[05.05.2015]Struggle against the anti-labour policies of Modi government will be decided on 26th May, 2015 – says BMS General Secretary.

Com. Vrijesh Upadyay, the General Secretary, BMS, has stated in a statement that the Central Trade Unions are holding a Workers Convention at New Delhi on 26th May, 2015, to decide nationwide agitational programme, including strike, against the anti-worker policies of the government. Dilution of Labour Laws, disinvestment in PSUs, price rise, unemployment, universal social security cover for workers, etc. are the issues against which the struggle would take place, said com. Vrijesh Upadyay. It is a known fact that BMS is close to the BJP. Even an organisation like the BMS is unable to bear the anti-labour policies of the Narendra Modi government. 


[05.05.2015]RLC conciliation to take place tomorrow, on the demands of the JAC.

The Regional Labour Commissioner will hold a conciliation meeting tomorrow the 06.05.2015, between the JAC and the BSNL Management, on the demands of the one day strike that took place on 27.11.2014. 


[05.05.2015]JAC meeting to be held on 12.05.2015.

A meeting of the Joint Action Committee of the Unions and Associations of the Non-Executives will be held at 1600 hrs on 12.05.2015, at the BSNLMS office. The meeting will review the status of the issues and will decide about the future course of action.


[02.05.2015]A clarification on refund of BWA Spectrum charges from the DoT.

Originally, BSNL was to get an amount of Rs.6,700 crore from the DoT,  towards refund of BWA Spectrum charges. But, thereafter, Rs.2,000 crore has been adjusted towards the payments to be made by the BSNL to the DoT. Thus, as of now, only Rs.4,700 crore is due from the DoT, towards refund of BWA Spectrum charges. We came to know about this fact only a few days back. We are making this clarification, since some comrades have raised the doubt.


[02.05.2015]Two day circle conference of UP (East) circle started at Chitrakoot. 
The two day circle conference of BSNLEU of UP (East) circle started at Chitrakoot in Banda district today. The conference is inaugurated by com.Premnath Rai, General Secretary, CITU, Uttar Pradesh. Com.P.Abhimanyu, GS, com. Balbir Singh, President and com.K.R.Yadav, Vice-President also addressed the Conference. The leaders explained the issues related to the revival of BSNL, the grievances of the Non-Executives and the anti-worker and pro-corporate policies of the Narendra Modi government. [02.05.2015]Note on talks held between the Forum of BSNL Unions and Associations and the Secretary, DoT, on 01-05-2015, on the demands of the 2 days strike, held on 21st and 22nd April, 2015.

All the Unions and Associations that took part in the 2 day strike participated in the talks. Com.P.Abhimanyu, GS, represented BSNLEU.  Shri Rakesh Garg, Secretary, DoT, Ms.Reeta Teotia, Special Secretary, DoT, shri Uma Shankar, Joint Secretary, DoT, Ms.Annie Moress, Member (Finance) and shri N.K.Gupta, Member (Services) participated from the DoT. BSNL Management was represented by shri Anupam Srivastava, CMD BSNL, Ms.Sujatha Ray, Executive Director (Finance) and shri Shameem Akhtar Sr.GM(SR). [01.05.2015]Forum is meeting Secretary, DoT, today.

As already informed, the Secretary, DoT, is meeting the leaders of the Forum at 1700 hrs. today, to discuss the demands raised in the two day strike held on 21st and 22nd April. Depending upon the outcome of today’s meeting, Forum will decide upon the future course of action.

[30.04.2015]Adding insult to injury.

Om Prakash Dhankar, the agriculture minister of Haryana, belonging to the BJP, has stated that the farmers committing suicide are cowards and criminals. This is highly condemnable. The National Crime Record Bureau (NCRB) says that 2,96,438 farmers have committed suicide between 1995 and 2013. Are the farmers mad to commit suicide in such large numbers? It must be noted that this is the period of intensive implementation of the Neo-Liberal Policies, as a result of which the subsidies given to farmers are cut down in a big way. Monsoon failure and unseasonal rains also compounded the problems of farmers, especially small and medium sized farmers. These are the factors which have driven the farmers to commit suicide in such large numbers. It is a shame on the ruling BJP, that it’s ministers have become so arrogant to make such derogatory remarks.


[30.04.2015]Meeting with shri Anupam Shrivastava, CMD BSNL.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri Anupam Shrivastava, CMD and conveyed the appreciation of the Union for taking the bold decision of making calls free from landlines between 9 pm to 7 am, and stated that this step would boost BSNL’s marketting in a big way. They also drew the attention of the CMD BSNL to the non-settlement of the burning issues of the Non-Executives, on which strike took place on 27.11.2014, and demanded a discussion on the issues. The CMD has assured for a discussion in the month of May.


[30.04.2015]Meeting with GM (Estt.).

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met Ms. Madhu Arora, GM (Estt.) and once again urged upon her to issue expeditious clarification and to Andhra Pradesh circle, on the queries raised about the eligibility to appear the TTA exam. The representatives also urged the GM (Estt.) to send expeditious clarification, on the queries raised by the CGM, Kolkata on NEPP. Some discussion crept in with regards to the pension contribution of Directly Recruited employees. The representatives reiterated the stand of the Union that 30% contribution, in respect of superannuation benefits, should be made by the Management.

Nepal Prime Minister, Sushil Koirala has informed that the Nepal earth quake death toll may rise to 10,000. Already 5,000 dead bodies are recovered. India is extending all helps to give relief to the quake affected Nepal.

CHQ has already informed all CEC members that Pathankot is the nearest railway station to reach Dalhousie. In case, tickets are not available to Pathankot, CEC members are requested to reach Jalandhar by train. From Jalandhar, CEC members can reach Dalhousie by road, via Pathankot. As already informed by the Reception Committee, CEC members are once again requested strictly not to bring any guest with them. 


[29.04.2015]Idea’s net profit increases by 60% and Airtel’s net profit increases by 31% in the 4th quarter.

As per media reports Idea’s net profit increased by 60% and Airtel’s net profit increased by 31% in the 4th quarter, for the period from January to March 2015. Airtel’s net profit for the 4th quarter is Rs.1255 crore. The Company’s net profit for the same period last year was Rs.962 crore. Similarly, Idea reported a net profit of Rs.942 crore for the 4th quarter. The Company’s net profit has increased by 60% compared to the net profit of last year.

The two day CEC meeting of All India BSNL and DOT Pensioners Association started at Jamnagar today. Com. P. Abhimanyu, GS, BSNLEU, who is invited to attend the meeting, could not attend the same due to unavoidable reasons. BSNLEU expresses its warm greetings to the CEC members and wishes the CEC meeting all success.


[28.04.2015]Grab the new opportunity to increase landline customers.

BSNL was not able to take advantage of the mobile services, since the Ministers and Government did not allow the Company to expand it’s networks. At the same time, BSNL’s problems got compounded due to the large scale surrender of landlines also. Crores of BSNL’s landlines are surrendered in the recent years. The BSNL Management has now come out with a scheme which will help to substantially restore the lost glory of the Company. The scheme announced by BSNL, which offers free calls from BSNL landlines to all networks between 9:00 pm and 7:00 am should be publicised among the public in a massive way. This will not only help us to stop the surrender of landlines, but will also help us to increase our landline customers substantially. Remember how BSNL made rapid strides in mobile service in 2003-04 by announcing incoming calls free and by doing away with the deposit for postpaid connections.

[28.04.2015]Telecom Secretary pulls up telecom companies for call drops and inflated bills.

Telecom Secretary, Rakesh Garg, has pulled up telecom operators for call drops and inflated bills. He has said that people believe that call drops are a deliberate attempt of service providers for charging a customer multiple times. The Telecom Secretary has also said the service providers frequently change the package rates, contrary to the initially agreed arrangement without any consent of the customer. What the Telecom Secretary has not mentioned is that only the private telecom companies are cheating the customers in these manners.


[28.04.2015]Do not carry out works for DoT, without advance payment or approval from BSNL Corporate Office.

It is learnt that BSNL Corporate Office has directed the circle heads not to carry out works at Department of Telecom (DoT) offices in their regions without advance payments or prior permission of the Corporate Office. The letter reads thus: - "It is hereby directed not to carry out any work on behalf of DoT without receipt of written sanctions from DoT and without advance payment for carrying out such work. The claims are raised on DoT, after completion of the work and in most of the cases such amounts remain unrealised and thus appear outstanding amount in the books of accounts as claims recoverable from DoT." It is learnt that, the letter asked BSNL Chief General Managers to instruct all the unit heads of their circle including civil engineering and electrical wings to "strictly comply with these instructions". It is learnt that an estimated amount of Rs.300 crores remains unpaid, on account of works carried out by BSNL for the DoT.

[27.04.2015]Observe May Day in the most befitting manner.

The working people of the country are in the midst of a serious attacks. The Narendra Modi government is taking speedy steps to curtail the hard won rights of the working class, through changes in the labour laws. Serious attack is being launched on the Public Sector through a massive disinvestment programme. While the government is heaping concessions to the corporates, it has launched an attack on the subsidies meant for the marginalised sections of the people. The RSS is out to divide the working people on communal lines. Hence, this year’s May Day should be utilised to highlight the anti-worker and anti-people policies of the Narendra Modi government and also the necessity to strengthen the unity of all sections of the working people.

Ms. Madhu Arora, GM (Estt.) is requested to send necessary clarifications sought by Andhra Pradesh circle, on the eligibility to appear TTA LICE, and also to issue orders on implementation of EPF w.e.f. 01.10.2000 for the casual labours. The issue of extension of special incentives to the employees working in Kashmir Valley is also insisted. The GM (Estt.), assured to do the needful at the earliest. 

Shri Shameem Akhtar, Sr.GM (Restg.).

It was demanded to immediately hold the meeting on BSNL’s HR Plan, as per the assurance given by the CMD BSNL, to the Forum on 17th April, 2015. The GM (Restg.) assured to do so. 

Shri D. Chakrabarti, GM (Rectt.).

The GM (Rectt.) is demanded to expeditiously send the approval for holding TTA exam in more centres in Andhra Pradesh circle, in addition to circle HQ. The GM (Rectt.) assured that needful would be done.

[27.04.2015]BSNL and MTNL to levy local call charges to all calls to Nepal for 3 days.

BSNL has always risen to the occasion, in helping the people in distress, whenever natural calamities have taken place. In line with this tradition, BSNL and MTNL announced on 25.04.2015 that, local call charges will be made applicable to all calls made to Nepal. This facility will be in vogue for 3 days. Airtel too, on the same day, announced that calls to Nepal would be free for 48 hours. 


