[29.09.2016]BSNLEU once again insists upon the BSNL Management to remove the stringent conditions of JAO RR 2001.

BSNLEU has already demanded the Director (HR) to incorporate changes to the JAO RR 2001, in view of the fact that the employees are facing hardships due to certain stringent clauses contained in this RR. At that time, BSNLEU was assured that the matter would be looked into after conducting the JAO LICE. Since the JAO LICE under 40% quota is already conducted on 17.07.2016, BSNLEU has once again written to the Director (HR) and the GM (FP), demanding immediate removal of the stringent clauses of the JAO RR 2001.<<view letter>>

 

[29.09.2016]Central Secretariat of BSNLEU to be held at Chennai.

The Central Secretariat meeting of BSNLEU, consisting of the Central Office bearers of the Union, will be held at Chennai on 12th & 13th November, 2016. Review of the 2nd September General Strike, Wage Revision of the Non-Executives, facing the challenges thrown by Reliance Jio, PLI, future course of action to settle the pending issues of the Non-Executives, etc., will be the important topics for discussion. Tamil Nadu circle union, which is hosting the 8th All India Conference, has kindly consented to host this Central Secretariat meeting also.

World Federation of Trade Unions (WFTU), the militant international organisation of the working class, is conducting it’s 17th congress at Durban, South Africa, from 5th to 8th October, 2016. The Confederation of the South African Trade Unions (COSATU), the militant trade union of the working class of South Africa, is hosting this congress. Com. P. Abhimanyu, General Secretary is participating in this congress as a delegate. He is leaving New Delhi on 04th October, 2016.

[28.09.2016]BSNLEU Allahabad District conducted an impressive general body meeting.

The District union of BSNLEU conducted an impressive general body meeting at Allahabad, on 27th September, to celebrate the victory in the 7th Membership Verification and the settlement of government’s pension contribution and 78.2 % IDA merger for the pensioners. The meeting was presided over by com. Dr.R.B.S.Yadav. Coms. R.N.Yadav, DS,BSNLEU, Allahabad, Rama Sankar, leader, BSNLEU, Ramchander,DS, SC/ST  Welfare Association and G.N.Roy were present. Com R.S.Chauhan, Organising Secretary (CHQ), addressed the meeting. Com. Swapan Chakraborty, Dy.GS, BSNLEU, in his speech briefed the workers on the issues raised by them. He congratulated the workers for the victory in the 7th Membership Verification in Allahabad and assured that the union will do it's best to get a favourable wage revision from 1.1.2017. As per the call of the BSNL Casual Contract Workers Federation (BSNLCCWF), ‘Demands Day’ is observed throughout the country today. Demonstrations and dharnas have been conducted, demanding settlement of the 10 points charter of demands, including payment of Rs.18,000/- as minimum wages. Leaders and comrades of BSNLEU have joined this programme in all the places. CHQ heartily congratulates all the comrades.

[27.09.2016]8.4 crore children do not get opportunity to go to school. What a tragedy?   

It is already 25 years since the Neo-Liberal Policies are implemented in the name of economic reforms. The successive governments that came to power at the centre, whether of the Congress or of the BJP, never fail to boast that India’s economy is growing fast. The present BJP led NDA government claims that the Indian economy is the “fastest growing economy in the world”. But facts and figures tell totally a different story. The latest figure, based on Census 2011, says that 8.4 crore children in India, do not go to school. Remember, this number is bigger than the population of most of the European countries. India is having a law called “Right to Education Act”. Still, 8.4 crore children do not get opportunity to go to school. What a tragedy?

[27.09.2016]Forum writes to shri Manoj Sinha, Hon’ble Minister of State for Communications, on collection of excess pension contribution from BSNL, by the government.

The Forum of BSNL Unions and Associations is seriously persuing with the government, the issue of collection of excess pension contribution from BSNL, by the government, which has also created the burning problem of stagnation. If the pension contribution issue is not settled, the problem of stagnation is bound to continue even after the 3rd Wage Revision. Hence, Forum is seriously persuing this case. The issue is already taken up with the Secretary, DoT, as well as the erstwhile Minister of Communications & IT, shri Ravi Shankar Prasad. Com. P. Abhimanyu, Convenor, Forum, has once again written to shri Manoj Sinha, Hon’ble Minister of State for Communications, soliciting his intervention for the settlement of the issue.<<view letter>>

[26.09.2016]Shortage of stores and materials - CHQ's direction to the circle and district unions.

In all the circles, demand for BSNL's landline and broadband connections has greatly increased after the launching of "Night Free Calling" and "Sunday Free Calling" schemes. However, in most of the places, the attitude of the circle and district level managements is callous, as far as providing stores and materials. This is the message that invariably the CHQ is getting, while attending meetings in SSAs and circles. Forum is continuously taking up this issue with the CMD BSNL. CHQ directs the circle and district unions to immediately write to their respective managements, mentioning the list of stores and materials that are urgently required. A copy of the letter may be sent to the CHQ. Circle secretaries are requested to seriously discuss this issue with their CGMs and write to the CHQ, if necessary, for taking needful action at the Corporate Office level. CHQ expects all circle and district unions to urgently act on this issue.

On his way to Itanagar, com. P.Abhimanyu, GS, addressed a well attended meeting of the Non-Executives, as well as the Executives of Tezpur, Assam circle, on 24-09-2016. Com.P.K.Deka, District President, BSNLEU, welcomed all, and presided over the meeting. Com.P.Abhimanyu, GS, and com.Gakul Bora, Organising Secretary(CHQ) addressed the gathering. In his speech, com.P.Abhimanyu, GS, gave an account of the ongoing developmental activities for the revival of BSNL, challenges thrown due to the entry of Reliance Jio, removal of the ceiling on government's liability of paying pension, Wage Revision, PLI, and settlement/status of other issues of the Non-Executives.<<views of the meeting>>

 

[26.09.2016]A lively circle executive committee meeting of BSNLEU, NE-II circle, held at Itanagar, Arunachal Pradesh.

The circle executive committee meeting of NE II circle was enthusiastically conducted at Itanagar, the capital of Arunachal Pradesh, on 25-09-2016. Com.M.B.Singh, circle president, presided over the meeting. Com.Saheb Singh, circle secretary, welcomed every one. An open session was conducted in the pre-lunch session. A good number of comrades attended the programme, which was addressed by com.P.Abhimanyu, GS, com.Gakul Bora,Organising Secretary(CHQ),  shri Dilip Siram,GM,Arunachal Pradesh, com.Saheb Singh,CS, and shri Arung  Siram, DGM,Arunachal Pradesh. Com. P.Abhimanyu, GS, spoke at length against the anti-worker policies of the Modi government, issues related to the revival of BSNL and on the status of the problems of the Non-Executives, including that of wage-revision, PLI,etc. In the subjects committee, detailed deliberations took place, after which the report on activities, placed by the circle secretary, was adopted unanimously. The meeting took many decisions on the revival of BSNL and on strengthening the Union. [26.09.2016]Com. Desraj Sharma, veteran leader of the postal trade union movement, passed away.

CHQ is extremely saddened to inform that, com.Desraj Sharma, veteran leader of the postal trade union movement, and a great friend of BSNLEU, passed away at New Delhi on 24.09.2016, due to cardiac arrest. Com.Desraj was the former General Secretary of P IV Union, as well as the Dy. Secretary General of NFPE. After the death of com.Adhinarayana, a doyen of the P&T trade union movement, com. Desraj shouldered the responsibility of leading the Postmen Union(P IV), and did the job exceedingly well. BSNLEU pays it's respectful homage to the departed leader and conveys it's heartfelt condolences to all his family members, comrades and friends.

 

[24.09.2016]BSNL to bring in scheme for free voice calls and cheaper data pack.

Reliance Jio has created waves in the telecom industry, by providing free voice calls and cheaper data pack. To counter this competition, BSNL has decided also introduce scheme with free voice calls and data pack which will be cheaper than that of Reliance Jio. In the case of Reliance Jio, the free voice calls will be available only for the 4G customers. But, the free calls of BSNL will be available for the 2G and 3G customers, whose number is very large.

 

[24.09.2016]General Secretary addressed meeting at Nagaon, Assam.

Com.P.Abhimanyu, GS, addressed the Non-Executives and Executives at Nagaon, Assam, today. The meeting was presided over by com.H.S.Raja, circle president, Assam. Com. Gakul Bora, Organising Secretary(CHQ) and com.Bijoy Deka, CS,Assam, were present. The General Secretary, explained about the anti-PSU policies of the Modi government and efforts of the Forum for the revival of BSNL. He also spoke in detail, about the removal of the 60% ceiling on government's pension liability, settlement of PLI, pension revision & HRA on 78.2% IDA merger, status of wage revision and other pending issues of the Non-Executives. [23.09.2016]BSNLEU, Bangalore Telecom District Union's successful district conference. 

The 6th District Conference of BSNLEU, Bangalore Telecom District (BGTD) was held enthusiastically on 22nd and 23rd September. The subjects committee of the Conference was held on 22nd. The open session was held today. It was presided over by com. Kempe Gowda, DP. Com. H. V. Sudharshan, DS, welcomed everyone. The Seminar was addressed by com. P. Abhimanyu, GS, com. K.N.Umesh, Secretary, CITU, shri M. M. Krishna, PGM, BGTD, shri Parameswari Dhayal, GM(HR), BGTD, Com. M.C. Balakrishna, AGS, com. C. K. Gundanna, CS, com. B. P. Narayan, CP,com. Mahantesh(BSNLCCWF) and com.Pattaiah, AGS, FNTO. Com. P. Abhimanyu, GS, highlighted the anti - BSNL policies of the Government, and the ongoing efforts by the Forum and the Management to revive BSNL. In the post-lunch session, com. P. Abhimanyu, GS, elaborately explained about the efforts of BSNLEU and the United Forum, to resolve the various burning issues of the Non-Executives. [23.09.2016]Conciliation held on the 24 point charter of demands of the United Forum - RLC directs the Management to immediately form wage negotiation committee.

The Regional Labour Commissioner (Central), New Delhi, conducted a conciliation meeting yesterday the 22-09-2016, on the 24 point charter of demands of the United Forum. In the meeting, com. Swapan Chakraborty, Dy.GS, BSNLEU and com.S.S. Thomar, Dy.GS, BSNLMS represented the United Forum. Management Side was represented by Shri P.K.Sharma, DGM(SR), shri Sheo Sankar Prasad, DGM (Estt.) and shri A.K. Sinha, AGM(SR). The Management Side informed the RLC that, the PLI for 2014-15 is settled with the agreement reached for Rs.3,000/-. The Staff Side requested to RLC to give direction to the BSNL Management for making early payment of PLI @ Rs.3,000/- before pooja celebrations, for which the Management assured to do the needful. On the issue of wage negotiation, the Staff Side complained that the Management was unwilling to start the negotiations for wage revision, even though the government has already constituted the 3rd PRC  for the Executives. On hearing both sides, the RLC gave the direction that the Management should start the process of forming the wage negotiation committee  immediately. On other pending demands in the 24 point charter of demands, the Management had submitted their view points to the RLC, for which he directed the Staff-Side to submit their view points, and fixed the next meeting on 24th October, 2016.

CMD BSNL has approved Rs.3,000/- as PLI payment for 2014 – 15. This proposal is being placed before the next Management Committee meeting, which is likely to be held next week.

  

[22.09.2016]Modi government abolishes separate Railway Budget – a major step towards privatisation of the Indian Railways.

The Union Cabinet which met yesterday has taken the decision to abolish a separate Railway Budget, which has been in practice for the last 92 years. The government is saying that this decision is taken to speed up the growth of the railways and to improve it’s efficiency. But this is totally a bogus claim. The fact remains that the Bibek Debroy Committee, which has recommended the privatisation of the Indian Railways, has also recommended the abolition of a separate Railway Budget. In fact, the abolition of a separate Railway Budget is the major recommendation of the Bibek Debroy Committee. Hence, the decision of the Union Cabinet taken yesterday, is a major step towards privatisation of the Indian Railways. It is also to be noted here that the Modi government has already taken decision to allow 100% FDI in the railways. There is every possibility that the Indian Railways will not only be privatised soon, but will also be taken over by the multinational companies.

 

[22.09.2016]Modi government initiates the drastic step of privatising 39 PSUs.

The Prime Minister’s Office (PMO) has approved the NITI Aayog’s proposal to close down 17 sick and loss making PSUs. Similarly, the NITI Aayog’s proposal, to reduce the government’s share holding below 51% in 22 PSUs, through strategic sale is also approved by the PMO. Reducing the government’s share holding below 51% is nothing but privatisation. So, the Narendra Modi government has taken decision to privatise 39 PSUs in one go. The list of PSUs to be privatised through strategic sale, includes Cement Corporation of India, National Jute Manufactures Corporation, Salem, Durgapur and Bhadravati Steel plants. Many of these PSUs which are to be privatised, have vast tracts of lands. For example, the CREDA HPCL Biofuel is having 15,000 hectares of land. Now, these valuable PSUs will be handed over to the corporates, at throwaway price. It is very important to note here that, at first the government takes measures to make the PSUs loss making and sick, like they have done in the case of BSNL and Air India. Later on, the government privatises these PSUs, saying that they have become loss making or sick. This is how, the successive governments at the centre, Congress or BJP, enable the private corporates to loot the wealth of the nation. It is very important to note that, barely one month after the Prime Minister Narendra Modi declared from the Red Fort, on 15th August, that Public Sector Companies would not be privatised, the BJP led NDA government has taken this drastic step of privatising 39 PSUs. It also becomes clear that the Modi government will not follow all that it declares.

[22.09.2016]Implement the pay scales and other recommendations of the 7th CPC, to the unabsorbed Group ‘C’& ‘D’ employees in BSNL.

The new pay scales and other recommendations of the 7th Central Pay Commission is already implemented in respect of the ITS officers and other officers of the DoT, working in BSNL. However, these are not implemented in respect of the unabsorbed Group ‘C’& ‘D’ employees of the DoT, working in BSNL. This issue has already been taken up with the Director (HR). On 07.09.2016, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, discussed the issue with the Director (HR) and have insisted her to immediately settle the issue.<<view letter>>  

 

[21.09.2016]After heavy delay, Union Cabinet finally approved Rs.1,250 crore compensation to BSNL.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved Rs.1,250 crore as compensation for the loss BSNL has incurred in operating rural landline connections. This compensation is for the landlines installed prior to 1st April, 2002. Even though this compensation became due in 2013-14 itself, there was inordinate delay in government's approving the same.  Forum of BSNL unions and Associations has conducted several struggles, demanding payment of this compensation. However, the Cabinet has also decided that this is the last and final payment of compensation to BSNL, and that no further financial support from the USO Fund will be made on this count.<<view press information bureau report>> 

 

[21.09.2016]Non-allotment of funds by Corporate Office for payment of GPF advance.

