat Singh, Sukhdev and Rajguru have been observed in many circles in an inspiring manner. Flag hoistings, special meetings and seminars have been conducted to mark the Day. Chennai circle has conducted a special meeting addressed by leaders. They have also donated 10 ceiling fans to a home of mentally retarded children and have provided lunch to the children of that home. A special meeting and blood donation camp has been organised in Ludhiana, Punjab. Seminars/meetings are arranged at Indore (Madhya Pradesh), Raipur (Chhattisgarh), Moradabad (Up-West), Palayamkottai (Tamil Nadu) and Bangalore. [24.03.2015]BSNL ATM also issues strike notice for the 2 day strike to be held on 21st & 22nd April, 2015.

The Forum of Unions and Associations served the notice on 12.03.2015, for the 2 Day Strike to be held on 21st & 22nd April, 2015. BSNL ATM did not sign this strike notice, since the General Secretary, Com. S.D. Sharma, could not reach Delhi on that day. However, BSNL ATM has served the strike notice today. [24.03.2015]Maharashtra circle convention on 01.04.2015.

The circle level convention of Maharashtra circle will be held at CGM Office, Mumbai on 01.04.2015. Com. N.K. Nalawade, CS, BSNLEU and Convener, Forum, Maharashtra circle has informed CHQ that efforts are being made to mobilize representatives from each and every district of Maharashtra. All India leaders of all the major organizations of Forum are attending the convention. Com. P. Abhimanyu, GS, is addressing this convention.


[24.03.2015]Conciliation by the RLC, on the demands of the JAC to be held on 30.03.2015.

A conciliation between the JAC of the Non-Executives and the BSNL Management will be conducted by the Regional Labour Commissioner (Central) on 30.03.2015 at New Delhi, on the 30 point charter of demands on which the one day strike took place on 27.11.2014. The JAC has submitted a brief note to the RLC (Central) on the important demands of the JAC.

This being Sunday this year, CHQ has decided that this year’s Foundation Day of BSNLEU should be observed today, the 23rd March, which is the Martyrdom Day of the great freedom fighters Bhagat Singh, Sukhdev and Rajguru. BSNLEU has achieved a lot for the employees, as well as for the survival of BSNL, through united struggles. On this day of the martyrdom of our National Heroes, we once again pledge ourselves to relentlessly work to establish a society free of exploitations. Red salutes to Bhagat Singh, Sukhdev and Rajguru. Revolutionary greetings to all the comrades on BSNLEU’s Foundation Day.


[21.03.2015]Relegious faith should be respected. Relegious fanatism should be condemned.

The Islamic State (also called the ISIS) bombed two mosques yesterday the 20.03.2015 in Sanaa, the capital of Yemen. 142 people were killed and 350 people were injured. It is to be noted that all those who were killed and injured are muslims. More atrocious is that all the victims were killed when they were involved in Friday prayers in the mosques. This is a barbaric act and should be condemned by one and all, irrespective of relegious faith. An organisation which wants to establish Islamic rule, is killing the followers of Islam. This is what is called relegious fanatism. Relegious faith of all kinds should be respected. Relegious fanatism should be condemned.

[21.03.2015]Spectrum bids fall to Rs.1.05 lakh crore.

The bids for spectrum fell sharply to Rs.1.05 lakh crore yesterday the 20.03.2015. As per the bids of the previous day, the government was assured more than Rs.1.09 lakh crore. 


[21.03.2015]Nationalisation of coal mines done in 1973, by Smt. Indira Gandhi, is killed by Modi government.

“The Coal Mines Special Provisions Bill” is passed in the Rajya Sabha yesterday. This bill will enable the govt. to privatise the coal mines through the back door. It will empower the government to allow private companies to mine coal and sell it in the open market. With this the Modi government has effectively killed the nationalisation of coal mines done by Smt. Indira Gandhi in 1973. Congress and Left Parties opposed this bill in the Rajya Sabha. Eventhough NDA does not have majority in the Rajya Sabha, the bill is passed with the support of parties like Trinamool Congress, Biju Janata Dal and AIADMK.


[21.03.2015]Maneka Gandhi too expresses unhappiness on 50% cut in child scheme funds.

In the budget submitted by the Modi govt., a 50% cut is made in the funds for “Integrated Child Development Scheme”. This huge cut will greatly affect various schemes meant for the vast section of poor children. It is noteworthy that in the same budget, the Modi govt. has abolished the wealth tax, amounting Rs.8315 crores and has given concessions worth Rs.5,89,285.2 crore to the corporates. The Left Parties and trade unions have strongly opposed the budget. Now, the NDA Minister for Women and Child Development, Smt. Maneka Gandhi has also admitted that the cut in funds for child schemes will adversely affect the welfare of children in the country.

[21.03.2015]Dead-lock broken in Gujarat – Forum constituted.

Gujarat circle had always remained in the forefront in all the struggles that have taken place in the past. However, a worrisome trend developed there, and recent strikes did not take place. With a view to break this dead-lock, it was decided to conduct a Joint Circle Executive Committee of all the Unions and Associations of Gujarat circle. This is a new experiment which has not been conducted anywhere in the country. However, all the major Unions and Associations responded well both at the National level, as well as at the Circle level. General Secretaries of all major organizations, viz., BSNLEU, NFTE, SNEA, AIBSNLEA and BSNL MS attended the meeting and addressed. As a result, the dead-lock in Gujarat is broken. The circle level Forum is constituted in the meeting and it is also decided that this body will meet within a few days and plan to conduct the circle level convention. At a very short notice, BSNLEU circle union took up the responsibility of making arrangements for this Joint Executive Committee meeting and did it wonderfully.

The Joint Circle Executive Committee meeting of Gujarat circle was held at Ahmedabad, today the 20-03-2015. The meeting was held to successfully organise the two day strike on 21st and 22nd April, 2015. Com.A.M.Patil, circle secretary, BSNLEU, welcomed everyone. Com.C.Sigh, GS, NFTE & President, Forum, presided over the meeting and delivered his address. Thereafter, com. P. Abhimanyu, GS, BSNLEU, com. K. Sebastin, GS, SNEA, com. Prahalad Rai, GS, AIBSNLEA and com. Suresh Kumar, GS, BSNL MS addressed the gathering and stressed on the importance to successfully organise the two day strike. Thereafter, the circle secretaries of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, ATM and AIGETOA spoke and assured that the strike would be successfully organised in Gujarat circle. Finally, the circle level Forum of Gujarat circle was formed. Com.A.M.Patil, CS, BSNLEU is elected as the Convener and com.N.J.Bhatia is elected as the President. The meeting ended with slogans to successfully organise the strike and to save BSNL.<<view photos>> 


[20.03.2015]Action taken by CHQ to restore SIM  card and drop wire production in Telecom Factory.<<view letter>>


[20.03.2015]BSNL's revenue will be Rs. 29,000 crore for the financial year 2014-15- says CMD BSNL.

BSNL's revenue for the financial year 2014-15 will be Rs. 29,000 crore, the CMD BSNL has stated,  as reported by TeleAnalysis. The growth of the Company will be 4 to 5 per cent, the CMD has stated. He has also expressed hope that the Company would become profit making in the Financial Year 2018-19. 


[20.03.2015]Phase 7 expansion project will be completed by June 2015- says CMD BSNL.

Shri Anupam Shrivastava has told that the phase 7 GSM expansion project of BSNL will be completed by June 2015, as reported by TeleAnalysis. The Company has invested Rs. 4804 crore for this project of which 60 per CENT work is completed so far, said the CMD. In this project 27,000 towers are being erected, of which 15,000 are of 2G and 12,000 are of 3G, he has said.

[19.03.2015]Meeting with Shri A.N. Rai, Director (HR).

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri A.N. Rai, Director (HR) and discussed the following issues. 


(1)   Immunity from Transfer.

The leaders demanded that the provision contained in the DG P&T order, regarding the availability of the facility immunity from transfer beyond the first term, should continue to be implemented in BSNL. The Director (HR) accepted this. 


(2)   Dropwire production in Telecom Factory, Mumbai.

The leaders complained that the production of dropwire has stopped in Telecom Factory Mumbai, due to unwanted delay in granting certificate by the QA. The Director (HR) spoke to the ED (NB) and directed him to immediately sort out the issue.


(3)   Holding of one more exam for Draughtsmen to appear JTO(C) exam.

The Director (HR) assured that the decision of the National Council would be expeditiously implemented. 


(4)  Settlement of victimisations in Varanasi.

The Director (HR) assured that he would personally discuss this issue with the CGM, UP (East) during his visit to Lucknow on 20.03.2015 and would sort it out.


(5)   Alternative accommodation for BSNLEU.