[27.04.2015]Private operators threaten to raise data tariffs by 6 times.

Private telecom operators like Airtel, Reliance etc. attempted make the internet a facility of the rich and thereby mint more money. However, their attempt to disturb the ‘Net neutrality’ is almost foiled now. 11.8 lakh protest emails have been sent to the TRAI and the Minister of Telecommunications, is forced to make a statement that the govt. would take a final decision on this. Having frustrated with these developments, Gopal Vittal, MD, Airtel, has announced that they may be forced to raise the data tariff by 6 times. Such anti-people moves by the private companies should be sufficiently taken to the people through our propaganda. 


[27.04.2015]Attempt of the CGM, Kerala, to break the strike with police, defeated.

The CGM, Kerala is notorious for his anti-worker attitude and provocative actions. During the 2 day strike, he had summoned a large posse of police to break the strike in CGM office at Trivandrum. However, the determination of the leaders and comrades has foiled the attempt of the CGM. Congrats to Kerala comrades.<<view picture>>


[27.04.2015]BSNLEU records it’s protest over the inordinate delay in holding meeting of the National Council.

The meeting of the National Council should take place once in three months. However, it is already six months since the last meeting of the National Council was held in September, 2014. It seems holding of the National Council meeting has become the last priority of the Corporate Management. Hence, BSNLEU has written letter to the CMD BSNL, expressing it’s deep unhappiness over the inordinate delay in holding National Council meetings.<<view letter>>


[27.04.2015]TEAN leaders acknowledge BSNLEU’s message of solidarity.


The death-toll in Nepal, due to the Himalayan earthquake has risen to 2,200. Large scale devastation is caused to buildings and other infrastructures. BSNLEU has conveyed it’s condolences for those who are killed, and has expressed it’s solidarity with the people of Nepal at this hour of crisis. In reply to BSNLEU’s messages, the following replies are sent by the leaders of the Telecom Employees Association of Nepal (TEAN).

[25.04.2015]Shri Ravi Shankar Prasad, Hon’ble Minister of Communications held discussion with MPs, on the revival of BSNL.

Members of Parliament, belonging to the CPI(M), including Shri Shankar Prasad Dutta, shri Jitendra Chowdhary, shri A. Sampath, shri P. Karunakaran and shri P.K. Biju  had raised the issue of the strike by 2.25 lakh BSNL employees, demanding revival of BSNL, during ‘Zero Hour’ in the Lok Sabha on 22.04.2015. Consequent to this, it is learnt that the Minister of Communications, shri Ravi Shankar Prasad, met these MPs yesterday the 24.04.2015 and has discussed the issue. Details of the discussion are awaited.


[25.04.2015]11.8 lakh emails sent to the TRAI, demanding net neutrality.

11.8 lakh emails have reportedly been sent to the TRAI, demanding net neutrality. Telecom companies like Airtel, Reliance etc. have taken steps to create a situation, wherein access to good quality and speedy internet will be denied to the common people. The TRAI, which has been taking a series of pro-corporate measures, is supporting this measure of Airtel, Reliance, etc. Opposing the moves, which will deny net neutrality, a campaign is started to send emails to the TRAI, demanding net neutrality. According to the reports, 11.8 lakh such emails are sent to the TRAI till yesterday, the last day to send views to the TRAI.


[25.04.2015]Earthquake in Nepal.

A very powerful earthquake, measuring 7.9 in the Richter Scale, hit Nepal. This is the most powerful earthquake that has hit Nepal in the last 80 years. Loss of lives and widespread damages to buildings are reported. Com. P. Abhimanyu, GS, spoke to com. Thankalal Shreshta, one of the important leaders of the Telecom Employees Association of Nepal (TEAN) and conveyed BSNLEU’s sympathy and concern to the affected people. Damages and loss of lives are also being reported from states bordering Nepal, like UP, Bihar, etc. BSNLEU expresses it’s condolences to the people who are killed in the quake.

[25.04.2015]Narendra Modi government decides to invest workers Provident Fund money in the share market, to benefit the corporates.

The Labour Ministry has directed the EPF Organisation to invest up to 15% of it’s funds in the share market. The EPFOs deposits for the year is Rs.80,000 crore. This amount is expected to increase up to Rs.1,00,000 crore, due to the monthly wage ceiling that has been increased from Rs.6,500 to Rs.15,000. Thus, according to the directive of the Labour Ministry, in this year itself Rs.15,000 crore may invested in the share market from the EPF fund of the workers. And this Rs.15,000 crore will be used by the big capitalists to increase their profits. Ample chances are there that this workers money, invested in the share market, may finally vanish also, as it happened in the US and in the Europe at the time of the Economic Crisis.

[25.04.2015]Get ready for more serious struggles to save BSNL.

The BSNL employees are on struggle almost for the past six months, demanding to take steps for the revival of BSNL. The first notice for indefinite strike from 03.02.2015, was served on 18.11.2014. Later on, the dates were changed and finally the 2 day strike took place on 21st and 22nd April, 2015. When the 2.25 lakh employees of one of the biggest PSUs were on struggle, it is a shame on the Minister of Communications and the Secretary, DoT, that they could not find time to meet the trade union leaders and discuss the issues, all these 6 months. We proudly say that India is the biggest democracy in the world. Can such a pathetic situation prevail for the workers in a democracy? And fact remains that during all these 6 months the Minister and the Secretary, DoT, had time to meet the corporates in the telecom industry. 

One day before the strike, i.e. on 20.04.2015 the leaders were called for talks with the Secretary, DoT at 7:30 PM. That is, hardly 5 hours before the strike was to start. Thereafter, it was informed that the Secretary, DoT would meet the leaders on 25.04.2015. However, this date was also changed to 27.04.2015. Again this meeting has been postponed to 01.05.2015. This is the importance that the Narendra Modi government gives to the 2.25 lakh employees and to the crucial telecom PSU. All these show that, the employees of BSNL should get ready for more serious mobilizations and struggles to save BSNL.


[24.04.2015]2 day Tsunami in BSNL

The 2 day strike by the 2.25 lakh BSNL employees has swept the whole country like a Tsunami. In no circle the strike has failed. Offices, Customer Care Centres and Telephone Exchanges were deserted from Kashmir to Kanya kumari. It is almost 100% in all the circles, on both the days. The massive participation of the employees, on both the days of the strike, only shows their concern for the future of this company, as well as their determination to revive it. BSNLEU heartily thanks the entire employees who participated in the strike. BSNLEU also heartily thanks all the Unions and Associations and the Forum, who have successfully organised this magnificent strike.

[24.04.2015]National Council meeting again postponed.

After a long delay of 4 months, the 32nd National Council meeting was to take place on 28.04.2015. However, yesterday evening it was informed by the Corporate Office that the meeting was postponed. It is a matter of deep regret that holding the meeting of the National Council, and thereby finding solution to the problems of the Non-Executives, has become the last priority of the Management. The Staff Side will take up this issue with the appropriate authority. 


[24.04.2015]Meeting with the Secretary, DoT, rescheduled.

A meeting had been arranged on 27.04.2015, between the Forum and the Secretary, DoT. It is informed that this meeting is postponed and will now take place on 01.05.2015.

[23.04.2015]National Council meeting being held on 28.04.2015

The National Council meeting is being held on 28.04.2015. The last meeting (31st meeting of the National) was held on 25.09.2014. It was decided in that meeting that the next meeting (32nd meeting of the National Council) would be held by the end of December, 2014. The Staff Side submitted it’s items on 08.12.2014. However, the top officers of BSNL are so busy with the developmental activities of BSNL (???) that they could not find enough time for petty things like holding of the National Council meeting. Anyway, the Director (HR) is kind enough to hold the meeting on 28.04.2015, i.e. after a delay of 4 full months.


[23.04.2015]Staff Side meeting to be held 27.04.2015.

As a prelude to the meeting of the National Council, that is being held on 28.04.2015, a meeting of the Staff Side of the National council is being held on 27.04.2015. The meeting will be held in Dada Ghosh Bhawan, and will start at 1030 hrs. All members of the Staff Side are requested to attend the meeting without fail. 


[23.04.2015]What next?

After the historic 2 day strike, the one question that is being asked by everyone is “what next?”  Now, a meeting is going to take place between the Forum leaders and Secretary, DoT. Depending upon the outcome of the meeting, the next course of action would be decided. If no improvement comes, certainly the Forum will meet soon and take appropriate decision regarding future course of actions. In any case, the anger witnessed among the employees, during the 2 day strike, will not be allowed to fade away. It will be definitely channelised further, to bring pressure on the government, to take steps for the revival of the BSNL.

In many places, the retired employees, who had been the leaders of the movement earlier, have enthusiastically supported the struggle. We salute those veterans and hope that in the future also they will remain as the part of our struggles.

[22.04.2015]Trinamool goons attack BSNLEU members on strike in Kolkata. 

Rapes are freely allowed in West Bengal, but not strikes by the working class. 

In Kolkata, the goons of the ruling Trinamool Congress, have attacked the striking BSNLEU members of CGM Office of West Bengal Circle. The attack has taken place yesterday evening, outside the CGM Office of West Bengal circle. Four comrades are injured in the attack. All of them were admitted in hospital and were discharged later on. Police compliant has been lodged. BSNLEU strongly condemns this attack and demands the law enforcing authorities to bring the criminals to books.

When the 2.25 lakh employees of BSNL were on a nationwide strike, demanding steps for revival of BSNL, the issue was also raised in the Lok Sabha today. Shri Sankar Prasad Dutta, Lok Sabha member of the CPI(M), from Tripura West constituency, raised the issue in the Lok Sabha, during zero hour today. [21.04.2015]History created in the BSNL Corporate Office.

Normally, strikes do not take place in the BSNL Corporate Office. To break this deadlock, all the General Secretaries went to the Corporate Office today morning and appealed to the employees to join the strike. Management brought the police in large numbers and attempted to provoke the leaders. However, more than 80% of the employees responded to the appeal of the leaders and joined the strike. This is the first time that a successful strike is organized in BSNL Corporate Office. A lunch hour meeting was organised in the Corporate Office. The gathering, was addressed by Com. P. [21.04.2015]Forum salutes the employees. Vows to launch indefinite strike as the next step.