Difficulties have arisen this month, in the allotment of funds to circles, by the Corporate Office, for the payment of GPF advance. The DoT has not reimbursed a big amount that BSNL has already spent for the payment of GPF advance. Together with this, the acute shortage of funds in the Corporate Office has complicated the problem. General Secretary has already pressed the CMD BSNL and GM (T&BFCI) for allotment of this month’s funds. The General Secretary has once again drawn the attention of the CMD BSNL today, on this matter. 

 

[21.09.2016]10 crore calls per day, are failing on Reliance Jio networks.

Earlier it was reported that 2 crore calls per day were failing on the Reliance Jio networks. Today's media report say that Reliance Jio’s call failures have increased to a whopping 10 crore calls per day. The Reliance Jio has accused that the leading incumbent operators, viz., Airtel, Vodafone and Idea cellular are not providing sufficient interconnection points (PoIs), which is the reason for the call failures. It has further said that these incumbent operators are not co-operating on Mobile Number Portability also.

[21.09.2016]Forum, Mumbai, submitted memorandum to the Director (HR), demanding 5 day week.

Ms. Sujatha Ray, Director (HR), has gone to Mumbai, to attend the meeting of a Parliamentary Committee. Utilising this opportunity, the Forum of BSNL Unions and Associations of Mumbai, have submitted a memorandum, demanding implementation of 5 day week in BSNL. The Director (HR) in turn, requested the employees to whole heartedly implement the SWAS programme for the speedy revival of BSNL.<<View memorandum>>

[20.09.2016]Non-Executives participated in the  hunger strike in thousands throughout the country.

Demanding the immediate commencement of the wage revision talks and settlement of other long pending demands of the Non-Executives, thousands of Non-Executives enthusiastically participated in the day long hunger strike in all the circles today. With today's hunger strike, the first phase agitational programme of the United Forum comes to an end. Depending upon the response of the Management, the United Forum will decide about the next course of action. BSNLEU heartily congratulates all the leaders and comrades who made this programme a massive success. <<<views of the hunger strike>>>

 

[20.09.2016]PLI issue and related questions.

Some questions are being raised by our comrades, with regards to the payment of PLI. One important question is, whether Executives will also get PLI ? In the PLI Committee, formed to frame the new PLI formula, only representatives of Non-Executives are there. The Management Side has also made it clear that, the proposed new PLI formula will be applicable only to the Non-Executives. However, when the Staff Side members of the PLI Committee held discussion with the CMD BSNL on 02-09-2016, they clearly told the CMD BSNL that payment of PLI to be made for the year 2014-15, should be made to all the employees. The CMD BSNL also accepted this proposal. Next question is, when the PLI payment will be made? In the meeting held yesterday, between the CMD BSNL and the Staff Will Side members of PLI Committee, it was strongly demanded that PLI payment should be made well before the Pooja. CMD BSNL also accepted this demand. We will make all out efforts to get early payment of PLI.

 

[20.09.2016]United Forum's country-wide hunger strike started enthusiastically.

The country-wide hunger strike, called on by the United Forum, demanding settlement of the 24 point charter of demands, has started enthusiastically. As per reports being received by the CHQ, employees are participating in large numbers in the hunger strike in all the circles and districts. In New Delhi also, a very good dharna is taking place in the BSNL Corporate Office. BSNLEU salutes all of the participants.

                           

 

[19.09.2016]Rs.3,000/- approved by CMD BSNL as PLI for 2014 – 15.

Staff Side members of the PLI Committee, com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, met shri Anupam Shrivastava, CMD BSNL and discussed about the PLI issue. Com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Kulkarni, AGS, NFTE, were also present. The CMD BSNL told the representatives that he has approved Rs.3,000/- as PLI for the year 2014 – 15. He also told that the file will now go for the approval of the Management Committee. 

 

[19.09.2016]CMD BSNL urged to release funds for payment of GPF advance.

Com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, in their discussion with the CMD BSNL today, urged for immediate releasing of funds to the circles for payment of GPF advance. They pointed out that Corporate Office did not allot funds for the month of July, 2016 and only partial amount was allotted in August, 2016. The CMD BSNL assured to look into the matter and to do the needful. Earlier in the day, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri Y.N. Singh, GM(T&BFCI) and demanded to release funds to the circles for payment of GPF advance. 

 

[19.09.2016]CMD BSNL urged to ensure the immediate holding of the Medical Committee meeting.

Com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, in their discussion with the CMD BSNL today, urged him to ensure that meeting of the Committee to review the medical policy, is held at the earliest. The CMD BSNL heard the views of the representatives and assured to do the needful. Earlier in the day, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri S.K. Sinha, GM (Admn.) and urged him to convene the meeting of the Medical Committee, since the same has not taken place for a very long time.

[19.09.2016]8th Circle Conference of BSNLEU, Punjab held at Amritsar on 17-18 September 2016.

The 8th circle conference of BSNL Employees Union of Punjab circle was held at Amritsar on 17th and 18th of September 2016. The conference got kick started with the hoisting of National flag by com Bhag Lal Kaundal and union flag jointly by com Swapan Chakraborty, Dy GS, BSNLEU and com  Balbir Singh, All India president, who happens to be the circle Secretary of BSNLEU, Punjab. Com Balbir Singh, CS submitted annual activities report and com Budh Singh, circle Treasurer submitted audited accounts of the circle union. Delegates discussed both and approved. Com Swapan Chakraborty, Dy GS addressed the subject committee. An open session was held on 17th September which was presided over by com Bhag Lal Kaundal, circle president. Demanding settlement of it’s 24 point of charter of demands, the United Form is conducting massive hunger strike tomorrow. The charter of demands include, payment of PLI, immediate commencement of negotiations for wage revision, settlement of anomalies, settlement of problems in the implementation of NEPP, implementation of DoP&T orders on SC/ST reservation, etc. All circle and district unions are requested to organise the hunger strike very effectively.  

 

[19.09.2016]Private operators engaged in ‘dog fight’, to make quick money.

Two crore call drops are taking place per day, in Reliance Jio’s network, reports the media. Reliance Jio has accused that Airtel, Vodafone and Idea, are not providing sufficient Points of Interconnect (PoIs) to Reliance Jio, which is the reason for such massive call failures. To this accusation, Airtel has replied that it is in the process of providing new PoIs to Reliance Jio, and has blamed that it is the Reliance Jio which is not cooperating. Airtel has further accused that the massive calls failure in Reliance Jio’s network may be due to the fact that it is providing voice calls on a new technology called Voice over LTE (VoLTE). The cold war going on between new entrant Reliance Jio on one side and the incumbent operators, viz., Airtel, Vodafone and Idea on the other side, only exposes the greed of private operators to “make quick money” without following any ethics.

It is highly objectionable that the Ministry of Labour & Employment, Government of India, has celebrated "Vishwakarma Day" today, the 17-09-2016, through the EPFO and the ESIC. We are not opposed to the celebration of  Vishwakarma Day. But, it is a fact that this celebration is related to a particular relegion. As such, the government, which represents all the people who follow various relegions, should not celebrate it. The BJP led NDA government celebrating this day, is nothing but pushing through the the Hindutva agenda of the RSS. This is a clear-cut attempt of the Narendra Modi government to devide the workers on religious line, which is deplorable.

A document released by the Ministry of Labour & Employment, to celebrate Vishwakarma Day today, contains the intent of the government to covert the existing 43 labour laws of the country into 4 Labour Codes. This is being done in the name of labour law reforms, which is being tooth and nail opposed by the working class of this country. This so called labour law reforms will give " hire and fire" powers to the employers, and will convert the workers into slaves. These so called labour law reforms will severely hit all the workers, whether they are Hindus, muslims, Sikhs or any other relegion. The General Strike, which took place on 2nd of this month, which was participated in by nearly 20 crore workers, demanded the NDA government to give up the labour law reforms. Despite of the massive success of the General Strike, incorporation of the labour law reforms issue in the document, only shows the dictatorial attitude of the government.

As per the call of the United Forum, one day hunger strike will have to be organised on 20-09-2016 at the Corporate Office, Circle and District levels, demanding settlement of the 24 point charter of demands. [15.09.2016]Merger of Reliance Communications and Aircel to create India's 4th largest telecom company.

Anil Ambani led Reliance Communications and Aircel have signed an agreement for merger. This is considered to be the largest merger in the telecom sector in India. Both, Reliance Communications and Aircel were not doing well in the past, in the wake of the severe competition going on in the telecom sector. Both the companies are having huge debt. However, the merged new company will be one of the biggest companies in the private sector in India, with an asset value of Rs. 65,000  crore. it will be the 4th largest telecom company. The new company will have around 20 crore customers, and is expected to further intensify the competition in the telecom sector.

 

[15.09.2016]BSNLEU writes to the Hon'ble Minister of State for Communications, seeking his intervention, to break the dead-lock in starting negotiations for wage revision of the Non-Executives.

BSNL Management is deliberately not taking any action to start the negotiations for revision of wages of the Non-Executives. The excuse that the Management is giving for this delay is that, the DoT has not given the necessary clearance for starting the wage negotiations. BSNLEU has already written to the Secretary, DoT, demanding to immediately give the necessary clearance. Again, BSNLEU has written to shri Manoj Sinha, Hon'ble Minister of State for Communications, urging upon him to give necessary instructions to the DoT and to the BSNL Management, on this matter.<<<view letter>>>

[14.09.2016]BSNL need not get the approval of the Department of Expenditure, for waiving recoveries on overpayments, based on the order of the Hon'ble Supreme Court.

BSNLEU has long been demanding the implementation of the Hon'ble Supreme Court order, on waiving recovery of overpayments made to the Non-Executives, in the past. Recently, the Corporate Office has issued a letter, wherein it is stated that the cases of overpayments should be forwarded to the DoT, for getting the approval of the Department of Expenditure, for implementing the waiver. BSNLEU does not accept this stand. BSNL is a Public Sector Company. As such, approval of the DoT or the Department of Expenditure is not necessary, to implement the order of the Hon'ble Supreme Court, for waiving recovery of over payments made to the Non-Executives of BSNL. This is in view of the fact that BSNL has to implement the order of the Hon'ble Supreme Court, with it's own resources, and is not going to seek any financial support from the Central Government for doing the same. Such an approval of the Department of Expenditure may be required only in the cases of employees of the Central Government departments. Com. P. Abhimanyu, GS, has discussed this issue with Ms. Madhu Arora, GM(Estt.) and demanded implementation of the Hon'ble Supreme Court order by BSNL itself.

 

[12.09.2016]After making mega advertisements, Reliance Jio is able to achieve only 50% of it's target.

In the Annual General Meeting(AGM) of Reliance Industries Limited(RIL), held on 1st September, 2016, Mukesh Ambani announced that Reliance Jio would provide 10 lakh mobile connections per day. Reliance Jio also expects to acquire 10 crore customers by the end of this year. However, even after using Prime Minister Narendra Modi's pictures in it's advertisements, so far Reliance Jio has been able to provide only 5 lakh customers per day, i.e., only 50% of it's announced target. It is important to note that the dead-line set by Reliance Jio, after which the offer for free, bundled unlimited voice and data services will end is, 31st December, 2016. 

 

[12.09.2016]Interest rate for EPF is to be reduced to 8.6% for 2016-17.

The Finance Ministry is consistently pressurising the EPF Organisation, to cut down the interest rate. The EPFO gave 8.88% interest for the deposits in the financial year 2015-16, even though the Finance Ministry had instructed the EPFO to fix the interest rate as 8.87%. However, now the EPFO is all set to scale down the interest rate to 8.6% for 2016-17.

BSNL has long been trying to sign Intra Circle Roaming (ICR) agreement with major private telecom companies, to enable better network coverage to it's customers. Consequent to this, 2G ICR agreement is signed between BSNL and Vodafone on 11-09-2016. As a result of this agreement, BSNL customers are expected to get benefited in urban areas, where Vodafone is having a formidable network,  and Vodafone customers are expected to get benefited in far-flung areas,  where BSNL is having a superior network.

 

[10.09.2016]Supply of the requisite quantity of stores and materials is key to improve the quality of landline services - CMD BSNL told.

In the meeting held between the CMD BSNL and the unions and associations on 08-09-2016, the representatives of BSNLEU pointed out to the CMD BSNL that, shortage of stores and materials is plaguing the efforts of the employees to carry out maintenance works, to improve the quality of landline and broadband services. The representatives pointed out the stores and materials that are in short supply. The CMD BSNL assured to take needful action.

The entire private telecom companies are shivering due to the entry of Reliance Jio. BSNL is not an exemption. The entry of Reliance will certainly affect BSNL also. However, BSNL can very well face this challenge, provided the quality of it's services is improved on a war foot basis. BSNL’s land line and broadband services is a very big strength, which no private telecom company is having. The quality of these services has to be urgently improved, which will go a long way in facing the challenge from Reliance Jio. Hence, our comrades are requested to concentrate on this task. In this regard, we reproduce hereunder, the images of a good work done to improve the quality of our landline service in Kalyan SSA. [10.09.2016]BSNL Board approved the audited balance sheet for 2015-16. The high lights are:-

1)      After 2009-10, highest revenue, Rs.32,918 Cr compared to Rs.28,648 Cr of last year.

2)      Revenue from operations increased by 4.43%. Rs.28,449 Cr comparing to Rs.27,242 Cr last year.

3)      Losses reduced by 53%, from Rs.8,234 Cr of last year to Rs.3,880 Cr.

4)      Operational profit increased from Rs.672 Cr to Rs.3,854 Cr.

5)      Loan repayment done and the present liability is only Rs.2,500 Cr.

[09.09.2016]NITI Aayog recommends strategic sale in 44 PSUs.

The  NITI Aayog, which has been assigned with the task of identifying the PSUs for disinvestment /privatisation, by the Narendra Modi government, has submitted a list of 44 PSUs in which strategic sale will be started by the government. Even though the government keeps on making announcements that the Public Sector would not be privatised, the Niti Aayog is very busy, identifying PSUs for sale. Amitabh Kant, CEO of the Niti Aayog, has stated that they have submitted another list of 76 PSUs to the government, among which some companies need to be closed down.

[09.09.2016]Demand for granting grace marks for the JAO LICE rejected by the Director (HR).

