Condemns the Bomb Blast at New Delhi
A powerful
bomb blast has taken place in the premises of High Court
at New Delhi. We strongly condemn this cowardly action.
More than 15 people are reported to have been killed in
the blast. BSNLEU condoles the death of the innocent lives
and expresses it's sympathy for those who are injured.

us teach a proper lesson to the management.
Dear comrades, the management has shamelessly hit the
employees below the belt, by withdrawing the medical
allowance and freezing the LTC. Today it may be only the
medical allowance and the LTC. But, if this is not
resisted, tomorrow management may lay it’s hands on other
allowances also. Perhaps, in future our pay may also come
under attack. Don’t forget that this is the reckless
management, which provided luxurious Maruti SX2 cars to
all the CGMs and PGMS and also Blackberry handsets to all
the ITS officers, even when the company’s financial
position was declining. Also don’t forget, that this is
lame-duck management, which was not capable of procuring
GSM equipments for the past 4 years, which is the main
reason for the down fall of our mighty BSNL. Now, to cover
up their inefficiency and recklessness, the management has
decided to make the employees as scape-goats. This cannot
be allowed. BSNLEU will never tolerate this nonsense. It
will hit back the management with all the strength at it’s
disposal. The first step is the protest demonstration to
be held on 07.09.2011. Mobilise the entire workers and
make the programme a resounding success. Let us teach a
proper lesson to the management.

Finally, there is good news for moblile subscribers, who
want relief from unwanted telemarketing calls and SMS.
TRAI has decided to implement new guidelines to check
pesky calls and SMS from September 27th.
Accordingly, all the telephone subscribers who have
registered with the “National Customer Preference
Registry” would get relief from all commercial
communications.

will not allow curtailment of any right of the employees.
Some unions and associations have reported on their
websites, that the CMD, BSNL has conveyed to them, the
intension of the management to put on hold certain
concessions of the employees, such as LTC, leave
encashment, payment of medical allowance without vouchers
and deferment of promotions. No such proposal has been
conveyed to BSNLEU by the management. So far as BSNLEU is
concerned, it will firmly oppose any move by the
management to curtail any of the existing
rights/concessions of the employees, under the guise of
saving the company. The employees cannot be punished for
the failures of the management. If necessary, BSNLEU will
not hesitate to launch struggles to safeguard the hard
earned rights of the employees. This message will be
conveyed to the management.

whom the Economic Times is weeping?
‘The Economic Times’, in it’s editorial dated 1st
September, 2011, has forcefully argued, that all those who
are arrested and jailed in connection with the 2G spectrum
scam should be released on bail immediately! ‘The Economic
Times’ argues that absolutely there is no scam in the sale
of 2G spectrum, since the govt. has stated that it had
suffered no loss and that the companies have stated that
they had only followed the existing policy to buy
licenses. We should not forget that it is the corporates
like the Tatas, Reliance, etc. who are the most benefited
in the 2G spectrum scam. . ‘The Economic Times’ is the
mouth piece of these corporates. Hence, there is nothing
new in ‘The Economic Times’ demanding that all the 2G
spectrum scam accused should be released on bail. Not only
in the 2G spectrum scam, but in all the scams that have
taken place after the introduction of the ‘Neo- Liberal’
policies, it is the corporates who are looting the wealth
of this nation, in connivance with the corrupt politicians
and bureaucrats. In his recent struggle, Anna Hazare has
rightly taken on the corrupt politicians of our country.
But at the same time, he too has not spoken a single word
against the corporates, who are looting the people’s
wealth, with the help of the corrupt politicians and
bureaucrats.

approves 5% disinvestment in BHEL.
The Cabinet
Committee on Disinvestment (CCEA) has decided on
30.08.2011, to sell 5% shares in the BHEL. This sale of
shares is expected to fetch the government an amount of
Rs.4320 crore. At present, the govt. is holding 67.72%
shares in the BHEL. It seems that the UPA govt. has not
learned any lessons from the ongoing Economic Crisis of
the United States
and the Europe, but is blindly
implementing the dictates of the World Bank and the Multi
National Companies. The National Convention of the Trade
Unions, that is taking place on 7th September
at New Delhi,
will decide on suitable trade union actions against such
anti-people policies.

orders attachment of properties in 2G case.
The Enforcement Directorate has ordered the freezing of
bank accounts and attachment of the immoveable properties
of five companies, in connection with the alleged bribe of
about Rs.200 crore, paid to the Kalaignar TV, in the 2G
spectrum allocation scam. The money was allegedly ploughed
back to buy real estate. This action is being initiated
against Dynamix Realty, Conwood Constructions, Eversmile
constructions, Nihar Constructions and DB Realty. The
properties are being attached under the provisions of the
Prevention of Money Laundering Act.

Corporate office issued APO for procurement of 12,50,000
CLIP phones.
BSNL Corporate Office has issued Advance Purchase Order (APO),
to procure 12,50,000 CLIP instruments. The acute shortage
of telephone instruments has been a major hurdle in the
improvement of the quality of landline services as well as
the growth of landline connections. The issue has been
rightly taken up by the JAC with the top BSNL management,
based on which the action is being now taken up to procure
CLIP instruments.

against PFRDA
A massive Convention of Central & State Govt. employees
held at Desh Bhagat Yadgar Hall, Jalandher (Punjab) on
28-08-2011 against the Pension Fund regulatory &
development Authority Bill. Comrades from Unions,
Federations, Associations of BSNLEU, LIC State Govt.
Employees, Teachers, Railway, Banks, Postal, Doctors,
participated in large number. Com. R.L Moudgil, AGS and
Com. Balbir Singh, Circle Secretary, BSNLEU addressed the
Convention. Com. Sukomal Sen, Senior Vice President of
State Govt. Employees Federation also participated in the
Convention. He called upon the workers to be ready for an
all India strike and March to parliament in the coming
days. The convention declared that Signature campaign
against PFRDA will be started immediately after the
convention and memorandum will be submitted to the Punjab
Governor on 06-09-2011.

Com. J.Sampathrao, Circle
Secretary, BSNLEU, Andhra Pradesh circle and Member,
National Council, retired on superannuation on 30-08-2011.
He is one of the founding fathers of BSNLEU. Com.
J.Sampathrao has immensely contributed for the growth of
BSNLEU, not only in Andhra Pradesh circle, but at the All
India level also. He is a person gifted with excellent
leadership qualities and he is having the distinction of
being the Circle Secretary of the biggest circle union in
BSNLEU. Andhra Pradesh circle union is organizing a grand
function on 04-09-2011,at Warangal, to honour the services
of Com.J.Sampathrao. On this occasion, CHQ congratulates
com.J.Sampathrao and wishes him a long and healthy life.

has topped in the addition of mobile connections in the
month of July.
It is a matter of great joy and
honour for all of us, that BSNL has topped in the addition
of mobile connections in the month of July. BSNL has
provided 17,72,670 connections in the month of July and
tops the list. Next comes Airtel with 15,10,279
connections. Vodafone has provided 14,91,167 connections,
Uninor has given10,58,455 connections and IDEA has bagged
10,02,657 connections. This is the first time that BSNL
has stood first in the addition of new mobile connections.
However, it is to be noted that the new connections
provided by the private operators have gone down. Let us
maintain this first position and at the same time increase
the quantum of new additions also.