A meeting of all the General Secretaries of the Forum is held in the BSNL Corporate Office at 1330 hrs today. Com. Chandeswar Singh, President, Forum, presided over the meeting. The meeting took stock of the ongoing two day strike. The report received by all the General Secretaries is that the employees have overwhelmingly responded to the strike call and that the strike is total in all the circles. The meeting saluted the employees for the grand success of the strike. All the General Secretaries opined that the Forum should give call for indefinite strike, as the next step, if the government does not accept the demands of the Forum to revive BSNL. It was decided to take a decision on this immediately after the strike.

[20.04.2015]DoT invites Forum for talks on 25-04-2015.

The first strike notice to go on indefinite strike from 03-02-2015, on the issue of revival of BSNL, was served by the Forum, on the Secretary, DoT & CMD BSNL, on 18-11-2014. Thereafter, the strike was deferred to 17-03-2015. Finally it was decided that a 2 day strike would take place on 21st & 22nd April, 2015. Thus, it is already 5 months since the Forum issued the strike notice. However, the DoT did not get time all these  5 months to  hold talks with the Forum. Now, the DoT has invited the Forum for talks on 25th April, 2015. This is the importance that the DoT is giving to the trade unions. Despite this invitation, the Forum, in its meeting held today morning, decided to go ahead with the strike call.

[20.04.2015]Forum meeting took place today.

The Forum meeting took place at 1100 hrs today at New Delhi. The meeting unanimously decided to go ahead with the two strike, and to make it a total success. Strike will start at 0000 hrs on 21.04.2015 and will continue up to 2400 hrs on 22.04.2015. It will be a stay out strike. On both the days, powerful demonstrations should be organised outside officers, in which all the employees should be made to participate. Sufficient media publicity should be arranged for the demonstrations and the strike and send photos & reports to the CHQ promptly.


[18.04.2015]BMS conducts protest demonstration against cancellation of minimum PF pension of Rs.1000.

It is a known fact that the BMS, the biggest trade union of the country, is functioning based on the ideology of the RSS. It is also a known fact that the Narendra Modi government is being remote controlled by the RSS. However, the attacks on the working class, by the Narendra Modi government is becoming so intolerable, that the even the BMS is not able to remain silent, but to come out to the streets and struggle. For example, today's New Indian Express has reported that the BMS conducted demonstrations, protesting against the withdrawal of the minimum Provident Fund Pension of Rs.1000. The BMS has stated that this social security was introduced as a result of long drawn struggles of the working class, and the withdrawal of this pension by the BJP led government will affect 32 lakh families of the workers.

[18.04.2015]No outcome in the meeting between Forum and CMD BSNL.

A meeting took place yesterday the 17-04-2014, between the Forum and the CMD BSNL. There is no outcome on any issue. The CMD BSNL requested the leaders to defer the strike, so that a meeting can be held with the Secretary, DoT.  The Secretary, DoT has gone on a foreign tour and will be returning only on the evening of 20th April.  The CMD BSNL could not give any assurance that the meeting with the Secretary, DoT, would take place immediately. But, he told that the meeting could take place in 15 days to one month. The Forum replied that the decision would be conveyed after discussion.  The Forum meeting will take place on 20th April. The opinion of BSNLEU is that there is no necessity to defer the strike. However, the matter will be discussed in the Forum meeting and decision will be taken. In the meantime, CHQ requests the circle and district unions to keep the mobilisation for the strike in full tempo.

[17.04.2015]BSNL joins hands with the US based QuadGen Wireless Solutions Inc, to provide public wi fi service in Hyderabad.

High speed public wi fi is started in Hyderabad yesterday. To start with, the service is started in the Hussein Sagar Lake area, which is the heart of the city. The service can be availed by the public, within a radius of 10 kilometres. BSNL, jointly with the US based QuadGen Wireless Solutions Inc., is providing the service. The service will be free for the first 30 minutes, and the speed of the broadband will vary from 2 mbps to 10 mbps. 1,800 to 2,500 persons can access this public wi fi at a time. It is said that Hyderabad is one among the 2,500 cities which will provide public wi fi in the country. Internationally, London, San Francisco and Barcelona are among the cities which provide city wide public wi fi service to the people. BSNL, with it's 6,00,000 kilometer long optic fibre network, can play the key role in providing such public wi fi throughout the country.

A successful “Save BSNL” convention, called on by the Forum of BSNL Unions/Associations, NE-I Circle, was held at Shillong on 13.04.2015. The convention was presided over by com. [16.04.2015]Final arguments started in the 2G scam case.

Final arguments have started in the CBI Special Court, which is hearing the 2G scam case. In this case, the CBI has filed charge sheet against 17 persons, including the former Telecom Minister A.Raja. In yesterday's argument, the CBI counsel argued that A.Raja changed the cut off date for receiving the applications for allotment of 2G spectrum, to favour ineligible companies and also misled the then Prime Minister, Manmohan Singh, on the matter. The final arguments will continue on 25th May.

[15.04.2015]The Hindu paper reporting on the 2 day strike of BSNL employees, to be held on 21st and 22nd April, 2015.

In support of their demands – most important being revival of loss-making Bharat Sanchar Nagam Limited, its employees have planned a two-day strike in April. Services will be affected as faults on lines cannot be attended and subscribers might not be able to pay their bills on those two days. Members of the Forum of BSNL Unions/Associations, Tamil Nadu Circle, alleged that the BSNL had suffered losses since 2009 owing to its pro-private sector policy. Association convenor S. Chellappa told presspersons here that the BSNL had incurred losses because of non-purchasing of equipment and cancellation of tenders. Although there was a demand from customers for more mobile connections, BSNL was unable to expand its operations because of lack of equipment. “We plan to go on strike on April 21 and 22 to insist on various demands, including merging Bharat Broadband Network Limited with BSNL and the latter’s expansion,” he said. Over 2.5 lakh BSNL workers will be taking part in the all-India strike, including 8,000 in Chennai.

[15.04.2015]Gujarat marches ahead.

It has been our serious concern in the recent past, that strike calls were not being implemented in Gujarat circle. It was a setback that the one day strike on 27-11-2014, called on by the JAC, did not take place in that circle. CHQ of BSNLEU took up this issue very seriously in the Forum meetings, as a result of which a joint circle executive committee meeting of all the unions and associations of Gujarat circle was held in Ahmedabad on 20th March. This meeting helped in a big way, to dispel the lack of trust, that was prevailing between various unions and associations of Gujarat circle. Thereafter, situation started improving. Forum of Gujarat circle was also formed. Following this, a very successful convention was held today the15-04-2015, wherein all the unions and associations participated, and resolved to make the 2 day strike a historic success in Gujarat circle. Ambedkar, throughout his life relentlessly fought for social justice for the Dalits. While paying our homage to Dr. B. R. Ambedkar, we also pledge to work to achieve his unfinished goals.

The next Central Executive Committee meeting of BSNLEU will be held at Dalhousie in Himachal Pradesh on 16th, 17th and 18th June, 2015. The nearest railway station to Dalhousie is Pathankot. CHQ has proposed to hold the next CEC meeting in May / June. Himachal Pradesh Circle has proposed to host this meeting. [09.04.2015]Chief Labour Commissioner (Central) conducted conciliation meeting on the demands of the 2 day strike to be held on 21st and 22nd April, 2015.

The Chief Labour Commissioner (Central) conducted a conciliation meeting today between the unions & Associations of BSNL and the Management, on the charter of demands for the 2 day strike that is to take place on 21st & 22nd April,2015. Representatives of the Unions and Associations, as well as the representatives of the BSNL Management were present. Director ( PSU) of the DoT was also present.  Com.P.Abhimanyu, GS, BSNLEU, explained in detail on the demands of the Forum, for the revival of BSNL. He narrated how BSNL's procurement of equipments,  as well as it’s expansion of networks were stalled by vested interests, which has landed BSNL in the present financial crisis. He argued that instead of implementing the suggestions of the Unions and Associations for the revival of BSNL,  the government is taking speedy measures to kill BSNL once for all, like the merger of BSNL and MTNL, formation of a subsidiary tower company, etc. The BSNL Casual and Contract Workers Federation also presented it's demands connected with the casual and contract workers.


[09.04.2015]Absolutely no need at all for tariff hike - says Telecom Secretary.

After the recent spectrum auctioning, all the major private telecom companies are arguing that tariffs have got to be raised, since they have spent huge amount for payment of spectrum charges. Telecom Minister, shri Ravi Shankar Prasad has opposed this. However, shri Rahul Khullar, Chairman, TRAI, has strongly supported the private telecom companies' stand of increasing tariffs. Under these circumstances, shri Rakesh Garg, Secretary, DoT, has said that absolutely there is no case for hiking the tariff. He has stated that the profits of the telecom companies continue to be robust, while the debt levels remain within the comfortable limits. Shri Garg has also stated that out of the Rs.1.1 lakh crore total spectrum bidding amount, all the private companies put together have to immediately pay only Rs.29,000 crore, and the balance is to be paid over a period of 10 years after a 2 year moratorium. The revenue of the Telecom companies is increasing at the rate of 11% per annum and the burden on them due payment of spectrum charges will also be very marginal, said the Secretary, DoT.

Ms. Madhu Arora, has taken over as the new GM (Estt.) in the Corporate Office. Ms. Madhu Arora is an experienced officer. BSNLEU heartily welcomes her. Shri R.K. [08.04.2015]Sr.GM (SR) is urged to speedily amend the order on immunity from transfers.

CHQ has already approached the Director (HR), seeking amendment to the Corporate Office order on granting immunity from transfers. BSNLEU has sought that the immunity should be granted not only during the first team, but for the subsequent terms also. The Director (HR) has accepted this. However, there is acute delay in issuing the modified order. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri Shameem Akthar, Sr.GM (SR) and urged him to process the case expeditiously. 


[08.04.2015]The GM (Estt.) is urged to clarify the eligibility to appear TTA LICE, as sought by Andhra Pradesh Circle.

[08.04.2015]112 shall be the new no. for all emergency calls.

The TRAI has proposed that 112 shall be the new number for all emergency calls across the country, such as, police, fire and ambulance. In the US, 911 is the single number for all emergency calls. The TRAI has also recommended setting up of Public Safety Answering Points (PSAP) to handle distress calls.


[08.04.2015]Rs. 2.60 lakh crore is the unpaid bank loans by the corporates.

Rs. 2.60 lakh crore is the loan amount,  not  repaid to the Public Sector banks, by the big ticket corporates in 2014. It is important to note that this amount was Rs. 80,818 crore in 2013.