BSNLEU has already written to the BSNL Management, demanding to grant grace marks for the candidates who have failed in the last JAO LICE, by a few marks. The issue was discussed with Ms. Sujata Ray, Director(HR), by com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, on 07.09.2016. The representatives explained the case in detail, with the justifications. However, the Director(HR) replied that Management is not giving grace marks for any exam, and said that the demand could not be accepted.

 

 

 

[09.09.2016]Management urged to immediately start the talks for wage revision.

com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, who met Ms. Sujata Ray, Director(HR) on 07-09-2016, demanded that the Management should immediately start the talks for wage revision of the Non-Executives. The representatives explained that the wage revision talks would consume a long time, and hence early commencement of the talks would avoid the delay in signing the agreement. The Director (HR) assured that the matter would be looked into.

A meeting of all the unions and associations with shri Anupam Shrivastava, CMD BSNL, was held yesterday the 08-09-2016. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, TEPU, AIBSNLOA and BEA attended the meeting. Com. P. Abhimanyu, GS and com Swapan Chakraborty, Dy. GS, represented BSNLEU. The CMD BSNL explained the challenges that have been thrown to BSNL, due to the entry of Reliance Jio and also the measures being taken by BSNL, to face the challenges. The CMD BSNL told that BSNL's scheme of unlimited data for Rs. 249/ should be popularised. He further told that BSNL will sizeably lose it's revenue due to the ongoing competition, and to offset this loss, we should bring in more number of customers, and thereby should increase our revenue. The CMD BSNL emphasised that improvement of the quality of our services alone can ensure success to BSNL in the ongoing competition. He told that BSNL's operational profit for 2015-16 is Rs. 3,855 crores and that BSNL's loss for this financial year is reduced to Rs. 3,500 crores.

The All India Centre meeting held yesterday the 06.09.2016, has finalised the admission of delegates, in the Chennai All India Conference, to be held from 31st December, 2016 to 3rd January, 2017. The number of delegates eligible for each district, is given in the enclosed list. Some circles have either not remitted CHQ quota for the year 2015, 2016 or have remitted less amount. The eligibility of delegates for these circles / districts will be announced only after receipt of quota for 2015 and 2016 in full. CHQ has written letters to these circles. The All India Centre meeting held yesterday the 06.09.2016, has decided that only the delegates and observers allotted by the CHQ will be admitted in the All India Conference. Over and above this, no one will be admitted inside the conference hall from the 2nd day onwards, i.e., from 1st January, 2017 onwards. However, some extra comrades can be allowed on the 1st day, in the inaugural session and seminar. All circle and district secretaries are requested to kindly cooperate. 

 

[07.09.2016]Deadline for admission of delegates / observers.

Accommodation of delegates and observers will be made available on 30th December, 2016 itself. This is to enable the registration of delegates and observers to be completed by 30th December, evening itself. No admission of delegate / observer will take place from 1st January, 2017 onwards. This decision is taken, keeping into account the problems arose in the earlier conferences in this regard. All circle and district secretaries are requested to note this and advise the delegates / observers to book the travel tickets accordingly.

[06.09.2016]DoT urged to endorse the DoP&T order on stopping recovery of over payment.

Based on the Supreme Court judgement, the DoP&T has already issued order, giving direction that the over payment given to the Group ‘C & D’ employees in the past should not be recovered. BSNL has not yet implemented this order of the DoP&T, on the plea that the same has not been endorsed by the DoT. Com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. Animesh Mitra, Vice President (CHQ), met shri S.K. Jain, DDG (Estt.), DoT, today and demanded that the DoT should immediately endorse the DoP&T orders. Once again BSNL has made the achievement of providing 20 lakh mobile connections in the month of August, 2016. Totally 23,07,301 mobile connections were provided in August, 2016, whereas the target was 22,30,000. Thus, BSNL has achieved 103% target in providing in mobile connections in the month of August, 2016. [05.09.2016]PLI Committee meeting held today.

A meeting of the PLI Committee was held today. In the last meeting, Management Side proposed that the revenue increase of the Company alone should be taken as the parameter for fixing the quantum of PLI. In today’s meeting, the Staff Side informed the Management Side that increase in revenue alone cannot be the sole parameter. Instead, new connections in mobile, landline, broadband segments should also be the KPIs ( key parameter indicators – KPI ). As regards, payment of this year’s PLI, no decision could be taken, since there was no unanimity between the Management and Staff Sides.

 

[03.09.2016]Month long mobilisation and toil resulted in successful strike in BSNL.

From Kashmir to Kanyakumari, a successful strike has taken place in BSNL yesterday,  the 2nd September. BSNLEU's leaders and functionaries have strained their nerves for more than a month, to achieve this success. Unlike in previous General Strikes,  BSNLEU conducted circle level conventions this time to successfully organise the strike. Delegates from each and every district were mobilised in these conventions. CHQ office bearers of BSNLEU addressed them. In all circles, except in one or two, these conventions were conducted with massive mobilisation of employees. Most of the circle and district unions extended their fullest cooperation for the success of these conventions.  The charter of demands as well as the pro-corporate and anti-labour policies of the Modi government were extensively explained in these conventions. This month long ground work done by BSNLEU has made the General Strike substantially successful in BSNL this time. CHQ conveys revolutionary greetings to all the leaders and comrades who have worked hard and made this strike a success.

General Strike did not take place in Gujarat circle last year. Hence, BSNLEU took special efforts to make the strike a success in that circle. Both the Staff Side members of the PLI Committee, com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, met shri Anupam Shrivastava, CMD BSNL yesterday, and discussed the PLI issue. Both the leaders told the CMD BSNL that, the PLI amount of Rs.1,100/-, offered by the Management Side, in the PLI Committee meeting held on 24-08-2016, is very meagre. They sought the intervention of the CMD BSNL to settle the issue. Both the leaders demanded that, the contribution being given by the employees, especially during the past 2/3 years, for the revival of the Company should be kept in mind, and a reasonable amount should be paid as PLI to the employees. The CMD BSNL assured to look into the issue.

Days before the countrywide strike by workers on September 2, the government had announced that it was raising minimum wages of unskilled workers from Rs.246 per day to Rs.350 per day .This was “based on deliberations in the meeting of Minimum Wage Advisory Board held on 29-08-2016“, of which trade unions are also a part, claimed the government. 

 

The trade unions have alleged that no such proposal was discussed in the board meeting. Kashmir Singh Thakur, member of the board, has written to labour and employment minister Bandaru Dattatreya saying that the “the proposal of Rs.350 per day as minimum wage ... never surfaced in the meeting on that day”. Thakur has claimed that all the workers' representatives at the meeting of the board had, in fact, reiterated the demand for Rs.18,000/- monthly minimum wage (Rs.692 per day), which is one of the key sticking points in the dispute and the cause for widespread support for the impending strike. The central trade unions are upset at this sleight of hand and have called upon the government to issue a “correction“ or a “rejoinder“ on this. 

 

What is the basis of the two contradictory proposals of minimum wage? While the government has not given any details as to how it arrived at the figure of Rs.350 per day, trade unions say that their proposal is derived from a standard method of calculating the minimum wage accepted by the Indian Labour Conference, which has representatives from the employers and the government, along with workers' representatives. This standard method was also followed by the 7th Pay Commission, which recently released its report on pay fixation of government employees. According to this method, a three-unit worker's family is assumed to consume 2,700 Kcal per day worth of food, apart from various other essentials like cloth, soap, fuel, etc. Prices of commodities are taken from surveys done by the Labour Bureau. Additional expenses like that on children's education and festivals are added on as 25% of other expenses, following a Supreme Court order in 1992. The 7th Pay Commission crunched through all the numbers and came up with Rs.18,000 per month (Rs.692 per day) as the “minimum need-based wage” for unskilled employees. The trade unions are demanding the same for unskilled workers. Since the government's proposal of Rs.350 per day is nearly half of what is demanded by the workers, the impasse continues.

The Central Trade Unions conducted a press conference at the Press Club, New Delhi, yesterday. All the Central Trade Unions, except BMS attended it. In the press meet, the Central Trade Unions rejected the deceptive and misleading announcements made by Arun Jaitley, Finance Minister, and announced that the 2nd September General Strike would take place as per schedule. The leaders also called upon the working class to massively participate in the strike.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri Anupam Shrivastava, CMD BSNL yesterday, and expressed their disappointment and concern, over the inordinate delay in the commencement of negotiations for Wage Revision of the Non-Executives in BSNL. They demanded that the Joint Committee for Wage Revision should immediately be constituted and preliminary talks on Wage Revision should start. The CMD BSNL agreed to look into the matter seriously.

[31.08.2016]Strike decision stands. Arun Jaitley’s deceptive and misleading statement and appeal rejected by the Central Trade Unions.

The government, instead of inviting the Central Trade Unions which have issued the strike notice for talks, has invited only the RSS affiliated BMS, for talks. It is noteworthy that the BMS has not issued any strike notice. This attitude of the government is condemnable. Yesterday, Arun Jaitley, Finance Minister, has issued a statement, announcing certain concessions and has appealed to the trade unions to withdraw the strike. All the Central Trade Unions, except BMS, have rejected this appeal. The CTUs have reiterated that General Strike would be held on 2nd September, 2016. BSNLEU calls on the employees not to get confused by the deceptive and misleading statement of the Finance Minister and to massively participate in the General Strike.

 

[31.08.2016]Central trade unions on Tuesday rejected the government's announcements on hike in minimum wages and payment of bonus as “mockery and deception” and decided to go ahead with Friday's nationwide strike.

In a statement, the Centre of Indian Trade Unions (CITU) termed finance minister Arun Jaitley's statement that the government had accepted the recommendations of the minimum wage advisory committee as “totally untrue”. “The minimum wage committee met on August 30, 2016, and ended inconclusive while all the workers' representatives reiterated their demand of Rs.18,000/-. Such misstatement by the government is a deliberate ploy to mislead and confuse the workers before the strike”, it said. The RSS-affiliated Bharatiya Mazdoor Sangh (BMS), however, lauded the government's announcements and decided to abstain from the general strike on September 2. AITUC general secretary Gurudas Dasgupta, “The labour minister sent us an email requesting us not to go on strike. It proves how the government is not interested in talking to the trade unions. It (the government) is only interested in talking to BMS.”

[27.08.2016]March ahead towards 2nd September General Strike.

Hardly one week is left for the 2nd September General Strike. The decision to go on one day General Strike on 2nd September, 2016, was taken by the entire Central Trade Unions, except BMS, on 30.03.2016. So far the government has not called the Central Trade Unions for any talks. This non-responsive and arrogant attitude of the government is condemnable. At the same time, the Group of Ministers, headed by Finance Minister, Arun Jaitly, has held discussions with the BMS, the non-striking union. So far, two rounds of discussions are held on 16th and 24th August, 2016, on the 12 point charter of demands of the Central Trade Unions. BSNLEU strongly condemns this attitude of the government. BSNLEU demands that the government should hold talks with the Central Trade Unions which have given notice for the 2nd September General Strike. We have to be cautious about this. In the last minute, the government may try to confuse the workers, with some false announcements, to break the strike. Circle and District Unions are directed to take all out efforts to make the strike a historic success.

[26.08.2016]Telecom Stores circle organised convention on 2nd September General Strike.

The convention of Telecom Stores circle, on 2nd September 2016 has taken place on 23rd August 2016. In spite of heavy downpour, sizable number of staff and members of BSNLEU attended the convention.  Com. Animesh Mitra, CHQ Vice President and Com. Om Prakash Sing, CHQ Vice President attended the convention.  Com. Thakur Chandra Das, Circle Secretary, explained the decision of the last CEC on the strike and the reason behind convening the convention.  Com, Animesh Mitra, CHQ Vice President, explained the list of demands including those raised by BSNLEU and explained the backgrounds and the present position of all the demands.   He justified the participation of the staff of BSNL in the strike  since the attack of the Govt. policies are common to all and thereby making the BSNL Industry as well as the employees victim of the policy.   Com. Om Prakash Sing invited the attention towards the activities of both the BJP led Central Govt. and the State Govt. led by Mamata Banerjee  against the employees and workers to stall the democratic right of TU movement including strike. He appealed to all in the audience to participate in the strike, pave in the street to fight against the fascist like attitude.  The convention was presided over by Com. Adhir Kumar Sen, President of Circle Union.

The PLI committee meeting was held on 24.08.2016. Com. P.  Abhimanyu, GS, BSNLEU and com. Chandeswar Singh GS, NFTE, together with com. Swapan Chakraborty, Dy. GS, BSNLEU and com. Rajmouli, Treasurer, NFTE, were present. Ms. Madhu arora, GM (Estt.), shri D. Chakraborti, GM (Pers), Ms. R.D. Sharan, GM (EB) and Shri A.M. Gupta, GM (SR) represented the Management Side.

 

In the earlier meeting, Management had proposed number of mobile, landline & Broad band connections given, revenue, etc., as parameters for measuring productivity, for payment of PLI. But in this meeting, Management Side proposed that revenue earned alone shall be the parameter. The Staff Side expressed it’s reservations for this proposal. However they said that they would give their final response in the next meeting.

 

As regards this year’s PLI payment, management Side proposed to pay Rs.1, 100. They said that the increase in revenue in 2014-15 is Rs.1, 100 crore. They want to give Rs.1 for increase in revenue of Rs.1 Crore. Staff Side did not accept this proposal. Staff Side said that a lot of improvement has come in BSNL’s viability during the past 2 to 3 years. The employees have paid major contribution in this improvement. Taking this into consideration, a reasonable amount should be paid as PLI, demanded the Staff Side unanimously. Discussion will continue in the next meeting to be held on 5.09.2016.

Nerendra Modi assured "achhe din" for every Indian, and came to power. After two years of Modi's rule, let us see who has got the achhe din. The demand of Rs.18,000/ as minimum wages for the contract workers has already been rejected by the Modi government. At the same time, Airtel, the biggest telecom company of India, in it's 21st Annual General Body Meeting (AGM), held on 19th August, 2016, has decided to increase the salary of it's chairman, Sunil Mittal Bharti, to Rs.30 crore per annum. In 2015-16, his salary was Rs.24.6 crore. Apart from this salary, Sunil Mittal is also eligible for perquisites, not exceeding 50% of this salary. Remember, this is only the salary for the post of chairman. Apart from this, Sunil Mittal will get a huge share in the profits of Airtel.