The leaders demanded immediate allotment of alternative accommodation to BSNLEU, since the present allotment at D-7 is already sold out to the Government of Jharkhand. The Direcor (HR) assured that the needful would be done. 


[19.03.2015]BSNLEU writes to Shri Rajeev Agarwal, Member (Services), Telecom Commission, on denial of pay fixation in IDA pay scale, in respect of absorbed officials of BSNL, who were promoted prior to 01.10.2000 but opted under FR22(I)(a)(I) for fixation of their pay in the promoted scale on the date of their next increment in the lower grade, which fell after 01.10.2000. <<view letter>>

[18.03.2015]Payment of Medical Allowance without voucher to the retired employees.

BSNL Employees Union has long been demanding that payment of Medical Allowance without voucher should be extended atleast to the retired employees, since the Management declined to restore it to the serving employees. This demand is raised in view of the fact that the retired employees, in their advanced age, find it extremely difficult to get the medical expenses reimbursed by submitting vouchers. This demand is raised in the National Council also. In this connection, the Corporate Office has now called for certain particulars from the circles. Circle Secretaries are requested to ensure that this particulars are expeditiously sent to the Corporate Office.<<view letter>>


[18.03.2015]Corporate Office directs SSA heads to meet MPs.

The Corporate Office has sent a circular to all the CGM’s with the direction that all the SSA heads in BSNL should meet the members of Parliament of their respective constituencies. In this meetings, the SSA heads should apprise the MPs of the problems in providing telecom facilities, as well as their suggestions for improvement of services. All the CGM’s are directed to send a compliance report to the Corporate Office by 27th March, 2015 and a meeting between the Hon’ble Minister of Communications and IT and the members of the Parliament will be held in BSNL Corporate Office in April, 2015. This instruction is being sent as per the direction of the PS to Minister. This is a good opportunity for our Management to apprise the MPs about the problems being faced by BSNL in providing satisfactory services to the public. We hope that this opportunity will be aptly utilised by the Management.<<view letter>>

[18.03.2015]1857 freedom struggle is a ‘communal war’ – says VHP Joint General Secretary, Surendra Jain.

The freedom struggle that took place in 1857 is known as the First War of Indian Independence. Thousands of our fore fathers fought against the British Imperialists and sacrificed their lives for the freedom of our motherland. It is a glorious chapter in struggle for freedom, in which the freedom fighters unitedly fought, forgetting their language, region, caste and religion. However, it is sickening to note that it is dubbed as a communal war by the Viswa Hindu Parishad (VHP). Surendra Jain, Joint General Secretary of the VHP has said that the freedom struggle took place in 1857 is a communal war, fought for religion and similar wars would be waged if Christians do not stop conversions. The RSS is out to devide the people on religious line. The speech of the VHP leader only shows that the Sangh Parivar may stoop to any level to achieve their goal. The working class has to remain vigilant and unitedly fight against this communal fire.   


[18.03.2015]Biddings in the spectrum auctioning reach Rs.1.07 lakh crore. Private companies hint tariff increase.

The biddings in the ongoing spectrum auctioning have touched a new height of Rs.1.07 lakh crore on day 12. This is higher than the Rs.1.06 lakh crore collected in the auctioning held in the year 2010. In the present auctioning, Idea Cellular has committed Rs.30,000 crore, Vadafone Rs.24,000 crore and Airtel Rs.21,000 crore. Private telecom companies have also hinted that the high bidding amounts will result in fare hike and the days of cheap telecom tariff will soon go.

Corporate Office has issued notification to hold the National Council on 13.04.2015. This date is fixed unilaterally and without ascertaining the availability of the Staff Side members. Hence, the Staff Side has sought a change in the date. 


[17.03.2015]BSNLEU’s demand on immunity from transfer accepted. Union has demanded to remove the restriction.

As per the order of the DG P&T, so far the facility of immunity from transfers was eligible to the office bearers of the Recognised Union, only for a period of one year. However, this is extendable beyond one year, based on the mutual goodwill between the Union and the Administration. BSNLEU has demanded that the period of immunity from transfer should be three years, instead of one year, since recognition is granted for a period of 3 years as per the New Recognition Rule. Accepting the demand of BSNLEU, Management has issued order yesterday. However, they have imposed a restriction that the facility of immunity from transfer will be given only once and will not be available for the second time. This restriction is not acceptable to BSNLEU. Com. P. Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met Shri Shameem Akhtar, Sr.GM (SR) today and demanded that this restriction should be removed. The Sr.GM (SR) has assured that the demand of the Union would be looked into.

[17.03.2015]Meeting with the GM (Telecom Factories).

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri Rajesh Kumar, GM (Telecom Factories) yesterday the 16.03.2015 and demanded immediate restoration of the production of SIM cards and dropwire in the Mumbai Telecom Factory. The GM (TF) replied that the chip modules for production of SIM cards will be made available shortly. However, production of dropwire can be restored only the approval of sample is given by the QA. The leaders also held a detailed discussion about the revival of the Telecom Factories.

[16.03.2015]Ravi Shankar Prasad announces launch of BSNL’s new NGN technology.

On 14.03.2015, the Minister of Communications and Information Technology, shri Ravi Shankar Prasad inaugurated BSNL’s Next Generation Network (NGN) technology, based on fixed line. The Next Generation Network (NGN) of BSNL allows users to make video calls through landline phones, do multi-media video conferencing, transfer calls from landline to mobiles and vice versa. The facility is currently available in Bangalore and soon whole of Karnataka will be covered. The inauguration was done by Ravi Shankar Prasad by placing a video call to R.K. Mishra, Chief General Manager of BSNL in the Karnataka circle. BSNL plans to convert 14 million telephone lines with NGN technology by the end of December, 2017. This involves an investment of Rs.1000 crore.

[16.03.2015]Fulfilling the signature campaign quota.

As all of us know that the Forum has fixed the target of collecting one crore signatures from public, in support of our demands for the revival of BSNL. Whereas, as on the day of the March to the Parliament (25.02.2015) only 25 lakh signatures were collected. This is only ¼ of the target. CHQ is very unhappy about this performance. To fulfill the target of one crore signatures, the Forum has extended the last date up to 31.03.2015. This is already communicated. However, it seems that in may places this work is not going on. Hence, all circle and district secretaries are requested to gear up the collection of signatures and complete their respective quotas by 31.03.2015.


[16.03.2015]Allotment of accommodation in K.G. Bose Bhawan – Circle and District Secretaries to kindly note please.

As regards allotment of accommodation in the K.G. Bose Bhawan at New Delhi, it is the decision, that the request for allotment of accommodation should come through the circle secretaries. But this is not being followed. We continue to receive request letters from individual employees. If these requests are accepted, it may lead to misuse also. At the same time it is understood that difficulties are there in sending the requests through circle secretaries. Hence, the matter is reviewed, and it is decided that the request for accommodation should come from the district secretaries, atleast. The district secretaries are directed send the request in their letter pads. Mobile number of the district secretary, fax number and email ID (if available) must also be mentioned in the letter. The availability or non-availability of accommodation will be communicated to the district secretary only. Hence, it may kindly be noted that hereafter, any request for accommodation, not sent by the district secretary, will not be accepted.


[14.03.2015]Constitution for Negotiating Councils.

BSNLEU has long been demanding that Management should finalise constitution/conduct of business rules, to regulate the functioning of the National, Circle and Local Councils. BSNLEU had also suggested that this constitution can be based on the JCM constitution. After a long delay, Management has prepared a draft constitution. Unions have to give their views. CHQ requests our circle and district secretaries and CHQ office bearers to send their views to CHQ immediately.<<view draft constitution>>

The 14th Foundation Day of BSNLEU is falling on 22.03.2015. Similarly the Martyrdom Day of the great freedom fighters Bhagat Singh, Sukh Dev and Rajguru falls on 23.03.2015. CHQ calls upon the circle and district unions to celebrate this year’s Foundation Day of BSNLEU, together with the Martyrdom Day of Bhagat Singh, Sukh Dev and Rajguru on 23.03.2015 by hoisting our Union flag and by organising other programme. Since we are in the midst of a struggle to revive BSNL, seminars, special meetings may also be organised on this subject. Photos with reports may be sent to CHQ immediately.


[14.03.2015]Consolidation of SSAs into Business Areas and it’s impact on Non-Executives.

Management is in the process of consolidating SSAs into Business Areas. It is being told that this is being done to improve operational efficiency. We cannot have any objection to this. At the same time, this so called Consolidation of SSAs should not affect the Non-Executives. This aspect has been discussed a number of times with the Management. On 11.03.2015, this issue was discussed with Shri Anupam Shrivastava, CMD. Again it was discussed with Smt. Madhu Arora, GM (Restg.) on 12.03.2015. They have stated that the existing SSAs will continue and they would not be merged with the bigger SSAs and that in no way the Non-Executives would be affected. However, in the Corporate Office letter no.4-2/2014-Restg.(Vol.III) dated 11th February, 2015, it is stated that the HR issues would be handled by the Business Area. We have asked the implications of this clause and Management has assured to provide us with the same. CHQ will continue to persue this.<<view CO letter>>


[13.03.2015]Responsibility will be fixed on SSA-Head, if any PO case remains pending beyond 31.03.2015.