A meeting of the Forum is held at New Delhi today. Com. Swapan Chakraborty, Dy.GS attended the meeting. (Com. P. Review of the preparations for the 2 day strike, despatching the signatures collected to the PMO, sending of a joint circular by all the General Secretaries, non-settlement of 78.2% IDA merger for pensioners, taking up of pension revision of BSNL retirees with the 7th CPC, etc. were discussed.


[07.04.2015]Meeting of the Steering Committee of Central Public Sector Trade Union held.

A meeting of the Steering Committee of the Central Public Sector Trade Unions is held in the CITU office at New Delhi today. Being a member of the Steering Committee, Com. P. Abhimanyu, GS, BSNLEU, attended the meeting. Com. Swadesh Dev Roy, National Secretary, CITU, presided. Com. Tapan Sen, General Secretary, CITU, addressed the meeting and introduced the agenda. Members of the Steering Committee participated in the discussion. The following decisions are taken:- 

(1) A three day interactive workshop of the Public Sector Trade Union functionaries is to be organised at Bangalore. 

(2) A convention of Public Sector contract workers is to be organised in Jharkhand. 

(3) A convention on the revival of sick Public Sector industries is to be organised at Kolkata. 

(4) It is decided to organise stiff resistance to the move being made by the Narendra Modi government to amend all the existing Labour Laws, to benefit the capitalists and against the working class. 

The dates of the workshop/convention will be finalised in consultation with the hosting states.

The Circle Forum of Haryana has informed that the Circle level convention of Haryana will take place on 14.04.2015 at Rewari. Similarly the Circle Forum of Uttarakhand has informed that the Circle level convention will be held on 10.04.2015 at Dehradun.


[04.04.2015]BSNL to provide Wi Fi hotspots throughout the country at a cost of Rs.7000 crore.

Shri Anupam Srivasta, CMD has told that BSNL will be providing wi fi hotspots throughout the country, at a cost of Rs.7000 crore, with a view to provide hi speed wireless service. These hotspots will be integrated with 3G and 4G networks. BSNL has made a tie - up with  the QuadGen wireless for this purpose. The CMD has told that 2,500 hotspots will be created by the end of this financial year.

[04.04.2015]Telecom Minister warns private companies against deterioration in services.

Shri Ravi Shankar Prasad, Minister for Communications and IT, has warned the private operators against further deterioration of services. The Minister said that complaints like call drops should not be there, since the private operators have got plenty of spectrum. Further, he said that as a result of the recent spectrum auctioning, there cannot be an increase in the call charges of more than 1.3 paisa per minute.

[04.04.2015]ST official of Gujarat circle, helped by BSNLEU, clears the Proficiency Test.

As per the Corporate Office order, candidates appointed under Compassionate Ground, to the cadre of Sr.TOA, should pass the Proficiency Test. According to orders, a candidate who has failed to pass the test within two attempts are to be terminated from service.  Shri Gamit, Sr.TOA, Valsad SSA in Gujarat circle, was about to be terminated, since the official did not pass the test within two attempts. The official belongs to ST community. BSNLEU took up the case with the Corporate Office and demanded that one more attempt should be given to shri Gamit, in relaxation of the rules. Finally, Director (HR) approved the case and granted one more chance to the official. The Valsad District Union has informed the CHQ today that, shri Gamit has cleared the Proficiency Test. BSNLEU feels proud that the Union was able to help a candidate belonging to one of the most downtrodden and exploited sections.


[04.04.2015]Andhra Pradesh conducted successful convention on save BSNL.

The AP Circle Forum of BSNL Unions and Associations conducted a successful convention on "Save BSNL", on 1.4.2015 at Hyderabad. 500 delegates from all unions/Associations attended. Com Ch.Chandrasekhara Rao CS NFTE presided. Com P.Asokababu Vice President (CHQ) BSNLEU, in his address, explained in detail about the policies of the Government that resulted in losses to BSNL and how the Modi Government is refusing the payment of amounts due to be paid by it to BSNL. He detailed how Modi government is intensifying implementation of pro-corporate, anti worker policies and the necessity for the Working class to unitedly oppose it.  He told that  the two day strike on 21-22 April should be made successful to see that the Government comes down to settle the demands raised by the Forum for saving BSNL. [01.04.2015]Former Telecom Minister, Dayanidhi Maran's properties worth over Rs.700 crore attached by the ED.

Times of India has reported that former Telecom Minister, Dayanidhi Maran's property worth more than Rs.700 crore are attached by the Enforcement Directorate, in connection with the Aircel-Maxis case. It is the allegation against Dayanidhi Maran that, when he was the Telecom Minister, he forced Sivasankaran, the promoter of Aircel, to sell his shares in that company, to the Malaysian company, Maxis. It is alleged by the CBI that, in return the Maran brothers got a huge amount of money from Maxis.


[01.04.2015]Constitution Amendments of the Kolkata AIC approved by the Registrar of Trade Unions.

CHQ is glad to inform that the amendments to the Union Constitution, passed by the 7th All India Conference of our Union, are duly approved by Registrar of Trade Unions. Hence, all these amendments come into force with immediate effect. These amendments will be published in the next issue of the Tele Crusader. The Forum of Maharashtra circle conducted a mammoth convention today at Mumbai. More than 1,300 Non-Executives and Executives participated in it. Com. Ramesh Ayare, CS, NFTE, as well as the President, Forum, presided over the convention. Com.N.K.Nalawade, CS, BSNLEU, as well as the Convener, Forum, welcomed everyone. Com.M.Adasul, CS, SNEA, conducted the proceedings. The convention was addressed by Com.P.Abhimanyu, GS, BSNLEU, com.Seshadri, AGS, NFTE, com. K. [31.03.2015]Sr. GM (SR) urged to expeditiously modify the Corporate Office letter on immunity from transfers.

Com.P.Abhimanyu, GS and com.Swapan Chakraborty, Dy.GS, met shri Shameem Akhtar, Sr.GM (SR) today and once again urged him to immediately modify the letter already issued by the Corporate Office, on immunity from transfers, for the office bearers of the Recognised Unions. In the letter issued on the matter, by the Corporate Office,  it is mentioned that the immunity will be available for only one term, which is a deviation from the DoT order that has been followed until now. The issue is already discussed with the Director (HR). The Sr.GM (SR) assured that necessary modification would be issued soon.

Com.P.Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met shri Anupam Srivastava, CMD BSNL and urged him to immediately intervene and settle the victimisations of Jamshedpur SSA of Jharkhand circle. They submitted a letter containing the details of the members of BSNLEU, who had been transferred vindictively, and in violation of the Transfer Policy of BSNL. The CMD advised shri A.N.Rai, Director (HR), who was also available in the meeting, to take appropriate action. The leaders also invited the CMD to attend and address the meeting of the National Council, which is scheduled to take place on 28-04-2015, which was accepted by him. 


[31.03.2015]Executive Director (NB) urged to settle the dead - lock in the production of drop wire in Mumbai Telecom Factory. 

Com.P.Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met shri Md. Ashraff Khan, Executive Director (NB) and complained about the inordinate delay created by the QA, in issuing certificate to the production of drop wire in Mumbai Telecom Factory, which has stalled the manufacturing. He replied that the issue would be sorted out soon. 


[31.03.2015]Management urged to expeditiously allot alternative accommodation to BSNLEU.

In today's meeting with the Executives Director (NB), the GS and Dy.GS. urged that BSNLEU should immediately be allotted with an alternative accommodation,  in view of the fact that the quarter presently being occupied by BSNLEU is already sold to the Jharkhand government, by the Central Government. The ED (NB) assured that a suitable alternative accommodation would be allotted soon.

[30.03.2015]CHQ’s intervention results in timely financial relief to a comrade who is critically ill.  

Com. Vijay Shankar Tyagi, TM, NTR, Muzaffarnagar, (UP-West), was affected with pneumonia and was admitted in a critical condition in a hospital at Noida. He was placed on ventilator. The official’s family had spent a large amount, since the ventilator charge alone came to Rs.30,000 per day. The hospital refused cashless treatment, since the patient belongs to another SSA. On knowing about the case, GS, BSNLEU wrote letter to the Director (HR) on 23.03.2015 and discussed the matter with him, and sought immediate intervention of the Corporate Office. As a result of this, an amount of Rs.2,72,000 was paid to com. Vijay Shankar Tyagi on 25.03.2015 itself, in settlement of his already submitted medical claim. This came as a big relief to the family of com. Vijay Shankar Tyagi. He is improving and has been removed from the ventilator support. CHQ heartily thanks the Director (HR) for the timely intervention.


[30.03.2015]Private operators are planning to make undue gains, blaming the spectrum prices – says Ravi Shankar Prasad. 

The private telecom companies have told that there would be an increase in the tariffs, as a result of the high bidding amounts in the recent spectrum auctioning. Airtel Chief, Sunil Mittal Bharti has said recently that there would be an increase of 5 - 7 paise per minute for voice calls and 1 - 2 paise for the data usage of 1 mb. Reliance Communications has also said that there was a need to raise the tariffs. But Telecom Minister, Ravi Shankar Prasad has snubbed the private telecom operators and said that they were planning to make undue gains by blaming spectrum prices. He said that spectrum would be with the telecom companies for 20 years and also said that as per an analysis, the a yearly load on telecom operators is going to be 1.3 paise per connection per minute call.

The Foundation Day of the BSNLEU was celebrated at Shillong, in NE-I Circle, on the 24th March 2015. The day was celebrated by holding a Blood Donation Camp, in cooperation with the Regional Blood Bank, Pasteur Institute, Shillong. The blood donation camp, which was organized in the Union Office, was inaugurated by the Chief General Manager N.E-1 Circle, Sri. D.P.Singh and most of the comrades, including many Officers, voluntarily donated blood. Before the starting of the blood donation bank, the Union Flag was hoisted and homage was paid to the martyrs.<<view photos>>

[26.03.2015]Spectrum auctioning ended. Government to get Rs.1,10,000 crore.

The spectrum auctioning, which was going on for the past 19 days has come to an end. Totally 115 rounds of auctioning have taken place. The total bidding amount comes to Rs.1,09,874 crore. The spectrum auctioning that took place in 2010 fetched Rs.1,06,000 crore. 8 private mobile companies, whose existing permits are expiring in 2015-16, have participated in this auctioning. They have complained that the high bidding amounts would further increase their debt and have already hinted that the call charges would increase by 10% to 15%.