The war between private telecom companies are crossing all limits. New comer Reliance Jio on the one side, and the Cellular Operator's Association of India(COAI), representing Airtel, Vodafone, Idea,etc., on the other side, are in the fight. Both sides have announced attractive schemes to capture/retain customers. The COAI has accused that the TRAI is helping Reliance Jio by reducing the Inter Usage Connectivity(IUC) charges. Reliance Jio has accused that Airtel, Vodafone etc., are not providing sufficient Points of Inter Connectivity. Thus, the war between the private telecom companies are intensifying day by day. As the next step in this war, Reliance Industries Limited (RIL), the mother organisation of Reliance Jio, has ordered it's 40,000 employees to immediately stop using the services of Airtel, Vodafone, etc., and to switch over to Reliance Jio. Customers will be getting some concessions till this war goes on. But, ultimately, the same private telecom companies will stop their fight, and will form cartel among themselves, to loot the people.

Tamil Nadu has the highest number of broadband internet subscribers in the country. As on March 31 this year, of the total 149.75 million broadband users in the country, 14.89 million were in Tamil Nadu, figures released by the Telecom Regulatory Authority of India (TRAI) show. Maharashtra (13.82 million), Karnataka (12.18 million), Delhi (11.98 million) and Andhra Pradesh (11.17 million) are the other states with higher numbers of subscribers surfing internet at speeds greater than 520 KBPS.

BSNLEU, NE-I circle, conducted an inspiring seminar on SWAS programme at Shillong on 20th August, 2016. More than 200 members of the union from different districts participated the seminar. The seminar was presided over by com Gopal Das, senior leader and CS,AIBDPA, NE-I circle . Com D.A.Shylla, DS, BSNLEU, Meghalaya gave welcome address. Com Shivjee Roy,CS,NE-I initiated the discussion. Shri K.K.Saxena, CGM, NE-I placed his suggestions on behalf of the administration. The office was badly damaged in the attack. Thereafter, the goons locked the office with their own lock, and left the place. BSNLEU comrades urged the CGM, West Bengal, to take proper action. The CGM, however,  only opened the Union office, but has not filed any FIR with the police.  CHQ has demanded the CMD to intervene and take appropriate action. BSNLEU severely condemn this cowardly attack of the Trinamool goons.

 

[19.08.2016]Successful convention at Shillong, in preparation for the 2nd September General Strike.

A successful convention was conducted at Shillong, by the BSNLEU, NE-I circle in preparation for the 2nd September General Strike. The convention was presided over by com D. A.Shylla. Com. Shivjee Roy, Circle Secretary, initiated the discussion. Addressing the convention, com. Swapan Chakraborty, Dy.GS, BSNLEU explained all demands of the Strike notice. [17.08.2016]GS, BSNLEU demands the GM(Rectt.& Trng.) to hold the next JTO LICE on time and to depute all the passed candidates for immediate training.

Com.P.Abhimanyu, GS, spoke to Ms.Anima Roy, GM(Rectt.&tng.) and discussed two important issues. BSNLEU has already demanded that the next round of JTO LICE should not be delayed and should be held as per schedule. For this, the GM replied that most probably, the exam would be conducted as per the schedule, i.e., on 28-08-2016. Then the GS,BSNLEU insisted that the those who have already passed the exam should immediately be sent for training. For this, the GM replied that Management has already chalked out a programme to complete the training of all the candidates by 31-10-2016.

 

[17.08.2016]PLI Committee meeting is to be held on 24th, August.

BSNLEU has been insisting the Management to hold the PLI Committee meeting, since there is abnormal delay in holding the same. BSNLEU has insisted the Director(HR) also, to ensure the holding of the meeting without further delay. [13.08.2016]Retail inflation hits a 23 month high.

As per the data released by the Central Statistics Office (CSO), inflation, as measured by the Consumer Price Index, rose to 6.1% in July.  This is a 23 month high. In the month of June, inflation was at 5.8%. While the government is making hollow claims that it had controlled price rise, the Central Trade Unions have projected price rise as one of the major issues for the 2nd September General Strike.

[12.08.2016]NFTE’s “Sample Dharna” at BSNL Corporate Office and unwarranted criticism on BSNLEU.

As per it’s decision to conduct dharna on 12.08.2016, NFTE has conducted a “Sample Dharna” at BSNL Corporate Office. From the photos published on NFTE’s website, we could see a handful number of comrades sitting in the dharna. We wish to point out that, BSNLEU has conducted massive dharnas in the past, in this same Corporate Office compound, with the participation of hundreds of comrades. Now, after breaking the unity and by forming a parallel Forum, NFTE has conducted a “Sample Dharna”. This is nothing but a mockery of the Corporate Office level struggles. NFTE’s President has once again made his ‘routine’ and ‘stereo typed’ accusations on BSNLEU. Since, we have already replied these baseless accusations umpteen times, we do not want to give any weightage to them. But, we request the sincere-hearted comrades of NFTE to think over, whether the disruption of unity by NFTE leadership is appropriate, at a time when massive united struggles are required to settle the wage revision and to defend BSNL.

BSNL Management has invited the United Forum for discussing the issues raised in the notice for agitational programme. BSNLEU has been demanding the BSNL Management to immediately start the wage negotiations by forming the “Wage Revision Committee”. The last letter on the subject was written by BSNLEU on 15.07.2016. The BSNL Management, in it’s reply, has conveyed that it has not received instructions/guidelines from the DPE/DoT, for starting talks on wage revision. However, the Management has also stated that it has already taken up the matter with the DoT for the issuance of necessary instruction. [12.08.2016]Only a government owned structure should maintain the Goods and Services Tax Network(GSTN).

Recently, the Parliament has passed the Goods and Services Tax(GST) Bill. In this situation, Subramanian Swamy, an MP of the BJP, has raised strong objections to the decision of the government, to allow a private company to manage the Goods and Services Tax Network(GSTN). He has written a strong letter to the Prime Minister, wherein he has stated that this decision of the government would allow the private company to access sensitive information. Subramanian Swamy has demanded that the private company should be replaced by a " government owned structure". It is reported that it was the decision of the UPA government, to engage a private company to manage the GST Network.

[12.08.2016]The NITI Aayog recommended 3 units of the SAIL for strategic sale - Minister informs Parliament.

It was reported by the media last month that, the NITI Aayog was proposing strategic sale in BSNL and MTNL, which drew sharp protest from BSNL and MTNL employees. However, NITI Aayog issued a prompt press release, stating that it had no plan for strategic sale in BSNL and MTNL. In this situation, shri Vishnu Deo Sai has informed the Parliament yesterday that the NITI Aayog has recommended strategic sale in 3 units of the Steel Authority of India Limited(SAIL). The 3 units are Salem Steel Plant, Visvesvaraya Iron and Steel Plant and the Chandrapur Ferro-Alloy Plant. If BSNL employees remain silent, very soon the Telecom Minister will inform the Parliament that, the NITI Aayog has recommended the BSNL also for strategic sale.

Following it's Free Roaming and Free Night Calling schemes, the BSNL is introducing another innovative scheme to BSNL customers. This is, "Unlimited Free Calls" from BSNL's landlines, on Sundays. This scheme will be implemented from 15th August. According to this scheme, unlimited free calls will be allowed from BSNL's landlines, to the landlines and mobile connections of all networks, on Sundays. This facility will be in addition to the already available Free Night Calling scheme. Certainly, this scheme will help BSNL to very effectively compete with other private operators. The Forum, in it's meeting conducted on 23-06-2016, decided to conduct processions in all circle and SSA headquarters, to intensify the SWAS and to show case the schemes and products of BSNL. In that meeting itself it was decided that the programme will take place on 10-08-2016. Subsequently, this was discussed with the CMD BSNL, who willingly agreed that it could be a joint programme. The Director(HR) also has mentioned in her letter dated 29-07-2016, that Management and the Forum of Executives and Non-Executives are conducting this programme. Hence, no one can have any doubt or complaint that this was a programme of the Forum and Management.

[10.08.2016]Payment of HRA on 78.2% IDA approved by the CMD BSNL.

BSNLEU has been strongly demanding that payment of HRA should be revised based on 78.2% IDA merger. It is learnt that the CMD BSNL has approved this today. The payment will be from 01-10-2016.

 

[10.08.2016]BSNLEU demanded the Management not to unduly postpone the JTO LICE.

It has come to the knowledge of the BSNLEU CHQ that the BSNL Management has decided to defer the date of the JTO LICE for 2014-15, from 28.08.2016 to 12.09.2016. Com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Sunil Gautam, Dy.GS, SNATTA met Ms. Anima Roy, the GM (Rectt.), BSNL CO., and objected strongly for the deferment of the JTO LICE 2014-15 from 28.08.2016 to 12.09.2016. The GM informed that since the registration for the LICE has been extended from 31.07.2016 to 13.08.2016, the Management feels it right to defer the date of examination from 28.08.2016 to 12.09.2016. The representatives argued that as per rule, minimum 90 days time is required between the date of notification of the exam, and the date of holding the exam. The notification of the exam is issued on 4th June, 2016 and hence, there is no necessity to change the date of the exam. Further, 12th September, 2016 is a BSNL holiday, on account of Id-ul-Zuha (Bakrid). Hence, the exam should not be conducted on the date. After much discussion, the GM(Rectt.) assured to look into the matter. BSNLEU has also written to the Director(HR), strongly demanding not to unduly postpone the exam.<<<view letter>>>

 

[10.08.2016]Inspiring SWAS programme at BSNL Corporate Office.

As a part of today's programme on SWAS, nearly 1000 Non-Executives and Executives, of BSNL Corporate Office, NTR and NTP, along with the Forum leaders, participated in an inspiring programme at the Corporate Office. Shri A.M. Gupta, GM (SR), welcomed every one to the programme and announced that the Management had decided to call the programme as “Sampark” (Samay par Kam). This was followed by the speech of the CMD BSNL, Shri Anupam Shrivastava. In his speech, the CMD BSNL highlighted the achievements of BSNL during the year 2015-16 as well as in the current year. Then the CMD BSNL read out the pledge. The entire staff and Executives, as well as the Forum leaders, took the pledge. The next round of auctioning of spectrum is to start on 29th September,2016. The Telecom Department (DoT) has issued the notice, inviting applications on 08-08-2016. In this auctioning, 2354.55 megahertz of spectrum in the 3G bands of 900 MHz and 2100 MHz, and 4G bands of 700 MHz, 800 MHz, 1800 MHz, 2300 MHz and 2500 MHz will be auctioned. The Government expects to gain a minimum amount of Rs.5,56,000 crore from this auctioning. 

 

[10.08.2016]TRAI is favouring a new comer - Major private telecom companies blame.

India's biggest private telecom companies have blamed that the TRAI is framing policies to favour a new comer (read Reliance Jio). The Cellular Operators Association of India (COAI) has complained that the TRAI is taking a host of  policy decisions, which will hurt the existing service providers and will benefit the new players. For example, the TRAI has recently floated a consultation paper, suggesting to scrap "Call Termination Charges", a fee paid to networks receiving calls. This proposed move may help smaller and newer telcom companies, which potentially have more outgoing calls to subscribers of existing larger companies. Existing big telecom companies like Airtel, Vodafone, Idea, etc., have sought an urgent meeting with the Telecom Minister and the Secretary, DoT to raise the issue.

Kerala circle union of BSNLEU conducted a two day trade union study class on 8th and 9th August, at Malampuzha. The class was inaugurated by com.Elamaram Kareem, General Secretary, CITU, kerala state, who also conducted a class on the topic of "Tasks of the trade union". The second class was conducted by professor M.M.Narayanan, State Vice-President of the Progressive Writers' Forum, on the topic of "Extremism, Communalism and Fascism". On the first day evening, there was an interactive session between com.V.A.N.Namboodiri, Patron and the participants of the Study Class. On the second day morning, com.P.Abhimanyu, GS, conducted class on the topic of "Neo-Liberal Policies and it's impact on the Telecom Sector". [08.08.2016]Meeting with Management on SWAS programme.

Management conducted a meeting of all unions and associations in BSNL today, for the successful conducting of processions/road shows on 10th August, 2016. In the meeting, it is informed that the programme in the Corporate Office will start from 10 a.m. Accordingly, followed by the address by the CMD BSNL, an oath taking by all executives and non-executives of corporate office will take place. Thereafter, a procession, with placards and banners, publicizing the products and schemes of BSNL will be conducted through the streets of New Delhi. The representatives from Forum suggested to include executives and non-executives working in NTR, NTP, NFS, BBNL etc. also alongwith the Corporate Office, which is accepted by the Management. Forum leaders further suggested that wide media coverage should be ensured by the Corporate Management, as well as by the circle and SSA levels administrations by giving press release and through invitations to print and electronic media. [08.08.2016]Meeting with Director (HR).

coms. Swapan Chakraborty, Dy.GS, Animesh Mitra, VP and R.S.Chouhan, Organising Secretary(CHQ), met Ms. Sujata Ray, Director (HR), BSNL and discussed the following issues:- 

 

(1)  Eligibility of the TSMs regularised on or after 01.10.2000 for promotion under NEPP- Discussion held with the Director(HR). 

The representatives submitted that the TSMs who are regularised on or after 01.10.2000 are treated as DoT recruitees by the Management and they are given the benefits of counting of TSM service for increment, GPF, leave and pension etc. establish that they have performed duty in DoT and P.O. also issued for them. Hence, they are to be treated as DoT appointees only. In the NEPP all such officials should be given first upgradation on completion of 4 years service on 01.10.2004. The Management in earlier occasions denied the arguments of the Union and has issued clarification by which all these officials are treated as BSNL recruited. The Hon’ble CAT/Chandigarh Bench directed the BSNL Management to treat all these officials as DoT employees in case of NEPP also which is upheld by the Hon’ble High Court, Himachal Pradesh and as SLP filed by the Management in the Supreme Court also dismissed. Hence, the argument of the Union stands correct. After hearing, the Director (HR) assured to do the needful in the matter. 

 

(2)  Finalising a scheme for the regularisation of the left out casual labourers, as assured by the CMD BSNL.

This issue is once again discussed with Ms. Sujata Ray, Director (HR) today.  She assured that the proposal of the Union to finalise a scheme for the regularisation of the leftout casual labours will be examined, as per the proposals of the BSNLEU and the BSNLCCWF.

 

[08.08.2016]Treat those TSMs regularised after 01-10-2000, as DoT recruitees, for the purpose of promotions under NEPP.