All TSMs, who are regularized on or after 01.10.2000, are to be issued with Presidential Orders (POs). However, it is observed that still the cases of a good number of TSMs who are regularized on or after 01.10.2000, are not issued with POs, since the District/Circle administrations are not forwarding such cases to the Corporate Office. Hence, the Corporate Office has given a final ultimatum that all pending cases should be forwarded by 31.03.2015. It is also stated that if any case is found to be pending beyond 31.03.2015, the responsibility would be fixed on the SSA-Head. All circle and district secretaries are requested, to look into this and to take suitable action, so that pending cases are forwarded to the Corporate Office before 31.03.2015.<<view letter>>

[13.03.2015]PLI Committee meeting held on 12.03.2015.

The PLI Committee meeting was held on 12.03.2015. The two Staff Side members of the Committee com. P. Abhimanyu, Secretary, Staff Side and com. Islam Ahmed, Leader, Staff Side participated. Com. Balbir Singh (BSNLEU), com. Swapan Chakraborty (BSNLEU) and com. Rajmouli (NFTE) were present as observers. 

(i)    In the earlier meetings, Management Side had been insisting that the PLI should be linked with the performance of the employees. But the Staff Side opposed this and strongly demanded that the PLI should be linked only with the National level Productivity of the Company. In yesterday’s meeting it was agreed by both sides that the new formula will be based on the National level Productivity of the Company and will be called “Productivity Linked Incentive”. This is a significant improvement. 

(ii)   As regards the applicability of this PLI scheme to the Executives, there was difference between the Management Side members. This issue will be further discussed. 

(iii)  In the proposal given by the Management Side in the meeting held on 10.02.2015, target has been laid down only for “Very Good” performance. Staff Side demanded that targets should also be there for “Fair”, “Good” and “Excellent” performances. This was agreed to in yesterday’s meeting. 

(iv)  In the last meeting, Staff Side had demanded that the new mobile connections given should also be included as a parameter. Management Side said VLR can be included instead of mobile connections. 

(v)    There was unanimity among the Staff Side members in demanding that a minimum PLI should be paid. But difference surfaced in the method of bargaining for it. 

The meeting ended without fixing any date for the next meeting.

[13.03.2015]Demonstration held at BSNL Corporate Office.

As per the decision of the Forum, strike notice, for the 2 day strike to be held on 21st and 22nd April, 2015, was served on the CMD BSNL yesterday the 12.03.2015. [13.03.2015]Respectful homage to com. N.J. Iyer.

It is Com.N.J. Iyer’s death anniversary today. Com. Iyer is one of the outstanding leaders of the P&T trade union movement. He has played a significant role in developing a class conscious trade union movement among the P&T employees. Eventhough he was the General Secretary of the RMS Class-III union, he has made immense contribution to develop a militant trade union movement in the telecom wing. On this day, we pay our respectful homage to com. N.J. Iyer and resolve to carry forward his legacy.


[11.03.2015]BSNL is the 10th largest company in India, based on asset value.

Among the 4,15,886 companies that are functioning in the country, and which have filed their balance sheets in the financial year 2013-14, Reliance India Ltd. (RIL) is the biggest company, by it’s assets value. It is a matter of pride for all of us that BSNL is the 10th biggest company in this list. [11.03.2015]Meeting with CMD BSNL.

Com. Balbir Singh, President, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri Anupam Shrivastava, CMD and discussed the following issues:- 


(1)       Nominating non-members to the National circle and local councils.

The Union representatives drew the attention of the CMD, to the direction of the Hon’ble Kerala High Court on the subject and requested him to give necessary guideline to the SR Branch. They handed over a copy of the Hon’ble Court direction on the subject. The CMD agreed to do the needful. 


(2)       BSNL’s HR plan.

BSNLEU has already given it’s response to the decisions of the Management Committee, on the HR plan of BSNL, based on the recommendations of the Deloittee Committee. The Union Representatives demanded the Management to hold a discussion with the Union on this subject. As regards the merger of small SSAs into Areas, the representatives demanded that the interests of the Non-Executives should be protected. They also demanded that the Management should clearly spell out in writing, the steps it intends to do in this regard. The CMD agreed to both the demands. 


(3)       Long pending problems of the Non-Executives.

The representatives drew the attention of the CMD towards the long pending problems of the Non-Executives on which the JAC had gone on struggle. They proposed that the CMD should hold a meeting with the representatives of the JAC to sort out the issues. The CMD agreed to hold one such meeting soon. 


(4)       Handling of grievances of contract workers in the Corporate Office.

At present the issues of contract workers are being dealt with by the Admn. Branch. However, this Branch is not having any machinery to monitor the implementation of the BSNL CO orders. Moreover, the Labour Enforcement (LE) section is with the Establishment Branch. Hence, BSNLEU has already raised the demand that the contract workers issue should be dealt with by the LE section in the Establishment Branch. This demand is once again raised with the CMD today and he assured to look into it. 


(5)       No to BSNL and MTNL merger.

The union representatives insisted upon the CMD that the BSNL Management should stoutly oppose any merger of BSNL and MTNL, since it will doom the future of BSNL. The CMD told that appropriate action in this regard would be taken.


[10.03.2015]Issue of Presidential Orders to TSMs, who were regularized in BSNL.

The above issue is continuously being taken up by BSNLEU, with the Corporate Office and the DoT. So far, 110 cases from different circles were forwarded by the Corporate Office to the DoT for approval. BSNLEU took up the issue with the DoT and got 44 cases of different circles approved. The union is persuing the remaining cases. Circle wise breakup figure of approved cases are given below:- 

(1) Andhra Pradesh Circle       - 15

(2) Calcutta Telephones Circle - 9

(3) Himachal Pradesh Circle     - 1

(4) J&K Circle                            - 8

(5) Rajasthan Circle                  - 10

(6) UP (West) Circle                  - 1  

Total             44 cases         

The respective circle secretaries are requested to send the details of the pending cases which are duly forwarded to the Corporate Office with details for further processing. 


[10.03.2015]Preparations for the two day strike.

Forum has already given call for a two day strike on 21st and 22nd April, 2015. CHQ has sent circular on 02.03.2015 directing all the circle and district unions to launch serious preparations. Circles which have not completed their quota of signature collection should complete it by 31.03.2015. Circle level conventions should immediately be conducted, wherever the same is not held. Further, district level conventions and Branch General Body meetings should also be held, to fully gear up the employees. The available time should be used in the best possible manner to mobilise the employees and also to mobilize public support.

The next meeting of the PLI Committee will take place on 12.03.2015. The Management Side is expected to come with the replies about the basics of the proposed PLI formula, about which Staff Side raised questions in the last meeting.

A meeting of the Standing Committee of the National Council will be held on 12.03.2015. This is the continuation of the last meeting, and it will discuss the   left out issues, notified for the last meeting. 


[09.03.2015]India imported telecom equipments worth Rs. 74,000 crore in 2013-14.

India imported telecom equipments for a staggering Rs.74,116 crore in 2013-14. This includes mobile handsets. Telecom equipments imported in 2012-13 stood at Rs. 61,539 crore. 225 million mobile handsets were imported in 2014. During the first 7 months of 2014-15 alone, India has imported telecom equipments worth Rs. 52,310 crore. Indian government has allowed 100 FDI in the Telecom Sector. Government said that 100% FDI in telecom will boost indigenous manufacturing in the sector. However, as a matter of fact, indigenous manufacturing is declining. For example, 155 million handsets were manufactured in 2011. This number got reduced to 58 million in 2014. Long live Narendra Modi's slogan of "Manufacture in India".


[09.03.2015]Insurance employees on strike against increase in FDI limit.

The Insurance employees are on a nationwide strike today, against the increasing of FDI limit to 49% in the Insurance Sector. The All India Insurance Employees Association (AIIEA) has given the call. BSNLEU, expresses it support and solidarity to the struggle of the Insurance employees and condemns the Narendra Modi government for opening the Insurance Sector to the looting of MNCs.


[07.03.2015]RS. 2,42,896 crore is the debt of Indian Telecom companies.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March that the total debt of all the telecom companies is Rs. 2,42,896 crore. Out of this, BSNL's debt is Rs. 4459 crore. MTNL 'so debt is Rs. 14,120 crore. The remaining Rs. 2,24,317 crore is the debt of private telecom companies.