To observe the BSNLEU Foundation Day, and also as a part of the on going SAVE BSNL campaign, a largely attended seminar was organised at Thiruvananthapuram on 24.03.2015. Com. S. Prathap Kumar, AGS, BSNLEU welcomed everyone. Com. R.Muraleedharan Nair, former AGS of BSNLEU presided over the seminar. Dr. Thomas Issac MLA, the former Finance Minister of Kerala as well as a Central Committee member of the CPI(M), addressed the seminar. The total biddings in the on going spectrum auctioning has reached Rs.1,09,000 crores as of yesterday the, 24.03.2015. It is important to note that the private telecom operators have already hinted that the high spectrum cost would result in increased tariff. Our private telecom operator should make note of the point that the recent spectrum auctioning conducted in the United States has fetched the government Rs.2,40,000 crores (40 billion US dollars).

At least 17 top scientific institutions in the country, including AIIMS and IIT Delhi, have been commissioned by the Union government to address concerns about radiation emitted from mobile phones and phone towers causing illnesses.  It is important to note that an earlier research has said that disappearance of butterflies, bees, insects and sparrows from big cities had been due to radiation from mobile phone towers.

A conciliation between the JAC of the Non-Executives and the BSNL Management will be conducted by the Regional Labour Commissioner (Central) on 30.03.2015 at New Delhi, on the 30 point charter of demands on which the one day strike took place on 27.11.2014. The Islamic State (also called the ISIS) bombed two mosques yesterday the 20.03.2015 in Sanaa, the capital of Yemen. 142 people were killed and 350 people were injured. It is to be noted that all those who were killed and injured are muslims. More atrocious is that all the victims were killed when they were involved in Friday prayers in the mosques. This is a barbaric act and should be condemned by one and all, irrespective of relegious faith. An organisation which wants to establish Islamic rule, is killing the followers of Islam. This is what is called relegious fanatism. Relegious faith of all kinds should be respected. Relegious fanatism should be condemned.

The bids for spectrum fell sharply to Rs.1.05 lakh crore yesterday the 20.03.2015. As per the bids of the previous day, the government was assured more than Rs.1.09 lakh crore. 


[21.03.2015]Nationalisation of coal mines done in 1973, by Smt. Indira Gandhi, is killed by Modi government.

“The Coal Mines Special Provisions Bill” is passed in the Rajya Sabha yesterday. This bill will enable the govt. to privatise the coal mines through the back door. It will empower the government to allow private companies to mine coal and sell it in the open market. With this the Modi government has effectively killed the nationalisation of coal mines done by Smt. Indira Gandhi in 1973. Congress and Left Parties opposed this bill in the Rajya Sabha. Eventhough NDA does not have majority in the Rajya Sabha, the bill is passed with the support of parties like Trinamool Congress, Biju Janata Dal and AIADMK.


[21.03.2015]Maneka Gandhi too expresses unhappiness on 50% cut in child scheme funds.

In the budget submitted by the Modi govt., a 50% cut is made in the funds for “Integrated Child Development Scheme”. This huge cut will greatly affect various schemes meant for the vast section of poor children. It is noteworthy that in the same budget, the Modi govt. has abolished the wealth tax, amounting Rs.8315 crores and has given concessions worth Rs.5,89,285.2 crore to the corporates. The Left Parties and trade unions have strongly opposed the budget. Now, the NDA Minister for Women and Child Development, Smt. Maneka Gandhi has also admitted that the cut in funds for child schemes will adversely affect the welfare of children in the country.

[21.03.2015]Dead-lock broken in Gujarat – Forum constituted.

Gujarat circle had always remained in the forefront in all the struggles that have taken place in the past. However, a worrisome trend developed there, and recent strikes did not take place. With a view to break this dead-lock, it was decided to conduct a Joint Circle Executive Committee of all the Unions and Associations of Gujarat circle. This is a new experiment which has not been conducted anywhere in the country. However, all the major Unions and Associations responded well both at the National level, as well as at the Circle level. General Secretaries of all major organizations, viz., BSNLEU, NFTE, SNEA, AIBSNLEA and BSNL MS attended the meeting and addressed. As a result, the dead-lock in Gujarat is broken. The circle level Forum is constituted in the meeting and it is also decided that this body will meet within a few days and plan to conduct the circle level convention. At a very short notice, BSNLEU circle union took up the responsibility of making arrangements for this Joint Executive Committee meeting and did it wonderfully.

The Joint Circle Executive Committee meeting of Gujarat circle was held at Ahmedabad, today the 20-03-2015. The meeting was held to successfully organise the two day strike on 21st and 22nd April, 2015. Com.A.M.Patil, circle secretary, BSNLEU, welcomed everyone. Com.C.Sigh, GS, NFTE & President, Forum, presided over the meeting and delivered his address. Thereafter, com. P. Abhimanyu, GS, BSNLEU, com. K. Sebastin, GS, SNEA, com. Prahalad Rai, GS, AIBSNLEA and com. Suresh Kumar, GS, BSNL MS addressed the gathering and stressed on the importance to successfully organise the two day strike. Thereafter, the circle secretaries of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, ATM and AIGETOA spoke and assured that the strike would be successfully organised in Gujarat circle. Finally, the circle level Forum of Gujarat circle was formed. Com.A.M.Patil, CS, BSNLEU is elected as the Convener and com.N.J.Bhatia is elected as the President. [20.03.2015]BSNL's revenue will be Rs. 29,000 crore for the financial year 2014-15- says CMD BSNL.

BSNL's revenue for the financial year 2014-15 will be Rs. 29,000 crore, the CMD BSNL has stated,  as reported by TeleAnalysis. The growth of the Company will be 4 to 5 per cent, the CMD has stated. He has also expressed hope that the Company would become profit making in the Financial Year 2018-19. 


[20.03.2015]Phase 7 expansion project will be completed by June 2015- says CMD BSNL.

Shri Anupam Shrivastava has told that the phase 7 GSM expansion project of BSNL will be completed by June 2015, as reported by TeleAnalysis. The Company has invested Rs. 4804 crore for this project of which 60 per CENT work is completed so far, said the CMD. In this project 27,000 towers are being erected, of which 15,000 are of 2G and 12,000 are of 3G, he has said.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri A.N. Rai, Director (HR) and discussed the following issues. 


(1)   Immunity from Transfer.

The leaders demanded that the provision contained in the DG P&T order, regarding the availability of the facility immunity from transfer beyond the first term, should continue to be implemented in BSNL. The Director (HR) accepted this. 


(2)   Dropwire production in Telecom Factory, Mumbai.

The leaders complained that the production of dropwire has stopped in Telecom Factory Mumbai, due to unwanted delay in granting certificate by the QA. The Director (HR) spoke to the ED (NB) and directed him to immediately sort out the issue.


(3)   Holding of one more exam for Draughtsmen to appear JTO(C) exam.

The Director (HR) assured that the decision of the National Council would be expeditiously implemented. 


(4)  Settlement of victimisations in Varanasi.

The Director (HR) assured that he would personally discuss this issue with the CGM, UP (East) during his visit to Lucknow on 20.03.2015 and would sort it out.


(5)   Alternative accommodation for BSNLEU.

The leaders demanded immediate allotment of alternative accommodation to BSNLEU, since the present allotment at D-7 is already sold out to the Government of Jharkhand. The Direcor (HR) assured that the needful would be done.

[18.03.2015]Payment of Medical Allowance without voucher to the retired employees.

BSNL Employees Union has long been demanding that payment of Medical Allowance without voucher should be extended atleast to the retired employees, since the Management declined to restore it to the serving employees. This demand is raised in view of the fact that the retired employees, in their advanced age, find it extremely difficult to get the medical expenses reimbursed by submitting vouchers. This demand is raised in the National Council also. In this connection, the Corporate Office has now called for certain particulars from the circles. Circle Secretaries are requested to ensure that this particulars are expeditiously sent to the Corporate Office.<<view letter>>


[18.03.2015]Corporate Office directs SSA heads to meet MPs.

The Corporate Office has sent a circular to all the CGM’s with the direction that all the SSA heads in BSNL should meet the members of Parliament of their respective constituencies. In this meetings, the SSA heads should apprise the MPs of the problems in providing telecom facilities, as well as their suggestions for improvement of services. All the CGM’s are directed to send a compliance report to the Corporate Office by 27th March, 2015 and a meeting between the Hon’ble Minister of Communications and IT and the members of the Parliament will be held in BSNL Corporate Office in April, 2015. This instruction is being sent as per the direction of the PS to Minister. This is a good opportunity for our Management to apprise the MPs about the problems being faced by BSNL in providing satisfactory services to the public. [18.03.2015]1857 freedom struggle is a ‘communal war’ – says VHP Joint General Secretary, Surendra Jain.

The freedom struggle that took place in 1857 is known as the First War of Indian Independence. Thousands of our fore fathers fought against the British Imperialists and sacrificed their lives for the freedom of our motherland. It is a glorious chapter in struggle for freedom, in which the freedom fighters unitedly fought, forgetting their language, region, caste and religion. However, it is sickening to note that it is dubbed as a communal war by the Viswa Hindu Parishad (VHP). Surendra Jain, Joint General Secretary of the VHP has said that the freedom struggle took place in 1857 is a communal war, fought for religion and similar wars would be waged if Christians do not stop conversions. The RSS is out to devide the people on religious line. The speech of the VHP leader only shows that the Sangh Parivar may stoop to any level to achieve their goal. The working class has to remain vigilant and unitedly fight against this communal fire.   


[18.03.2015]Biddings in the spectrum auctioning reach Rs.1.07 lakh crore. Private companies hint tariff increase.

The biddings in the ongoing spectrum auctioning have touched a new height of Rs.1.07 lakh crore on day 12. This is higher than the Rs.1.06 lakh crore collected in the auctioning held in the year 2010. In the present auctioning, Idea Cellular has committed Rs.30,000 crore, Vadafone Rs.24,000 crore and Airtel Rs.21,000 crore. Private telecom companies have also hinted that the high bidding amounts will result in fare hike and the days of cheap telecom tariff will soon go.

Corporate Office has issued notification to hold the National Council on 13.04.2015. This date is fixed unilaterally and without ascertaining the availability of the Staff Side members. Hence, the Staff Side has sought a change in the date. 


[17.03.2015]BSNLEU’s demand on immunity from transfer accepted. Union has demanded to remove the restriction.