Due to the efforts taken by BSNLEU, all the TSMs regularised on or after 01-10-2000, are issued with Presidential Orders and are made eligible for Government Pension and Government Family Pension. This is a great achievement of BSNLEU. However, BSNL Management is treating them as BSNL recruitees, for the purpose of promotions under NEPP. They are made eligible for first and second promotions under NEPP, only on completion of 8 years each. Instead, being DoT recruitees (since they are issued with Presidential Orders), they are eligible for 1st and 2nd promotions on completion of 4 and 7 years respectively. Once again BSNLEU has taken up the case with the Director(HR), citing court directions.<<<view letter>>>

As per the decision of the Forum of BSNL Unions and Associations, and which is also accepted by the Corporate Management, an oath taking, followed by processions/ road shows will be jointly conducted by the employees and the Management on 10-08-2016, to intensify the "Service With A Smile"(SWAS) programme. [06.08.2016]Government order, on revision of pension and other retirement benefits, in respect of Central Government employees who retired prior to 01.01.2016.

7th Central Pay Commission has already recommended revision of wages, allowances, etc., to the Central Government employees. However, these benefits are not applicable in respect of Central Government employees who had retired prior to 01-01-2016. Now, the government (Department of Pension and Pensioners' Welfare) has issued letter, implementing revision of pension and other retirement benefits to these retired employees.<<view letter-1>> <<view letter-2>> <<view letter-3>>

The 2 day Central Executive Committee meeting of the BSNL Casual and Contract Workers Federation is starting at New Delhi today. The meeting will hold serious discussions about strengthening the Organisation by streamlining it's functioning,  the issue of non-implementation of the orders of the Corporate Office with regards to minimum wages as well as social security measures, and very importantly about the participation in the forthcoming 2nd September General Strike. CHQ has printed posters for the 2nd September General Strike in English and Hindi, and has already dispatched them to all the district unions. These posters are expected to reach district unions shortly. These posters are already uploaded on the CHQ website. Circle and district secretaries are requested to download them and get them locally printed in more numbers, so that the message for the strike can be given wide publicity. Further, wherever necessary, these posters may be printed in regional languages and used widely, for making the strike success.

BSNLEU has already started holding it's circle level conventions, for organising the 2nd September General Strike. The Karnataka circle convention, held at Bangalore on 4th July, was highly successful. The CHQ requests the other circle unions also to take maximum efforts to make their circle conventions very successful, by utilising the Central Office-bearers allotted for their respective circles. It is very important to ensure that delegates are mobilised in good numbers from all the SSAs for these conventions. After completing the circle level conventions, strike preparatory meetings/conventions should also be organised in all districts. This step is very essential to make the grass-root level workers understand about the demands, as well as issues that are involved in the strike. CHQ wishes to point out that the circle and district secretaries have to fully involve themselves in the strike preparatory activities during the entire month of August. Let us make the 2nd September General Strike a historic success.

[05.08.2016]BSNL will not take part in the spectrum auctioning.

BSNL will not be participating in the forthcoming spectrum auctioning. Shri Manoj Sinha, Minister of State for Telecommunications has told this to the PTI. Government of India has decided to conduct auctioning for spectrum in the month of September, for which minimum floor prices have been fixed. Spectrum in the 700 MHz, 800 MHz, 900 MHz, 1800 MHz, etc., will be auctioned. Spectrum for providing 4G service is required for BSNL. But, BSNL is not having money to participate in the auctioning and buy spectrum. 

 

[05.08.2016]40 Public Sector Undertakings are without heads.

As many as 40 central public sector undertakings (CPSUs) are running without a regular chief executive, parliament was informed. These include MTNL, Shipping Corporation of India, NMDC and Rashtriya Chemicals and Fertilizers, minister of state for heavy industries and public enterprises Babul Supriyo informed Rajya Sabha in a written reply. He said the reason for vacant positions of chief executives in CPSEs is unforeseen vacancies due to resignation, death, vertical shift of incumbents, non-confirmation, etc.

Karnataka circle union conducted a very enthusiastic circle level convention at Bengaluru today, to mobilise the employees into the 2nd September General Strike. Com. B. P. The speakers explained the demands in great detail. [03.08.2016]RLC directs BSNL Management to settle PLI formula and declare PLI by 31.08.2016.

The Regional Labour Commissioner (Central) conducted conciliation today the 03.08.2016, between the BSNLEU and the BSNL Management, on payment of PLI on which the union observed demonstrations throughout the country on 01.04.2016 and dharna on 07.04.2016. Com. Swapan Chakraborty, Dy.GS, BSNLEU and com. V.A.N. Namboodiri, Patron, BSNLEU participated in the conciliation on behalf of the union. GM (SR), Shri A.M. Gupta participated from the Management. The union representative strongly argued that the Management has denied payment of adhoc minimum PLI @ Rs.7,000/- to the Non-Executives for 2014-15 pending finalization of PLI formula. The representative further complained that the Management called a ‘hurried’ meeting and giving oral notice to the union on the evening of 29th March, 2016 and conducted meeting on 30th March, 2016, even though the union informed the Management it’s inability to attend the meeting and requested to hold the meeting with proper notice. It is learnt that the Management has proposed payment of a 2 digit amount instead of standing orders of minimum PLI @ Rs.7,000/- and that an agreement was reached denying opportunity to the Major Recognised Representative Union to place it’s views on the important issue affecting the workers. Management Side could not give any valid argument. Finally, the RLC directed the Management to settle the PLI for the Non-Executives before 31st August, 2016. The RLC also clarified that no further extension of time will be given to the Management, keeping in mind the demand of the union that the Festival shall start from 1st week of October, 2016. The next meeting is fixed on 31st August, 2016.

[03.08.2016]GPF Fund allotted to all the circles. 

Funds were not allotted to the circles, by the Corporate Office last month, for the payment of GPF advance. This was due to acute shortage of funds. However, com. P. Abhimanyu, GS, spoke to shri Y. N. Singh, GM(T&BFCI) and demanded early allotment of funds at least  in the month of August. As, a result, Corporate Office has allotted funds to all the circles for the payment of GPF advance.

[02.08.2016]Sending nominations to the CHQ, for circle and local councils.

CHQ wishes to give the following guidelines to circle and district secretaries, regarding sending nominations for circle and local councils. Many district secretaries are sending nominations for local councils, directly to the CHQ, without getting the signatures of the circle secretaries. This is not acceptable. As per the decision already taken, nominations to local councils should be signed by the concerned circle secretary. CHQ will not accept any nomination to local council, without the signature of the circle secretary. Another important point should also be kept in mind, while sending nominations to the CHQ. That is, seats should be kept vacant for alliance partners. Circle Secretaries are requested to strictly monitor these guidelines.

BSNL has once again achieved the feat of providing more than 2 million mobile connections in a month. It has provided 21,38,226 mobile connections in July. Andhra Pradesh circle has given the highest number of mobile connections. The target set for Andhra Pradesh circle was 2,00,000 connections for the month of July. But, the circle has provided 2,67,875 connections. This is a fantastic performance. CHQ heartily congratulates the AP circle management, as well as the employees for exceeding the target and also for providing the highest number of mobile connections.

[02.08.2016]Corporate Office issued orders for extension of incentives to Project Vijay and Project Udan from October, 2015.

The incentives that were being given to the sales teams in Project Vijay and Project Udan were not extended from October, 2015. BSNLEU took up the issue with the CMD, BSNL vide it’s letter No.BSNLEU/405(HON/INC) dated 05.02.2016 and demanded that extension of these incentives from October, 2015 is very much essential to keep the employees motivated. [01.08.2016]General Secretary's meeting with GM, Jamshedpur. 

Utilising his visit to Jamshedpur on 30-07-2016, com. P. Abhimanyu, GS, met shri Sanjeev Verma, GM, Jamshedpur. Com. Naresh Lal, circle secretary, com. Ram Naresh Prasad, district secretary and com. A. K. Dey, district president accompanied the General Secretary. The GS assured all cooperation to shri Sanjeev Verma, who had recently taken over as the GM of Jamshedpur, for the improvement of the services and requested the GM to review the vindictive measures that have been imposed on the leaders and activists of BSNLEU. The GM assured to look into them and to do the needful.

 

[01.08.2016]GS, BSNLEU requests GM, Jamshedpur, to re-engage the 25 contract workers who were disengaged from work at Jamshedpur. 

During his meeting with the GM, Jamshedpur on 30-07-2016, com. P. Abhimanyu, GS, requested the re-engagement of 25 contract workers, disengaged from work earlier. The GS pointed out that the retrenched contract workers can be gainfully utilised for the maintenance works, in the wake of large number of line staff retiring from BSNL. Further, the GS pointed out that the contract workers can also be gainfully utilised in marketing activities, to increase the Company's revenue. The GM, Jamshedpur assured to look into the matter.

BSNL is investing around Rs 7,000 crore to install 21,000 new mobile towers, as a part of it's network expansion programme.  This is part of BSNL's 'Phase 7+' initiative, to put additional 21,000 towers, after an addition of 25,000 sites already done under the phase 7 programme, concluded recently. Apart from this, BSNL is in talks with Vodafone India and Bharti Airtel for intra-circle roaming (ICR) arrangements. Shri Anupam Shrivastava has told this to the Economic Times.

Victory celebration and convention for organising 2nd September General Strike is held at Jamshedpur, by BSNLEU today. A large number of employees participated in the convention.  Com. A. K. It is amazing to know that Tamil Nadu circle has created a record by conducting melas in 704 places in a single day, i.e., on 26-07-2016, and has aggressively marketed BSNL's products. Officers, employees and contract workers have enthusiastically participated in these melas throughout the circle. The results of these melas are exciting. Totally, 38,036 SIMs (including MNP), 573 landline connections and 394 Broadband connections are sold in these meals. BSNLEU heartily congratulates the Management and employees of Tamil Nadu circle. If Tamil Nadu circle can do this, then certainly other circles can also do.

[28.07.2016]Meeting between Director (HR) and BSNLEU.

A meeting between the Director (HR) and BSNLEU was held today to discuss certain important issues being taken up by the union. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, participated. Apart from the Director (HR), Ms. Madhu Arora, GM (Estt.), shri A.M. Gupta, GM (SR) and Ms. Anima Roy, GM (Rectt.) also participated in the meeting. The following issues are discussed:-

 

(1)  Declaration of the results of the candidates provisionally allowed to appear in the JTO LICE held on 22.05.2016.

The Union strongly demanded that the results of all the TTAs whose recruitment exam was held upto 31.03.2008, and who were provisionally allowed to appear in the JTO LICE held on 22.05.2016, should be declared immediately. The Director (HR) replied that Corporate Office is looking into the matter, based on the inputs received from the CGMs and in consultation with the legal branch. Union insisted the Director (HR) to consider it’s demand. 

 

(2)  Removal of hardships being experienced in NEPP.

The Union has already written to the Director (HR) demanding removal of 5 main hardships being experienced by the employees. After discussion, it was decided that BSNLEU will give a presentation on it’s demand to the committee of officers already put in place for this purpose. 

 

(3)  Amendments to the JAO and JTO RRs.

BSNLEU has already written to the Director (HR) demanding amendments to the Recruitment Rules of JAO and JTO RRs. As regards, amendments to the JTO RR, the Director (HR) gave a positive response. As regards, the amendments to JAO RR, it was suggested to discuss it with the GM (FP).

 

(4)  Allowing non-10th standard candidates to appear the Telecom Technician (TM) LDCE and non-10+2 candidates to appear in the JE (TTA) LDCE , as a one time relaxation.

The Union insisted that non-10th standard candidates should be allowed to appear in the Telecom Technician (TM) LDCE, by giving a one time relaxation. The Director (HR) agreed to look into this. As regards, giving one time relaxation to the non-10+2 candidates to appear in the JE (TTA) LDCE, it was replied that a decision would be taken after studying the related court case. 

 

(5)  Review of the results of the JTO LICE 2013, by giving full marks for questions with more than one correct answer.

The Union bitterly complained that the decision of the Hon’ble Principle CAT is not being implemented on the subject. After hearing both the Union and the GM (Rectt.), the Director (HR) directed to put up the case to her. 

 

(6)  Settlement of victimisations in Varanasi.

The Union pointed out that the victimisations in Varanasi, on account of filing forged FIRs on 21 comrades, is dragging on due to the misleading letter given to the judiciary, by the GM, Varanasi. The Union demanded immediate withdrawal of the said letter. The Director (HR) directed the GM (SR) to take prompt action on this issue.

 

[28.07.2016]BSNL and MTNL unions and associations issuing joint notice for demonstration against strategic sale.

After a long time, the unions and associations of BSNL and MTNL are coming together to conduct protest demonstrations jointly on 03.08.2016, against strategic sale. A joint notice for this demonstration, addressed to the Secretary, DoT, and signed by the unions and associations of BSNL and MTNL, is being issued. The unions and associations of BSNL and MTNL have also resolved to intensify the struggle, if the NITI Aayog and government do not give up their proposal for strategic sale in BSNL and MTNL.  

 

[28.07.2016]Qualifying marks further relaxed for SC/ST employees for various departmental examinations.

BSNLEU is continuously fighting for the strict implementation of the DoP&T orders for relaxation in the qualifying marks of the SC/ST candidates in various departmental examinations. BSNLEU has also conducted various struggles on this demand. As a result of this, a committee was constituted a few months back by the Corporate Management. Based on the recommendations of the committee, Corporate Office has issued order today, further relaxing the qualifying marks for SC/ST candidates in various departmental examinations. It is surprising to note that the Management has stated in this order that, the above committee was formed as per the advice of the Parliamentary Committee on SC/ST Welfare. Any how, it is a welcome decision of the Management that this relaxation will be implemented for all the departmental examinations notified after 02.12.2014. Definitely, this is an achievement for the continuous struggle of BSNLEU. However, it is to be noted that even this relaxations are not given as per the DoP&T orders on the subject. Now, BSNLEU will consider taking the next step for making BSNL Management to implement the DoP&T orders in letter and spirit.<<view order>>

 

[28.07.2016]Conduct massive demonstrations opposing the NITI Aayog’s move for bringing strategic sale in BSNL and MTNL.

The unions and associations of BSNL and MTNL have decided to conduct massive demonstrations throughout the country on 03.08.2016, opposing the NITI Aayog’s move for bringing strategic sale in BSNL and MTNL. An all union / association meet convened by the Forum on 25.07.2016, decided to organise protest demonstrations on 03.08.2016. This decision was further discussed with the unions and associations of MTNL on 26.07.2016, by com. P. Abhimanyu, Convenor, Forum, com. Prahlad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA. As a result of this, it was decided to organise the demonstrations jointly at New Delhi, by the unions and associations of BSNL and MTNL. All circle and district unions of BSNLEU are requested to effectively organise demonstrations on 03.08.2016, by coordinating with other unions and associations. Since, the available time is very less, all circle and district secretaries are requested to organise the programme swiftly.