[20.08.2011]COM M.K. PANDHE PASSED AWAY
With
utmost grief, we inform that the Vice-President of
CITU and one of the most respected trade union leaders
of our country, Com. M.K. Pandhe, passed away
yesterday mid night at RML Hospital, New Delhi. He was
86. He had been a friend, philosopher and guide of
BSNLEU from the beginning. His death is an irreparable
loss to the trade union movement of our country.
BSNLEU dips it's banner and pays it's respectful
homage to the departed leader. BSNLEU also offers it's
heartfelt condolences to the family members of Com.
M.K. Pandhe and also to the leaders and members of
CITU.
[19.08.2011]Purchasing
of a new building for the All India Union
CHQ is seriously on the job of searching for building,
to be purchased for the All India Union. The search
committee, constituted by the Central Secretariat has
visited a number of buildings during the past two weeks.
CHQ is hopeful of finalizing the building shortly.
However, the prices of the buildings seen are far higher
than the building fund that we have received so far.
Hence, those circles which have not completed their quota
of building fund are requested to immediately rush up with
the collection.

[08.08.2011]Glorious
strike of the Bank employees and officers
Nearly ten lakh bank employees, including officers,
went on a one day strike on 05-08-2011 throughout the
country, under the banner of the United Forum of Bank
Unions, which includes 9 trade unions. The strike was
total and crippled work in nearly 65,000 branches across
the country and impacted clearing operations, foreign
exchange operations, etc. There is absolutely no doubt
that the strike is a big blow to the Banking sector
reforms being implemented by the UPA government, which
includes dilution of the government shares in the Public
Sector Banks, increase in voting rights to share holders,
out sourcing of jobs, etc. BSNL employees have to learn a
number of lessons from this strike. Firstly, the strike is
not on any economic demand of the bank employees.
Secondly, the bank employees are going to lose their
salary for the day of the strike. Still the entire 10 lakh
employees and officers have gone on the strike
unwaveringly, to protect the Public Sector Banks.

amendment approved
The Tiruvananthapuram All India Conference of BSNLEU
amended the union constitution to enhance the monthly
subscription of the union, from Rs.15/- to Rs.20/-. This
constitution amendment has now been approved by the Deputy
Registrar of Trade Unions, the order for which was issued
yesterday, the 29.07.2011. CHQ shall demand the management
to recover Rs.20/- from the salary for the month of
August, 2011 onward.

Tamil Nadu Circle Union of BSNLEU has planned to conduct a
convention of all the Branch Secretaries in Tamil Nadu, to

the “Customer Delight year”. The convention will be held
at Tanjavur on 19.08.2011. General Secretary, BSNLEU and
top officers of the Tamil Nadu Circle Administration will
take part in the convention.

Convention against PFRDA Bill
The UPA government wants to shirk it’s responsibility of
paying pension to the retired employees. It wants to hand
over the job to the private parties. It has introduced a
bill in the Parliament to privatize pension, which is
called the PFRDA Bill. A convention against this PFRDA
Bill is being organized at New Delhi on 22-07-2011. BSNLEU
is participating in this convention. The convention will
take place from 1100 hrs to 1600 hrs in the Gujarati Samaj
Hall at Civil Lines. The following is the address of the

EPF Commissioner, Raipur ordered BSNL management, to
deposit Rs.2 crore 79 lakh, towards EPF contribution.
On 12th July, 2011 Regional EPF Commissioner
Raipur has passed an order that BSNL management should
deposit Rs. 2 crore 79 lakhs towards EPF contribution of
382 Contract Workers with in 45 days. The assessment of
EPF contribution is based on records submitted by BSNL
Theka Mazdoor union, Chhattisgarh. It is noteworthy to
mention that assessment period confined only to last three
years whereas, most of Contract Workers were engaged 7 – 8
years back. After settlement of this case, BSNL Theka
Mazdoor union, Chhattisgarh will file another case with
Regional EPF Commissioner, in respect of EPF contribution
of earlier period and rest of Contract Workers whose EPF
contribution not yet deposited by Contractors / Principle
Employers.

Standing Orders in BSNL – Says RLC, Nagpur
An attempt was made to introduce Standing Orders in BSNL,
in the place of CDA rules. The protections that employees
are enjoying under the CDA rules, are not available in the
Standing Orders. Hence, BSNLEU vehemently opposed the
introduction of Standing Orders. The demand for
introduction of Standing Orders was raised before the RLC
Nagpur, by one Shri R.G. Yawalkar of Nagpur. In the
proceedings held today at Nagpur, the RLC Nagpur rejected
the demand. CHQ has authorized Com. Purushottam Gedam,
Circle Secretary, Maharashtra, to represent BSNLEU in the
proceedings. CHQ congratulates the BSNL Officers and Com.
Gedam for effectively arguing the case before the RLC,
Nagpur.

condemn the cowardly bomb blasts
A
serial bomb blasts has once again rocked Mumbai on 13th
July evening. Three bombs have blasted in which 21
innocent people have lost their lives and one hundred
and forty people are injured, some very seriously. We
severely condemn this cowardly act. We also condole
the death of innocent people and express our sympathy
to those who are injured.

The Principal Bench of the Hon’ble CAT has delivered a
judgement, wherein it is stated that the DOT should not
give any further opportunity to the officers who continue
to be on deemed deputation to BSNL. It has also given the
direction that the officers on deemed deputation should be
repatriated to their parent department.

branch of NFTE merges with BSNLEU
The Busawal branch of NFTE in Jalgaon District of
Maharashtra Circle has merged with BSNLEU. Com.Rafiq
Sheikh, the Branch Secretary of NFTE, along with 60
members, has left NFTE union and has joined BSNLEU. CHQ
expresses it’s hearty welcome to all the comrades who have
joined BSNLEU.

opinion in respect of JTO, LICE
Opinion of the Legal Cell has been sought, as to whether
the relaxation of qualifying service from 10 years to 7
years in JTO LICE, is to be done retrospectively or
prospectively. Now, it is understood that the Legal Cell
has advised the BSNL CO to take the opinion of the Hon’ble
CAT, Ernakulam, in this respect.

Delight Month extended
JAC has
decided to extend the Customer Delight Month for one more
month, i.e. for the month of July also. All Circle
Secretaries are requested to implement the programme with
full enthusiasm in their respective circles. Also kindly

BSNL
Casual & Contract Workers Federation is observing All
India Protest Day today. In the National Council meeting
held on 24.06.2011, BSNLEU discussed the issue of revision
of casual labour wages in the IDA scales. Further, GS,
BSNLEU, discussed the issue of regularization of left out
casual labourers with the CMD, BSNL on 06.07.2011. CMD has
directed to discuss the issue further with the Director
(HR). BSNLEU will continue with it’s efforts to settle the
issues.

is intact at Chennai Circle
BSNLEU
continues to maintain it’s mass base at Chennai circle.
Some disgruntled elements, who had already been sidelined
by the mass of the workers in BSNLEU, have floated a scab
union named BSNLDEU. In the last membership verification,
these disgruntled elements stabbed on the back of BSNLEU
and voted for NFTE, as a result of which NFTE won by 32
votes. BSNLEU members massively attended the meeting
addressed by Com. V.A.N. Namboodiri, President and Com. P.
Abhimanyu, GS, held on 29.06.2011. This meeting is a slap
on the face of the so called BSNLDEU. NFTE has reported on
it’s website that 1000 BSNLEU members have joined BSNLDEU.
We can only say that NFTE has got the right to imagine.

India Protest Day by Casual & Contract Workers Federation
The BSNL Casual and Contract Workers Federation has given
call to observe All India Protest Day on 7th
July, 2011, protesting against non-payment of minimum
wage, non-implementation of Social Security measures like
EPF and ESI and retrenchment of leaders and active workers
of the Federation. BSNLEU Circle, District and Branch
Secretaries are requested to actively participate in the
programme.