[07.03.2015]BSNL to offer broadband service through cable networks.

CMD BSNL shri  Anupam Srivastava has told that BSNL is exploring the possibilities to provide broadband services through cable networks,  for which it wants to make  agreements with cable operators . It is reported that this model is already successfully tested in many parts of the country. The CMD  has also told that within  two years,  BSNL intends to double it's revenue to Rs. 16,000 crore,  from the present Rs. 8850 crore.


[07.03.2015]BSNL 's customer base declines - Parliament informed.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March, 2015 that the customer base of BSNL is declining. According to the information given by the Minister, the customer base of BSNL stood at 945.09 lakh in March 2012. In March 2014, it reduced to 924 lakh. Whereas, it stood at 781.28 lakh in January 2015.

Bidding value reached a whopping Rs. 77,000 crore on the third day of the ongoing Spectrum Auctioning on Friday. On the first day, the bidding values reached Rs. 60,000 crore.  On the second day, this figure stood at Rs. 65,000 crore.

8th March of every year is being celebrated as the International Women's Day. CHQ conveys it's warm greetings and best wishes to all on this occasion. Even though  one half of our nation's population is women, they are not being treated as equals to men. Equality in opportunities is being  denied to them in all respects. Atrocities and injustices against women are increasing day by day. On the day of the International Women's Day, let us resolve to raise our voice for the rights of women. Let us start treating women as equals, at home and in the society. As the activists and leaders of a powerful trade union, we can effectively raise our voice against all injustices on women.

8th March of every year is being celebrated as the International Women's Day world over.  The CEC meeting of BSNLEU, held at Rajkot last year, decided that this day should be celebrated by BSNLEU also in a befitting manner. Hence, CHQ calls upon all the circle and district unions to observe International Women's Day on 8th March. Special meetings may be observed on this day, highlighting the contributions of women to the growth of the nation as well as the inequalities and injustices being meted out to women in our society. [04.03.2015]Hearing in the ITS case adjourned to 23rd March.

Hearing in the ITS contempt case, filed by BSNLEU, SNEA and AIBSLEA, came up for hearing in the Hon'ble  Delhi High Court today. However, the judge recused himself from hearing the case. Hence, the hearing is adjourned to 23rd March, 2015. It may be noted that the same judge has appeared as the  government counsel earlier, in the  same  case.


[04.03.2015]Insurance Bill passed in Rajya Sabha.

Media reports say that the Insurance Bill, paving the way to increase the FDI  cap to 49% is passed in the Rajya Sabha today. This is an atrocious step by the Narendra Modi government, to enable the multi national companies to capture the Indian Insurance Sector and to loot the people's money. BSNLEU severely condemns this act of the government, and vows to continue its fight against the Neo Liberal  Policies, in tandem with the Central Trade Unions.

I don’t completely discount the merger but as of now my main focus is to revising the health of these two companies. I can tell you on your channel, you have been following this sector very closely, the way these two public sector undertakings have been ill-treated in the last seven years is something to be seen to be believed. Both of these companies were in profit by the year 2005-2006, thousands and thousands of crore. What happened in the subsequent years that they have come under such a critical state? Something which I can openly tell you today that every attempt was made that they are not allowed to expand.

[28.02.2015]Smt. Sujatha Ray, is selected for the post of Director (HR), BSNL.

Smt. Sujatha Ray, who is presently the ED (Finance) of BSNL, is selected by the Public Enterprises Selection Board (PESB) for the post of Director (HR) of BSNL. Thus, the Director (HR) post which is lying vacant for nearly 3 years is going to be filled up soon. This is one of the important demands of the Forum also. Smt. Yojna Das is already selected by the PESB for the post of Director (Finance). So, soon BSNL will be having two women Board of Directors, out of 5 Directors. BSNLEU heartily congratulates Smt. Sujatha Ray.

Mobile number portability (MNP) is already implemented from January 2011. But this is available only within the circle. But now, the TRAI has decided that National Mobile Number Portability (National MNP) will be implemented from 3rd May, 2015.


[28.02.2015]ONGC biggest profit earner and BSNL biggest loss maker.

Among the top performing Public Sector Companies in 2013-14, ONGC is in the 1st position, with a net profit of Rs.22,094 crore. BSNL is the biggest loss making company with a net loss of Rs.7,019 crore. 


[28.02.2015]TRAI proposes to cut mobile roaming rates up to 80%

TRAI has proposed to cut STD call rates during roaming to Re 1 per minute, from maximum charge of Rs 1.5 per minute. For incoming calls, the regulator wants telecom companies to charge a maximum of 45 paise per minute, instead of 75 paise permitted at present. Besides, it has proposed a maximum of 25 paise per STD SMS sent by customers when they are roaming, compared to the prevailing ceiling tariff of 1.5 paise per SMS. TRAI has also said that local SMS should be charged a maximum of only 20 paise compared Re 1 that can be levied at present. The regulator has sought comments from stakeholders by March 13, after which it will issue the final order.

The type of remarks passed by Mohan Bhagwat, the RSS chief, on Mother Teresa, has drawn severe criticism, especially from the media. Pressure also increased on Prime Minister, who was also an RSS Pracharak, to explain his position on such a remark. Under this circumstance, the Prime Minister has made the following statement. We welcome this statement and wish the Prime Minister will implement whatever he says in letter and spirit. 

My government’s only religion is ‘India first’; my government’s only religious book is the Indian Constitution; our only devotion is ‘Bharat Bhakti’, and our only prayer is for the welfare for all.’’

28.02.2015]Hold Spectrum Auctioning, but don’t finalise results – says Supreme Court.

Cases were filed by private telecom companies like Airtel, Reliance and Idea in the High Courts of Delhi, Karnataka, Allahabad and Tripura, against certain conditions in the Spectrum Auctioning, to be held next month. As a result of this, the Central Government had sought the intervention of the Supreme Court. The Supreme Court has ordered yesterday that govt. could conduct auctioning of Spectrum, but the results should not be finalized without it’s approval. 


[28.02.2015]Why ministers love corporates?

The BJP came to power utilising the popular anger of the people, against the Congress Party, in whose rule massive scams like the 2G and Coalgate have taken place. Whether it is 2G or Coalgate, the big corporates looted the wealth of the nation by bribing the politicians in power. Now it is slowly coming out that the leaders of the ruling BJP are not different from the Congress leaders. Sufficient evidence has come out now, which shows that Nitin Gadgari, the present Union Minister and former BJP President, has stayed with his family in a luxury yacht belonging to the Essar group, in the “French Reviera”. Gadgari has admitted that he, his wife, two sons and daughter stayed for two nights in the luxury yacht in July 2013, as guests. This may appear to be a small favour. But this shows the “closeness” between the political leaders and the big corporates. Now we can understand why the ministers are favouring the corporates and weakening the public sector companies.

  2 Day strike on 21st & 22nd April, 2015 


[27.02.2015]A meeting of the Forum is held today under the presidentship of Com.Chandeswar Singh, President, Forum. Com. V.A.N. Namboodiri, Convener welcomed. A very serious and thorough discussion took place regarding the decision of the Forum to go on strike for the revival of BSNL. Keeping the ground reality into account, and also to ensure the widest mobilization of employees, as well as public sympathy, the following decisions are taken unanimously. 

(i)      A two day strike will take place on 21st and 22nd April, 2015.

(ii)     Strike notice will be served on 12th March, 2015.

(iii)    Demonstrations shall be conducted throughout the country on 12th March, 2015, i.e. the day on which strike notice will be served.


(iv)   Press Conference shall be conducted on 12th March, 2015 in all circle headquarters by Forum, to give wide publicity to the strike and demands.


(v)    Those circles which have not completed their circle level conventions should complete them immediately. Further, District level conventions and Branch General Body meetings should also be organised to fully mobilize the employees in the strike.


(vi)   The last date for signature campaign to collect one crore signatures is extended upto 31.03.2015. All circles are requested to complete their quota (50 signatures per employees) within this date.


(vii) The strike notice will be signed by only General Secretaries. All General Secretaries are requested to be present at New Delhi on 12th March.


[27.02.2015]Modi government takes move to appoint private executives to the top posts of 5 Public Sector banks.

In pursuant to the Neo-Liberal policies, the Modi government is taking steps to kill the public sector of the country. Now, his Finance Ministry has called for applications from private executives, to fill up the MD posts of 5 PSU banks. These banks are Canara Bank, Punjab National Bank, Bank of India, Bank of Baroda and IDBI. This is being done under the pretext to improve the efficiency of the PSU banks. It may be noted that more than 100 private banks of the United States became bankrupt in the Economic Crisis that started in 2008. But the Indian PSU banks withstood that crisis. In the name of efficiency, now the Modi Sarkar wants to ruin the PSU banks.