It has been decided to hold the demonstration at Eastern Court, to facilitate both the employees of BSNL and MTNL to participate in the demonstration at New Delhi.

The CEC meeting of BSNLEU, held at New Delhi from 18th to 20th July, 2016, hailed the removal of 60% ceiling on government’s liability to pay pension as well as extension of 78.2% IDA merger benefit to the pensioners. The meeting called on the circle and district unions to celebrate Victory Day today. In accordance with this call, the Victory Day has been celebrated jubilantly in most of the circles by holding special meetings and by distributing sweets. CHQ heartily congratulates the circle and district unions for implementing the programme successfully.

As per media report, the Central Government has accepted the proposal of the 7th pay commission, according to which, performance yard-sticks are fixed for increments, promotions, including ACP. As per the report, government has decided to withhold annual increments of those employees who are not able to meet the benchmark.

[27.07.2016]Trade unions walk out of EPFO meeting, protesting government’s decision to divert unclaimed EPF money.

Trade unions have walked out of the meeting of the Employees Provident Fund Organisation yesterday, protesting the government’s decision to utilise the unclaimed provident fund money to fund various government schemes. It is reported that around Rs.42,000 crores are lying with the EPF, in the unclaimed accounts. The trade union leaders told that this is the money of the workers and should be refunded to them whenever it is claimed. On one side, the government is giving lakhs of crores of rupees as concessions to the big corporates. On the other side, it is reducing the fund allotment to various welfare schemes, meant for the poor people. Now, the government wants to capture the workers’ provident fund money also.  

 

[27.07.2016]New Child Labour Act will lead to exploitation of poor children.

The NDA government passed the Child Labour Bill in the Parliament yesterday, on which the UNICEF and child rights groups have expressed their concern. According to the Bill passed, children below the age of 14 years will be permitted to work in family enterprises, after school hours. Since a lot of works are now being outsourced, they are being done by people from their houses. Under this situation, the new Act will increase the exploitation of poor children and will affect their studies. It is noteworthy that the Nobel Prize winner Kailash Satyarthi has told that, this change would lead to further victimisation of children in their poverty.

The proposal of the NITI Aayog, to start disinvestment in BSNL, through the strategic sale route was raised in the Rajya Sabha on 25.07.2016, by com. Tapan Sen, MP & General Secretary, CITU. He raised this issue during ‘Zero Hour’ in the Rajya Sabha on the date mentioned above. Com. Tapan Sen, severely criticised the proposed move of the NITI Aayog to start strategic sale in BSNL. He was also critical of the government for not extending any help to BSNL for it’s revival, but at the same time thinking about making disinvestment, when the Company has started improving it’s financial position. <<<Watch to the video clip>>>

BSNLEU has received an appeal to contribute 1,000 Euros (around Rs.75,000/-) as donation to the World Federation of Trade Unions. This was mentioned by com. P. Abhimanyu, General Secretary, in his speech made to the Extended Circle Executive committee meeting of BSNLEU, Tamil Nadu circle, held on 10.06.2016, at Tuticorin. On hearing the General Secretary’s speech, com. M. Karuppaiah, Telecom Mechanic, Sivakasi of Virudunagar SSA, announced that he would contribute Rs.3,000/- towards donation to WFTU. This amount of Rs.3,000/- has now been received by the CHQ. It is important to mentioned that com. M. Karuppaiah, TM, has donated this Rs.3,000/-, out of his GPF advance of Rs.7,000/-. Com. M. Karuppaiah, TM, is an example for trade union loyalty and for working class consciousness. CHQ heartily thanks the comrade.  

 

[26.07.2016]Celebrate ‘Victory Day’ tomorrow.

The CEC meeting held at New Delhi from 18th to 20th July, 2016, has given call to observe 27.07.2016 as Victory Day, to celebrate the removal of 60% ceiling on government’s pension liability and settlement of 78.2% IDA merger to pensioners. Sweets should be distributed and special meetings should be organised, to explain the achievements. The united struggle of two day strike held on 21st & 22nd April, 2015, under the banner of the Forum, which forced the government to settle the issue, should be highlighted in the meeting. This is the programme of BSNLEU. However, other constituents of the Forum can also be invited for the meeting. Circle and district secretaries requested to observe victory day tomorrow and send reports and photos to the CHQ.  

 

[26.07.2016]Removal of 60% ceiling is an achievement of all times to come. Celebrate it in a grand manner.

At the time when DoT employees got absorbed in BSNL, the Central Cabinet assured that the employees absorbed in BSNL would be paid pension and family pension. The Cabinet also assured that it is the liability of the government to pay pension. However, subsequently the government went back from this commitment and issued a letter on 15.06.2006, saying that government cannot bear the entire expenditure for payment of pension / family pension to the employees absorbed in BSNL. Further, the government said the liability of the government to pay pension to the BSNL absorbees is limited to 60% of the amount received by government, from BSNL and MTNL towards payment of dividend, licence fee, etc. Thus, the government absolved itself from the responsibility of paying pension to the DoT employees who got absorbed in BSNL. This put the future payment of BSNL employees in jeopardy. The Forum of BSNL Unions and Associations was continuously taking up this issue and conducted many struggles. BSNLEU stood in the forefront of all these struggles. Finally, the two day strike, held on 21st & 22nd April, 2015, as per the call of the Forum clinched the issue. This struggle forced the government to hold talks with the Forum on 01.05.2015. In this talks, the Secretary, DoT, categorically gave the commitment for the first time that DoT will move a Cabinet Note for the removal of 60% ceiling on government’s liability to pay pension, as well as to give the 78.2% IDA merger benefit to the pensioners. Accordingly, DoT moved the Cabinet Note. Finally Central Cabinet took decision on 05.07.2016, accepting the full responsibility to pay pension to the absorbed BSNL employees. Based on this Cabinet decision, DoT issued order on 20.07.2016, rescinding the earlier government order dated 15.06.2006.  

 

[26.07.2016]Victory has a hundred fathers.

There is a proverb that victory has a hundred fathers, while defeat is always an orphan. We are reminded of this proverb, when some people claim that the government’s liability to pay pension to absorbed BSNL employees was settled by them, by writing a letter to the Prime Minister. Many organisations wrote letters and conducted many agitations also. But the government did not take them seriously. But, the united strength of the Executives and Non-Executives which brought BSNL to a standstill, from Kashmir to Kanyakumari, during the 2 day strike held on 21st & 22nd April, 2015, clinched the issue. In almost all circles, even the CGM’s were not allowed to enter the offices. The BSNL employees talked in a language that was understood by the government. This historic struggle forced the government to come to the negotiating table with the Forum on 01.05.2015. In the talks held on that day, for the first time the government accepted that it would remove the 60% ceiling. Hence, we have no hesitation to say that it is the united struggle of the entire Executives and Non-Executives of BSNL that removed the sword that was hanging on the heads of the employees on the pension issue.  

   

[26.07.2016]Decision of the all Union / Association meeting held at BSNL MS office on 25.07.2016, on the strategic sale issue.

A meeting of the all unions and associations in BSNL was held on 25.07.2016, under the chairmanship of com. K. Sebastin, GS, SNEA. The meeting was attended by representatives of BSNLEU, SNEA, AIBSNLEA, SNATTA, BSNL MS, ATM, BTU, BSNLOA and BEA. The General Secretaries of FNTO and BTEU have conveyed their inability to attend the meeting, since they were out of station. In the meeting the proposal of the NITI Aayog to start disinvestment in BSNL and MTNL, through the strategic sale route, was seriously discussed. The meeting rejected the press statement issued by the NITI Aayog on 20.07.2016, saying that there was no proposal for disinvestment in BSNL. The meeting came to the conclusion that the BSNL employees should fight against the proposal of the NITI Aayog to implement strategic sale in BSNL. The meeting unanimously decided that country wide demonstrations should be held on 03.08.2016. However, the meeting also desired to have a joint programme of action with the unions and associations of MTNL. The meeting entrusted the responsibility to com. P. Abhimanyu, GS, BSNLEU, com. Prahlad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA, to meet the unions and associations of MTNL for finalising a united call.

[25.07.2016]Non-allotment of funds by Corporate Office for payment of GPF advance.

It was belatedly brought to the notice of the CHQ that Corporate Office has not allotted funds to the circles for the payment of GPF advance. Com. P. Abhimanyu, GS, discussed this issue with shri Y.N. Singh, GM (T&BFCI), today. The GM (T&BFCI) replied that funds were not allotted this month due to heavy shortage of funds. Moreover, he told that the Corporate Office has already started taking steps to allot funds for the payment of this months salary, and told as such nothing could be done now. The issue of non-allotment of funds should have been brought to the notice of the CHQ much earlier.

In implementation of the Cabinet decision taken on 05.07.2016, the DoT has issued order, rescinding the 60% ceiling on government’s liability to pay pension/family pension to BSNL retirees. The order says, “The condition that the annual pension liability of the government shall not exceed 60% of the annual receipts of Government from the items specified in the O.M. dated 15.06.2006, is hereby rescinded.” Thus, the hurdles that were created by the government, in the payment of government pension to BSNL retirees, are wiped out. [23.07.2016]Victory celebration and circle level convention at Jamshedpur on 30th July, 2016.

The CHQ of BSNLEU, by organising a powerful hunger strike at Corporate Office, has successfully cancelled the order issued to com. Ram Naresh Prasad, District Secretary, BSNLEU, Jamshedpur, transferring him to Dumkha, which is 300 KMs away from Jamshedpur. Com. Ram Naresh Prasad has since joined duty at Jamshedpur, after a gap of more than 8 months. To celebrate this victory, Jharkhand circle union is organising a victory celebration at Jamshedpur on 30.07.2016.  Com. P. Abhimanyu, GS, is addressing this programme. This programme will also be utilised to effectively organise the forthcoming 2nd September, General Strike. 

 

[23.07.2016]BSNLEU urges Director (HR) to take steps for expeditiously holding the PLI committee meeting.

Com. P. Abihmanyu, GS and com. Swapan Chakraborty, Dy.GS, met Ms. Sujata Ray, Director (HR) yesterday and bitterly complained about the inordinate delay in convening the PLI committee meeting, for finalising a new PLI formula. The representatives pointed out that hardly 2 months are left out for the festival season, and told the Director (HR) that the Management would be solely responsible for the delay in framing a new PLI formula. The Director (HR) directed the GM (SR) to immediately convene the PLI committee meeting.

The BSNLEU representatives who met the Director (HR) yesterday, complained that blatant discrimination being shown by the GM, Darbhanga, in the allotment of staff quarters, and requested her to immediately intervene on the matter, so as to put an end to the discrimination. The Director (HR) has advised the GM (SR) to look into the matter.

The Director (HR) was urged by the BSNLEU representatives, who met her yesterday, to make necessary intervention in settling the victimisations that have been imposed on the leaders and functionaries of BSNLEU, at Varanasi, consequent to the filing of forged FIRs. The Director (HR) has assured to do the needful.

G.P. Tripati, GM, Mathura, has already been transferred to Gorakhpur. Under this circumstance, the GM, Mathura, has issued transfers to a large number of comrades of BSNLEU. The GM, Mathura, is also not paying heed to the instructions of the CGM, UP (West). The BSNLEU representatives who met Director (HR) yesterday, urged her to make necessary intervention on this issue. The Director (HR) spoke to the CGM, UP(West) and gave strict instructions to do the needful immediately.

Due to the non-availability of a full-fledged GM (SR) in the BSNL Corporate Office, there is slow progress in the issues to be dealt by the GM (SR). The representatives of BSNLEU who met the Director (HR) yesterday, urged upon her to ensure expeditious posting of a full-fledged GM (SR) in the Corporate Office. The Director (HR) directed the GM (Pers.) to do the needful in this regard. 

 

[23.07.2016]Meeting of all Unions and Associations to be held on 25.07.2016, to discuss about the strategic sale issue in BSNL.

A meeting of all Unions and Associations has been called on, to be held at 16:00 hrs. on 25.07.2016, in the BSNL MS office, Atul Grove Road, New Delhi, to discuss about the NITI Aayog’s proposal for disinvestment in BSNL, through the strategic sale route. The Indian Express dated 20.07.2016, reported that the NITI Aayog is considering to recommend disinvestment in BSNL, through the strategic sale route. This created a wide spread resentment among the BSNL employees. Hence, to cool down the employees, as well as the Unions and Associations, on 20th evening itself the NITI Aayog issued a press statement, denying any proposal to recommend strategic sale in BSNL. However, everyone knows that the NITI Aayog’s refutal is only a tactics to cool down the resentment. Hence, all the Unions and Associations of BSNL are requested to attend the meeting on 25th and to plan for the action programme to save BSNL from disinvestment.  

 

[23.07.2016]BSNLEU, Andhra Pradesh circle union, wins in the review of the results of JTO LICE 2013 case.

A judgement was delivered by the Hon’ble Andhra Pradesh High Court yesterday in favour of BSNLEU, Andhra Pradesh circle union, in the review of the results of JTO LICE 2013 case. The recommendations given by the ‘Experts Committee’ of AP circle, for review of the results of the JTO LICE 2013 were not accepted by the CGM, AP circle. BSNLEU, AP circle union filed a case in the Hon’ble CAT, Hyderabad, praying implementation of the recommendations of the Experts Committee. Judgement was given in favour of the Union. However, the CGM, AP circle, instead of implementing the Hon’ble CAT judgement, appealed against it in the Hon’ble AP High Court. In this case, judgement was delivered yesterday, directing the CGM, AP circle to implement the order of the Hon’ble CAT. CHQ heartily congratulates BSNLEU, AP circle union for wining in the legal battle.  

 

[23.07.2016]BSNL Corporate Office directs the CGMs not to take further action on the results declared in the case of the candidates who are provisionally admitted to appear in the JTO LICE held on 22.05.2016.

The BSNL Corporate Office has directed the CGMs not to take further action on the results declared in the case of the candidates who are provisionally admitted to appear in the JTO LICE held on 22.05.2016. In the meanwhile, the Corporate Office has also called for details from all the CGMs, a status report on the court case filed/pending in their respective circles, with regards to the JTO LICE held on 22.05.2016. We understand that, the Corporate Office will take a holistic view in declaring the results of the candidates who are provisionally admitted, on receipt of status reports from the CGMs. BSNLEU will press the Corporate Management to declare the results of the provisionally admitted candidates and depute them for training.<<view letter>> 

 

[23.07.2016]Meeting held between the Core Committee of the Forum and CMD BSNL to finalise the modalities of the district level processions to be held on 10.8.2016.  