Payment on Revised Pay
Medical
payment for outdoor treatment, with and without voucher,
based on Revised Pay, is approved by the Management
Committee. Now this will be put up for the approval of
BSNL Board. This is as per the agreement reached in the
last National Council meeting. CHQ will ensure early issue
of the order.
[02.07.2011]Indefinite
strike of the Postal employees which was to start from
05.07.2011, has been postponed, following an agreement
reached between the Postal Department and the Postal
Unions. CHQ congratulates the Postal Comrades.

No change of
IDA rate w.e.f. 01.07.2011 (No increase / No decrease) for
both revised and pre-revised pay / pension. It is as per
price index released by Labour Bureau. (GOI)
[30.06.2011]Postal
Strike - Conduct solidarity demonstrations.
The Postal Employees are going on indefinite strike from
05-07-2011, against closure of post offices and sorting
sections. These are attacks on the common people of this
country. BSNLEU Circle, District and Branch Secretaries
are requested to immediately contact the Postal Union
leaders and to extend support and solidarity. Further,
demonstrations should be conducted on 05-07-2011, to
extend our solidarity to the striking postal workers. This
programme should be conducted as powerful as possible,
mobilizing the widest sections of the workers.

Forum Memorandum submitted to Director (HR) Office.
As per decision of the Steering Committee of United Forum
meeting held on 25.06.2011 a detailed Memorandum on some
of the pressing issues of BSNL employees has been
submitted to Director (HR) on 28.06.2011. The United Forum
has decided to go on trade union actions if the issues are
not settled within a reasonable time.

functioning of the Steering Committees of the United Forum
Circle and
District Secretaries to note please:-
It has been reported in the National Steering Committee
meeting of the United Forum held on 25.06.2011 that the
Steering Committees have not been formed in many circles
and districts. This is total dereliction of duty on the
part of the concerned Circle and District Secretaries.
Steering Committees should be immediately formed wherever
it is not formed so far. The Steering Committees should
meet at least once in three months. All nominations for
Local and Circle Councils should be sent to CHQ, only
after approval of the concerned Steering Committee.

The All
India Conference of BSNL Casual & Contract Workers
Federation will be held at
Lucknow on 24-25 September, 2011. The Reception Committee
for organizing the conference will be formed soon. This is
the second AIC of BSNL C&CWF after the foundation
conference held at Kolkata in 2008.

wide protests against the price hike of diesel, kerosene
and LPG
The UPA govt.’s decision to hike the prices of diesel,
kerosene and LPG has evoked strong country wide protests.
Common people, especially women, took to the streets in
large numbers in all parts of the country and expressed
their anger for the price hike. Here are some of the

petroleum products, the UPA govt. is digging it’s own
grave.

Care Leave
BSNLEU and the United Forum have continuously been
demanding that Child Care Leave should be introduced in
BSNL, on the same pattern that has been done in the
Central Government departments. The issue is taken up in
the previous National Council Meetings also. Again the
issue is taken up and discussed in the National Council
meeting held on 24.06.2011. Chairman of the National
Council informed that the Management Committee has already
taken a decision to implement Child Care Leave without
pay. This was strongly protested by the Staff Side. The
Staff Side demanded that Child Care Leave should be
implemented with full pay. Chairman agreed that the strong
views of the Staff Side would be conveyed to the
Management Committee / BSNL Board.
[25.06.2011]An
atrocious price increase
The govt. has launched another attack on the common people
of the country. The prices of kerosene, diesel and LPG
have been sharply increased. The price of diesel is raised
by Rs.3/- and the prices of kerosene and LPG are raised by
Rs.2/- and Rs.50/- respectively. The increase in the
prices of diesel, kerosene and LPG is going to result in
the price increase of all the essential commodities. This
is turn, will further increase the inflation. This attack
of the UPA govt. on the common man should be protested in
all possible manners. BSNLEU severely condemns this
atrocious price rise and demands that the same should be
withdrawn.

Individuals with income of up to Rs.5 lakh for fiscal
2010-11, after allowable deductions, consisting of salary
from a single employer and interest income from deposits
in savings bank account up to Rs.10,000, are not required
to file their income tax returns.

performance continues to slide
The performance of BSNL continues to be a cause for
serious concern. In the month of May total GSM connections
given in the country are 95 lakh, while the GSM
connections given by BSNL stand at 4.7 lakh only.
Similarly, as per TRAI statistics, the Revenue Market
Share of BSNL is reduced by 1.6% in the financial year
2011.

LICE to be held soon

After the pronouncement of judgement by the Hon’ble CAT,
Ernakulam Bench, BSNLEU has been consistently urging upon
the management to hold the JTO LICE without delay. As a
result of this, BSNL management is taking expeditious
measures to hold the exam. Notification for the exam is
likely to be issued soon. Qualifying service for writing
the exam will be 7 years, which is an achievement of the
BSNLEU. Similarly, the demand of the BSNLEU, that the
vacancies up to the year 2011 should be notified for the
exam, has also been accepted by the management.

Trade Unions to protest countrywide against move to
further hike in prices of Petrol, Diesel, Kerosene and LPG.
The Central Trade Unions have called upon the working
people of the country to observe Protest Day on
23-06-2011, against the increase in petrol price and also

Diesel, Kerosene and LPG which will further fuel the
prices of all essential commodities.

Suzuki.
The management of the Maruti Suzuki plant at Manesar in
Haryana has dismissed 11 workers for demanding the right
to form a trade Union. All the 2000 workers of this plant
are on strike since 4th June, demanding
immediate reinstatement of all the dismissed workers and
also the right to form a trade union. BSNLEU condemns the
high handedness of the Maruti Suzuki management and
demands reinstatement of the workers, with the right to
form trade Union. BSNLEU expresses it’s solidarity with
the striking workers.

[08.06.2011]Dayanidhi
Maran should quit
More skeletons are tumbling out of the cup board of the
UPA govt. led by Manmohan Singh. The latest case is the
misuse of power by Central Minister Dayanidhi Maran. Only
recently the allegation of misuse 323 BSNL lines by the
Sun TV, which was facilitated by Dayanidhi Maran, has
surfaced. Again another allegation of misuse of authority
by him has come. The former owner of Aircel, Sivasankaran
has alleged that he was arm twisted by Dayanidhi Maran to
sell shares to the Maxis, which is a Malaysian company. It
is reported that CBI has recorded the statement of
Sivasankaran. The allegations against Dayanidhi Maran are
serious in nature. Hence, in all fairness, Dayanidhi Maran
should quit his cabinet minister post to facilitate a fair
and free investigation.
[08.06.2011]Approval
of amendment to constitution by the Registrar of Trade
Unions.
The Thiruvananthapuram All India Conference, amended the
Union constitution, to raise the union monthly
subscription from Rs.15/ to Rs.20/. However, this has not
come into force for want of approval from the Registrar of
Trade Unions. General Secretary and other Office bearers
of the CHQ are in constant touch with the office of the
Registrar of Trade Unions. Inspite of this, approval could
not be obtained mainly because of the fact that the
concerned Deputy Registrar of Trade Unions went on long
leave. He has since joined duty and CHQ is hectically
trying to get the approval done.

Circle Union, BSNLEU, Kolkata Telephones has donated Rs.2
lacks towards CHQ building fund. Earlier, the circle
deposited Rs. 8 lacks. Together with this 2 lakhs, the
circle deposited Rs. 10 lacks to the building fund.

month’s implementation of “Customer Delight Month” has
been over. The programme has been extended to the month of

that have been carried out at various circles in this

all the activities that were carried out during the

without further delay. CHQ leaders have met the Director
(HR) and Sr.GM (Estt.) and have urged upon them to
immediately hold the exam. CHQ is continuously pursuing
the case to hold the exam with vacancies up to March,
2011.