The 14th Finance Commission has suggested that the pay of the government employees should be linked with productivity. It is reported that the 7th Central Pay Commission has been asked to look into this aspect of improving the quality of public services by linking pay with productivity.

The Central Secretariat meeting of BSNLEU is held at New Delhi today. 23 out of 25 Central Office bearers attended the meeting. The meeting is held at K.G. Bose Bhawan and was presided over by Com. Balbir Singh, President. Com. P. Abhimanyu, GS, hoisted the Union Red Flag. Homage was paid to com. S.K. Vyas, the former Secretary General of Confederation of Central Government Employees and to com. Chhiddu Singh, former AGS of BSNLEU. Com. Balbir Singh, President, delivered the presidential address. Com. V.A.N. Namboodiri, Patron, greeted the meeting. Com. P. Abhimanyu, GS, presented the note for discussion in the meeting. All the 23 office bearers, including com. Swapan Chakraborty, Dy.GS, participated in the deliberations. Finally com. P. Abhimanyu, GS, summed up the discussions. Unanimous decisions were taken. Com. [26.02.2015]Central Trade Unions are conducting nationwide Satyagraha today.

All the 11 Central Trade Unions of the country are conducting nationwide Satyagraha (civil disobedience) today against the disinvestment / privatisation of Public Sector companies, pro-corporate labour reforms, throwing open the country to the lootings of multi national companies by increasing FDI cap in various sectors, demanding to increase the minimum wages of the unorganised workers, as well as other demands contained in the 10 point charter of demands. It is very important to note that BMS, the trade union considered to be very close to the ruling BJP, is also spearheading this Satyagraha. Since almost the entire leaders, as well as the front line activists of BSNLEU have left their places and already come over to Delhi to participate in the March to Parliament, we are not in a position to participate in any programme today.

The Central Secretariat meeting of BSNLEU, which consists of the Central Office-bearers of the Union, is meeting at New Delhi today. The meeting will importantly review the campaign programme made so far, in connection with the strike, called on by the Forum. The meeting will take decisions to further intensify the campaign programme.

The memorandum on BSNL'S revival, on which lakhs of signatures of the people of this country were collected, was submitted to the Prime Minister's Office today,   by the leaders of the Forum. The Non-Executives and Executives of BSNL conducted a massive March to Parliament today, demanding immediate steps by the Government and by the Management for the revival of BSNL. More than 5000 comrades participated in the March, who had come from Kashmir to Kanyakumari and from North East to Gujarat. They marched through the streets of Delhi, raising slogans for the revival of BSNL. [24.02.2015]Abolition of termination charge for calls from landlines will help BSNL.

TRAI has abolished the termination charge, which is being charged for calls which originate from landlines. The rate is 20 paise per call at present. Similarly, TRAI has also reduced the termination charge for calls which originate from mobile phones from 20 paise to 14 paise. The abolition of termination charges for landline calls will greatly help BSNL, since it will reduce the Inter Connection Usage Charges being paid to private companies. BSNL is the biggest land line service provider, with 1.7 crore connections. 


[24.02.2015]Mohan Bhagwat Maligns Mother Teresa.

Great people who lived in this world and who served mankind, are considered to be beyond region, language, religion, etc. Mother Teresa was one such great soul. She was an European by birth. But lived for long years in India. The “Missionaries of Charity”, founded by her, are serving mankind in 133 countries. Especially, they are serving people affected with Leprosy, HIV, TB and many such dreaded diseases. Recognising her services, she was conferred with Nobel Prize in 1979. But Mohan Bhagwat, the RSS chief, has made a new discovery. He has said that Mother Teresa did service with an ulterior motive of making religious conversions. Mohan Bhagwat’s speech is clearly aimed at spreading communal hatred. His remark is coming close on the heals of attacks on churches in Delhi and in various other places. Recently, Prime Minister Narendra Modi has stated that his government will not allow any one to spread communal hatred. We hope that the speech of people like Mohan Bhagwat will go to the notice of the Prime Minister.

The March to Parliament, called on by the Forum of BSNL Unions and Associations,  is taking place tomorrow the 25-02-2015. The Forum meeting that took place yesterday has finalized the details of the March. Accordingly, the March will start from BSNL Corporate Office in Janpath sharply at 11:00 AM.  So, all comrades are requested to reach the Corporate Office atleast by 10:30 AM. The March will reach the Parliament street police station, where a meeting will be held. Dr.Sanjeeva Reddy (INTUC), com.Tapan Sen (CITU), com. Gurudas Dasgupta (AITUC) and Brajesh Upadhyay (BMS) and all the General Secretaries of the Unions and Associations of BSNL will address the gathering. All District Secretaries are requested to bring the banners and flags for the rally without fail. It is also requested that all the comrades of BSNLEU shall wear badges, which will be distributed by the CHQ of BSNLEU. Media is getting flooded with the news that top officers of Reliance Industries Ltd. (of Mukesh Ambani) Anil Dhirubai Ambani Group (of Anil Ambani) Cairns India Ltd. ( of Anil Agarwal) Essar, Jubilant and many other corporate companies are involved in secretly gathering important documents by bribing officers of various ministries. Secret documents of the government, connected with Oil, Power, Coal ministries have gone into the hands of these companies, which have been utilised to swindle peoples money. This is how the private companies are serving the nation. It is a matter of shame that the government and the mantris are trying to make the people believe that these private companies are engaged in Nation Building.

The entire world is caught with the cricket world cup fever. Television channels earn huge profits through telecasting the cricket matches alive. But, unfortunately, the Delhi High Court placed restrictions on Prasar Bharati (Door Dharshan) to telecast the matches. Clearly, this would have benefited the Star TV. But the Prasar Bharati fought the case in the Supreme Court and has removed the restrictions laid down by the Delhi High Court. Will the BSNL Management learn lessons from Prasar Bharati?


[23.02.2015]Steps to fatten the corporates.

Deepak Parekh, Chairman of the HDFC Bank has demanded the government to immediately start disinvestment in BSNL, LIC and Air India. He has expressed his satisfaction for the steps taken by the government to reduce subsidies and demanded that the forthcoming budget should give incentives to the corporates. All the above stated steps are already being taken by the Narendra Modi government, which says that all these steps are required to improve the economy. But the statement of Deepak Parekh proves that these steps are only to fatten the corporates.

[23.02.2015]BSNL to have tower sharing arrangement.

PTI has reported that the BSNL and Airtel are going to sign an agreement for tower sharing to strengthen their 2G mobile service. Airtel is having 1,42,890 towers covering 87% of India’s population. Shri Anupam Srivastava, CMD BSNL, has stated that co-opetition, (co-operative competition) is his one of the key strategies, according to which BSNL will co-operate with other players to expand it’s business. It is reported that BSNL will be having 1,10,000 towers after June this year.

Mandya District in Karnataka circle has collected 27,800 signatures. The number of employees in Mandya district is only 291. Thus, the signatures collected comes to 95 signatures per employees. Maddur is a small telephone exchange in Mandya District, with only 30 employees. These 30 comrades have collected 6000 signatures, which comes to 200 signatures per employee. CHQ salutes the Madya district comrades, especially, the Maddur comrades for the marvelous performance. But the question CHQ wishes to ask is, if Maddur comrades can collect 200 signatures per employee, why at least the quota fixed by Forum is not being fulfilled in many places?

Convention on Save BSNL campaign organised by the Forum of BSNL unions and associations, MP Circle was held at Bhopal, on 21.02.2015. The convention was presided over by com Jagdish Singh, vice president, BSNLEU, CHQ. Com H.S. Thakhur, CS, BSNLEU & Convener, Forum, BSNL Unions/Associations, MP Circle welcomes all leaders on dias and placed before the house the matters for the convention. Com Pramode Pradhan, Secretary, CITU, MP inaugurated the convention and explained about the present situations of the working class in the country. Com Swapan Chakraborty, Dy.GS, BSNLEU spoke at length on the issues of BSNL in the present condition and also the role of the successive govt. at the centre from 1991, from when the LPG policy started in the country. He urged to the workers to prepare for a long and sustained struggle including indefinite strike. Com R. P. [21.02.2015]J&K circle conducts an impressive convention at Jammu.

Forum of BSNL Unions/Association organised a very impressive “Convention” at Jammu, on February 20th 2015. Inspite of extremely bad weather, employees from all corner of J&K participated in the convention. Com.Narayan Singh, Circle President, BSNLEU presided over the convention and Com. Mir Nizar Ahmad, CS, BSNLEU conducted the programme. Com. Raman Sharma welcomed the participants and leaders. [21.02.2015]Andhra Pradesh comrades have collected 7 lakh signatures.

Andhra Pradesh circle union of BSNLEU has reported that 7 lakh signatures are so far collected in that circle. [21.02.2015]Ernakulam District shows the way of how to conduct the “Save BSNL Campaign”.