As per the order of the DG P&T, so far the facility of immunity from transfers was eligible to the office bearers of the Recognised Union, only for a period of one year. However, this is extendable beyond one year, based on the mutual goodwill between the Union and the Administration. BSNLEU has demanded that the period of immunity from transfer should be three years, instead of one year, since recognition is granted for a period of 3 years as per the New Recognition Rule. Accepting the demand of BSNLEU, Management has issued order yesterday. However, they have imposed a restriction that the facility of immunity from transfer will be given only once and will not be available for the second time. This restriction is not acceptable to BSNLEU. Com. P. Abhimanyu, GS, and com. Swapan Chakraborty, Dy.GS, met Shri Shameem Akhtar, Sr.GM (SR) today and demanded that this restriction should be removed. The Sr.GM (SR) has assured that the demand of the Union would be looked into.

The GM (TF) replied that the chip modules for production of SIM cards will be made available shortly. However, production of dropwire can be restored only the approval of sample is given by the QA. The leaders also held a detailed discussion about the revival of the Telecom Factories.

[16.03.2015]Ravi Shankar Prasad announces launch of BSNL’s new NGN technology.

On 14.03.2015, the Minister of Communications and Information Technology, shri Ravi Shankar Prasad inaugurated BSNL’s Next Generation Network (NGN) technology, based on fixed line. The Next Generation Network (NGN) of BSNL allows users to make video calls through landline phones, do multi-media video conferencing, transfer calls from landline to mobiles and vice versa. The facility is currently available in Bangalore and soon whole of Karnataka will be covered. The inauguration was done by Ravi Shankar Prasad by placing a video call to R.K. Mishra, Chief General Manager of BSNL in the Karnataka circle. BSNL plans to convert 14 million telephone lines with NGN technology by the end of December, 2017. This involves an investment of Rs.1000 crore.

[16.03.2015]Fulfilling the signature campaign quota.

As all of us know that the Forum has fixed the target of collecting one crore signatures from public, in support of our demands for the revival of BSNL. Whereas, as on the day of the March to the Parliament (25.02.2015) only 25 lakh signatures were collected. This is only Ľ of the target. CHQ is very unhappy about this performance. To fulfill the target of one crore signatures, the Forum has extended the last date up to 31.03.2015. This is already communicated. However, it seems that in may places this work is not going on. Hence, all circle and district secretaries are requested to gear up the collection of signatures and complete their respective quotas by 31.03.2015.


[16.03.2015]Allotment of accommodation in K.G. Bose Bhawan – Circle and District Secretaries to kindly note please.

As regards allotment of accommodation in the K.G. Bose Bhawan at New Delhi, it is the decision, that the request for allotment of accommodation should come through the circle secretaries. But this is not being followed. We continue to receive request letters from individual employees. If these requests are accepted, it may lead to misuse also. At the same time it is understood that difficulties are there in sending the requests through circle secretaries. Hence, the matter is reviewed, and it is decided that the request for accommodation should come from the district secretaries, atleast. The district secretaries are directed send the request in their letter pads. Mobile number of the district secretary, fax number and email ID (if available) must also be mentioned in the letter. The availability or non-availability of accommodation will be communicated to the district secretary only. Hence, it may kindly be noted that hereafter, any request for accommodation, not sent by the district secretary, will not be accepted.


[14.03.2015]Constitution for Negotiating Councils.

BSNLEU has long been demanding that Management should finalise constitution/conduct of business rules, to regulate the functioning of the National, Circle and Local Councils. BSNLEU had also suggested that this constitution can be based on the JCM constitution. After a long delay, Management has prepared a draft constitution. Unions have to give their views. CHQ requests our circle and district secretaries and CHQ office bearers to send their views to CHQ immediately.<<view draft constitution>>

CHQ calls upon the circle and district unions to celebrate this year’s Foundation Day of BSNLEU, together with the Martyrdom Day of Bhagat Singh, Sukh Dev and Rajguru on 23.03.2015 by hoisting our Union flag and by organising other programme. [14.03.2015]Consolidation of SSAs into Business Areas and it’s impact on Non-Executives.

Management is in the process of consolidating SSAs into Business Areas. It is being told that this is being done to improve operational efficiency. We cannot have any objection to this. At the same time, this so called Consolidation of SSAs should not affect the Non-Executives. This aspect has been discussed a number of times with the Management. On 11.03.2015, this issue was discussed with Shri Anupam Shrivastava, CMD. Again it was discussed with Smt. Madhu Arora, GM (Restg.) on 12.03.2015. They have stated that the existing SSAs will continue and they would not be merged with the bigger SSAs and that in no way the Non-Executives would be affected. However, in the Corporate Office letter no.4-2/2014-Restg.(Vol.III) dated 11th February, 2015, it is stated that the HR issues would be handled by the Business Area. We have asked the implications of this clause and Management has assured to provide us with the same. CHQ will continue to persue this.<<view CO letter>>


[13.03.2015]Responsibility will be fixed on SSA-Head, if any PO case remains pending beyond 31.03.2015.

All TSMs, who are regularized on or after 01.10.2000, are to be issued with Presidential Orders (POs). However, it is observed that still the cases of a good number of TSMs who are regularized on or after 01.10.2000, are not issued with POs, since the District/Circle administrations are not forwarding such cases to the Corporate Office. Hence, the Corporate Office has given a final ultimatum that all pending cases should be forwarded by 31.03.2015. It is also stated that if any case is found to be pending beyond 31.03.2015, the responsibility would be fixed on the SSA-Head. All circle and district secretaries are requested, to look into this and to take suitable action, so that pending cases are forwarded to the Corporate Office before 31.03.2015.<<view letter>>

[13.03.2015]PLI Committee meeting held on 12.03.2015.

The PLI Committee meeting was held on 12.03.2015. The two Staff Side members of the Committee com. P. Abhimanyu, Secretary, Staff Side and com. Islam Ahmed, Leader, Staff Side participated. Com. Balbir Singh (BSNLEU), com. Swapan Chakraborty (BSNLEU) and com. Rajmouli (NFTE) were present as observers. 

(i)    In the earlier meetings, Management Side had been insisting that the PLI should be linked with the performance of the employees. But the Staff Side opposed this and strongly demanded that the PLI should be linked only with the National level Productivity of the Company. In yesterday’s meeting it was agreed by both sides that the new formula will be based on the National level Productivity of the Company and will be called “Productivity Linked Incentive”. This is a significant improvement. 

(ii)   As regards the applicability of this PLI scheme to the Executives, there was difference between the Management Side members. This issue will be further discussed. 

(iii)  In the proposal given by the Management Side in the meeting held on 10.02.2015, target has been laid down only for “Very Good” performance. Staff Side demanded that targets should also be there for “Fair”, “Good” and “Excellent” performances. This was agreed to in yesterday’s meeting. 

(iv)  In the last meeting, Staff Side had demanded that the new mobile connections given should also be included as a parameter. Management Side said VLR can be included instead of mobile connections. 

(v)    There was unanimity among the Staff Side members in demanding that a minimum PLI should be paid. But difference surfaced in the method of bargaining for it. 

The meeting ended without fixing any date for the next meeting.

[13.03.2015]Respectful homage to com. N.J. Iyer.

It is Com.N.J. Iyer’s death anniversary today. Com. Iyer is one of the outstanding leaders of the P&T trade union movement. He has played a significant role in developing a class conscious trade union movement among the P&T employees. Eventhough he was the General Secretary of the RMS Class-III union, he has made immense contribution to develop a militant trade union movement in the telecom wing. On this day, we pay our respectful homage to com. N.J. Iyer and resolve to carry forward his legacy.


[11.03.2015]BSNL is the 10th largest company in India, based on asset value.

Among the 4,15,886 companies that are functioning in the country, and which have filed their balance sheets in the financial year 2013-14, Reliance India Ltd. (RIL) is the biggest company, by it’s assets value. It is a matter of pride for all of us that BSNL is the 10th biggest company in this list. This reply is given in the Parliament yesterday, by Shri Arun Jaitley, Minister of Corporate Affairs. The following is the reply given by the Minister in Parliament.<<view reply>>


[11.03.2015]Meeting with CMD BSNL.

Com. Balbir Singh, President, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri Anupam Shrivastava, CMD and discussed the following issues:- 


(1)       Nominating non-members to the National circle and local councils.

The Union representatives drew the attention of the CMD, to the direction of the Hon’ble Kerala High Court on the subject and requested him to give necessary guideline to the SR Branch. They handed over a copy of the Hon’ble Court direction on the subject. The CMD agreed to do the needful. 


(2)       BSNL’s HR plan.

BSNLEU has already given it’s response to the decisions of the Management Committee, on the HR plan of BSNL, based on the recommendations of the Deloittee Committee. The Union Representatives demanded the Management to hold a discussion with the Union on this subject. As regards the merger of small SSAs into Areas, the representatives demanded that the interests of the Non-Executives should be protected. They also demanded that the Management should clearly spell out in writing, the steps it intends to do in this regard. The CMD agreed to both the demands. 


(3)       Long pending problems of the Non-Executives.

The representatives drew the attention of the CMD towards the long pending problems of the Non-Executives on which the JAC had gone on struggle. They proposed that the CMD should hold a meeting with the representatives of the JAC to sort out the issues. The CMD agreed to hold one such meeting soon. 


(4)       Handling of grievances of contract workers in the Corporate Office.

At present the issues of contract workers are being dealt with by the Admn. Branch. However, this Branch is not having any machinery to monitor the implementation of the BSNL CO orders. Moreover, the Labour Enforcement (LE) section is with the Establishment Branch. Hence, BSNLEU has already raised the demand that the contract workers issue should be dealt with by the LE section in the Establishment Branch. This demand is once again raised with the CMD today and he assured to look into it. 


(5)       No to BSNL and MTNL merger.

The union representatives insisted upon the CMD that the BSNL Management should stoutly oppose any merger of BSNL and MTNL, since it will doom the future of BSNL. The CMD told that appropriate action in this regard would be taken.


[10.03.2015]Issue of Presidential Orders to TSMs, who were regularized in BSNL.

The above issue is continuously being taken up by BSNLEU, with the Corporate Office and the DoT. So far, 110 cases from different circles were forwarded by the Corporate Office to the DoT for approval. BSNLEU took up the issue with the DoT and got 44 cases of different circles approved. The union is persuing the remaining cases. Circle wise breakup figure of approved cases are given below:- 

(1) Andhra Pradesh Circle       - 15

(2) Calcutta Telephones Circle - 9

(3) Himachal Pradesh Circle     - 1

(4) J&K Circle                            - 8

(5) Rajasthan Circle                  - 10

(6) UP (West) Circle                  - 1  

Total             44 cases         

The respective circle secretaries are requested to send the details of the pending cases which are duly forwarded to the Corporate Office with details for further processing. 