Delight Month extended for June, 2011
The National
JAC in its meeting held at
New Delhi yesterday
(30.05.2011) has decided to extend the “Customer Delight
Month” for one more month, i.e. for the month of June,
2011 also. Already we are getting very good report from
various circles regarding the successful implementation of
the Customer Delight Month. Grass root level workers are
being involved in the improvement of quality of service as
well as improvement of customer relation. National JAC
leaders have visited the circles of Himachal Pradesh,
Punjab, Haryana, Gujrat, Rajasthan,UP (West), Uttaranchal
and Madhyapradesh to motivate the workers for the
successful implementation of Customer Delight Month.
Shortage of materials for maintenance of service has
already been taken to the notice of the top management and
necessary redressal measures are being taken up. Under
these circumstances, comrades are requested to ensure a
full-throated implementation of the Customer Delight Month
in the month of June, 2011 also.

A meeting of BSNLEU was
held at 26.05.2011 at Dimapur (NE II) under the
presidentship of Com. J.C. Nath. A large number of workers
participated. Coms. M.B. Singh, CS, NE II, Bijoy Deka, CS,
Assam, Gulapi Singh, Asst. Treasurer, CHQ and Arup
Bargohain, CS, BSNL C&CWF addressed. The main issue
focused was about the regularization of the left out

necessity of improvement BSNL services and other issues
raised by the speakers. He explained the present position
with regard to regularization of casual labour and issues
of contract workers.

JAC, Uttaranchal organized a meeting on “Customer Delight
Month” at Dehradun on 27th May, 2011. The
meeting was presided over by Com. P.B. Dhobal, Circle
President, BSNLEU, Uttaranchal circle. Com. Joy Bikram
Singh, CS, SNEA and convener of JAC, Uttaranchal welcomed
all and gave introductory speech. Coms. P.C. Kandpal, CS,
BSNLEU, K.N. Sharma, ACS, AIBSNLEA and others spoke. Com.
Swapan Chakraborty, AGS, BSNLEU highlighted and explained
the points on Customer Delight Month and appealed to all
participants to implement the programme successfully as
called on by JAC. Com. Devesh Sharma, Organising Secretary
(N), AIBSNLEA also participated. Shri P.K. Gupta, CGM,
Uttaranchal alongwith 3 other GMs participated in the
discussion on behalf of the management. Apart from circle
executive committee members a good number of District
Secretaries and Branch Secretaries of BSNLEU also attended
the meeting. JAC, Uttaranchal took the programme seriously
and started the work for successful implementation of the
programme.

Circles’ award given
Awards were given yesterday (26.05.2011) for the circles
that have given best performance. In a function held at
Bharat Sanchar Bhavan, the awards were given away by the
Hon’ble MOC & IT, Shri Kapil Sibhal. In the large circles
category, Karnataka got the award. Chennai circle was
awarded in the medium circles category. Orissa and
Himachal Pradesh circles were given the award in the small
circles category. All these circles have generated more
revenue in the financial year 2010-11, compared to the
earlier year. CHQ heartily congratulates the officers and
workers of all these circles.

presented to the management on modifications to NEPP
In continuation of the discussion held with the management
on 26.04.2011, on our demands for modifications to NEPP,
the representatives of BSNLEU presented a detailed note to
the BSNL management on 25.05.2011. Com. P. Abhimanyu, GS,
Com. P. Asokababu, Dy. GS and Com. Swapan Chakraborty,
AGS, presented the note to the Sr.GM (Estt.) and insisted
for the acceptance of the modifications without further
delay. They also insisted for the early introduction of
the NE 12 scale, as per the suggestions already given by
BSNLEU.

W.L. Tum Dum, Ex. Circle Secretary, AITEU Class III (Namboodiri),
Maharashtra, passed away.
It has been belatedly brought to the notice of the CHQ,
that Com. W.L. Tum Dum, erstwhile Circle Secretary, AITEU
Class III (Namboodiri), Maharashtra, has passed away on
08.05.2011. Com. W.L. Tum Dum has done remarkable service
to the union during difficult days. CHQ pays it’s
respectful homage to Com. W.L. Tum Dum and conveys it’s
condolences to his family members and comrades.

Com.K. Prabhakaran, a veteran leader of the P&T Trade
Union movement, passed away at Ernakulam yesterday. His
dedication and contributions to the trade union movement

to the departed leader and conveys condolences to his
family and comrades.

price hike - A stab on the back of the people
The price of petrol has been increased by Rs.5 per litre.
BSNLEU strongly protests this steep increase in the price
of petrol. The manner in which the price is increased, is
highly deplorable. The price is increased one day after
the results of the five state assembly elections, are
declared. This is nothing but cheating the people and
amounts to stabbing on their back. Undoubtedly, this price
increase will further increase the inflation and hit the
common man. BSNLEU demands the immediate roll back of the
increase in the price of petrol and also demands the
reversal of the deregulation of the price of petrol.

Nadu Circle JAC holds press meet
Tamil Nadu Circle JAC is holding a press meet today, to
popularise the Customer Delight Month among the general
public. The CGM, Tamil Nadu circle is also participating
in the press meet. This is an ideal method to take our
message to the general public.
Andhra Pradesh Circle JAC has also conducted such a press meet wherein the CGM, AP
Circle also participated. Other circle JACs are also
requested to hold such press meets. It is also requested
to conduct SSA level press meets, so that the message will
reach larger section of the public.
[02.05.2011]Customer Delight Month – Hold combined general body meetings.
An
informal discussion of the JAC leaders took place
today. The implementation of the “Customer Delight
Month” was reviewed. Encouraging reports have come
from most of the circles. However, it was observed
that combined General Body meetings of all the JAC
unions and associations have not taken place in many
circles at the SSA and Branch levels. Hence, it was
decided to urge upon the JAC constituents to
immediately hold combined General Body meetings at SSA
and Branch levels. Holding of such meetings is very
essential, as it will create confidence as well as
conceive new ideas. All comrades should realize that
holding of combined General Body meetings at SSA and
Branch levels is fundamental for the success of the
“Customer Delight Month.” Hence Circle and District
Secretaries are requested to pay immediate attention
to this.

[18.04.2011]Observe “Employees
Awareness Week”
Dear comrades, as already intimated, the JAC has given
call to observe an “Employees Awareness Week” from today,
i.e., 18-04-2011. It will continue up to 24-04-2011. As per
the decision, combined general body meetings of all the
unions and associations affiliated to JAC are to be
conducted at SSA and branch levels. Ways and means to
improve the quality of service as well as to improve the
customer relations are to be finalized in these meetings.
Similarly an action programme to be implemented during the
“Customer Delight Month” is also to be finalized in these
meetings. Circle, District and Branch Secretaries are
requested to coordinate with other constituents of JAC and
to make this programme successful.

workers’ strong protest against VRS/Reduction in
retirement age
As per call of the Joint Action Committee of BSNL
Associations/Unions of Executives and Non-Executives, BSNL
workers all over the country organised protest
demonstrations at lunch hour today,
05th April 2011 against the proposals of VRS,
reduction in retirement age from 60 to 58 and merger of
ITI with BSNL.
In corporate office of BSNL at
New Delhi, a large number of workers participated in the
demonstration. This was addressed by Com.V.A.N. Namboodiri,
Convener, JAC, Com. Suresh Kumar, GS BSNLMS, Com. R.K.
Kohli, General Secretary, NFTBE, Com. Sethi, AIBSNLEA,
Com. A.A. Khan, AGS, SNEA, Com. Hari Singh, BTU, Com. R.S.