The Forum has given call to collect 1 crore signatures from public, in support of our demands for the revival of the Company. BSNL trade union movement has got an extra ordinary tradition of a hundred years and with well organised structures at the All India, State and District levels. This type of well-entrenched trade union set up is available only in very few PSUs. With this type of organization, we could have easily collected a few crores of signatures. The whole idea behind the collection of signatures is to make the people of this country understand, how the government is slowly killing BSNL, for the benefit of the private companies. That is why Forum gave call for conducting a “SAVE BSNL CAMPAIGN”. But, unfortunately, only in a few places our comrades have conducted this campaign seriously. CHQ has received a report from the Ernakulam District union, of how this campaign is conducted in that SSA. The call of the Forum has been implemented in letter and spirit. [20.02.2015]Discussion with Management on TTA RR.

Com. P. Abhimanyu, GS, met shri R.K. Goyal, GM (Estt.) today and insisted the demand of the Union that the Non-Executives, on promotion as TTAs, under the LDCE, should not be treated as circle cadre. Other wise, on becoming TTAs, these employees will be transferred and posted in other SSAs of the circle, far away from their present SSAs. The GM (Estt.) suggested that some rules can be put in place so that the employees are not harassed on promotion as TTAs and suggested that the Union can give it’s views on this. However, the GS insisted upon the demand of the Union. 


[20.02.2015]On the right of the Recognised Union to nominate members to councils.

BSNLEU is continuously pressing the Management to implement the Hon’ble Kerala High Court direction, on the right of the Management to nominate non-members to councils. The issue is already taken up with the new CMD. Com. P. Abhimanyu, GS, met shri Shameem Akhtar, Sr.GM (SR) today and urged upon him to do the needful and implement the Court directive without further delay. The Sr.GM (SR) assured to do the needful.

The Committee formed by BSNL Management, on the issue of extending lesser standards of evaluation to SC/ST employees, has already submitted it’s report. BSNLEU is insisting the Management to provide the Union with a copy of the report. Com. P. Abhimanyu insisted the Sr.GM (SR) to immediately provide a copy. After seeing the report, BSNLEU will take further action, if the orders of DoP&T on the subject is not fulfilled.

The Forum of BSNL Unions & Associations conducted a circle level convention on 19.2.2015 at Subarnabanik Samaj Hall, Kolkata.  Com. Tridib Chakraborty, Circle President AIBSNLEA presided over the meeting. Circle Secretary, BSNL Employees Union & convener of the Kolkata forum Com. Saibal Sengupta initiated the discussion and elaborately explained the need for Forum decisions to conduct a mass public contact through signature campaign, Street corner meetings, March to Parliament and indefinite strike in BSNL from 17th March 2015. Com. Animesh Mitra, Vice President (CHQ), BSNLEU, stated that other than the people of India we have ten crore customers & three lakh employees. As per the report received by com. Ramesh Babu L, District Secretary, Vijayawada, the collection of signatures is going on intensively and with full steam in Krishna District for the past one month. Already they have collected 60,000 signatures, which itself is a stupendous job, and still they have planned to collect another 25,000 signatures by 23.02.2015. Apart from this, Vijayawada comrades have met a number MPs, MLAs, MLCs and leaders of various political parties and gathered support. CHQ is delighted to inform that Bidar SSA comrades have done a marvelous job in conducting the Signature Campaign. Bidar is a very small SSA in Karnataka circle, with total employees strength of 240. (BSNLEU= 160; NFTE= 30 ; Executives = 50). 12,000 is their quota of signatures to be collected, as per the decision of the All India Forum. (240×50). Whereas, as per the report of com.Gundanna, CS, BSNLEU, Karnataka, the Bidar comrades have collected 15,400 signatures. CHQ feels proud of the Bidar comrades.

The Forum of Rajasthan circle conducted a huge convention today. The convention, which is organised in the premises of the PGM TD office, Jaipur, was presided over by com.R.G. Dixit. Com.Ashok Pareek, Convener, Forum, welcomed all the leaders and the comrades. More than 1000 comrades enthusiastically participated in the convention. During his visit to India, US President Barak Obama made an observation that religious intolerance is increasing in India. Obama should realize that this intolerance is being practiced in his own country also. A Hindu temple has been vandalised at Seattle in the US and it’s walls are defaced, ahead of the Maha Shivaratri celebrations. On one of the walls, the miscreants had also painted the word “Get Out”. Similarly, a few days back, a 57 year old hapless Indian, named Sureshbhai Patel, became paralytic, due to the attack on him by the US police. Such attacks are being carried out because the victims are “non-whites”. This is a clear case of racial discrimination. While giving advice to others, Obama should also take a care of his own country.

[18.02.2015]AAP government will regularise contract workers.

The Aam Admi Party, in it’s election promise, had stated that it would regularize the contract workers. As a first step of fulfilling this promise, the AAP government has issued instructions now, that the services of contract workers should not be terminated until further notice. The Deputy Chief Minister has stated that contract workers had to be regularized and permanent jobs were necessary in critical sectors like education and health. He also stated that the focus was on working out ways to deliver permanent jobs.

[17.02.2015]Signature campaign- Circle and District Secretaries to seriously note please.

The date for submission of the 1 crore signatures is fast approaching. They have to be submitted to the Prime Minister's Office on the day of the March to Parliament, is., on 25-02-2015. So far the response for the signature campaign from various circles is very poor. Whatever photos being received by CHQ, on signature campaign, are photos of submitting memorandum to the MPs and MLAs. Very few photos are received on collecting signatures from mass of the people. This clearly indicates that collection of signatures from people is not being done in right earnest. This is very regrettable. Being the biggest union in the Forum, BSNLEU is having special responsibility to fulfill the collection of 1 crore signatures. Kindly bear in mind that our signature campaign should not become a laughing stock. Hence, CHQ requests the Circle Secretaries to immediately gear up the collection of signatures and complete the target well within the time. Kindly remember that the quota for each circle is 50 signatures per employee of the circle.

[14.02.2015]COMRADE S.K. VYAS NO MORE.


With deep grief and extreme sorrow, it is intimated that Com. S.K.Vyas, the legendary leader of the Central Govt. Employees and   Pensioners, is no more. He passed away at about 08.20 PM on 13 February 2015, at  a Jaipur hospital, where he was admitted a few days back after a massive heart attack. He was recovering, but all of a sudden, the situation worsened and he passed away.


He was 85 years.


His funeral will take place at Jodhpur on 14th Feb 2015. Com.Vyasji was the Secretary General of the Confederation of Central Govt. Employees and workers since 1967 for more than four decades. He was holding the posts of Secretary General of both BCPC and NCCPA, Federations of Pensioners Associations till his end.


His death is an irreparable loss to the entire CGE and Pensioners movement. Our heartfelt condolences to the bereaved family, friends and comrades. TEARFUL Red Salute to Com.S.K.Vyas !

[10.02.2015]Highlights of the PLI Committee meeting, held today the 10.02.2015. 

The PLI Committee meeting is held today. The two Staff Side members, Com. P. Abhimanyu, GS, BSNLEU, com. Islam Ahmed, President, NFTE participated. Com. Balbir Singh, President, BSNLEU and Com. Swapan Chakraborty, Dy.GS, BSNLEU were present. Sr.GM (SR), Sr.GM (Restg.), GM (Estt.) and GM (EF), participated from the Management Side. In the meeting, Com. P. Abhimanyu, GS, BSNLEU, raised the following issues. 


(i)    As already been decided in the meeting held on 27.06.2014, under the Chairmanship of Director (HR), the basis from payment of PLI should be the National level productivity of the Company and not the performance of the Non-Executives, as is being wrongly interpreted by the Management.

(ii)  Management should clarify whether this PLI formula will be made applicable only to the Non-Executives or to the Executives also.

(iii) In the new PLI formula, targets for not only excellent grade but also for fair, good and very good grades should also be there.

(iv) The number of mobile connections given should also be made a parameter to measure productivity.

(v)  A ‘Record of Discussion’, for each meeting of the PLI Committee should be issued. 


A very good discussion took place. The next meeting of the Committee will be held on 12.03.2015. Management Side said that they would convey their stand on the issues raised, in the next meeting.

The communal hatred being spreaded in India by certain forces is drawing more and more criticism. During his last visit to India, Obama has cautioned about the people of India getting devided on communal lines. He told in a meeting held at New Delhi that India would progress only so long as it is not splintered on communal lines. Again Obama has made a serious observation on this matter. He has told that the communal incidents that are taking place in India would have shocked Gandiji. The following is the observation that Obama has made yesterday. 