[10.03.2015]Preparations for the two day strike.

Forum has already given call for a two day strike on 21st and 22nd April, 2015. CHQ has sent circular on 02.03.2015 directing all the circle and district unions to launch serious preparations. Circles which have not completed their quota of signature collection should complete it by 31.03.2015. Circle level conventions should immediately be conducted, wherever the same is not held. Further, district level conventions and Branch General Body meetings should also be held, to fully gear up the employees. The available time should be used in the best possible manner to mobilise the employees and also to mobilize public support.

The next meeting of the PLI Committee will take place on 12.03.2015. The Management Side is expected to come with the replies about the basics of the proposed PLI formula, about which Staff Side raised questions in the last meeting.

[09.03.2015]India imported telecom equipments worth Rs. 74,000 crore in 2013-14.

India imported telecom equipments for a staggering Rs.74,116 crore in 2013-14. This includes mobile handsets. Telecom equipments imported in 2012-13 stood at Rs. 61,539 crore. 225 million mobile handsets were imported in 2014. During the first 7 months of 2014-15 alone, India has imported telecom equipments worth Rs. 52,310 crore. Indian government has allowed 100 FDI in the Telecom Sector. Government said that 100% FDI in telecom will boost indigenous manufacturing in the sector. However, as a matter of fact, indigenous manufacturing is declining. For example, 155 million handsets were manufactured in 2011. This number got reduced to 58 million in 2014. Long live Narendra Modi's slogan of "Manufacture in India".


[09.03.2015]Insurance employees on strike against increase in FDI limit.

The Insurance employees are on a nationwide strike today, against the increasing of FDI limit to 49% in the Insurance Sector. The All India Insurance Employees Association (AIIEA) has given the call. BSNLEU, expresses it support and solidarity to the struggle of the Insurance employees and condemns the Narendra Modi government for opening the Insurance Sector to the looting of MNCs.


[07.03.2015]RS. 2,42,896 crore is the debt of Indian Telecom companies.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March that the total debt of all the telecom companies is Rs. 2,42,896 crore. Out of this, BSNL's debt is Rs. 4459 crore. MTNL 'so debt is Rs. 14,120 crore. The remaining Rs. 2,24,317 crore is the debt of private telecom companies.


[07.03.2015]BSNL to offer broadband service through cable networks.

CMD BSNL shri  Anupam Srivastava has told that BSNL is exploring the possibilities to provide broadband services through cable networks,  for which it wants to make  agreements with cable operators . It is reported that this model is already successfully tested in many parts of the country. The CMD  has also told that within  two years,  BSNL intends to double it's revenue to Rs. 16,000 crore,  from the present Rs. 8850 crore.


[07.03.2015]BSNL 's customer base declines - Parliament informed.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March, 2015 that the customer base of BSNL is declining. According to the information given by the Minister, the customer base of BSNL stood at 945.09 lakh in March 2012. In March 2014, it reduced to 924 lakh. Whereas, it stood at 781.28 lakh in January 2015.

Bidding value reached a whopping Rs. 77,000 crore on the third day of the ongoing Spectrum Auctioning on Friday. On the first day, the bidding values reached Rs. 60,000 crore.  On the second day, this figure stood at Rs. 65,000 crore.

8th March of every year is being celebrated as the International Women's Day world over.  The CEC meeting of BSNLEU, held at Rajkot last year, decided that this day should be celebrated by BSNLEU also in a befitting manner. Hence, CHQ calls upon all the circle and district unions to observe International Women's Day on 8th March. Special meetings may be observed on this day, highlighting the contributions of women to the growth of the nation as well as the inequalities and injustices being meted out to women in our society. [04.03.2015]Hearing in the ITS case adjourned to 23rd March.

Hearing in the ITS contempt case, filed by BSNLEU, SNEA and AIBSLEA, came up for hearing in the Hon'ble  Delhi High Court today. However, the judge recused himself from hearing the case. Hence, the hearing is adjourned to 23rd March, 2015. It may be noted that the same judge has appeared as the  government counsel earlier, in the  same  case.


[04.03.2015]Insurance Bill passed in Rajya Sabha.

Media reports say that the Insurance Bill, paving the way to increase the FDI  cap to 49% is passed in the Rajya Sabha today. This is an atrocious step by the Narendra Modi government, to enable the multi national companies to capture the Indian Insurance Sector and to loot the people's money. BSNLEU severely condemns this act of the government, and vows to continue its fight against the Neo Liberal  Policies, in tandem with the Central Trade Unions.

I don’t completely discount the merger but as of now my main focus is to revising the health of these two companies. I can tell you on your channel, you have been following this sector very closely, the way these two public sector undertakings have been ill-treated in the last seven years is something to be seen to be believed. Both of these companies were in profit by the year 2005-2006, thousands and thousands of crore. What happened in the subsequent years that they have come under such a critical state? Something which I can openly tell you today that every attempt was made that they are not allowed to expand.

Smt. Sujatha Ray, who is presently the ED (Finance) of BSNL, is selected by the Public Enterprises Selection Board (PESB) for the post of Director (HR) of BSNL. Thus, the Director (HR) post which is lying vacant for nearly 3 years is going to be filled up soon. This is one of the important demands of the Forum also. Smt. Yojna Das is already selected by the PESB for the post of Director (Finance). So, soon BSNL will be having two women Board of Directors, out of 5 Directors. BSNLEU heartily congratulates Smt. Sujatha Ray.

Mobile number portability (MNP) is already implemented from January 2011. But this is available only within the circle. But now, the TRAI has decided that National Mobile Number Portability (National MNP) will be implemented from 3rd May, 2015.

Among the top performing Public Sector Companies in 2013-14, ONGC is in the 1st position, with a net profit of Rs.22,094 crore. BSNL is the biggest loss making company with a net loss of Rs.7,019 crore. 


[28.02.2015]TRAI proposes to cut mobile roaming rates up to 80%

TRAI has proposed to cut STD call rates during roaming to Re 1 per minute, from maximum charge of Rs 1.5 per minute. For incoming calls, the regulator wants telecom companies to charge a maximum of 45 paise per minute, instead of 75 paise permitted at present. Besides, it has proposed a maximum of 25 paise per STD SMS sent by customers when they are roaming, compared to the prevailing ceiling tariff of 1.5 paise per SMS. TRAI has also said that local SMS should be charged a maximum of only 20 paise compared Re 1 that can be levied at present. The regulator has sought comments from stakeholders by March 13, after which it will issue the final order.

Pressure also increased on Prime Minister, who was also an RSS Pracharak, to explain his position on such a remark. Under this circumstance, the Prime Minister has made the following statement. We welcome this statement and wish the Prime Minister will implement whatever he says in letter and spirit.

28.02.2015]Hold Spectrum Auctioning, but don’t finalise results – says Supreme Court.

Cases were filed by private telecom companies like Airtel, Reliance and Idea in the High Courts of Delhi, Karnataka, Allahabad and Tripura, against certain conditions in the Spectrum Auctioning, to be held next month. As a result of this, the Central Government had sought the intervention of the Supreme Court. The Supreme Court has ordered yesterday that govt. could conduct auctioning of Spectrum, but the results should not be finalized without it’s approval.

The BJP came to power utilising the popular anger of the people, against the Congress Party, in whose rule massive scams like the 2G and Coalgate have taken place. Whether it is 2G or Coalgate, the big corporates looted the wealth of the nation by bribing the politicians in power. Now it is slowly coming out that the leaders of the ruling BJP are not different from the Congress leaders. Sufficient evidence has come out now, which shows that Nitin Gadgari, the present Union Minister and former BJP President, has stayed with his family in a luxury yacht belonging to the Essar group, in the “French Reviera”. Gadgari has admitted that he, his wife, two sons and daughter stayed for two nights in the luxury yacht in July 2013, as guests. This may appear to be a small favour. But this shows the “closeness” between the political leaders and the big corporates. Now we can understand why the ministers are favouring the corporates and weakening the public sector companies.

  2 Day strike on 21st & 22nd April, 2015 


[27.02.2015]A meeting of the Forum is held today under the presidentship of Com.Chandeswar Singh, President, Forum. Com. V.A.N. Namboodiri, Convener welcomed. A very serious and thorough discussion took place regarding the decision of the Forum to go on strike for the revival of BSNL. Keeping the ground reality into account, and also to ensure the widest mobilization of employees, as well as public sympathy, the following decisions are taken unanimously. 

(i)      A two day strike will take place on 21st and 22nd April, 2015.

(ii)     Strike notice will be served on 12th March, 2015.

(iii)    Demonstrations shall be conducted throughout the country on 12th March, 2015, i.e. the day on which strike notice will be served.


(iv)   Press Conference shall be conducted on 12th March, 2015 in all circle headquarters by Forum, to give wide publicity to the strike and demands.


(v)    Those circles which have not completed their circle level conventions should complete them immediately. Further, District level conventions and Branch General Body meetings should also be organised to fully mobilize the employees in the strike.


(vi)   The last date for signature campaign to collect one crore signatures is extended upto 31.03.2015. All circles are requested to complete their quota (50 signatures per employees) within this date.


(vii) The strike notice will be signed by only General Secretaries. All General Secretaries are requested to be present at New Delhi on 12th March.


[27.02.2015]Modi government takes move to appoint private executives to the top posts of 5 Public Sector banks.

In pursuant to the Neo-Liberal policies, the Modi government is taking steps to kill the public sector of the country. Now, his Finance Ministry has called for applications from private executives, to fill up the MD posts of 5 PSU banks. These banks are Canara Bank, Punjab National Bank, Bank of India, Bank of Baroda and IDBI. This is being done under the pretext to improve the efficiency of the PSU banks. It may be noted that more than 100 private banks of the United States became bankrupt in the Economic Crisis that started in 2008. But the Indian PSU banks withstood that crisis. In the name of efficiency, now the Modi Sarkar wants to ruin the PSU banks.

The 14th Finance Commission has suggested that the pay of the government employees should be linked with productivity. It is reported that the 7th Central Pay Commission has been asked to look into this aspect of improving the quality of public services by linking pay with productivity.

The Central Secretariat meeting of BSNLEU is held at New Delhi today. 23 out of 25 Central Office bearers attended the meeting. The meeting is held at K.G. Bose Bhawan and was presided over by Com. [26.02.2015]Central Trade Unions are conducting nationwide Satyagraha today.