IDA increase: -
It is learned that IDA increase on revised pay is 4.2 %,
w.e.f. 01.04.2011. In the pre-revised pay, the IDA is
learned to have increased by 7.1% w.e.f. 01.04.2011.
[30.03.2011]Hold demonstrations on 05.04.2011
against the retrograde recommendation of BRPSE : -The JAC has already
given call for holding protest demonstrations on
05.04.2011, against the recommendations of Sam Pitroda
Committee to retrench one lakh employees through VRS.
Now, the recommendations of the Board for
Reconstruction of Public Sector Enterprises (BRPSE)
has come. BRBSE has recommended.

To introduce VRS in BSNL for
retrenching the staff.
(b)
To reduce the retirement age from 60 to
58.
(c)
To merge the ITI with BSNL.
There is no doubt that
the recommendations of BRPSE will ruin BSNL as well as
the employees. Hence, JAC held on 29.03.2011 decided

05.04.2011, against the above mentioned retrograde
recommendations of BRPSE. Let us send a loud message
to the government, through the protest demonstrations
on 05.04.2011, that we will not accept the retrograde

Chief General Manager of Kolkata Telephones, Shri A.K.
Garg has joined today as the Director (HR) of BSNL. A
regular Director (HR) for BSNL has come after more than 7 months. We
hope that the HR issues will get due attention hereafter.

to Local Councils to be sent through Circle Secretaries
only
All District Secretaries to note please. The CEC meeting
held at Chennai has decided that all nominations to Local
Councils should be sent through the Circle Secretaries
only. Hence, after the nominations to the Local Councils
are approved by the United Forum Steering committees, the
same should be sent to the Circle Secretaries. The Circle
Secretaries will endorse it and will forward it to the
CHQ. District Secretaries are requested to strictly follow
this procedure.

Protest demonstration against VRS on 05.04.2011
Telecom commission has called for the views of BSNL on
VRS, as recommended by the Sam Pitroda Committee. To
finalise it’s views, BSNL has constituted a committee.
To convey the total opposition of the Non-Executives
and Executives of BSNL, against VRS, the JAC has
decided to conduct nation wide protest demonstrations
on 05.04.2011.

Settlement of pension revision
The issuing of pension revision order by the
government is a great achievement of the JAC. At the
same time, the JAC decided to write to the government
to remove the condition that government’s pension
liability is limited to 60% of the receipts from BSNL
and MTNL. JAC also decided to write to the govt. that
BSNL’s pension contribution should be based on the
basic pay of the employee and not based on maximum of
the scale.

ITS absorption
Some constituents suggested that JAC should go to
court based on the recent DOP&T’s order on over stay
while on deputation. However, a decision on this is
deferred. Meanwhile it was decided to write a letter
to Secretary, DoT demanding to implement the said DOP&T
order in respect of the ITS officers.

NFTE & FNTO abstained from JAC meeting
NFTE and FNTO abstained from this JAC meeting also. It
was decided to request them to come back to the
meetings of JAC.

Court quashes selection of P.J. Thomas as Chief Vigilance
Commissioner
Supreme Court has held that the selection of P.J. Thomas
as the Chief Vigilance Commissioner of India as invalid.
Following this judgement, the tainted P.J. Thomas has
resigned.

07-03-2011
To protest against the inordinate delay in the issuing of
pension revision order by the DoT, a protest Day is given
call by AIBDPA. Protest demonstrations are to be organized
on that day and telegrams are also to be issued to the
Hon’ble Minister of Communications and Secretary, DoT. CHQ
calls upon the branches of BSNLEU to express solidarity to
AIBDPA, by participating in the protest demonstrations.

OF ALL THE 3 CANDIDATES SUPPORTED BY OUR UNION IN THE MLC
ELECTIONS IN ANDHRA PRADESH
All the 3 candidates (Sri M.V.S. Sarma, Sri Y. Srinivasa
Reddy and Dr. Geyanand) supported by the progressive trade
unions including our union have won as MLCs (Member of
Legislative Council) from Graduates constituencies in
Andhra Pradesh. The election was held on 13.03.2011 and
counting was held on 15.03.2011. It is a victory of the
organizational capacity of the trade unions in banks,
insurance, telecom, postal, medical representatives,
teachers, angenwadi workers and unorganized sector workers
over the money power of the capitalist landlord
candidates. This experience proves that working class can
effectively intervene in bringing good changes in the
politics. CHQ congratulates Andhra Pradesh Circle Union
and all the progressive unions in Andhra Pradesh on this
occasion.

National Steering Committee of United Forum is formed
The United Forum meeting was held at New Delhi on
26.02.2011, under the chairmanship of Com. Suresh Kumar
(GS, BSNL MS). Convenor Com. V.A.N. Namboodiri welcomed
all and reported on the current developments.
Representatives of BSNLEU, TEPU, BSNL MS, SEWA BSNL, NFTBE
and FNTOBEA participated in it. BSNLEU was represented by

Forum steering committees to be formed.
It has been decided in the United Forum
National Steering Committee meeting, held on
07-02-2011, that steering committees should be formed at
the Circle and SSA levels by
20-02-2011. Each union will have two
members in the steering committee. Convenor of the
committee will be from BSNLEU side. Nominations to the
Circle Council and Local Councils should be first
finalised in the respective steering committee and
thereafter sent to the CHQ for approval. Formation of
Circle and Local steering committees may be done by
20-02-2011. All Circle and District Secretaries are
requested to make note of this and cooperate please.
[07.02.2011]Make
widest mobilization for the 23rd February
“March to Parliament” :-
As a corollary to the 7th
September, 2010 Nation wide strike, the Central Trade
Unions and Industrial Federations have given call for a
March to Parliament on 23.02.2011. This programme is
against the anti people economic policies of the
government, disinvestment & privatization of the PSUs,
price rise, proposal to modify the Labour Laws etc. BSNL
Employees Union is a party to the decision. Hence, all
Circle Secretaries are requested to mobilize the workers
for the rally. Especially, the Circles nearer to New Delhi
are requested to make the maximum mobilization. This is a
very important task and Circle, District Secretaries are
requested to implement it with due seriousness.
[07.02.2011]Recognition
after 5th membership verification :-
Vested interests are spreading the rumour that BSNLEU
would not be given recognition due to the Kerala High
Court Directive. This is totally baseless. The Kerala High
Court directive does not bar the management from granting
recognition to BSNLEU. Com. P. Abhimanyu, GS, BSNLEU met
the Senior GM (SR) today and discussed the issue. Sr.GM
(SR) assured our General Secretary that recognition order
will be issued. He also stated that the court directive is
not a bar for granting recognition.

Himalayan Victory :-
BSNLEU has won the elections in BSNL
for the record 4th time in a row. In the
polling held on 1st February, 2011, BSNLEU
has got
106971
votes. It has won the elections by a whopping margin
of
26671
votes. BSNLEU has achieved this feat eventhough 18,000
workers have retired since the last verification.
Despite forming a mega alliance consisting of nine
unions, NFTE has once again bitten the dust. The
workers have also taught a lesson to those ‘turncoats’
who enjoyed the fruits of the recognition till the
last minute and thereafter started backbiting BSNLEU.
BSNLEU expresses it’s sincere thanks to
the workers for the unflinching faith that they have
reposed on it.
BSNLEU also expresses it’s gratitude to the leaders
and cadres who tirelessly worked for the past two
months, for this historic victory.