“Michelle and I returned from India — an incredible country…. but a place where religious faiths of all types have, on occasion, been targetted by other peoples of faith, simply due to their heritage and their beliefs — acts of intolerance that would have shocked Gandhiji.”

[05.02.2015]Hon’ble Minister worried about the quality of service of private operators.

I am concerned and worried about the decline in the quality of services of not only broadband, but telecom services of private operators. It is my gentle request and warning to private operators to improve service quality. This is the agony of consumers that I am conveying to them. I have also asked concerned officials in the ministry to look into the issue and convey the measures they need to take. I am aware that the Telecom Regulatory Authority of India is the body to examine the issue, but as the representative of the people and the minister of the sector, I am equally accountable to consumers of telecom services. The government is concerned about the quality, since growth of broadband has direct link to GDP growth.

The leaders met Shri R.K. Goyal, GM (Estt.) and in respect of casual labourers, they demanded early implementation of EPF w.e.f. 01.10.2000 and also implementation of gratuity Act. They also insisted fixation of wages in IDA pay scales for them. The implementation of CAT order in respect of Com. G.Q. Dandroo, TM, Srinagar was insisted.


Shri Shameem Akhtar, Sr.GM (SR).

The leaders met Shri Shameem Akhtar, Sr.GM (SR) and demanded early implementation of the National Council decision on removal of discrimination in the matter of immunity from transfer for Non-Executives. They also demanded to resolve the issue of granting recognition to the District unions in Chennai circle. The Sr.GM (SR) assured to do the needful.

The leaders met Shri A.K. Singhal, GM (Admn.) and insisted early decision on issuing of Rs.200 SIM Card to the BSNL employees posted in MTNL service areas. They pointed out that the issue is getting inordinately delayed. They also insisted the re-engagement of four contract workers disengaged in Bidar, Karnataka circle. The GM (Admn.) assured to do the needful.

BSNLEU has already taken up the issue of penal interest being recovered from the employees, on account of late remittances of instalments of bank loans, by the AOs. It is a matter of shame for the entire nation, that the BJP government of Rajasthan was about to inaugurate a fly-over, named after ‘Nathuram Godse’, the murderer of Mahatma Gandhi. A plaque carrying the name “Nationalist Naturam Godse” was already fixed on the fly-over. However, it was protested by the media. Fearing trouble, thereafter, the District Collector ordered removal of the plaque. It may be noted that some time back, Sakshi Maharaj, an MP of the BJP, said that Nathuram Godse was a Patriot. Mahatma Gandhi stood for communal harmony, especially between the Hindus and Muslims. It was for this reason that he was murdered by Godse. Now, the BJP and the Hindutva forces glorify Nathuram Godse. This a shame for the entire nation.


[03.02.2015]Participation by various circles in the March to Parliament.

CHQ has already informed the number of comrades to be brought to Delhi, by various circles, for the “March to the Parliament” to be held on 25.02.2015. However, some circles have expressed their desire to bring more number of comrades for the rally. CHQ informs that circles can bring more number of comrades than the quota fixed for them, provided the accommodation for such comrades can be arranged by the circles themselves. Due to the non-availability of accommodation in Delhi, CHQ can arrange accommodation only as per for the quota informed by the CHQ.


[03.02.2015]Additional inputs for finalizing new PLI formula.

The Staff Side had sought for additional inputs in the last PLI Committee meeting. It demanded details regarding the achievements of the Company during the last three financial years. These details are necessary for fixing targets. Accordingly, the Management has provided the achievements of the Company for the financial years 2011-12, 2012-13 and 2013-14. The weightage points that the Management proposes to give for each KPI is also indicated. [03.02.2015]Don’t compromise India’s interest for FDI – says Reserve Bank Governor.

The Narendra Modi government, in it’s eight months in office, has relaxed FDI norms in insurance, defence, railways and many such sectors. The trade union movement has been expressing it’s concern against such relaxations. Raghuram Rajan, the Governor of the Reserve Bank has warned yesterday that India’s interest should not be compromised for the sake of attracting FDI. “India should not be rail-roaded into compromising it’s interests to attract FDI” – said Raghuram Rajan. The statement of Raghuram Rajan is very important, since it is made at a time when the government is surrendering the interests of the country, to bring in FDI.

[02.02.2015]Lack of seriousness in conducting circle level conventions.

CHQ is repeatedly informing our circle unions to make all out preparations for the successful launching of the indefinite strike from 17th March. Holding circle level conventions is a very important part of the mobilization for the strike. However, CHQ is sorry to make the observation that there is lack of seriousness in holding this convention. So far only 3 circles have conducted the convention. They are Chennai, Tamil Nadu and UP (East). Punjab and Bihar circles have fixed the dates for the convention. There is no information to CHQ, from other circles in this regard. Hence, CHQ requests all the remaining circles to immediately fix the date and hold the convention.

The Narendra Modi government raked in Rs.22,600 crore yesterday, through the biggest ever disinvestment that has been made in this country. The government sold 10% shares of the Coal India Ltd.(CIL) yesterday. Even during recent strike of the coal workers, the government gave an assurance that the CIL will not be privatised. But, within no time, such a massive disinvestment is done. If this unmindful disinvestment is not stopped, very soon CIL will end up in total  privatisation.


[31.01.2015]Bomb blast by Sunni group in Shia temple kill 60 people in Pakistan.

A powerful bomb blast at Shikarpur, in Sind province of Pakistan, has killed 60 people. The bomb was blasted in a mosque, where people had gathered in a large number for their Friday prayer. It is reported that a hard line 'Sunni' group is responsible for this bomb blast. People belonging to the 'Shia' group is a minority in Pakistan. They are only one fifth of Pakistan's 180 million population. The 'Sunni' group that has claimed responsibility for the bombing, has said that the Shia Muslims are 'infedels', and that they are their number one enemies. Pakistan is a best example which shows that relegion cannot be the basis for keeping people united.

[30.01.2015]1,60,000 signatures collected in Tamil Nadu handed over to the leaders.

1,60,000 signatures collected in  various districts of Tamil Nadu circle were handed over to the All India leaders,  who addressed the Tamil Nadu convention held at Cuddalore today, amidst tumultuous applause. In this, Salem district alone had collected 50,000 signatures. The total quota of signatures to be collected in Tamil Nadu is 9,00,000. The Forum leaders of Tamil Nadu assured the National leaders that this target will be achieved well within the target date. CHQ heartily congratulates the Tamil Nadu comrades. [30.01.2015]Tamil Nadu circle conducts a massive convention to organise the indefinite strike.

The Forum of Tamil Nadu circle conducted a massive convention today the 30.01.2015, at Cuddalore. The convention was presided over by all the circle presidents of the constituent unions. Com.R.Sridhar, District Secretary, NFTE welcomed all. The convention was addressed by Com.P.Abhimanyu, General Secretary, BSNLEU, com. Chandeswar Singh, General Secretary, NFTE, Com.K.Sebastin, General Secretary, SNEA and com.P.Venugopal, President, AIBSNLEA. The convention was also addressed by all the circle secretaries of the constituent unions. [30.01.2015]Taliban is not a terrorist group - certifies the United States.

It is a known fact that the Taliban is an international terrorist organisation, which has killed a large number of people, in cold blooded massacres. Only recently, they gunned down more than 350 innocent school children in Peshawar, Pakistan. It is the same Taliban which tried to kill Malalaa Yousuzai, the Nobel Prize winner, for violating their order that girls should not go to school. It strange that the US has now given a certificate that the Taliban is not a terrorist organisation, but it is an armed rebellion. May be, the US says so because, the Taliban is jointly created by the US and Pakistan. It is a wonder that the US says that it is waging a war against terror.

[30.01.2015]Narendra Modi government wants to give an escape route to the tax - cheating MNCs.

A good number of MNCs are cheating the government of India without paying their taxes. The best example is Vodafone, which has to pay Rs.13,000 crore to the Indian government,  by way of cheating tax. Shell, Nokia, etc., are also coming in this list. On the contrary, the MNCs have been accusing that there is no proper investment climate in India. Now, the Narendra Modi government has decided to create the proper investment climate. A decision is taken by the government, not to go on appeal in higher courts, in the tax cheating cases by MNCs. The Central Board for Direct Taxes (CBDT) has issued instruction for this effect. So, in all probability, Vodafone may also escape from its liability to pay Rs.13,000 crore to the government.

[28.01.2015]Preparations for the indefinite strike - plunge into action immediately and send photos as well as reports for updating on CHQ website.