All the 11 Central Trade Unions of the country are conducting nationwide Satyagraha (civil disobedience) today against the disinvestment / privatisation of Public Sector companies, pro-corporate labour reforms, throwing open the country to the lootings of multi national companies by increasing FDI cap in various sectors, demanding to increase the minimum wages of the unorganised workers, as well as other demands contained in the 10 point charter of demands. It is very important to note that BMS, the trade union considered to be very close to the ruling BJP, is also spearheading this Satyagraha. Since almost the entire leaders, as well as the front line activists of BSNLEU have left their places and already come over to Delhi to participate in the March to Parliament, we are not in a position to participate in any programme today.

The Central Secretariat meeting of BSNLEU, which consists of the Central Office-bearers of the Union, is meeting at New Delhi today. The Non-Executives and Executives of BSNL conducted a massive March to Parliament today, demanding immediate steps by the Government and by the Management for the revival of BSNL. More than 5000 comrades participated in the March, who had come from Kashmir to Kanyakumari and from North East to Gujarat. They marched through the streets of Delhi, raising slogans for the revival of BSNL. [24.02.2015]Abolition of termination charge for calls from landlines will help BSNL.

TRAI has abolished the termination charge, which is being charged for calls which originate from landlines. The rate is 20 paise per call at present. Similarly, TRAI has also reduced the termination charge for calls which originate from mobile phones from 20 paise to 14 paise. The abolition of termination charges for landline calls will greatly help BSNL, since it will reduce the Inter Connection Usage Charges being paid to private companies. BSNL is the biggest land line service provider, with 1.7 crore connections.

Great people who lived in this world and who served mankind, are considered to be beyond region, language, religion, etc. Mother Teresa was one such great soul. She was an European by birth. But lived for long years in India. The “Missionaries of Charity”, founded by her, are serving mankind in 133 countries. Especially, they are serving people affected with Leprosy, HIV, TB and many such dreaded diseases. Recognising her services, she was conferred with Nobel Prize in 1979. But Mohan Bhagwat, the RSS chief, has made a new discovery. He has said that Mother Teresa did service with an ulterior motive of making religious conversions. Mohan Bhagwat’s speech is clearly aimed at spreading communal hatred. His remark is coming close on the heals of attacks on churches in Delhi and in various other places. Recently, Prime Minister Narendra Modi has stated that his government will not allow any one to spread communal hatred. We hope that the speech of people like Mohan Bhagwat will go to the notice of the Prime Minister.

[24.02.2015]March to Parliament - comrades to kindly note place.

The March to Parliament, called on by the Forum of BSNL Unions and Associations,  is taking place tomorrow the 25-02-2015. The Forum meeting that took place yesterday has finalized the details of the March. Accordingly, the March will start from BSNL Corporate Office in Janpath sharply at 11:00 AM.  So, all comrades are requested to reach the Corporate Office atleast by 10:30 AM. The March will reach the Parliament street police station, where a meeting will be held. Dr.Sanjeeva Reddy (INTUC), com.Tapan Sen (CITU), com. Gurudas Dasgupta (AITUC) and Brajesh Upadhyay (BMS) and all the General Secretaries of the Unions and Associations of BSNL will address the gathering. All District Secretaries are requested to bring the banners and flags for the rally without fail. It is also requested that all the comrades of BSNLEU shall wear badges, which will be distributed by the CHQ of BSNLEU. Circle Secretaries are requested to kindly collect them and distribute to the comrades of their respective circles. ALL THE CIRCLE AND DISTRICT SECRETARIES ARE REQUESTED TO ENSURE THAT THE COMRADES SHALL REMAIN IN THE MEETING, TILL IT IS OVER. Further, all the Circle and District Secretaries are requested to ensure utmost discipline at the time of the March to the Parliament, which is very very important.

Media is getting flooded with the news that top officers of Reliance Industries Ltd. (of Mukesh Ambani) Anil Dhirubai Ambani Group (of Anil Ambani) Cairns India Ltd. ( of Anil Agarwal) Essar, Jubilant and many other corporate companies are involved in secretly gathering important documents by bribing officers of various ministries. Secret documents of the government, connected with Oil, Power, Coal ministries have gone into the hands of these companies, which have been utilised to swindle peoples money. This is how the private companies are serving the nation. It is a matter of shame that the government and the mantris are trying to make the people believe that these private companies are engaged in Nation Building.

The entire world is caught with the cricket world cup fever. Television channels earn huge profits through telecasting the cricket matches alive. But, unfortunately, the Delhi High Court placed restrictions on Prasar Bharati (Door Dharshan) to telecast the matches. Clearly, this would have benefited the Star TV. But the Prasar Bharati fought the case in the Supreme Court and has removed the restrictions laid down by the Delhi High Court. Will the BSNL Management learn lessons from Prasar Bharati?


[23.02.2015]Steps to fatten the corporates.

Deepak Parekh, Chairman of the HDFC Bank has demanded the government to immediately start disinvestment in BSNL, LIC and Air India. He has expressed his satisfaction for the steps taken by the government to reduce subsidies and demanded that the forthcoming budget should give incentives to the corporates. All the above stated steps are already being taken by the Narendra Modi government, which says that all these steps are required to improve the economy. But the statement of Deepak Parekh proves that these steps are only to fatten the corporates.

[23.02.2015]BSNL to have tower sharing arrangement.

PTI has reported that the BSNL and Airtel are going to sign an agreement for tower sharing to strengthen their 2G mobile service. Airtel is having 1,42,890 towers covering 87% of India’s population. Shri Anupam Srivastava, CMD BSNL, has stated that co-opetition, (co-operative competition) is his one of the key strategies, according to which BSNL will co-operate with other players to expand it’s business. It is reported that BSNL will be having 1,10,000 towers after June this year.

[23.02.2015]Salutes to Mandya comrades.

Mandya District in Karnataka circle has collected 27,800 signatures. The number of employees in Mandya district is only 291. Thus, the signatures collected comes to 95 signatures per employees. Maddur is a small telephone exchange in Mandya District, with only 30 employees. These 30 comrades have collected 6000 signatures, which comes to 200 signatures per employee. CHQ salutes the Madya district comrades, especially, the Maddur comrades for the marvelous performance. But the question CHQ wishes to ask is, if Maddur comrades can collect 200 signatures per employee, why at least the quota fixed by Forum is not being fulfilled in many places? 


[23.02.2015]Successful Convention on Save BSNL campaign at Bhopal, MP 

Convention on Save BSNL campaign organised by the Forum of BSNL unions and associations, MP Circle was held at Bhopal, on 21.02.2015. The convention was presided over by com Jagdish Singh, vice president, BSNLEU, CHQ. Com H.S. Thakhur, CS, BSNLEU & Convener, Forum, BSNL Unions/Associations, MP Circle welcomes all leaders on dias and placed before the house the matters for the convention. Com Pramode Pradhan, Secretary, CITU, MP inaugurated the convention and explained about the present situations of the working class in the country. Com Swapan Chakraborty, Dy.GS, BSNLEU spoke at length on the issues of BSNL in the present condition and also the role of the successive govt. at the centre from 1991, from when the LPG policy started in the country. He urged to the workers to prepare for a long and sustained struggle including indefinite strike. Com R. P. Sahu, GS, AIGETOA, Com Dutta Majumder, President, SNEA, MP, Com Habib Khan, CS, NFTE - BSNL etc. spoke in the meeting. Vote of thanks was proposed by com. Narang, CS, BSNLOA, MP. 1,03,345 signatures collected from different Districts under MP Circle were handed over to Com Swapan Chakraborty by the Circle Forum in the meeting to be submitted to the Prime Minister.<<<view photos>>>


[21.02.2015]J&K circle conducts an impressive convention at Jammu.

Forum of BSNL Unions/Association organised a very impressive “Convention” at Jammu, on February 20th 2015. Inspite of extremely bad weather, employees from all corner of J&K participated in the convention. Com.Narayan Singh, Circle President, BSNLEU presided over the convention and Com. Mir Nizar Ahmad, CS, BSNLEU conducted the programme. Com. Raman Sharma welcomed the participants and leaders. All the circle level leaders of Forum including Com.Mir Nizar Ahmad, CS, BSNLEU, com.P.K Bali, CS, SNEA(I), com.P.C. Thapa, CS, AIBSNLEA, & com.Amrik Singh, CS, AIGETOA expressed their views. Com. Gulam Qadir Dandroo, Org.Secy, BSNLEU CHQ was also present. Com. Balbir Singh, President, BSNLEU, elaborately explained the strike issues. While expressing his views on the agitational programme as well as on the charter of demands, he called upon the workers to make the 17th March, indefinite strike a grand success. [21.02.2015]Andhra Pradesh comrades have collected 7 lakh signatures.

Andhra Pradesh circle union of BSNLEU has reported that 7 lakh signatures are so far collected in that circle. The work of collecting signatures is continuing and they are sure of reaching the figure to 8 lakh. CHQ heartily congratulates all the Andhra Pradesh Circle comrades for their sustained hard work. 


[21.02.2015]Ernakulam District shows the way of how to conduct the “Save BSNL Campaign”.

The Forum has given call to collect 1 crore signatures from public, in support of our demands for the revival of the Company. BSNL trade union movement has got an extra ordinary tradition of a hundred years and with well organised structures at the All India, State and District levels. This type of well-entrenched trade union set up is available only in very few PSUs. With this type of organization, we could have easily collected a few crores of signatures. The whole idea behind the collection of signatures is to make the people of this country understand, how the government is slowly killing BSNL, for the benefit of the private companies. That is why Forum gave call for conducting a “SAVE BSNL CAMPAIGN”. But, unfortunately, only in a few places our comrades have conducted this campaign seriously. CHQ has received a report from the Ernakulam District union, of how this campaign is conducted in that SSA. The call of the Forum has been implemented in letter and spirit. While heartily congratulating the Ernakulam comrades for their sincere and hard work, CHQ requests all comrades to go through this report.<<<view report>>>

[20.02.2015]Discussion with Management on TTA RR.

Com. P. Abhimanyu, GS, met shri R.K. Goyal, GM (Estt.) today and insisted the demand of the Union that the Non-Executives, on promotion as TTAs, under the LDCE, should not be treated as circle cadre. Other wise, on becoming TTAs, these employees will be transferred and posted in other SSAs of the circle, far away from their present SSAs. The GM (Estt.) suggested that some rules can be put in place so that the employees are not harassed on promotion as TTAs and suggested that the Union can give it’s views on this. However, the GS insisted upon the demand of the Union.