A new organization, by name
FNTO
BSNL Employees Association,
has been started in BSNL. A sizeable number of FNTO
members of Tamil Nadu circle have disassociated themselves
from FNTO and have started the new organization. A senior
leader and Assistant General Secretary of FNTO, com.
P.Andiappan, is leading this organization. Com.
P.Andiappan participated the United Forum campaign
meeting, held at Chennai, on 04-01-2011, and pledged the
support of his organization to BSNLEU. The members of FNTO
BSNL Employees Association will vote for BSNLEU in the 5th
Membership Verification. It is understood that branches of
FNTO BSNL Employees Association is being formed shortly in
some other circles also. BSNLEU welcomes the support of
FNTO BSNL Employees Association.
[12.01.2011]Lethargic
attitude of management to accept modifications to NEPP: -
BSNL Corporate Office has issued 24 more clarifications on
11.01.2011, to the NEPP. However, it is condemnable that
management has not accepted any of the modifications
sought by BSNLEU. In the original order of NEPP, issued on
23.03.2010, management has incorporated many negative
aspect which were originally not accepted by BSNLEU at the
time of signing the agreement on NEPP. Hence, we sought
modifications to the NEPP which were discussed in the
National Council Meeting held on 31.08.2010. Management
assured to look into it. Despite our repeatedly discussing
the issue with the management our modifications were not
accepted so far. We strongly condemn the lethargic
attitude of the management. After the verification we will
vigorously pursue these modifications.
[07.01.2011]SEWA BSNL SUPPORT BSNLEU/ UNITED FORUM
The SC/ST Employees Welfare Association of BSNL (SEWA BSNL)
has taken a decision to support for BSNLEU in the
forthcoming 5th Membership Verification. Hence
all SC/ST members in the non executive cadre are requested
to cast their vote only for BSNLEU in Cell Phone Symbol
Serial.no.8. The NFTE Trade Union is continuously trying
to create confusion among SC/ST members they will be
definitely punished through legal ways. Our people should
unitedly work for the winning of united forum. United
Forum alone can safeguard the interest of all working
community and they have assured to extend full
co-operation for settling the unsettled issues of SC/STs.
Hence it is once again informed to all SC/ST members to
support whole heartedly to BSNLEU.

Com. Dharshan Lal, Assistant Circle Secretary of NFTE,

SSA of UP (East) circle. They include Com Arvind Yadav,
District Secretary of WRU and Com. Yamuna Prasad Mishra,
Branch President. They have joined our union in the
presence of Com. K.R.Yadav, Vice President (CHQ), Com.
R.K.Mishra, Circle Secretary, UP(East) and com R.N.Singh,
District Secretary.
[22.12.2010]The
Minister meets the leaders at last.
The Telecom Minister, Shri Kapil Sibal has met the
leaders at last. However, he has not met any leader of the
trade union, but has met the leaders of the private
telecom companies on 21-12-2010. The Minister could not
find time to meet the leaders of the BSNL trade union and
discuss the issues they raised about the growth of BSNL,
when they went on strike. However, when the leaders of the
private telecom companies quarreled among themselves, the
Minister was quick to meet them. Some time back, Rajeev
Chandrasekhar, the promoter of the BPL mobiles, openly
charged that Ratan Tata got liciense and spectrum at a
very cheap price. Their quarrel continued for many days.
Now the minister has called the owners of the private
telecom companies, like Ratan Tata (Tata Teleservices), Anil Ambani
(Reliance Communication) and Sunil
Mittal (Bharati Airtel) and requested them not to quarrel among
themselves, since it is affecting the growth of the
telecom industry. When the 3 lakh employees went on
struggle, the Minister did not act. But when a few
capitalists made noise, the Minister went running to meet
them.

now been sent from DOT back to the Cabinet Secretariat,
after giving necessary replies for the queries revised by
the cabinet.
[10.12.2010]Com.S.Chandrasekharan
passed away – our condolences
Com.S.Chandrasekharan, veteran leader of the P&T Trade
union movement and former Asst. General Secretary of
Administrative Union passed away yesterday at Chennai. He was
at present working in CITU, Chennai. He was 80.
He was one of the leaders who was in the forefront
fighting against the reformist policies of the NFPTE leadership.
He was circle Secretary of both Administrative Offices
Employees Union as also Line Staff Union, Chennai. He
organised the Central Government employees movement there.
Perhaps he and Com.A.K.Veeraraghavan might be the leaders
who organised the Casual workers for the first
time. For this and his other trade union activities, in
1977 he was compulsorily retired from service. But due to
sustained efforts of the union he was reinstated. In 1979
he took voluntary retirement for full time trade union
work and started working in CITU.
He was well studied and used to take regular trade union
classes for the workers. He was always with the workers
and for solving their problems. He was discussing a case with his advocate
yesterday evening when all of a sudden there was serious heart
attack and he succumbed to the same within minutes. He has
got two daughters and one of them is working in BSNL.
We Convey our Heartfelt Condolences to the bereaved
family, friends and comrades.

CHQ conveys it’s
revolutionary greetings for all the comrades who organized
and participated in the strike. This was a glorious
struggle to save BSNL. The strike was very successful with
the whole hearted participation of the Non-Executives and
Executives. The 3 lakh workforce has told in one voice and
with determination that the game plan of the government
and other vested interests to weaken BSNL will not be
tolerated any more.
Comrades, viability of BSNL
was the main demand of our struggle. As all of us know
that it is not a demand which can be settled in a single
day. Rather, it is a continuous process to be persued with
the government. Our strike has given out a strong massage
to the government that BSNL workers and officers are very
serious in restoring the viability of BSNL. Taking the
message in right perspective, the new Secretary, DoT has
assured his whole hearted support to strengthen BSNL. JAC
will seriously pursue this issue through the Secretary,
DoT. BSNL management has assured us that it would procure
equipments for another 15 million lines, in addition to
the 5.5 million lines for which tender is almost
finalized. JAC will continue to pressurise both the BSNL
management as well as govt. of India to take appropriate

historic strike has started
The 3 day historic strike has started and is taking place
successfully in all the circles. As per the reports
received from various circles, the strike has received
tremendous response from the 3 lakh Non-Executives and
Executives. The work force has given a fitting reply to
the arrogance of the govt., which did not even invite the
leaders for talks. CHQ salutes and congratulates all the
comrades who have joined the strike. The strike will
continue up to 0600 hrs on 04.12.2010.
[30.11.2010]MAKE THE STRIKE A TOTAL
SUCCESS
Dear
comrades,
Two meetings took place today the
30-11-2010, in connection with the strike. The first
meeting took place in the afternoon
between the JAC leaders and the Regional Labour
Commissioner. Later on, the CMD met the JAC leaders in the
evening. But there was no result from both these meetings.
Even though the strike notice was issued 45 days ago, so
far the DOT Secretary did not even bother to call the JAC
leaders for talks. From this we can understand how the
government is neglecting BSNL. Finally the JAC met at 1700
hrs and reviewed the situation. All the unions
unanimously decided that the strike should take place as
per the decision. No union had any difference in this
decision. Hence, the entire Non Executives and Executives
are requested to strike work from 0600hrs tomorrow the
01-12-2010 up to 0600 hrs on 04-12-2010. BSNLEU requests
all the comrades to make the strike a total success.

the 3 day strike effectively
The three day strike, called on by the JAC, is going to
start from tomorrow, the 1st December, 2010.
CHQ is receiving reports that in each and every Circle and
District, meeting of the JAC is held and last minute
preparations are being planned. The meeting held with the
Regional Labour Commissioner yesterday, the 29.11.2010 has
not yielded any result and it is only a formality. So far
neither the Secretary DOT nor the ministers have called us
for talks. This indifference has to be given a befitting
reply. This is a “do” or “die” situation. Organise the
strike effectively and make it a grand success. The strike
will start from 0600 hrs on 01-12-2010 and will continue
till 0600 hrs on 04-12-2010.