The Forum, in it’s meeting held on 23.06.2016, has already decided to organise district level processions on 10.08.2016, to intensify the “Service With A Smile” (SWAS) programme and also to popularise the various products and schemes of BSNL among the public. This decision was discussed with the CMD BSNL, and it has been decided to conduct the programme by both the Management and the employees. In this regard, a discussion took place yesterday, between the Core Committee of the Forum and CMD BSNL. Ms. Sujata Ray, Director (HR) was also present. Core Committee members, com. P. Abhimanyu, Convenor, Forum, com. Prahlad Rai, GS, AIBSNLEA and com. Sebastin, GS, SNEA, participated. Modalities for conducting the district level processions to be held on 10.08.2016, were finalised in this meeting. The Corporate Office will issue a circular to the field units in this regard.

The World Federation of Trade Unions (WFTU) has called for donations from affiliated unions, to improve it’s financial position. The Central Executive Committee meeting of BSNLEU, held at New Delhi from 18th to 20th July, 2016, unanimously decided to donate 1,000 Euros (Rs.75,000/-) as the union’s contribution to the WFTU.

[22.07.2016]JTO LICE held on 22-05-2016 - Corporate Office calls for details of court cases.

As regards declaration of the left out results of the JTO LICE held on 22-05-2016, BSNLEU is insisting that the results of the candidates, who are provisionally allowed to appear in the exam, and whose TTA exam was held up to 31-03-2008, should be declared. Now, Director(HR) has directed the Establishment Branch of the Corporate Office, to call for the complete details of the court cases filed in various circles on the matter, so as to take a final decision. [21.07.2016]GM (Restg.) once again urged to convene meeting of the PLI Committee. 

Com.P.Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, met shri. A.M.Gupta today, and once again urged him to convene the meeting of the PLI Committee immediately, for finalising a new PLI formula. The representatives pointed out that only a few months are left out for the festival season, and within this short period the new PLI formula has to be framed. They further told that the unions should not be held responsible if a new formula is not finalised before the festival season. 

 

[21.07.2016]GM (Pers) urged to settle denial of trade union rights to SC/ST employees. 

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, met shri D. Chakraborty, GM(Pers.) today and demanded immediate action on BSNLEU's complaint on denial of trade union rights to SC/ST employees. A circular, issued by the SCT Cell of the Corporate Office says that SC/ST employees who are members of SEWA BSNL cannot become members of any trade union. Only BSNLEU has objected to this letter and has demanded cancellation of the same. It is the stand of BSNLEU that SEWA BSNL is only a welfare association, and that employees who are members of SEWA BSNL cannot be denied of the right to become member of a trade union. The GM(Pers.) assured that needful action is being taken and that the matter would be resolved soon.

 

[21.07.2016]Celebrate 27th July, as the Victory Day for successfully eliminating 60% ceiling on government’s liability to pay pension and settling 78.2% IDA merger for pensioners.

The CEC meeting of BSNLEU held at New Delhi from 18th to 20th July, hailed the achievements of eliminating 60% ceiling on government’s liability to pay pension and settling 78.2% IDA merger for pensioners. The CEC meeting viewed this as the victory of the united struggle of the 2.25 lakh Executives and Non-Executives of BSNL, who conducted a total strike on 21st & 22nd April, 2015. Following this strike, talks were held between the Forum and the Secretory, DoT, on 1st May, 2015, in which for the first time the Secretary, DoT, assured on behalf of the government that a Cabinet Note will be moved, to remove the 60% ceiling on government’s liability to pay pension to the BSNL retirees and also to extend the benefit of 78.2% IDA merger to BSNL pensioners. As a result of this agreement, the Cabinet has taken decision on 05.07.2016, to remove the 60% ceiling on government’s liability to pay pension to BSNL retirees and to extend 78.2% IDA merger to BSNL pensioners. Further, the CEC meeting decided that 27th July, 2016, should be celebrated throughout the country as Victory Day, by holding special meetings to explain the achievement to the employees and also by distributing sweets. All circle and district unions are requested to implement this call meticulously and send reports and photos to the CHQ. 

 

[21.07.2016]Removal of 60% ceiling on government’s liability to pay pension and settlement of 78.2% IDA merger to pensioners are the achievements of the united struggles of BSNL employees and not the achievement of any individual.

NFTE CHQ website updating dated 19.07.2016, says that a grand felicitation meeting was organised for com. Islam, National President of NFTE, for his tireless efforts and persuation to remove the 60% ceiling on government’s liability to pay pension to BSNL retirees. It is also being reported that this issue was settled by com. Islam Ahmad, who persued it with a missionary zeal. NFTE, being a part of the Forum, has definitely played an important role in removing the 60% ceiling on pension liability, as well as settlement of 78.2% IDA merger to the pensioners, since it also participated in the historic 2 day strike held on 21st & 22nd April, 2015, which paved way for reaching a settlement on these two issues with the DoT on 01st May, 2015. As such, NFTE can feel happy about this settlement. Similarly, all the constituents of the Forum, who participated in the strike, can rightly feel happy and proud for this settlement. But, instead of projecting the settlement as the achievement of the united struggle of the Executives and Non-Executives of BSNL, it is being projected as the achievement of an individual. This is nothing but denigrating the united struggle of the BSNL employees. Comrades of NFTE should think about this.

The CEC meeting of BSNLEU held at New Delhi from 18th to 20th July, 2016, has decided to conduct a very effective campaign throughout the country to make the 2nd September General Strike a historic success in BSNL. After detailed discussion, the CEC meeting has decided that conventions in all circles and districts should be conducted with the widest mobilisation, to popularise the 12 point charter of demands for this strike. Hence, all circle and district secretaries are requested to take note of this decision and start swift preparations for making the conventions successful.

Com. Ram Naresh Prasad, District Secretary, BSNLEU, Jamshedpur, has been vindictively transferred to Dumkha district, which is 300 KMs away from Jamshedpur. This vindictive transfer was ordered by the CGMT, Jharkhand, to fulfil the desire of the corrupt and arrogant B.N. Singh, Sr.GM of Jamshedpur. CHQ of BSNLEU accepted this challenge and vowed to undo this injustice. The massive relay hunger strike, launched by BSNLEU at the BSNL Corporate Office on 12.07.2016, finally settled this issue. According to the settlement reached between BSNLEU and Director (HR), Corporate Office issued direction to the CGM, Jharkhand, to cancel the transfer order of com. Ram Naresh Prasad. On 19.07.2016, com. Ram Naresh Prasad, DS, BSNLEU, jubilantly joined duty at Jamshedpur. CHQ of BSNLEU heartily congratulates com. Ram Naresh Prasad and the Jamshedpur district union for heroically fighting against the corrupt and arrogant B.N. Singh. It is very important to say that when BSNLEU’s district secretary has joined duty back at Jamshedpur, B.N. Singh has been thrown out of Jharkhand and is posted at Gaya in Bihar. The 3 day CEC meeting of BSNLEU, which started on 18th July, came to an end today. The meeting deliberated a number of important issues and took decisions and passed resolutions. Resolutions are passed on 2nd September General Strike, wage revision w.e.f. 01.01.2017, long pending demands of the Non-Executives, communal harmony, revival of BSNL, achievements on 60% ceiling on government's liability to pay pension and 78.2% IDA merger to pensioners, Niti Ayog's proposal on strategic sale of shares of BSNL and MTNL.


The meeting also decided to organise the following trade union programme, demanding settlement of the long pending issues of the Non-Executives. 

 

1)      17-08-2016      - Wearing of 'Demands Badge' with red ribbon.

2)      08-09-2016      - Dharna. 

3)      20-09-2016      - Hunger Strike. 

4)      Further intensive programme of action, if issues are not settled. 

 

[20.07.2016]CEC meeting of BSNLEU strongly condemns the proposal of the Niti Ayog, for making strategic sale in BSNL and MTNL.

It is reported in today's Indian Express newspaper, that the proposal of making strategic sale in BSNL and MTNL is under the consideration of the Niti Ayog. The message is that, soon this will be recommended to the Cabinet for taking necessary decision and for implementation. Strategic sale means, a sizeable quantum of BSNL's share will be sold to some private company, and that private company will be inducted as a strategic partner of BSNL. Thereafter, that private company will also have say in the Management. This is a very dangerous move. The CEC meeting of BSNLEU in session at New Delhi, strongly condemned this move of the Niti Ayog. Action against this move will be finalised in consultation with other unions and associations.

The 3 day Central Executive Committee meeting of BSNLEU started euphorically at New Delhi today. Com. Balbir Singh, President of the Union, is presiding over the meeting, which is being held in Hotel Dakha International, Karol Bagh, New Delhi. [16.07.2016]Unwaranted controversy on PLI issue. 

 

NFTE has once again blamed BSNLEU on the PLI issue and unnecessarily has once again raked up a controversy. Hence, we are duty bound to reply. BSNLEU did not accept the meagre 2 digit PLI, offered by the CMD BSNL. Further, notice for PLI Committee meeting was issued on 29.03.2016 and meeting was conducted on 30.03.2016. This was insulting the Recognised Union. So, BSNLEU protested. 

 

Fact of the matter is, in the PLI Committee meeting held on 30.03.2016, the President, NFTE, accepted the meagre amount of PLI. The same President, NFTE, went to the Director (HR) on 31.03.2016 and told that the meagre amount of PLI is not acceptable to NFTE. Thus, it was NFTE which accepted the meagre amount of PLI on 30.03.2016 and again it was the same NFTE which rejected the meagre amount of PLI on 31.03.2016. When this being the fact, then why NFTE is trying to make BSNLEU the scape-goat.

Management is neither convening the meeting of the PLI Committee for framing new PLI formula, nor is it having the mindset to pay reasonable PLI to the employees this year. So need of the hour is, both the Recognised Unions should unitedly fight and get justice to the employees on PLI issue.

BSNLEU, West Bengal circle, organised an inspiring seminar on 14.07.2016, to celebrate the magnificent victory of BSNLEU and on improvement of services. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, together with com. Anup Mukherjee, GS, SNATTA and com. Sunil Gautam, Dy.GS, SNATTA, met Ms. Sujata Ray, Director (HR) today, and demanded that the results of all the DR TTAs belonging to 2007 batch, and who have been provisionally allowed to appear in the JTO LICE held on 22.05.2016, should be declared immediately. They strongly argued that the decision of the BSNL Corporate Office to declare the JTO LICE results of only those DR TTAs whose exams were conducted up to 31.12.2007 has created an anomalous situation. The representatives placed the following two arguments:- 

 

(1)   In it’s letter no.10-1/2007-Rectt dated 16th August, 2007, the BSNL Corporate Office has directed all the CGM’s to hold the TTA exams within 6 months of the issuing of this letter. As per this direction, the TTA exams for the 2007 Recruitment Year could be held up to 15th February, 2008. Then, how the Corporate Office can take stand only the TTAs whose exams were conducted upto December, 2007, are eligible to appear the JTO LICE held on 22.05.2016. 

 

(2)   The JTO LICE results of many TTAs, whose TTA exams were held after 01.01.2008, but who were sent for training before 30.06.2008, have already been declared. In that case, Management cannot take a stand that only the TTAs whose exams took place upto December, 2007, are eligible to appear in the JTO LICE held on 22.05.2016.  

 

Placing the above arguments, the representatives strongly demanded that the results of all the DR TTAs whose exam (TTA recruitment exam) took place upto 31.03.2008, and who have been provisionally allowed to appear in the JTO LICE held on 22.05.2016, should be immediately declared.

 

The Director (HR) is convinced by the above arguments and assured that a favourable decision will be taken soon. BSNLEU heartily thanks the Director (HR) for giving a positive response.

 

[15.07.2016]BSNLEU urged Director (HR) to immediately start negotiations for Wage Revision of the Non-Executives.

In today’s meeting held with the Director (HR), the GS and Dy.GS, BSNLEU, strongly demanded the Director (HR) to take necessary steps for the early commencement of the negotiations for Wage Revision of the Non-Executives. They told the Director (HR) that it took more than 2 years to complete the negotiations on Wage Revision, which was implemented w.e.f. 01.01.2007. Now that the DPE has already constituted the 3rd PRC, which will recommend revision of pay and perks of only the Executives, it is incumbent on the part of the BSNL Management to immediately start Wage Revision negotiations with the Recognised Unions, of the Non-Executives, demanded BSNLEU. The Director (HR) assured to look into the matter. 

 

[15.07.2016]Director (HR) agrees for the postponement of JAO LICE to be held in J&K circle.

In view of the political turmoil going on in J&K circle, the government has blocked internet service in that state. Under this circumstance, the JAO LICE to be held on 17.07.2016, is being held as an online exam. In view of the disturbances as well as non-availability of internet service, the GS and Dy.GS of BSNLEU, demanded the Director (HR) today, that the JAO LICE should be postponed in J&K circle. The Director (HR) agreed with the demand and gave necessary instruction to the GM (Rectt.).

The members of the Core Committee of the Forum, viz., com. P. Abhimanyu, Convenor, com. Prahlad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA, called on Shri Manoj Sinha, Hon’ble Minister of State for Communications. The representatives welcomed the MoS(C) by offering bouquet and shawl. They made a brief presentation to the Hon’ble MoS(C) on the efforts being taken by the Forum of BSNL Unions and Associations for the revival of BSNL. They explained about the “Service With A Smile” programme of the Forum, currently being implemented by the Non-Executives and Executives of BSNL. Further, the representatives sought the intervention of the Hon’ble MoS(C) to ensure the next pension revision for the BSNL retirees. They also requested that pension contribution by BSNL should be calculated based on actual basic pay and not on the maximum of the payscale. [13.07.2016]BSNLEU demands postponement of JAO LICE in J&K circle, if internet service continues to be blocked by the government.

Internet service has been blocked by the government in Jammu & Kashmir circle, in view of the political turmoil taking place in that state. In this situation, the JAO LICE, which is going to be held as an ‘online exam’, is scheduled to be held on 17.07.2016. If internet service continues to be blocked in J&K circle, candidates will not be in a position to write the online exam. In that case, the JAO LICE should be postponed in J&K circle, demands BSNLEU. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met Ms. Anima Roy, GM (Rectt.), and discussed the issue today. [12.07.2016]Massive relay hunger strike at Corporate Office successfully called off, on reaching settlement with the Director (HR).