Dear comrades, the indefinite strike is going to take place in BSNL from 17th March, demanding immediate action by the government for the revival of BSNL. This may be the last chance for us to get the BSNL revived. So, this is a "Now or Never" situation. We have to mobilise our entire strength and resources, to ensure that the strike takes place successfully. The Forum has already given call to conduct a "Save BSNL Campaign", to create awareness among the general public. Through the conducting of this campaign, one crore signatures should also be collected from the general public, in support of the revival of BSNL. It means, signatures have got to be collected at the rate of 50 signatures per employee. This is not an unrealistic target. But the time at our disposal is very less. The one crore signatures are going to be handed over to the Prime Minister's Office on 25.02.2015, i.e., the day on which the March to Parliament will take place. Hence, CHQ calls upon all the circle and district secretaries to immediately plunge into action and to make the "Save BSNL Convention", "collection of one crore signatures" and the "Indefinite strike" a historic success. Being the biggest constituent of the Forum, it is needless to say that the circle and district secretaries of BSNLEU, should have a very close coordination with the other constituents of the Forum. Hence, CHQ calls upon all the circle and district unions to immediately plunge into action and take all out efforts to make the entire programme a success. [28.01.2015]Telecom spectrum auctioning is postponed to 4th March.

The auctioning of the 2G and 3G spectrum by the government has been postponed. Originally the auctioning was fixed to be held on 25th February.  But now, the date has been changed to 4th March. This postponement is due to the fact that the Ministry of Communications is still not able to fix the  All India Base Price for the 3G spectrum. The Narendra Modi government is expecting to raise at least Rs.16,000 crore in 2014-15, through the sale of spectrum.

India’s best known cartoonist, R.K.Laxman, passed away yesterday at Pune, at the age of 94. For over 50 years he had been entertaining the Indian newspaper readers with his creation of the "common man". R.K.Laxman was well known for his political cartoons, through which he exposed the hypocrisy of the political class. Further, in most of his cartoons, R.K.Laxman highlighted the plight of the marginalised and downtrodden sections of the people. The nation has lost an artist with great creativity. BSNLEU mourns the death of R.K.Laxman and pays it's respectful homage to him.

The Twelth Congress of the Trade Union International Public Services (TUI PS) is taking place in Kathmandu (Nepal) on 13th and 14th February, 2015. BSNLEU is an affiliate of the TUI PS. Four delegates are allotted to BSNLEU to attend the 12th Congress. Accordingly, com. Balbir Singh (President), com. P. Abhimanyu (General Secretary), com. [24.01.2015]Telecom Companies cannot mortgage spectrum – says DoT.

Private Telecom Companies are consistently demanding that the government should allow them to mortgage their spectrum to banks, for taking loans. Spectrum is the asset of the nation. It is being allotted to telecom companies for a specific period, for which the companies pay spectrum fee to the government. As such, government cannot allow any telecom company to mortgage this spectrum, for any purpose. Still, the greedy and profit hungry private telecom companies have been lobbying that they should be allowed to mortgage spectrum. Now, media report says that the DoT has decided not to allow telecom companies to mortgage the spectrum allotted to them.


[24.01.2015]European Central Bank is giving $1.2 trillion bail-out to big corporates.

Governments of the European countries have already given huge concessions and bail-outs to the big Corporates, to enable them to come out of the economic crises that started in 2008. At the same time, these governments imposed wage-cut, retrenchment, increasing of work-load, pension-cut, etc., on the working class, in the name of “austerity measures”. The working class has gone in to a series of struggles in all the European countries, against those anti-labour “austerity” measures. Again the European Central Bank has announced a stimulus (bail-out to the corporates) of 1.2 trillion US dollars on 22.01.2015. This stimulus is again going to impose burdens on the European working class. It must also be noted that it is the governments of these developed European countries, which are dictating that the Indian government should not give subsidies to the poor Indian people. A crude joke indeed.

Com. P. Abhimanyu, GS, met shri Anupam Srivastava, CMD today. The GS congratulated Shri Srivastava for his elevation as the CMD BSNL and assured the fullest cooperation of BSNLEU, for the revival of BSNL. The GS thanked the CMD for holding a discussion with the unions and associations on 09.02.2015, and requested that such periodic meetings should take place, on the developmental issues of BSNL. The CMD assured to do this. Further, the following issues were discussed with the CMD. 


Victimisations in Jamshedpur: - The attention of the CMD was drawn to the victimizations that are taking place in Jamshedpur SSA, by the Sr.GM of that SSA. The GS requested the CMD to intervene and put an end to the victimisations. The CMD assured to look into this and do the needful. 


Non-payment of pension commutation and DCRG amounts in Varanasi SSA:- The attention of the CMD was also drawn to the non-payment of pension commutation and DCRG amounts to the comrades of Varanasi, against whom fabricated FIRs were filed by the erstwhile GM, Varanasi, for their participation in trade union struggle. The CMD assured to look into this and do the needful.

[22.01.2015]CBI arrested former Additional Private Secretary of Dayanidhi Maran and Sun TV officials.

The CBI has arrested V.Gowthaman, the former Additional Private Secretary of Dayanidhi Maran yesterday. The arrest is made in connection with the misuse of power by Dayanidhi Maran, when he was the Minister of Communications, for illegally provisioning 323 high speed telephone lines in his residence at Chennai, which were utilised for commercial purposes by the Sun TV, owned by the family of Dayanidhi Maran. The CBI has also arrested the Chief Technical Officer and another technical employee of the Sun TV. The CBI enquiry in this case was initiated at the behest of the former Telecom Minister, A.Raja. The Special CBI Director, M.S.Sharma enquired the case and submitted his report in September 2007. However, the report was kept in cold storage by the UPA government, for political reasons.

As a part of the ongoing 4th circle conference of Andhra Pradesh Circle, an impressive seminar, the theme of which was "Save BSNL, Save Nation", was held yesterday the 21.01.2015. Com.Mohan Reddy, circle president, presided over the session. com.J.Sampathrao, AGS & Circle Secretary welcomed the delegates as well as the guests and initiated the debate. Almost all the circle secretaries of the Forum, as well as the officers of BSNL participated in the seminar. A host of leaders, including com.P.Asokababu, Vice-President (CHQ), com.Ramachandradu, circle secretary, AIBDPA and com.Sambasiva Rao (AIBDPA) were present in the seminar. A very serious and constructive debate took place on improvement of services at the circle level and revival of BSNL at the All India level. Com.P.Abhimanyu, GS, participated in the discussion and exposed the pro-private policies of the successive governments that came to power at the Centre, as well as the misuse of power by the ministers who went out of way to favour the private operators. He called upon the employees to make the indefinite strike an all out success, so that BSNL can be salvaged. [21.01.2015]Government may impose "Swachh Bharat Tax" on Telecom services.

As per media reports, the government is moving in the direction of imposing a new tax on Telecom services called "Swachh Bharat Cess". In this way, the government intends to create a corpus, to fund the "Swachh Bharat" movement, launched by the Prime Minister. However, levying of this new tax will raise the tariff. It is learnt that the Attorney General has advised the government, that it cannot levy the new tax, without amending the Finance Act.

BSNLEU, as well as the Staff Side of the National Council, have been insisting the Management to conduct the meeting of the Standing Committee. The meeting is not held for a long time. Due to our insistence, it was decided by the Management to hold the meeting on 27-01-2015. However, subsequently it was postponed, as per the request of some members of the Staff Side. Now, it is decided to hold the meeting on 10-02-2015.

BSNLEU has been continuously demanding the BSNL Management to hold periodic interactions with the unions and associations, to discuss about the developmental activities of the Company. BSNLEU is of the strong opinion that this will enable the entire workforce to actively involve in the revival of the Company. Sometime back, shri A.N.Rai, who was holding the charge of CMD, assured BSNLEU to hold one such meeting. In the meanwhile, the Forum also has given call to go on indefinite strike, on the revival of BSNL. The Sr. GM (SR) informed Com.P.Abhimanyu, GS, BSNLEU, today, that the Management has decided to hold one such meeting on 09-02-2015. BSNLEU welcomes the decision of the Management. It also wishes to state that this should not be a one time affair, but a continuous process.


[21.01.2015]Removal of discrimination in the matter of immunity from transfers- GS, BSNLEU expressed his utter unhappiness over the delay in implementing the decision of the National Council. 
BSNLEU is continuously pressurising the Corporate Management to end the glaring discrimination that is existing between the office bearers of the Non-Executives and the Executives in the matter of immunity from transfers. The earlier GM (SR) was severely opposed to our demand. However, the issue was taken up by the BSNLEU in the National Council meeting, wherein the Director (HR) agreed to settle the issue. Meanwhile, shri Shameem Akhtar has taken over as the Sr.GM(SR). BSNLEU has approached him a number of times to issue order, as per the decision taken in the National Council. It is a matter of regret that no action has so far been taken in the matter. Com.P.Abhimanyu, GS, has once again spoken to the SR. GM (SR) today and has expressed his utter unhappiness over the delay in implementing the decision of the National Council and has demanded immediate issuing of the order.