meets JAC on strike demands
Today 26.11.2010 CMD, BSNL Shri Gopal Das held a meeting
with JAC on strike demands. The management representatives
told their view on the strike demands and appealed to
withdraw the strike from 1.12.2010 to 3.12.2010. JAC
representatives told their view and further told that
since the JAC Convenor Com. Namboodiri is out of station
due to urgent work, the JAC will discuss on the views of
the management on Monday (29.11.2010) and inform the
management. On behalf of BSNLEU, Com. P. Abhimanyu,
General Secretary, Com. P. Asokababu, Deputy General
Secretary and Com. K.R. Yadav, Vice-President participated
in the discussion. We have to go ahead with the strike
since there is no concrete result in the discussion with
the management today. Make all efforts for the complete

calls to hold protest demonstrations on 2G spectrum scam
The 2G spectrum scam has turned out to be the biggest
scandal that independent India has seen. The tainted A.
Raja has resigned from the Telecom Minister post. But it
has been revealed that many corporate houses and govt.
officers are also involved in this scam. The Supreme Court
has indicted the CBI as well as the Prime Minister
Manmohan Singh for their inaction in this scandal.
The Central Secretariat of
BSNLEU, which met on 22.11.2010 has decided to call upon
the branches
to hold protest demonstrations on 27.11.2010
demanding:-
i)
To prosecute immediately all the
individuals and companies who are involved in the 2G
spectrum scam.
ii)
Recovery of the entire amount from the
individuals and companies who have swindled money in the
2G spectrum scam.
iii)
Immediate cancellation of all the licenses
acquired by companies through fraudulent means.

JAC meets and decides to organize the 3 day strike
effectively
The National JAC meeting was held at New Delhi today the
22.11.2010 under the chairmanship of Com. Chandeswar
Singh. All the General Secretaries / representatives of
the constituent unions participated. After elaborate
discussions the following decisions were taken
unanimously:-
1)
The National JAC decided unanimously to make full
preparations for making the 3 day strike successful.
2)
It was decided that
the strike will start at 0600 hrs on 1st
December, 2010 and will end at 0600 hrs on 4th
December, 2010.
3)
It was decided to call
upon all the Circle and District level JACs to immediately
convene their meetings and draw plans for making the
strike successful.
4)
Gate meetings should
be conducted at circle and district levels on 29.11.2010,
for mobilizing the employees.
5)
Press conferences should be conducted at circle levels for
mobilizing public opinion.

that union and has started a new union, together with his

November March to Parliament-Make it a grand success.
All to make note please:-
A March to
the Parliament programme is being organised by the Joint
Action Committee on 15th November, 2010, as a
part of the ongoing save BSNL campaign. BSNLEU is trying
to make the programme a resounding success. As already
intimated through the CHQ circular etc., all the circle
unions have been requested to make maximum mobilization
for the programme. CHQ has especially asked the circles
adjoining Delhi, like NTR, UP(West), Haryana, Rajasthan
and Punjab to make the fullest mobilization. Only a few
days are left for the rally. Hence, all are requested to
take maximum efforts for it’s success. Participants are
requested to come with flags and banners. Since Winter
season has started, comrades from the South are requested
to come with warm clothings.

District Secretary of Vellore SSA in Tamil Nadu circle
joins BSNLEU with 55 members.
55 members of FNTO have joined BSNLEU at Vellore SSA in
Tamil Nadu circle, under the leadership of Com.
K.Mohanavelu, District Secretary of FNTO and another
senior leader of FNTO, com K.Velayudam. All of them joined
BSNLEU in a meeting held at Vellore on 02-11-2010, in the
presence of Com.S.Chellappa, Circle Secretary, BSNLEU. CHQ

Unlimited Plan” – Take best efforts
to rope in maximum customers
BSNLEU Circle, District and Branch Unions are requested
to make note of the “Home Unlimited Plan”,
introduced by BSNL in the mobile service. This is an
attractive scheme, introduced as a promotional offer for
90 days with effect from 07.10.2010. As per
this plan unlimited free call facility will be provided to
one BSNL home landline. Call charges will be as per
General Plan, i.e., 1 paise per second. Other terms and
conditions are contained in the BSNL letter reproduced
herein below. Kerala Circle has provided more than 10 lakh
connections under a similar scheme called “Loyal Sim”. Our
comrades are requested to take best efforts to rope in
maximum customers under the scheme.

It is reported that out of total 12.4 million GSM
Connections given in September 2010, BSNL tops with 2.3
million. With this BSNL user base has increased to 72.6
million. Congratulation to all!
[15.10.2010]Successful
one day hunger strike by General Secretaries
As
per the decision of the JAC the General Secretaries went
on a one day hunger strike today, the 15.10.2010, at the
Corporate Office, New Delhi, demanding immediate payment
of bonus to the Non-Executives and Executives of BSNL.
Most of the General Secretaries and the Convenor of the
JAC participated in the hunger strike. The programme is
very successful. On behalf of the management, shri R.K.
Agarwal, Director (Planning) invited the fasting leaders
for discussion. After detailed discussion, the Director
(Planning) assured that our demand for payment of bonus
would be strongly taken up in the next Board meeting.
Inspite of the assurance given by the management, the
leaders continued their fast till the evening.

of Dharna changed to 28.10.2010
The
JAC had earlier given call to conduct Nation Wide dharna
on 19.10.2010. However, it came to the notice of the JAC
leaders that Shri Gopal Das, CMD BSNL had gone on a
foreign tour and would be returning to the Delhi only
around 23.10.2010. In view of this development the JAC, in
its meeting held today, decided to change the date of the
dharna to 28.10.2010, since there is no use in holding the
dharna when the CMD has gone on foreign tour.
[13.10.2010]Bonus
issue – JAC gives call for agitation
In the JAC meeting held yesterday, the 12.10.2010, it was
decided to take up the bonus issue with CMD BSNL. It was
decided to immediately meet the CMD and discuss the issue.
Accordingly, the leaders of the JAC met the CMD and
strongly argued for bonus payment to all the
Non-Executives and Executives immediately. However, CMD
rejected the demand. Thereafter, JAC again met and took
the following decision for agitational programme.

finalises strike notice – Dates of strike and March to
Parliament changed
The JAC meeting took place yesterday the 12.10.2010, at
New Delhi. In the meeting, the demands to be incorporated
in the 3 day strike notice were finalized. The JAC has
made a change in the dates of the 3 day strike. This was
necessitated due to the fact that the counting of votes
for Bihar assembly elections is to take place on
24.10.2010. Similarly, the date for “March to the
Parliament” is also changed in view of the fact that the
US President is visiting Delhi and will be addressing the
Indian Parliament. Now, the final dates of the strike and
“March to Parliament” will be as follows.

Black badges and hold lunch hour demonstrations on
11-10-2010
On bonus issue, the United Forum has called upon the
BSNL Employees to wear black badges and hold lunch hour
demonstrations on Monday the 11-10-2010. Circle and
District Secretaries are requested to organise the
programme successfully.

– Discussion with CMD
Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, AGS met
Shri Gopal Das, CMD, BSNL today and insisted that Bonus
should be paid to the employees before Pooja. CMD, BSNL
told that it is not possible to pay bonus this year, in
view of the fact that company has gone into loss and also
there is no cash reserve with the company. Union
Representatives explained him how bonus payment is
justified and strongly demanded to make early payment of
bonus. In view of the negative attitude of the management,
BSNLEU together with United Forum, will decide for
appropriate action.