The massive relay hunger strike, launched by BSNLEU at Corporate Office from 10:00 hrs. today, was successfully called off at 14:00 hrs., following an agreement reached with the Director (HR). In the meeting held at 13:00 hrs. today, BSNLEU was represented by com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS and com. R.S. Chauhan, Org. Secretary (CHQ). From the Management Side, Ms. Sujatha Ray, Director (HR), shri D. Chakravarti, GM (Pers.) and shri A.M. Gupta, GM (SR) participated. After detailed discussion, the following settlement is reached.

  

(1)   BSNL Corporate Office will issue letter for cancelling the order issued to com. Ramesh Naresh Prasad, District Secretary, BSNLEU, Jamshedpur, transferring him to Dumkha.

(2)   All vindictive orders / transfer orders issued by B.N. Singh, after the issuing office his transfer order to Bihar circle, will be nullified.

(3)   The new SSA Head of Jamshedpur will be advised to look into the list of grievances submitted by BSNLEU, for a time bound settlement. Corporate Office will monitor the progress. 

 

The details of the settlement was announced to the participants of the relay hunger strike, by com. P. Abhimanyu, GS, amidsts thunderous slogan shoutings. Following this, the agitation was jubilantly called off at 14:00 hrs. BSNLEU heartily thanks to Ms. Sujatha Ray, Director (HR), shri D. Chakravarti, GM (Pers.) and shri A.M. BSNLEU launched a massive relay hunger strike at BSNL Corporate Office today, demanding settlement of the victimisations at Jamshedpur. The hunger strike started at 10:00 hrs. A large number of comrades from BSNL Corporate Office, NTR circle, Haryana circle and UP (West) circle participated in the struggle. The comrades displayed discipline and commitment in participating in the relay hunger strike, amidsts intermittent rain. Com. P. Abhimanyu, GS, inaugurated the relay hunger strike explaining the atrocities going on in Jamshedpur SSA of Jharkhand circle, as well as, the negligent attitude of the Corporate Management. [11.07.2016]BSNLEU to start relay hunger strike at Corporate Office tomorrow, demanding settlement of the victimisations at Jamshedpur.

As has already been notified, the relay hunger strike will be started by BSNLEU, at BSNL Corporate Office, from 10:00 AM tomorrow the 12.07.2016, demanding settlement of the victimisations imposed on the leaders and activists of BSNLEU at Jamshedpur. The BSNL Corporate Office has given an appeal to BSNLEU, requesting to withdraw the struggle. However, the letter contains nothing but empty assurances. Hence, the agitation will take place as per schedule.

After discussion, the GM (Estt.) told that the cases of those who wrote the TTA Direct Recruitment Exam after 01.01.2008, but who were deputed for TTA training, prior to 30.06.2008, could be looked into, if such cases are forwarded to the Corporate Office by the concerned CGM’s.  

 

[11.07.2016]BSNLEU discussed “Anomalies Case” with the DoT and demanded early approval.

Com. P. Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met shri Pawan Gupta, Director (PSU-1), DoT, today. They discussed the “Anomalies Case” indepth with the Director (PSU-1) and requested that the DoT should immediately give approval to BSNL to settle the “Anomalies Case”. BSNL Corporate Management has already referred the matter to the DoT, seeking it’s approval for settling the Anomalies Cases. The Director (PSU-1) replied that he had taken charge very recently and assured that needful would be done on this matter expeditiously.

BSNLEU will be conducting relay hunger strike at BSNL Corporate Office, from  12-07-2016, demanding immediate settlement of the victimisations imposed on the leaders and activists of BSNLEU at Jamshedpur, Jharkhand circle. A notice for this struggle has already been issued to the Management on 15-06-2016. Thereafter, the arrogant and corrupt B.N Singh, Sr.GM, Jamshedpur, has been transferred to Gaya, in Bihar circle. However, the Management has not taken any action to settle the victimisations imposed on our comrades. Hence, the struggle, as has been announced, will start from12-07-2016. Apart from comrades of NTR circle and Corporate Office, comrades from Haryana and UP(West)  circles will also take part in this struggle.

Two meetings, one between BSNLEU and the Director (HR) and the other between the Core Committee of the Forum and CMD BSNL, were scheduled to be held yesterday. But both the meetings were postponed, since both the Director (HR) and the CMD BSNL were called for a meeting, by the new Minister of State for Communication. 

 

[09.07.2016]DoT to issue demand note to 6 private telecom companies to collect Rs.12,500 crore.

It is already reported that 6 private telecom companies, viz., Airtel, Idea, Vodafone, Reliance Communications, Tata Teleservices and Aircel cheated the government a sum of Rs.12,500 crore, by understating their revenue. These 6 companies understated their revenue to the extent of Rs.46,045.75 crore, during the period from 2006 to 2010. However, this fraud was found out by the CAG. Consequent to this, the DoT is in the process of issuing demand note to these companies for collecting Rs.12,500 crore.

[08.07.2016]Strike of Central Government employees deferred, following settlement.

The strike of the Central Government employees, which was to start from 11.07.2016, has been deferred, following an agreement. Senior Ministers, shri Rajnath Singh, shri Arun Jaitley and shri Suresh Prabhu negotiated with the leaders of the NJCA. The Ministers assured that the demands of the NJCA regarding pay and fitment increase would be examined by a High Power Committee, which would take a decision within 4 months. The Finance Ministry has issued a press statement in this regard which is published in the Press Information Bureau. Following this, the NJCA has deferred the strike. BSNLEU heartily congratulates the organisations of the Central Government employees and the NJCA. 

 

[08.07.2016]BSNLEU once again insists upon the Management to declare the JTO LICE results without further delay.

BSNLEU has already demanded that the JTO LICE results of those circles, where court order is not there, should be declared immediately. Com. P. The GM (Estt.) replied that the matter is being looked into. 

 

[08.07.2016]BSNLEU once again demands immediate meetings of the PLI Committee and Re-Designation committee.

BSNLEU has already demanded the Corporate Management that meetings of the PLI committee and Re-Designation committee should take place promptly. Today, com. P. Abhimanyu, GS, once again met shri A.M. Gupta, GM (Restg.), who is the convenor of both the Committees, to conduct the meetings without further delay. The GS pointed out that only a few more months are left for Pooja, and hence immediate finalisation of the New PLI formula is necessary. The GM (Restg.) assured that needful action would be taken.

 

[08.07.2016]Gujarat ranks 20th among 21 states in girl child education.

Much is being talked about the Gujarat model of growth. But, it has turned out to be only the growth of the rich and the corporates, but not the growth of the poor. Many figures have already come in this regard. Now, one more figure has come. It relates to girls’ education. The figures show that the All India average of girls attending school is 83.8% and the percentage of Gujarat is only 73.4%. The related figures of other backward states are as follows:-

Jharkhand              – 84.1%

Chhattisgarh          – 90.1%

Madhya Pradesh   – 79.2%

Uttar Pradesh        – 79.4%

[08.07.2016]New Minister of State for Communications.

The 57 year old Manoj Sinha was the Minster of State for Railways, before taking over as the MoS of Telecom. An MP of the Ghazipur constituency in Uttar Pradesh, Manoj Sinha was earlier elected as MP in 1996 and 1999 also. He did his civil engineering from the Indian Institute of Technology (BHU), Varanasi and his M. Tech in civil engineering from the same institute. BSNLEU heartily welcomes the new MoS.

 

[08.07.2016]India’s GDP growth rate ‘overstated’.

The NDA government claims that, with 7.5% GDP growth, India is the fastest growing economy in the world. But, many experts have already questioned the growth figure. Industrial production, exports, emand for capital goods, etc., continue to fall during the past so many months. As such GDP growth cannot be 7.5%, is the arguement.  Subramaniam Swamy has also commented on this. Now, the US department of State has also raised the doubt. The “Investment Climate Statements for 2016”, released on 5th July, agrees that India is one of the fastest growing economy. However, it says “7.5% growth rate may be overstated”. Now, it has become clear that, without any improvement in the economy, the NDA government is giving “cooked-up” figures on GDP.

 

[06.07.2016]Glorious strike of Haryana Electricity Workers defeats privatisation.

The Joint Action Committee of Haryana Electricity Workers conducted a series of struggles against privatisation of 23 sub-divisions. During the struggle 7,400 contract workers were sacked and hundreds of regular workers were transferred to remote places. Above all, the Haryana BJP government imposed ESMA to break the strike. However, the strike by 80% of the workers, massively supported by the public, finally made the Haryana government to come down for an agreement. As per the agreement, the government withdrew it’s plan for privatisation. Apart from this, the agreement also envisages increase in wages of contract workers, increase in the allowance of the regular employees. The struggle of the Haryana Electricity Workers tells that united struggles of the working class, with the support of the general public, can push back the Neo-Liberal Policies being persued by the Modi government. BSNLEU heartily congratulates the Haryana Electricity Workers for their heroic struggle, as well as the victory.

[06.07.2016]Forum heartily congratulates all for the settlement of the pension liability issue.

Forum congratulates the entire Non-Executives and Executives, as well as all the Unions and Associations of BSNL, for the settlement of the pension liability issue. Yesterday, the Cabinet has decided that the liability for payment of pensionary benefits to BSNL employees shall be fully borne by government, while BSNL only needs to pay pension contribution in accordance with FR-116. This has nullified the earlier decision of the Cabinet which said government’s liability to pay pension will be only 60% of the payments received from BSNL and MTNL. In the talks held between the Forum and the Secretary, DoT on 01.05.2015, following the historic 2 day strike on 21st and 22nd April, 2015, the Secretary, DoT accepted to move a Cabinet Note on the following two issues. 

 

i)    For removal of the condition that government’s liability to pay pension is limited to 60% of the receipts from BSNL and MTNL. 

 

ii)   For revision of pension, based on 78.2% IDA merger. 

 

Accordingly Cabinet Note was moved, and now it has been settled. Forum also expresses it’s deep gratitude to shri Ravi Shankar Prasad, the then Hon’ble MoC, for taking up the issue with the Cabinet. Undoubtedly, this is the victory for the unity of the BSNL employees. Once again Forum heartily congratulates all.

 

[05.07.2016]Liability on account of payment of pension to the DoT retirees, as well as BSNL retirees, to be fully borne by the Government of India - Very big achievement for the united struggles of the BSNL Executives and Non-Executives.

In today’s meeting the Cabinet has decided that liability on account of payment of pension to the DoT retirees, as well as BSNL retirees, to be fully borne by the Government of India. According to the Press Information Bureau, the following is the decision of the Union Cabinet on this count. 

 

The pension liability in respect of employees of Department of Telecommunications (DOT) / Department of Telecom Services (DTS) / Department of Telecom Operations (DTO) who retired prior to 01.10.2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees. In respect of employees who are absorbed in BSNL, the liability on account of pensionary benefits shall be fully borne by Government while BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR-116 for the period they so work/worked.  

 

Thus, the long pending demand of the Unions and Associations of BSNL, raised under the banner of Forum, through many struggles, that the liability on account of payment of pension to the BSNL retirees should be fully borne by the Government of India, has been accepted by the government. This is a very big achievement for the united struggles of the BSNL Executives and Non-Executives.

The Union Cabinet which met today, has approved 78.2% IDA merger to BSNL pensioners and family pensioners w.e.f. 10.06.2013. Thus, an issue which has been dragging on for a very long time has come to an end. BSNLEU heartily congratulates all the pensioners and family pensioners who will be benefited by this decision.

 

[05.07.2016]Meeting with GM (Estt.), on the demands for the black-badge demonstration.

Management called for a discussion today, on the demands for the black-badge demonstration. Ms. Madhu Arora, GM (Estt.), explained at length, the efforts taken by the BSNL Management for getting the HR issues of the Non-Executives, approved by the BSNL Board. The representatives of the United Forum clearly told that nothing short of immediate settlement of these HR issues are acceptable to the Union. They also cautioned the GM (Estt.), that the CEC meeting of BSNLEU, being held at New Delhi this month, will chalk out the next course of action for the settlement of the outstanding issues of the Non-Executives. The meeting was attended by com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS, com. Saibal Sengupta, Treasurer and com. Sunil Gautam, Dy.GS, SNATTA. 

 

[05.07.2016]Immediate declaration of results of the JTO LICE, in circles where court stay is not there.

The BSNLEU and SNATTA representatives who met Ms. Madhu Arora, GM (Estt.), today, demanded that the JTO LICE results of such of those circles, where stay order is not there, should be declared immediately. The Union representatives argued that JTO LICE is being held at the circle level, for which notifications are issued by the respective CGMs. As such the court order issued in a particular circle, cannot have any binding on the results of other circles. The Union representatives demanded that the results of those circles were court stay is not there, should be declared immediately. The GM (Estt.) assured to look into this. Later on, com. P. Abhimanyu, GS, met Ms. Anima Roy, GM (Rectt.) and raised the same demand. The GM (Rectt.) fully accepted the demand and assured that needful action would be taken. 

 

[05.07.2016]Effective black-badge demonstration conducted at BSNL Corporate Office.

As per the call of the United Forum of BSNL Unions and Associations, black-badge demonstrations were conducted successfully throughout the country today, protesting against the negative and negligent attitude of the BSNL Board in settling the long pending HR issues of the Non-Executives. Accordingly, an effective black-badge demonstration was conducted at BSNL Corporate Office. Comrades from NTR circle and Corporate Office participated in this demonstration. Com. R.S. Chauhan, Org. Secretary (CHQ), presided over the meeting that ensued the demonstration. The meeting was addressed by com. P. Abhimanyu, GS, com. V.A.N. Namboodiri, Patron, com. Swapan Chakraborty, Dy.GS, com. [05.07.2016]BSNLEU demands immediate withdrawal of the letter of the SCT Cell, which denies trade union rights to the SC/ST employees.

Com. P. Abhimanyu, GS, met shri D. Chakravarty, GM (Pers.), today and demanded the immediate withdrawal of the letter of the SCT Cell dated 18.03.2016, which states that members of the SEWA BSNL cannot become members of any other trade union. The GS pointed out that this is nothing but denial of trade union right to the SC/ST employees of BSNL, which can never be accepted. The GM (Pers.) assured that needful remedial action would be taken. 

 

[05.07.2016]Discussion on the victimisations at Jamshedpur.

BSNLEU has already issued notification for holding relay hunger strike at Corporate Office from 12.07.2016, demanding settlement of the victimisations imposed on the leaders and activists of BSNLEU in Jamshedpur SSA. Com. P. Abhimanyu, GS, met shri A.M. Gupta, GM (SR) today and discussed the issue. The GS clearly pointed out that the Management should try for a timely settlement of the victimisations, instead of making a eleventh hour appeal to the Union, for postponing the struggle. The GM (SR) noted the points made out by the GS and assured that needful action would be taken.