Veteran leader of P&T trade union movement Com. Swadesh
Ranjan Das breathed his last on 07th October,
2010. He was one among the leaders, who lead the glorious
5 days strike of CG employees in 1960. He was elected as
Federal Council member in 1991 Bhopal conference of E-III.
He was the founder President of Contract workers union in
BSNL, Kolkata Telephones. CHQ express its deep grief and
convey its heartfelt condolences to the bereaved family,
members and comrades.

meets ED (Finance) on Bonus Issue
Our union representatives met the Executive Director
(Finance) today and insisted upon him to take decision on
payment of Bonus issue, since the festival season is fast
approaching. Our representatives have insisted that bonus
should be paid to the employees, despite the fact that the
company has incurred loss in the last financial year.

BSNL files case in Madras High Court against 5th
Verification
The process for 5th Membership Verification has
been started by BSNL Management. Applications are called
for from unions for participation in the verification. The
last date for submitting application is 31.10.2010.
However, NFTE BSNL has filed a writ petition in the Madras
High Court. It has sought for an interim injunction
against conducting the 5th Membership
Verification. It also wants the framing of a new set of
Code of Discipline, to ensure more than one trade union to
be recognized. BSNL Employees Union is also made a party
in this case. Those who are unable to face the workers in
the 5th verification are trying to create legal
hurdles. We will face the challenge squarely.

SSA donates Rs.1,45,100 for CHQ building fund
CHQ has
received a cheque for Rs.1,45,100 from our Dharwad (Hubli)
District Union as donation towards CHQ building fund. CHQ
heartily congratulates Dharwad District Union and all our
comrades for this excellent performance.
[30.09.2010]Pension
Revision of Pre-2007 BSNL retirees
Shri S.C. Misra, Member (Services), Telecom Commission
while inaugurating the Seminar in connection with the
Extended CEC meeting of BSNLEU at Nagpur on 29th
October 2010, informed that all the concerned departments
viz. Department of Pension & Pension Grievances,
Department of Law, Department of Expenditure and lastly
Department of Public Enterprises have returned notes
approving the revision of pension of BSNL pre-2007
retirees. Now the file will be submitted to the Minister
Communications & IT. After approval by MoC, the Cabinet
note will be submitted to government for approval.
BSNLEU is persuing the case vigorously for early orders.

Bengal Circle Union has sent
an amount of Rs.9,07,600 as donation towards CHQ building
fund. With this remittance, the total amount donated by
West Bengal Circle comes to Rs.9,67,600. CHQ congratulates
West Bengal Circle Union and all our members in that
circle.
[24.09.2010]Strike
dates rescheduled! Organise march to Parliament!!
The National
JAC which met on 23-09-2010, at New Delhi, reviewed the
preparations for the strike which is to take place on 19th
to 21st October, 2010. As per the reports
received, the conventions conducted in various circles
have evoked great enthusiasm among the employees. However,
due to the assembly elections in Bihar and Local Body
elections in Kerala, a demand has come from those circles
to reschedule the strike dates. Considering the importance
of the elections, the JAC decided to reschedule the strike
dates. Accordingly the strike will now take place on
24th, 25th and 26th
November.
Further, the JAC has also decided to conduct a march to
the parliament on
11th
November, 2010.
Circle, District and Branch secretaries are requested to
make note of the changes and act accordingly. Fullest
mobilization may be started both for the march to the
Parliament and for the strike in November.

shows the way
Kerla Circle has sent an amount of Rs.20,00,000 towards
building fund. With this, the total amount remitted by
Kerala Circle Union comes to Rs.20,00,000. This is the
biggest amount remitted by any circle union so far,
towards building fund. Only recently Kerala has conducted
a magnificent All India Conference, by collecting a
huge amount as donation from our members. CHQ heartily
congratulates our Kerala Circle Union and all our members
of Kerala Circle for their exemplary working class spirit.

Membership Verification – Some feel helpless and
frustrated
The time schedule for 5th membership
verification has just been finalized. However, by this
time some have already started feeling helpless and
frustrated. Out of frustration they have started abusing
us and the stand that we took in the all union meeting
held on 16.09.2010.
In the all union meeting, held on 16.09.2010 with the
management, some unions demanded that the Code of
Discipline should be given up and BSNL should frame it’s
own Recognition Rules. As far as we are concerned, we
cannot take a decision on such a serious issue, without
consulting our Circle Secretaries and CHQ office-bearers.
So, we informed the management that we could convey
our decision on this issue, only after discussion in our
Central Executing Committee which is going to meet from 27th
to 29th September, at
Nagpur.
Management said that they could not wait till such time
and announced that the 5th membership
verification would take place on the basis of Code of
Discipline.
Some unions opposed this decision of the management and
walked out of the meeting, declaring that they would
boycott the 5th verification, if it is
conducted on the basis of code of discipline.
As far as we are concerned, we have confidence on the
workers. We are ready to face the election either based on
the code of discipline or based on the Recognition Rule to
be framed by the management. All that we want is some time
to take a democratic decision at the appropriate forum.
But some don’t have confidence on workers. They require
the mercy of the management to run their show. When they
did not get help from the management, they have become
frustrated and abuse us. We can’t help them.
[17.09.2010]Supreme
Court issues notices on 2G Spectrum scandal
On the Multi Crore Spectrum scandal,
the Supreme Court has issued notices to the CBI, the
Telecom Minister, Income Tax Department and the
Enforcement Directorate. The notices were issued, based on
a Public Interest Litigation, filed by an NGO. The
petitioner has alleged that the DoT had given away 2G
Spectrum to 122 operators, at a throwaway price of
Rs.1,658 crore for a pan-India license on a
first-come-first-served basis, in January, 2008. The court
has directed that the reply should be given within 10
days.

v Tamil
Nadu Circle Union handed over an amount of Rs.5,01,500 to
Com. P. Abhimanyu, GS, towards building fund, in the
Circle Executive Committee meeting held at Chennai, on
15.09.2010. Together with this, Tamil Nadu Circle Union
has contributed an amount of Rs.13,04,724 towards building
fund.

District Union has sent an amount of Rs.2,51,000 towards
building fund.

and Nicobar Circle Union has handed over an amount of
Rs.33,333 to Com. P. Abhimanyu, GS, at the time of their
circle conference, held at Port Blair, on 12.09.2010.

of Pension
The issue of revision of pension of Pre-2007 BSNL retirees
was discussed with Shri S.C. Misra, Member (Services),
Telecom Commission on 16.09.2010. He informed that he has
already reminded Secretary, DPE regarding the issue. Once
the file is received back, after approval by the
Communications Minister, the cabinet note will be
forwarded to government for approval.

union meeting with BSNL management on 5th
Membership Verification
BSNL management had called for an all union meeting to
discuss about the 5th Membership Verification.
The meeting took place today (16.09.2010). Com. V.A.N.
Namboodiri, President and Com. P. Abhimanyu, GS,
represented BSNLEU in the meeting.
In the meeting, some unions proposed that BSNL should give
up the Code of Discipline and should frame it’s own
“Recognition Rules”, based on which the 5th
verification should take place. BSNLEU took the position
that introducing of BSNL’s own Recognition Rules was a
serious matter and that the same could not be accepted
without discussing it in the Central Executive Committee
of the union.
Thereafter, management announced that 5th
verification would be held on the basis of Code of
Discipline only. Protesting this, some unions like NFTE,
FNTO etc., walked out of the meeting. They also declared
that they would be boycotting the 5th
verification, if it is conducted based on the Code of
Discipline. However, the meeting continued and the time
schedule for conducting 5th verification was
finalized. The following is the time schedule for 5th
